Why Post 2015 Framework for DRR?

• The Hyogo Framework for Action 2005-2015 is approaching its end

• Growing human costs and economic losses due to disasters

• More people and assets are located in areas of high risk

• Rapid urbanization will further increase exposure to disaster risks

• IPCC Special report: changing climate will change frequency, intensity and timing of extreme weather and climate events

• UN General Assembly Resolution 66/199 requested UNISDR to faciliate development of a Post 2015 Framework for Disaster Risk Reduction

Developing Post 2015 Framework - Participatory and Inclusive Approach

• Consultative meetings National and local Regional (Africa, Asia, Pacific, Arab States, Europe,

Americas, Central Asia and the Caucuses Regional and sub regional Platforms, Ministerial and other)

By stakeholder groups (Mayors/local government, parliamentarians, Media, Private sector, vulnerable groups etc.)

Consultations with communities and NGOs

On-line discussions

Thematic consultations (economics of disaster risk reduction, land use planning, science and technology, governance and transparency, etc)

• Integrating Post-2015 Framework for DRR consultations into major conferences at all levels (Rio+20, Post 2015 Development – Post MDGs, COPs)

Other reporting processes/mechanisms • Findings from the Local Government Self-

Assessment of disaster resilience under the Making Cities Resilient Campaign;

• The HFA2 Advisory Group to the SRSG

• Views expressed in the section ‘Future outlook’ in 2011-13 cycle of the HFA Monitor

HFA2 Consultation process

Two Phases:

First Phase: from March 2012 to the Global Platform in May 2013

Focus: broad substantive issues for a new framework for disaster risk reduction

GPDRR: deliberations on HFA2 will consolidate issues and recommendations made to date and deepen the dialogue

Second phase: from June 2013 to the 3 rd WCDRR in early 2015

Focus: content and format of a draft HFA2

Key issues and observations (1/3)

• Building on the current HFAPreserve and reinforce the core elements of the current HFA

• Enhanced Understanding of Risk

Reflect an enhanced understanding of risk as informed by the evidence and findings (GAR, IPCC, SREX , scientists, practitioners etc. on extensive risk, climate change etc.)

• An HFA2 for Local Governments and CitizensEmphasis on views and capabilities of Local governments, mayors, community organisations

Key issues and observations (2/3)

• Economic Opportunities and Private Sector Investment

Role and diversity of private sector engagement in reducing risk and building resilience, creating enabling environment

• Stronger Governance and AccountabilityAppropriate governance and accountability mechanisms, clear responsibilities across public and private actors, role and responsibilities of National Platforms for DRR

• Leverage Benefits of Integrated Approaches

Factoring disaster risk management considerations into urban, economic, territorial and social development, include clomate change challenges

Key issues and observations (3/3)• Integrate climate change issues more fully into the

HFA2Concrete steps to prevent the creation of new risks, and accept the reduction of greenhouse gases as a disaster reduction priority

• Advances in Science and TechnologyMore effective interplay of science, policy and practice in support of disaster risk reduction provides an opportunity for collaborative learning and action

• Building Women’s LeadershipWomen to assume leadership in promoting disaster risk reduction locally and nationally.

Engagement of the National Platforms in HFA 2

• A number of National consultations conducted by National Platforms

Eg. Alegria, Lebanon, Sri Lanka, Cambodia, Sweden, Germany

• Take the opportunity at GPDRR for dialogue

• Identify ways for a stronger role on Phase II of consultations

Phase 2 of consultations on HFA2 – Key elements of HFA2 will be prepared drawing on the

consultations and deliberations at the 4th GPDRR;

– In 2013-2014: consultations based on the key elements will be sought with countries, IGOs and stakeholders.

– At the regional level, the 5th Pacific Regional Platform on DRM (July 2013) and 6th AMCDRR (June 2014) will be key forums;

– In early 2015: final draft of the post-HFA framework submitted for consideration at the 3rd World Conference on DRR in Japan;

– In 2015: UN Secretary-General submits a report on the 3rd World Conference on DRR (WCDRR) to the UN General Assembly along with a recommendation for the UN General Assembly to adopt the HFA2

Remaining period of HFAAccelerate implementation: urgency for accelerated and scaled-up action

• Achievements at the national level are translated to the local level: by building the capacities of local governments and community members to enable resilience building

• Close the gaps in policies and legislation which act as hindrance for swift implementation

• Multi hazard risk assessments, risk based planning and early warning systems with connectivity to the community level

• Accelerate the focus on small-scale high-frequency disasters

• DRR and CCA are integrated into socio-economic and development sectors, with greater attention on social equity, gender issues in DRR and other specifically vulnerable groups.

• The integration of DRR principles into major infrastructure projects, along with improved enforcement of relevant legislation such as building codes.
