1.0 Introduction

1.1 PURPOSE OF REPORT

The sanitary and storm servicing study has been prepared for Regency Developments Ltd. for the 4.38 ha redevelopment of lands located to the north and south of 93 Avenue and east of 85 Street. The site is currently zoned as DC2 in the City of Edmonton.

Specifically, this report provides an inventory of existing storm and sanitary outlets from the site and considers the capacity of the downstream combined sewer system. The purpose of this report is to assess the storm and sanitary flows anticipated to discharge from the subject site and to seek acceptance from the City of Edmonton for the proposed servicing strategy for a DC2 high density residential development.

1.2 SITE LOCATION AND EXISTING CONDITIONS

The subject area is located north and south of 93 Avenue and east of 85 Street and is bounded by a lane on the east side and the future Valley LRT line is planned to be constructed directly west of the site. The subject area is comprised of 2 separate lots (Lot 31 Block 15 & Lot 22 Block 16) containing 30 existing 2 storey townhouse buildings for a total of 160 units. In the north portion of the north lot (Lot 31 Block 15) are 2 existing 5-storey apartment buildings that are not included within this study or the proposed redevelopment. The total proposed development area of the 2 lots is approximately 4.38 ha. See Figure 1 for an aerial image of the area and site location.

2.0 Storm Servicing

2.1 APPROACH TO DOWNSTREAM STORM CAPACITY REVIEW

The site is currently serviced by combined sewers. Therefore, the impacts of a change in stormwater flow also influences the system’s ability to take on an increased sanitary flow. Below is an analysis of the existing storm system for the subject area, followed by an analysis of restricted post development stormwater flow which will offset the increase in sanitary flow we would expect with a high density re-development project.

2.2 EXISTING STORM SERVICE AND PRE-DEVELOPMENT FLOW

The existing site is split between pervious grass surface and impervious lands comprised of 30 townhouse building rooftops and asphalt/gravel parking areas and sidewalks. The storm drainage collected from the 2 lots is directed to the existing combined sewers in the east alley through storm services and overland flow. The surface drains into multiple catchbasins in the east alley which also flows to the existing combined sewer in the east alley.

The combined sewer continues north and south, with the high point just north of 93 Avenue, and eventually flows west to 85 Street (see Figure 2, Appendix A for the existing combined sewer locations). The majority of the landscaped areas are directed to the adjacent roadways via overland flow.

The existing land use was used to calculate the pre-development storm flow as summarized in Table 1 below separated into 2 areas. Detailed pre-development flow calculations can also be found in Appendix A.

2.3 POST-DEVELOPMENT FLOW

Based on the downstream capacity review completed by the City of Edmonton and further to the meeting held on June 14, 2017, it was recommended and agreed upon that the storm services for the new development should be directed to the existing 1,050 mm trunk on 85 Street. This will be achieved by constructing a new storm sewer within the 93 Avenue public road right of way that connects to the 85 Street trunk.

In addition, storm servicing of the site will be subject to peak stormwater runoff control at an allowable discharge rate of 20 L/s/ha. This is a reduction from the stormwater management guidelines for the City of Edmonton (35 L/s/ha), required to minimize impacts to the trunk line in 85 Street as a result of a downstream capacity review completed by the City of Edmonton.

The future Holyrood Gardens site was assumed to have a post development runoff coefficient of 0.75. This runoff coefficient was selected as the proposed development is most similar to a medium rise apartment zone development. See Table 2 below which summarizes the post-development storm flow calculations. Detailed post-development flow calculations can be found in Appendix A.

2.4 STORAGE VOLUME

To achieve the flow attenuation necessary for the post development flow above, the site will require onsite stormwater storage. The storage volumes per storm event scenario within the City of Edmonton Design and Construction Standards were calculated and are summarized in Table 3 below.

To provide a conservative estimate of the amount of stormwater storage potentially required, the governing 1978 storm event was used to determine the onsite stormwater storage required for the allowable discharge rate of 20 L/s/ha for the proposed development. On this basis approximately 1,449.7 m3 of storage will be required for Area #1 and 1,100.4 m3 of storage will be required for Area #2. Detailed storage calculations can also be found in Appendix A.

2.5 PROPOSED STORM SERVICING LOCATION AND STORMWATER FLOW CHANGES

As per City of Edmonton criteria, the total allowable site discharge is 87.6 L/s with a predevelopment discharge rate of 1,243.3 L/s. The onsite flow restrictions represent a peak flow reduction of approximately 93%.

The controlled 87.6 L/s peak outflow will discharge to a new storm main to be constructed along 93 Avenue and will ultimately discharge into the existing 1,050 mm trunk on 85 Street. See Figure 2 in Appendix A for an overview of the storm servicing.

Onsite stormwater storage will be required and can be provided by way of several options or combination of options such as rooftop storage, onsite underground storage tanks or stormwater ponds. As well, a flow control mechanism, for example an orifice plate, will be required for tie-in to the city system. This will be addressed further at the detailed design stage and based on the actual site development and servicing location plans.

