Projects undertaken included:-
♦ Improvements to Cartmel Lane. The access strip from
Chapel Road has been tarmaced and drainage chan-
nels installed. Trees have been planted on both sides
of the road , interspersed with boulders to stop cars
being parked on the amenity land at Chapel Road
recreation ground. Funding for the trees came from
Yorkshire Bank Community Fund.
♦ The children’s playground at the HUB opened in April
2015 and has proved to be a great success and is well
used by many families.
♦ The planting and landscaping at the HUB has settled
in well and the plants and bulbs are looking good al-
ready.
♦ We have received another Award for all Grant to in-
stall curtains at the HUB this will help to improve the
acoustics in the big room.
The HUB is proving to be very popular and is in use most
days of the week, there have been lots of children’s parties
at weekends.
The Council commissioned a report into the feasibility of
improving the land at Keighley Road Recreation ground,
draining and levelling the area to make it useable. We an-
ticipate that the works proposed will cost in the region of
£30,000. We have applied to Bradford Council to release the
S106 money for play provision that has to be paid by Redrow
for the Manor Fields development off Thornhill Road. We
have spoken to Steeton Primary School to see what they
would like to use the area for and they are excited at the
prospect of having a useable outdoor area for games.
We have commissioned an arboricultural specialist to inves-
tigate the potential for the opening up of back memorial
wood. He has submitted a plan of what he proposes to
BMDC to allow them to comment. Once we have this infor-
mation we will then undertake a public consultation before
anything is done.
I am hoping that we will be able to contact the Department
for Transport with regard to the piece of land to the west of
Steeton Methodist Church. The Steeton Lights Group have
expressed an interest to put a Christmas tree on that piece
of land, I think this would be a good idea. It would make a
fantastic display if we were able to also plant this area up.

Steeton School Radio
Station Steeton Primary School obtained a grant from Steeton with
Eastburn Parish Council, towards the end of the last school
year, in order to help purchase Radio Station equipment.
Initially the Radio Station will play music, programmes and

Council Contacts and Meetings All meetings of Steeton-with-Eastburn Parish Council are
open to the public, local residents are always welcome. De-
tails of times and meetings are advertised on notice boards
around the villages and on the Parish Council website. Meet-
ings are generally held on the first Wednesday of the month,
with a Community Hub Management Committee at 6.30pm
and Full Council at 7.30pm. All meetings are held in the Hub
at Steeton. At the start of each meeting there is a slot for
public participation when members of the public may ask
questions or raise issues with councillors. You can contact

Plans for 2016-17 In 2016-17 the Council expects to receive income of
£52,724, made up of a precept (Parish Council rates) of
£42,810, Council Tax support grant from Bradford Council of
£2,596 and income from hiring the HUB of £6,000. Any other
funding required will come from grant applications to exter-
nal organisations. The projects it plans to carry out during
the next year are:
♦ Obtain finance for the creation of a playing pitch
at Keighley Road Recreation Ground and com-
mence work
♦ Rebuild wall to southern side of Chapel road Rec-
reation ground once work to adjoining land has
been completed by the land owners
♦ Complete neighbourhood plan and public consul-
tation, submit to City of Bradford MDC
♦ Consult with neighbouring properties; obtain
quotations and planning permission for work to
add the Memorial Wood annex to the publicly
accessible area of the memorial gardens. Apply
for grant funding if applicable
♦ Apply for “Quality” level of Local Council Award
Scheme
♦ Agree and enact a community engagement strat-
egy
♦ Revamp and improve the Council’s website
Eastburn Playing Field The Council manages the Eastburn Playing Field as the cor-
porate trustee of the Eastburn Playing Fields Association,
which is a separate charity. Some 6 years ago extensive im-
provement works were carried out and a drainage system
installed. Unfortunately during the winter of 2015-16 this
drainage system has proved inadequate to cope with the
large volumes of rain. The council is investigating whether
improved drainage is a possibility, or if the pitch area could
be used for some other purpose if it can never be drained
sufficiently to be used as a playing pitch during the winter
months. A replacement picnic table is to be installed in the
play area during 2016-17. The bearing supporting the nest
swing has been found to be damaged; the swing has been
taken down for safety reasons whilst a replacement bearing
is obtained.
Flood Alerts Properties in Steeton and Eastburn which are deemed by the Environment Agency to be at risk of flooding can register for

