Revised 8/24/2017 1 Student Success Program Review Update Veterans Resource Center (formerly Veterans Services) 2016-2017 Program/Service Description: Include Description/Mission Statement/Number of Years at COD/Benefits/Contact (source: Faculty/Dir/Coord/Dean – from AUR) Description: The Veterans Resource Center (VRC)/Veterans Services Program was established to assist eligible veterans, dependents and reservists in obtaining their VA educational benefits and achieving their educational goals. The VRC provides information on veterans’ benefits and services; assists applicants with completing applications and forms necessary for VA benefits; and assists veterans with referrals to other agencies and resources. College of the Desert is approved for the training of veterans, dependents, and reservists leading to a certificate, an Associate Degree or transfer to a four-year institution Mission Statement: The Veterans Resource Center (VRC) provides critical service and support for our veterans; active-duty, National Guard and Reserve military personnel; their spouses and dependents; and faculty and staff. We assist our veterans' transition back into civilian life as they learn to navigate the California Community College system; and support the success, retention and educational needs of our students. Number of Years at COD The Veterans Services Program began in the Fall 1973 with the U.S. Department of Education’s Veterans’ Cost- of-Instruction Program (VCIP) grant. The program has been supported through College of the Desert general fund, COD Foundation and community financial support. The BIGHORN Golf Club Charities Veterans Resource Center (VRC) was created and opened in August 2012 with a grant from the BIGHORN Golf Club Charities. In 1973 College of the Desert began with one full-time Veterans Program Coordinator/Counselor and one full- time Secretary. 1980 the Coordinator/Counselor position was lost due to funding and program continued with one full-time Secretary. Today, the Veterans program continues with one full-time Veterans Resource Specialist/School Certifying Official funded by the District and one full-time Veterans Counselor. Participants in the program/service receive the following benefits: •The Veterans Resource Center (VRC) processes all Veteran Educational Benefits and provides admissions and academic advising/counseling to ensure student veterans, active-duty, National Guard and Reserve military personnel, dependents, and spouses maximize their educational benefits and attain their certificate or/and degree. •Provide our veteran student academic and military transcript evaluation towards their educational goal transition. •Ongoing monitoring of student success, referrals to on and off campus support. •Work as a liaison between county, state and federal agencies in partnership with the veteran student. •One-on-One facilitation through the new student intake process to guarantee the veteran student Priority Registration (SSSP). •Ongoing academic monitoring towards their educational and new career goals.

The VRC is in the Cravens Student Services Center Room 125 on the 1st floor The VRC consists of 2 offices, 1 for the Veterans Resource Specialist/VA School Certifying Official and the second office is for the full-time Veterans Counselor. Outside agencies (VA Vocational Rehabilitation Counselor, EDD Vet Reps, and VA Vet Center Outreach Specialist) utilize one of the two offices or table space on an as needed and space available basis. Front desk with a computer station is where individuals that come into the VRC are greeted and assistance provided to the community, potential new and current Veterans Program students. For VRC student use there are 4 computer stations, tables for studying and meetings, fax machine, copier/printer, coffee station and a small refrigerator for water.

2) Assessment of adequacy of current facilities: The Veterans Resource Center serves over 591 unduplicated students in a space of 960 sq ft including staff offices.

The VRC serves as a study area; new student one stop; campus, community and peer resource center; COD Student Veterans Organization meeting location, and home away from home for our students.

There is an increasing high need for a separate quiet study area; in house tutoring in a quiet supportive environment; space for small group workshops to include career and resume writing, financial aid, transfer applications, and peer to peer mentors. A larger facility that would serve as a central location for all Veterans Services inside the Veterans Resource Center would include the Veterans Benefits Office, Veterans Counseling, Community partnerships, peer to peer mentoring, tutoring services and the TRiO-Veterans Student Support Services (VSSS) program. This one stop would serve our increasing numbers of veterans and dependents, without having to search for open facilities, impacting other areas, or send the veteran and/or dependent to other locations for services.

