STATEMENT OF WORK DATE: 07 February 2018

PROJECT: Carpet/Paint/Furniture project

1 BACKGROUND AND PURPOSE

1.1 The U.S. Embassy in Zagreb and Overseas Buildings Operations (OBO) has a requirement to replace carpet, ceiling tiles, paint, and remove / install new office furniture in several offices on the US Embassy Compound. This project requires qualified technicians to perform a replacement/installation according to both Croatian and US standard industry practices.

2 GENERAL REQUIREMENTS 2.1 The Contractor shall provide personnel, material, equipment, escort and

supervision to complete the technical requirements in this Statement of Work. The Contractor shall be responsible for hiring qualified labor, equipment vendors and shall follow security and safety directives as explained by the Embassy.

2.2 Government furnished parts: 2.2.1 Office furniture – See attachment 1.

2.2.2 Ceiling tiles – 220 m2

2.2.3 Light Fixtures – 68 EACH

2.2.4 Carpet tiles – 149 m2

2.2.5 Electrical materials needed for the installation of new outlets

2.2.6 Contractor is expected to inventory all material on the lists to ensure all parts are available. Discrepancies shall be reported to COR.

2.3 The Contractor shall have limited access into the Embassy and outside the areas designated for the project except with permission by the Embassy. The Contractor shall address the impact of the consequent disruption and provide for a

continuing level of operation of the Embassy functions caused by the proposed work.

3 SCOPE OF WORK

3.1 The Contractor shall be required to prepare reports, bill of materials, quality control schedules and construction costs. These documents shall provide the necessary interfaces, coordination, and communication among the Embassy, OBO, and Contractor for the carpet and ceiling tiles replacement, painting, furniture demolition, removal and/or installation.

3.2 The contractor is responsible for all work, including the work not explicitly mentioned in this SOW, but necessary in order to complete the job, like moving furniture before and after the painting, cleanup, etc.

3.3 The contractor mast take all the precautions in order to avoid any damages to the Embassy property. All damages must be reported immediately, and repaired as soon as possible. In case the contractor fails to repair damages in a reasonable timeframe, the Embassy will hire another company and charge the repairs to the contractor.

3.4 Remove and dispose the existing furniture.

3.5 Remove all items hung on the walls (pictures, certificates, etc.)

3.6 Patch and paint the walls with 2 coats of Dulux Trade QD EggShell paint Golden Fern 35YY 86/117. Area to be painted is 54 m2.

3.7 Install the new OFS Furniture per attached drawing.

3.8 Rehang all items on the walls (pictures, certificates, etc.)

3.10 Remove all items hung on the walls (pictures, certificates, etc.)

3.11 Patch and paint the walls with 2 coats of Dulux Trade QD EggShell paint Golden Fern 35YY 86/117. Area to be painted is 45 m2.

3.12 Remove and lawfully dispose the old carpet tiles. Area is 15 m2.

3.13 Install the new Interface EQUILIBRIUM carpet tiles 50x50 cm, color 304295 HARMONY per manufacturer’s instructions, using Uzin U 1000 emulsion as

adhesive.

3.14 Install the new OFS furniture per attached drawing. 3.15 Rehang all items on the walls (pictures, certificates, etc.)

HARMONY per manufacturer’s instructions, using Uzin U 1000 emulsion as

adhesive.

3.21 Install the new Allsteel furniture per attached drawing. 3.22 Rehang all items on the walls (pictures, certificates, etc.)

Fern 35YY 86/117. Area to be painted is 39 m2. 3.47 Remove and lawfully dispose the old carpet tiles. Area is [Insert Area]

3.48 Install the new carpet Interface EQUILIBRIUM carpet tiles 50x50 cm, color 304295 HARMONY [12 m2] per manufacturer’s instructions, using Uzin U 1000

emulsion as adhesive.

3.49 Remove and lawfully dispose the ceiling tiles [12 m2] and light fixtures [2 EACH] from the ceiling grid.

3.50 Install new light fixtures and ceiling tiles supplied by the Government.

3.51 Install the new Allsteel furniture per attached drawing. 3.52 Rehang all items on the walls (pictures, certificates, etc.)

3.57 Remove and lawfully dispose the ceiling tiles and light fixtures from the ceiling

grid.

3.58 Install new light fixtures [5 EACH] and ceiling tiles [17 m2] supplied by the

Government.

3.59 Patch and paint the walls with 2 coats of Dulux Trade QD EggShell paint Golden

Fern 35YY 86/117. Area to be painted is 64 m2.

