Stepping Into Internship Program - Position Description The Australian Network on Disability’s Stepping Into program is a paid internship scheme that matches talented university students with disability with roles in leading Australian businesses. Position Title Department of the Environment and Energy, Federal - Policy Development and Advice Intern Location Canberra Position Duration Minimum of 152 hours or 4 weeks full time Commencing Dec 2019 – Feb 2020 Position Overview Role of the Workplace The industrial sectors are responsible for almost two thirds of Australia’s greenhouse gas emissions. One of the main policy instruments for managing these emissions is the Safeguard Mechanism which regulatory limits on Australia’s largest emitters. It covers Australia’s 150 largest businesses in the manufacturing, mining, oil and gas, transport and electricity sectors (e.g. BHP, Rio Tinto, Chevron, and Shell). The Safeguard and Industrial Policy section has responsibility for developing and managing Safeguard Mechanism policy and climate policy for the industrial sector more generally. Our section is part of the Industrial and Air Quality Branch in the Climate Change Division. The Branch works to reduce carbon emissions from a range of sectors of the economy – including industry and transport – and improve Australia’s air quality. Position Overview

Role of the Workplace

Major Tasks

Depending on the skills and interests of the intern, there are two major tasks the intern will assist with:

Develop explanatory material for amendments to the Safeguard Rule OR

Develop a ‘production variable’ and default emissions intensity package for an economic activity

Major Project for Placement

Assist with developing explanatory material for planned amendments to the Safeguard Rule. The proposed amendments will require explanatory material for public consultation sessions, briefing the Minister and for making the Rule change. The task will involve close collaboration with the General Counsel Branch, outposted Australian Government Solicitor counsel and the Clean Energy Regulator. This project would suit a legal student or a student studying Government or public policy.

Developing a ‘production variable’ and default emissions intensity package will involve:

1. Industry technical analysis – analysing production and processing in the industrial sector.

2. Policy analysis and development – using industry technical analysis to develop policy

3. Stakeholder consultation with Australia’s biggest companies (e.g. BHP, Rio Tinto, Chevron, Origin etc) – testing technical and policy analysis with industry.

This would suit a student with technical and quantitative analytical skills. It would involve working with data in Microsoft Excel.

Context of Project/Tasks

In early 2019 we made legislative amendments to improve the Safeguard Mechanism’s operations. We are now setting emissions intensity benchmarks for the entire industrial sector. These technical details need to be included in the Safeguard Rule through future legislative changes.

Second last or final year of a relevant undergraduate or postgraduate degree