Summary- Narrative Interpretation (source: Faculty/Dir/Coord/Dean) Staffing for Program/Service: The Certifying Official has been serving our Veteran student population for over 38 years, and in 2016 the Veterans Counselor became a full time position. District funds cover the salary and benefits for the Certifying Official and the Veterans Counselor is funded through SSSP and TRiO Veterans Services Funds. Due to increased responsibilities for VRC facuty and staff, a part-time secretary is needed to assist staff and students in the Veterans Resource Center, make appointments for the Veterans Counselor, prepare files for appointments, contacting students and keeping the student files up to date with contact information, transcripts, and other required paperwork. Assist with ordering and maintaining inventory of supplies, forms, reference material. This position would allow the Veterans Resource Specialist to dedicate more time to maintaining the Veterans Files, meeting required deadlines with the VA in reporting students’ enrollments, drops, tuition & fees, end of semester reporting of graduation, etc. Funding/Budget: College of the Desert Veterans Resource Center served 591 unduplicated count of students without a guaranteed funding source. Guaranteed funding and a larger facility are needed to cover the increasing number of veterans and dependents served. The college funds the salary of the Veterans Resource Specialist, provides the space for the Veterans Resource Center and the full-time Veterans Counselor is on grant funding. __________________________________________________________________________________________

Program/Service Challenges: (source: Faculty/Dir/Coord/Dean) Staffing for Program/Service: Limited staffing is not sufficient to serve the growing Student Veteran population at College of the Desert. Additional resources are needed to meet the Student Success and Support Program (SSSP) requirements, allowing all eligible Veterans to fully access their Registration Priority and VA benefits in a timely manner. Funding/Budget: Limited District, Foundation, SSSP and Student Equity funding limits our travel and training to conferences that would provide current knowledge in the area of veterans services including transfer, disability and VA certification. A part-time secretary is needed to assist staff and students in the Veterans Resource Center, make appointments for the Veterans Counselor, prepare files for appointments, contacting students and keeping the student files up to date with contact information, transcripts, and other required paperwork. This position would allow the Veterans Resource Specialist to dedicate more time to maintaining the Veterans Files, meeting required deadlines with the VA in reporting students’ enrollments, drops, tuition & fees, end of semester reporting of graduation, reconciling tuition & fees payments from the VA, etc. Department of Veterans Affairs (VA) statistics According to the Department of Veterans Affairs Office of Actuary Veteran Population Projection Model 2011: “With the significant enhancement of data and advanced modeling methods, the VetPop2011 projected more living Veterans in the future compared to previous projections from earlier VetPop models. The projected Veteran population increases include both the women Veteran and minority Veteran populations. Compared to the overall U.S. population, the Veteran population is getting younger, especially for the male Veterans. Another noticeable trend for the Veteran population is the projected higher growth in the Southern and Western regions.” (http://www.va.gov/vetdata/Veteran_Population.asp) The following maps identity California and Riverside County as leading the Nation in Veteran Population. These Veterans may be eligible to use their GI Bill® education benefits for the next 10 to 15 years. Based on these maps, College of the Desert should be proactive in strategic planning for staff and services to address the possible growth in the Student Veterans population.

Program/Service Objectives/Goals for 2018-19 (source: Faculty/Dir/Coord/Dean) Continue with any of the Objective/Goals from 2017-18 that were not met. Larger Veterans Resource Center facility to house the two College of the Desert programs that assists veterans and their dependents: Veterans Services and TRiO Veterans Student Support Services (VSSS) programs. This area would include a quiet study room, computer room, in-house tutoring in a quiet area; space for small group workshops, lounge area, offices for 2 couselors (Veterans Services & TRiO VSSS), 2 director’s office (Veterans Services once it becomes a categorical funded program & TRiO VSSS), VA School Certifying Official/Veterans Resource Specialist and an area/office for off campus Vet Reps. If such a facility was created, we may be eligible to apply for VA’s VetSuccess on Campus (VSOC) program where the VA provides a part-time VA Vocational Rehabilitation Counselor, along with a VA Vet Center Outreach Coordinator to approved schools aims to help Veterans, Servicemembers, and their qualified dependents succeed and thrive through a coordinated delivery of on-campus benefits assistance and counseling, leading to completion of their education and preparing them to enter the labor market in viable careers.

Assist with ordering and maintaining inventory of supplies, forms, reference material. This position would allow the Veterans Resource Specialist to dedicate more time to maintaining the Veterans Files, meeting required deadlines with the VA in reporting students’ enrollments, drops, tuition & fees, end of semester reporting of graduation, reconciling tuition & fees payments from the VA, etc.

Food, snacks, coffee & water for meetings and emergency needs Reason: Food pantry is greatly needed for veterans and dependents on limited resources, but utilize the VRC as a home away from home while on campus for classes often missing breakfast, lunch and/or dinner.
