1. PRELIMINARY REMARKS

The information compiled in this report is from telecom companies, Internet Service Providers,

4G retailers, RURA database, postal operators, Pay TV operators, Media and Newspapers. An

active subscriber is defined as one that has generated revenue within three months of the quarter

under review.

2. SUMMARY

This is a first quarter report for 2017; it covers the period from January to March 2017, and it gives

the annual trends of some indicators. This report includes information on mobile telephone, fixed

telephone, internet, tariffs (voice and data), traffic, revenues, investment and employment in

telecommunication sector, licensed operators in postal and Media.

In the period under review, mobile telephone subscriptions decreased from 8,932,108 recorded in

the fourth quarter 2016 to 8,402,963 recorded in the first quarter 2017, this portrays a 6% decrease.

Mobile telephone penetration rate fell from 79.21% recorded in the fourth quarter of 2016 to 72.88

% that was recorded at the end of the first quarter 2017.

Fixed telephone subscriptions in this quarter decreased by 25% from 13,403 recorded in the fourth

quarter 2016 to 12,810 in this quarter under review.

In the media there are 14 licensed Free to Air Televisions, 4 licensed pay TV operators, 31 radio

stations, 50print media and 80 online operators and in the postal service there are 24 licensed

operators as of December 2016.

3. MOBILE AND FIXED TELEPHONE SUBSCRIPTIONS

As of March2017, the operators offering mobile telephony services included MTN Rwanda Ltd,

TIGO Rwanda Ltd and AIRTEL Rwanda Ltd, and those offering fixed telephone services were

Liquid Telecom Ltd, Airtel Rwanda Ltd, Tigo Rwanda Ltd and MTN Rwanda Ltd.

At the end of the first quarter 2017, the number of fixed telephones subscriptions continues to

record a downward trend over time as lots of people preferred to use mobile telephones. During

this quarter, the total number of fixed network subscriptions was recorded at 12,810 subscriptions

down from the last quarter’s 13,403 subscriptions.

In the first quarter of 2017, mobile telephone active subscribers decreased by 6% from 8,932,108

mobile subscribers recorded in 2016 to 8,402,963 recorded in the first quarter of 2017.

Due to the diffusion of mobile telephones which made people to shift from using fixed phones to

mobile telephones, during the first quarter of 2017 the fixed telephones decreased by 22.6%. The

number of subscribers dropped from 13,143 connections in the year 2016 to 12,810 connections

recorded at the end of March 2017.

In the first quarter of 2017, MTN Rwanda Ltd continued to show the biggest market share of 42%

followed by Tigo Rwanda Ltd with 39% and Airtel Rwanda Ltd that has the market share of 19%

in mobile telephone subscriptions.

As of the first quarter 2017, Tigo Rwanda Ltd has the largest market share of 74%, followed by

MTN Rwanda Ltd with 18%, Liquid Telecom has 8% and Airtel has the insignificant market share.

In this quarter, the number of mobile money subscriptions recorded was 8,504,184 subscriptions

while the number of mobile money agents was 42,905. The deposited money on mobile phones

was 108,733,522,818Frw while 95,632,113,790Frw were withdrawn within the first quarter of

2017.

Geographically MTN 2G and 2.5G Networks covers 99.13% of the total land area, followed by

TIGO Rwanda Ltd with 90.82% and52% for Airtel Rwanda Ltd. This geographic network gives

the opportunity to 99.92% of the population to access 2G and 2.5G networks of MTN Rwanda

Ltd, 99.91% of TIGO Network and 81% of AIRTEL network Ltd.

3G and 3.5G mobile technologies were deployed geographically by MTN Rwanda Ltd at the level

of 76.27%, Tigo Rwanda Ltd at 22.54%, and 2% for Airtel Rwanda Ltd as of first quarter of

2017.KT Rwanda Networks Ltd deployed 4G geographically by 51% and this network is accessed

by 64% of the population.

The on net tariff of sending message via Airtel Rwanda Ltd and Tigo Rwanda Ltd subscribers is

11 Frw while it is 12 Frw for MTN Rwanda Ltd. The off net tariff of MTN Rwanda Ltd and Tigo

Rwanda Ltd is 26 Frw whereas to send a message in East African Countries is 45 Frw.

During this quarter, 50.7 million minutes of roaming-in voice traffic was recorded whereas 24.8

million minutes was the roaming-out voice traffic.

The 916 people are employed in Telecommunication sector, 830 are permanent staffs while 86 are

temporary staffs and 31 % of these staff are female and 69% are male as it is shown in the following

table:

3. MEDIA

With the new mandate of RURA to regulate media industry, and following the enactment of the

media law of 2013, RURA in addition to TVs and radios, licensed Internet and Print Media organs.

The table below shows a list of licensed TV stations, FM Radio Broadcasters, newspapers and

online media registered to operate in Rwanda, by the end of the fiscal year under review.