GSO/GYM/FAC Building (Annex) Rooms 701 and 706 (GYM) 3.60 Remove and lawfully dispose the ceiling tiles [61 m2] and light fixtures [17

EACH] from the ceiling grid.

3.61 Install new light fixtures and ceiling tiles supplied by the Government.

3.62 Patch and paint the walls with 2 coats of Dulux Trade QD EggShell paint Golden Fern 35YY 86/117. Area to be painted is 102 m2.

3.63 Remove and lawfully dispose the ceiling tiles and light fixtures from the ceiling

grid.

3.64 Install new light fixtures [4 EACH] and ceiling tiles [8 m2] supplied by the

Government.

3.65 Patch and paint the walls with 2 coats of Dulux Trade QD EggShell paint Golden Fern 35YY 86/117. Area to be painted is 36 m2.

3.69 Remove and lawfully dispose the ceiling tiles [12 m2] and light fixtures [6 EACH] from the ceiling grid.

3.70 Install new light fixtures and ceiling tiles supplied by the Government.

3.71 Patch and paint the walls with 2 coats of Dulux Trade QD EggShell paint Golden Fern 35YY 86/117. Area to be painted is 79 m2.

GSO/GYM/FAC Building (Annex) Rooms 704 and 712 (Men’s Room) 3.72 Remove and lawfully dispose the ceiling tiles [30 m2] and light fixtures [10 EACH]

from the ceiling grid.

3.73 Install new light fixtures and ceiling tiles supplied by the Government

4 CONTRACT ADMINISTRATION

4.1 The OBO does not make representations or warranties of whatsoever kind or nature, either expressed or implied, as to the quality, level of completion, accuracy, extent of compliance with the standards, codes and requirements described or referred to in this SOW, or the extent of coordination between or among the documents provided to the Contractor.

4.2 Neither the Embassy’s nor OBO’s review, approval, or acceptance of, nor payment

for the services required under this contract shall be construed to operate as a waiver of any rights under this contract or any cause of action against the Contractor arising out of the performance of this contract.

4.3 The OBO has the right to inspect and test all services called for by the contract, to

the extent practicable at all times and places during the term of the contract. The OBO may perform quality assurance inspections [QAI] and to confirm the work is being performed according to the Statement of Work.

5 RESPONSIBILITY OF THE CONTRACTOR 5.1 The Contractor shall be responsible for the professional quality, technical accuracy,

and the coordination of all construction and other services furnished under this contract. The Contractor shall, without additional compensation, correct or revise any errors or deficiencies in its construction and other services.

5.2 The Contractor shall identify a Project Manager who shall be responsible for the

overall management of this Contract. The Project Manager will be approved by the Embassy.

5.3 The Contractor is responsible for safety and shall comply with all local labor laws,

regulations, customs and practices pertaining to labor, safety and similar matters. The Contractor shall promptly report all accidents resulting in lost time, disabling, or fatal injuries to the Contracting Officer’s Representative (COR). The COR is the Assistant Facility Manager, Alen Nemeček.

6 CONSTRUCTION REQUIREMENTS 6.1 The Contractor shall be responsible for all required materials, equipment and

personnel to manage, administer, and supervise this project. All workmanship shall be of good quality and performed in a skillful manner as determined of OBO.

6.2 The Contractor shall have limited access to or be admitted into any building on the

compound outside the areas designated for the project except with permission by the Embassy.

6.3 The Contractor will be permitted to use the area within the compound for operation of his construction equipment and temporary facilities. The Contractor is responsible for obtaining any additional off compound storage areas required.

7 CRITERIA 7.1 The Contractor shall replace the replace carpeting and repaint interior walls in

accordance with U.S. codes and standards. OBO will review and comment on the Contractor’s submissions using the following codes and standards: a. International Building Code b. Safety and Health Requirements Manual:

8 DELIVERABLE SCHEDULE 8.1 The work schedule will be coordinated with the COR in order to maximize the

efficiency and minimize the disturbance of the regular Embassy operations. a. The Contractor shall commence work under this contract promptly, execute the

work diligently, and achieve final completion and acceptance of the carpeting and painting including final cleanup of the premises within the contract period specified.

9 SECURITY 9.1 This is a non-classified project. The work to be performed under this contract

requires that the Contractor, its employees and sub-contractors submit corporate, financial and personnel information for review by the Embassy. Information submitted by the Contractor will not be disclosed beyond the Embassy.
