2012 ACCOMPLISHMENTSØ The Preble County Commissioners entered into an
agreement with DP&L Energy Resource to provide electric service to all county buildings at a reduced rate. It is currently saving the county approximately $52,000 a year.
Ø Monroe, Jefferson, Dixon and Jackson Townships adopted Electric Aggregation under the County’s Electric Aggregation program, which will decrease residential rates to less than 6 cents per kilowatt hour to residents.
Ø The County was successful in getting a full-time 4-H Advisor at the OSU Extension Office.
Preble County Economic Development
• To date, the economic development program has – retained two businesses, 40 jobs totaling more than
$1M in payroll; –attracted 4 new businesses with an estimated 15 jobs;–acquired $23,000 in ESP grant funds to support
entrepreneurs and small business; –acquired $109,000 (629) Roadwork Improvement
Grant to support the retention of 33 jobs.
• Project of significance - D&M Tool. Doubled facility foot print and retained more than $1M in payroll and invested more than $1.5M.
Tax Change in Ohio
• Elimination of the state corporate income tax and net worth tax for most businesses.
• Elimination of local personal property taxes on inventory, machinery and equipment, and furniture and fixtures.
• Substantial reductions in sales taxes on business input purchases.
• A 21% reduction in personal income tax rates applying to business income.
• The adoption of a low-rate, broad-based business entity tax applied to the gross receipts of all forms of doing business.
Tax ReformAs a result of tax reform, Ohio jumped from the 31st most competitive state and local business tax system in
2004 to the 3rd most competitive in the nation in 2009 for these types of investments.