3.0 Sanitary Servicing

3.1 APPROACH TO DOWNSTREAM SANITARY CAPACITY REVIEW

As noted above, the site area is serviced by combined sewers. This report outlines the anticipated increase in sanitary flow to the system.

The City has confirmed that the additional sanitary flows from the proposed development can be accommodated by the existing combined sewers in the alleys to the east of the site, in coordination with the storm flows being restricted and directed to a new and separate storm system on 93 Avenue as per Section 2.0.

3.2 EXISTING SANITARY SERVICES AND SITE SEWAGE CONTRIBUTIONS

The existing combined sewers in the area range from 375 mm to 750 mm in diameter and are located under the alley east of the site, which drain north and south, as well as under 93 Avenue, which drains west to 85 Street. Figure 3 in Appendix B illustrates the overall existing combined sewer system around the development.

The existing dry weather flow was estimated based on flow data taken from the Edmonton Design and Construction Standards. For the 160 units and an assumed 3.17 people per unit, a total population of 507 was used to calculate existing sanitary flow as summarized in Table 4 below. The detailed calculations can also be found in Table 1 in Appendix B.

3.3 REDEVELOPMENT SEWAGE FLOW CONTRIBUTION

This site is proposed to be redeveloped with 7 high density residential buildings with a maximum of 1,200 units at an assumed 2.17 people per unit for medium rise apartments and 1.89 people per unit for high rise apartments, for a total estimated population of 2,435. There is also an allowance of 1,200 m2 of floor area for non-residential uses. The sanitary flows contributed by the proposed development are summarized in Table 5 below and detailed calculations are also presented in Table 1 of Appendix B.

3.4 PROPOSED SANITARY SERVICING & REDEVELOPMENT SEWAGE FLOW

Under the proposed conditions, the Holyrood Gardens sanitary services will tie into the existing 375 mm, 525 mm and 600 mm combined sewers in the alley east of the site with an anticipated total sanitary flow of 29.5 L/s. In comparing the pre-development and post-development sanitary flows, the Holyrood Gardens development will result in an increase of 23.0 L/s. Figure 2 in Appendix B illustrates the proposed sanitary servicing strategy.

4.0 Conclusion

This report was prepared to provide an assessment of the storm and sanitary servicing, and in particular the anticipated increase in sanitary flow and effects of storm water flow attenuation and storage, as a result of the planned redevelopment of lands located north and south of 93 Avenue and west of 85 Street.

The stormwater storage and flow attenuation of the proposed redevelopment will result in a reduction of approximately 1,156.3 L/s of stormwater and an increase of approximately 23.0 L/s of sanitary sewage.

The capacity of the existing storm and sanitary sewers with respect to the proposed development was reviewed and confirmed by the City of Edmonton. Correspondence regarding the downstream capacity review and preferred servicing strategy for the proposed development is included in Appendix C for reference.

As a result, it is recommended that all new sanitary services tie in to the existing combined sewers in the alley to the east of the development, that stormwater runoff control for the development be restricted to 20 L/s/ha and that the storm services connect into a new storm sewer to be constructed along 93 Avenue. This new storm sewer will be constructed within public road right of way, is planned to service this development only, and will tie in to the existing 1,050 mm trunk on 85 Street. Coordination with LRT construction will be required to accommodate the new storm sewer line proposed along 93 Avenue.

Hi Kairi,

Further to your voicemail, the trunk within 85 Street serves a larger area much beyond thepresent development. There are two challenges, limited capacity and shallow depth. In abigger event as per our models, this trunk will definitely be full. What we are trying to do is tokeep the Hydraulic Grade Line below the basement level. That is why we want the flow to berestricted to 20 l/s/ha.

Further to your email, we have analyzed the modeling results. We analyzed the area startingwith a 2 year event and then going up all the way to a 50 year event. I am attaching theresults with this email. Two sets of profiles are drawn for each event: the one labeled"lateral" represents the laneway and the one with label "trunk" represents the main trunkwithin 85 Street. These results are based on the existing conditions. Primarily they point

towards a requirement to separate storm and sanitary sewers.

Following is the summary of the modelling results:

The existing combined sewers within the lane-way will be able to accommodate theproposed sanitary flows.The existing combined sewers within 93 Ave and 90 Ave do not have adequatecapacity to accommodate the proposed storm flows and would cause system back upif stormwater is released into them. The overall system is very shallow, even the trunkalong 85 Street is only 5-8 meters deep. Thus the sewers are more sensitive to backupsduring storm events. One of the suggested solutions would be to reduce the allowable discharge rate to 20l/s/ha for each individual lot as well as separate storm sewers along 93 Ave and 90Ave. These separate storm sewers will be connected to the trunk within 85 Street.

Also please be aware that the on lot storage needs to be applied to each lot separately.Kindly call me if you need to discuss this further.

I will continue follow up on the modelling on a regular basis as there is some pressure to findresolution on the drainage component to move this project forward with planning andopen houses.
