PANCER..

A fishermen kampong, stretching 4 km long on southern East Java coast.

Most of its 4400 population work as fishermen. The remainders as farmers.

Most of the fishermen live in the western wing of the area, near to Pancer’s port.

While the farmers live in the eastern wing or in Pancer’s inner territories.

In the western wing, the fishermen mostly live in the government-subsidised housing.

It was an aid given by the government for the population after Tsunami struck in June 1994.

The houses constructed here were built for t B t P till th tiltemporary purpose. But Pancers still use them until now, thus giving shape to their present poor outlook.

Being quickly & incidentally designed, the complex also has bad public infrastructure

In Pancer, population also always tends to grow.

One of the contributory factors: the advent of fishermen from other areas to fish inOne of the contributory factors: the advent of fishermen from other areas to fish in

Pancer in high-fishing seasons (April-November).

During the period, they stay temporarily at the houses of some Pancer population who are still their relativeswho are still their relatives.

Afterwards, many of them choose to remain in Pancer.

As a Tsunami prone area, effective mitigation

system becomes an important topic in Pancer.

In case of Tsunami, inhabitants must be able

to leave the area as quick as possible.

Currently, such system is still absent in

the regionthe region.

Dealing with the human settlement problems found in Pancer, we must find solutions which are based on local culture & contextmust find solutions which are based on local culture & context.

Just like the existing settlement area, the development areas are also provided with mitigation routes leading northwards in case of Tsunami.

1 kitchen, 2 bedrooms, 1 veranda, 1 spatious living room (for accomodating seasonal fishermen)

CONCLUSIONS

In designing the houses & housing in Pancer we try to review at the cultureIn designing the houses & housing in Pancer, we try to review at the culture exist in the area.

Some value like “togetherness” (gemeinsamkeit) is taken as the basis forSome value like togetherness (gemeinsamkeit) is taken as the basis for the housing design.

Some indigenuous materials and traditional forms are taken as the house’s gelements, so as to make the people familiar & comfortable with their new houses.

In the meanwhile, precautions towards Tsunami are given through the making of mitigation routes & selection of lightweight building materials.
