NEVADAOFFICEOFTRAFFICSAFETY(OTS)MissionNevadasupportsa“TowardsZeroDeaths”vision.ThemissionoftheNevadaOfficeofTrafficSafetyistoeliminatedeathsandinjuriesonNevada'sroadwayssoeveryonearriveshomesafely.ProgramFundingDesignatedbytheGovernor,theNevadaDepartmentofPublicSafety(DPS)isresponsibleforapplyingforandadministeringfederalhighwaysafetyfundsawardedtotheStatetoconducttrafficsafetyprogramsthatpositivelyaffectdrivingbehavior.TheDirectoroftheDepartmentservesastheGovernor’sRepresentativeforHighwaySafetyandhasdesignatedtheAdministratoroftheOfficeofTrafficSafetyastheHighwaySafetyCoordinator.Toaccomplishthistask,theDepartmentofPublicSafety,OfficeofTrafficSafety(DPS-OTS)developsanannualHighwaySafetyPlan(HSP)thatidentifieskeyhighwaysafetyissuesandproblemareasinthestate.DPS-OTSthensolicitsproposalsstatewidetoaddresstheidentifiedproblems.Availablefundsareawardedtostateandlocalgovernmentandnon-profitagenciestoimplementevidence-basedtrafficsafetyprogramsandprojects.ProgramsarealsosupportedusingStatefunds,grantsreceivedfromprivateorganizations,andFHWAfundspassedthroughfromNevadaDepartmentofTransportation,asallowable.ThisreportoutlinestheresultsoftheFFY2017HighwaySafetyPlanandservesasNevadaOTS’AnnualReport.DPS-OTSannuallyawardsfederalfundstostate,local,andnon-profitorganizationsdesiringtopartnerinsolvingidentifiedtrafficsafetyproblems.Fundsawardedarestrictlyforuseinreducingdeathsandseriousinjuriescausedbymotorvehiclecrashesthroughtheimplementationofprogramsorstrategiesthataddressdriverbehaviorinthepriorityproblemareas.Theseprogramareas,inalignmentwiththeStrategicHighwaySafetyPlan(SHSP),are:

PerformanceMeasuresRulesestablishedbyNHTSAallowstatestoidentifyproblemsandfundingneedsineachofthenationallydesignatedprogrampriorityareas.StateHighwaySafetyOffices(SHSOs)havetheflexibilitytoidentifyadditionalprogramareasfromtheirdata,alongwiththeamountoffundingallocatedtoeach.NevadautilizesthisflexibilityinworkingwithitsSHSPpartnerstowardachievingitsgoalof‘ZeroFatalities.’TheprojectschosenforfundinginFFY2017includedstrategiesfromtheSHSP’ssevencriticalemphasisareasandtheirresultsaredetailedonthefollowingpages.(FormoreontheSHSP,pleaselogontowww.zerofatalitiesnv.com).

withtheCarsonCityMentalHealthcourtinordertoprovidesupervisiontoallmisdemeanorparticipants.Therewere2DUIcasesparticipatingintheMHC.Forthereportingyeartherewere43newadmits,24discharges,0transfersand16graduates.ParticipantsaretestedusingthehighlyeffectiverandomColorCodesystemforidentifyingdrugand/oralcoholuseinparticipants.In2017theprogramincreaseddrugandalcoholteststhroughoutallspecialtycourtstoremainincompliancewithSpecialtyCourtbestpracticestoincludea40%increaseforFelonyDUICourt,31%increaseforMTC,anda47%increaseforMHC.TheCarsonCityDUICourtProgramutilizestheSCRAMalcoholmonitoring/housearrestequipmenttoenforcethe180dayhousearrestrequirementoftheprogram,and10participantshaveignitioninterlockdevices.Mostinterlocksareequippedwithacameraastoconfirmitisthecorrectpersonusingthedevice.TS-2017-WC2ndJudCt-00051—WashoeCountySecondJudicialDistrictCourt—FelonyDUICourtFundingSource:405(d)Budget:$20,000ObligationPercentageSpent:$20,000.00,100%TheprojectpartiallyfundedtheProgramCoordinatorpositionfortheSecondJudicialDistrictCourt’sFelonyDUICourt.Theobjectiveistodeliveratreatmentprogramtoaddressboththecriminaloffenseandadefendant’ssubstanceabuseutilizingtheconsequencesofcriminalsanctionstoencourageprogramcompletion.TheprogramreducesalcoholandotherdruguserelatedtoDUIbehaviorthroughtherapeuticinterventionsandjudicialsupervisiontoimprovepersonalfunctioningandcommunitysafety.TheprogramadherestotheTenGuidingPrinciplesofDWICourts,createdbytheNationalCenterforDWICourts.Tohelpunemployedparticipantswiththechallengeofprogramcosts,theprogramutilizesresourcesfromalocalbanktoconductmonthlybudgetingsessionsaswellaslocalemploymentresourcesthatincludetempworkortemptohirearrangements.TheFelonyDUICourtprogramcontinuedtoexperiencesuccessesthisyearwitha58%increaseinnewadmissionsfromlastyear(29to46).AnincreaseincriminalprocessingthroughouttheDistrictCourtaswellasongoingeducationtostakeholdersabouttheprogramandhowprospectivecandidatescanbenefitfromitsserviceshelpedexpandtheprogram.Therewere109activeparticipantsonOct.1,2016and117participantsattheendofgrantperiod.Thenumberhasremainedsteadyoverthepastfewyears,onlyfluctuatingwithin+/-10participants.Therewere37participantsdischargedfromtheprogramwhichincluded21graduates,2removedfornoncompliance,2obtainednewoffenses,3weretransferredtoanotherjurisdiction,4absconded,and5voluntarilywithdrew.Sinceitsinceptionin2008,theprogramhassuccessfullycompleted285participantsforanaverageofover28graduateseachyear.Therewasa50%reductioninDUI-relatednewoffensesofparticipants.Programsuccesswasaccomplishedthroughthehardworkofthemultidisciplinaryteamconsistingofajudge,defenseandprosecutorialcouncil,courtstaff,andcommunitytreatmentproviders.Otherkeystakeholdersincludeignitioninterlock,SCRAMandhousearrestproviders,andthelocalself-helpmeetingcommunity.Othernotableaccomplishmentsthisyearincludedtransferringin-housedrugtestingtothelocalcontractedtestingproviderandexpandingavailableresourcesforvocationalandacademicdevelopmentopportunities.Theprogramhasstrongpartnershipswith4interlockprovidersandregularlyreviewsmonitoringreportsfor22participants.

Campaigns

InFFY2017,OTSran10mediacampaigns,whichincludedbothpaidandearnedmediacomponents.Theplanningstrategyfortheyearwastoreducethenumberofcampaignsfrompreviousyearsandconcentratethemediaspendinshorterincrementsoftime,inordertoavoidpromotingtoomanymessagesatonce.Updates&ResultsOverall,fromOctober2016–September2017,theOTSZeroFatalities-brandedcampaignsdeliveredover194millionimpressions.ThemostrecentZeroFatalitiespublicopinionsurvey(2017)showsthat65percentofNevadanshaveheardoftheprogram,whichisupfrom60percentin2014.