Areas not deemed to be at risk of flooding will not be able to enter their details for a flood warning, but can request a flood

news on a loop through our Internal Computer Server into
classrooms and around school. Children in all year groups
are beginning to have some basic training on the equipment
and are quickly learning the skills of broadcasting. As the
children become more proficient they will begin to broad-
cast live on a Friday afternoon. Eventually we will be in a
position to use the Radio Station in our class lessons to en-
hance the curriculum, allowing all our children to experience
the thrill of broadcasting. Children from Reception Class to
Year 6 have begun to use the equipment to produce pod-
casts, record their own stories and even write and record a
Radio Play. Examples of these can be heard by visiting the
Radio Station pages on our new and rapidly developing

Next steps will be to provide an opportunity for the wider
community to become involved, whether that be community
groups making radio programmes, broadcasting live or pro-
motion of community events and services and the opportu-
nity for other local schools to make use of the School Radio
facility. We firmly believe that additional Benefits to Steeton
Primary School and the Local Community will be to
♦ Raise the profile of the Village School and the Local
Community in the wider area.
♦ To provide links between the local Community, fami-
lies and parents.
♦ A platform to reach out to the wider community to
inform and celebrate all that is good about our local-
ity.
In other exciting news the School is eagerly anticipating the
completion of a new, modern refurbished School Library.
We are also developing our old ICT Suite (which incorporates
the Radio Station) into a multimedia room with a ‘film stu-
dio’ and areas for design technology and art in order to com-
plement our Creative Curriculum.
The School won a national ICT award for an international
project. The Naace Impact Awards were announced at the
National Education Technology Conference in Leicester in
April. Steeton School’s ‘Christmas Truce’ eTwinning Project
won the Early Years and Primary Impact award. In the pro-

Steeton School Radio Station
The area of rockery at the front Skipton Road edge of the
memorial garden - we have informed BMDC that following
consultation with residents regarding this area of land, we
no longer want them to do any planting here and that the
Parish Council will take over the upkeep of this area. We
have awarded a contract to our current garden handyman
and he will plant the area up with bedding plants and bulbs.
We have recently been informed that we are the first Coun-
cil in Yorkshire to be awarded Foundation Status of the Local
Council Awards Scheme, this means that we have been peer
assessed and are deemed to be operating at a high standard
and are meeting all the requirements that we are supposed
to. We have also been working in conjunction with the
Emergency Planning Officers at Bradford Metropolitan Dis-
trict Council to draw up a community resilience plan for the
parish. We are the pilot area for this plan within the Brad-
ford District.
FINANCE: Full accounts for the year 2015/2016 will be avail-
able on the Councils website in due course. After much de-
liberation the Council decided not to increase the precept
this financial year. We were able to do this in part because
Bradford Metropolitan District Council decided to pass on
the full amount of the rate support grant they received from
central Government.
CRIME: Crime remains low in Steeton and Eastburn but this
is no reason for residents to become complacent. Inconsid-
erate parking is still a problem, especially at the top of
Thornhill Road. We are still waiting for Bradford Metropoli-
tan District Council highways department to get the Traffic
Regulation Orders passed for this area. The other area
where parking is a serious problem is School Street and Mar-
ket Street near to the school. We have had meetings with
highways officers and the Ward Co-ordinators office to try to
come up with a solution and are still working towards this.
WEBSITE and NEWSLETTER: Publication of our newsletter
continues and delivery is being done by Worth Valley pub-
lishing. It would appear that things are working well and the
vast majority of residents are receiving their copies. The
HUB is now on Facebook and we have also set up a Face-
book page for the Parish Council as well as the Neighbour-
hood plan.
NEIGHBOURHOOD PLANS: Following our submission to
Bradford Metropolitan District Council to be recognised as
the legal body allowed to produce a neighbourhood plan for
Steeton, Eastburn and Silsden we have been working hard
over the last year and are shortly to hold our formal consul-
tation with residents.

tion of the Christmas Truce of 1914. During this call, the
children sang Silent Night together in all the languages of
the project.
