Wilson Elementary, which is not on the National Register of Historic Buildings, is a 1959 single story, 56,078 square foot brick school building located in a suburban residentialsetting. The facility was originally constructed in a pod concept with each pod connected with covered walkways. Over time many of the covered walkways have been enclosed form additional teaching stations or connecting corridors. The existing facility does use modular buildings. The st ructure of the original facility contains load bearing masonryexterior wall construction, with load bearing masonry wall construction in the interior. The floor system consists of concrete slab on grade. The roof structure is wood and concrebeams supporting structural wood deck. The roofing system of the original facility is primarily built-up asphalt with gravel ballast, installed in stages over the past 15 years. The
structure of the 1993 addition contains stud type exterior wall construction with brick veneer, with stud type wall construction in the interior. The floor system consists of concreteslab on grade. The roof structure is metal building framing. The roofing system of the 1993 addition is mechanically fastened EPDM, installed in 2003. The ventilation system ofthe building is inadequate to meet the needs of the users. The classrooms are undersized in terms of the current standards established by the State of Ohio. Physical Educationand Student Dining spaces consist of one Gymnasium and separate Student Dining. The electrical system for the facility is inadequate. The facility is equipped with a securitysystem. The building has a non-compliant fire alarm system. The facility is not equipped with fire suppression. The building is reported to contain asbestos. The overall building inot compliant with ADA accessibility requirements. The school is located on a 15 acre site adjacent to residential properties. The property is not fenced for security. Access ontothe site is unrestricted. Site circulation is fair. There is dedicated space for school buses to load and unload on the site. Parking for staff, visitors and community events isadequate.

Facility Assessment
A. Heating System
Description: The existing system for the original facility and first addition is a gas fired hot water system, installed in 1959, and is in fair condition. The facilityhas one 5 year old Well McLain, and 1 original Ray Burner boiler. The boilers are in fair and poor condition respectively. Heating water isdistributed to terminal units consisting of unit ventilators and air handlers. The terminal equipment was installed with the phase of constructionand is in fair condition. The system does not comply with the 15 CFM per person fresh air requirements of the Ohio Building Code mechanicalcode and Ohio School Design Manual. The pneumatic type system temperature controls were installed with the phase of construction and are infair condition. The system does not feature individual temperature controls in all spaces required by the OSDM. Interior doors in this facility arenot louvered to facilitate corridor utilization as return air plenums. The existing system is not ducted. Relief air is exhausted via a louver in thewindow system. The overall heating system is evaluated as not being in safe and efficient working order, and long term life expectancy of theexisting system is not anticipated. The structure is not equipped with air conditioning. The site does not contain underground fuel tanks. Thelibrary addition is equipped with a carrier air handling / condensing unit that is pad mounted outside of the building. The carrier unit is equippedwith air conditioning.
Rating: 3 Needs Replacement
Recommendations: Provide new overall heating, ventilating, and air conditioning system to achieve compliance with Ohio Building Code and Ohio School DesignManual standards. Provided for a ducted system.

C. Ventilation / Air Conditioning
Description: The overall facility is not equipped with a central air conditioning system. Rooftop air conditioning units serve the office (10 years old), MH room(inoperable), music (12 years old), library (4 years old), and internal classrooms (3 years old). Window units are provided in various locations. Theventilation system in the 1962 addition consists of unit ventilators, installed in 1962 and in fair condition, providing fresh air to classrooms, and airhandlers, installed in 1962 and in fair condition, providing fresh air to other miscellaneous spaces such as the Gymnasium. Interior doors are notlouvered to facilitate corridor utilization as return air plenums. The ventilation system does not meet the Ohio Building Code 15 CFM per occupantfresh air requirement. The overall system is not compliant with Ohio Building Code and Ohio School Design Manual requirements. Dust collectionsystems are not required in this facility. Exhaust systems for Restrooms, Kitchen, and Custodial Closets are adequate.

D. Electrical Systems
Description: The electrical system provided to the overall facility is three separate services one with 240 volts, 400 amp, 3 phase and 4 wire and two with120/208 volts, 400 amp, 3 phase and 4 wire. The systems were original with each addition and are in fair condition. Power is provided to theschool by one utility owned pole mounted transformer and multiple district owned pad mounted transformers. Additional step down transformersare located throughout the facility. The panel system, installed with the phase of construction, is in fair condition, and cannot be expanded to addadditional capacity. The classrooms are not equipped with adequate electrical outlets. The typical classroom contains 6 general purpose outletsand limited dedicated outlets for technology. There is not a dedicated outlet for the television monitor. There are some restroom spaces that haveno electrical outlets. The corridors are not equipped with adequate electrical outlets for servicing. There are adequate GFI protected exterioroutlets located around the perimeter of the building. The overall electrical system does not meet Ohio School Design Manual requirements insupporting the current needs of the school, and will be inadequate to meet the facilitys future needs.
Rating: 3 Needs Replacement
Recommendations: The entire electrical system in the 1959 and 1962 sections require replacement to meet Ohio School Design Manual guidelines due to condition,age and to accommodate the addition of an air conditioning system. The 1993 addition requires additional outlets to comply with OSDMrequirements.

H. Structure: Walls and Chimneys
Description: The original facility and the 1962 addition have a brick veneer on a masonry bearing wall system, which displayed locations of deterioration, andis in poor condition. The wood roof structure sets on concrete beams that bear on the masonry walls. The concrete beam has separated from themasonry in many locations. The faces are spalling off of bricks. A portion of the original building masonry was covered with EIFS that is in poorcondition. The original building and 1962 addition have a curtain wall system at non-bearing classroom exterior walls. The curtain wallconstruction is relatively new, but it has numerous penetrations for unit ventilators, window air conditioners, and miscellaneous piping. Sections ofthe 1962 addition have single wythe concrete masonry unit exterior walls. The original building and 1962 addition have a very low profile. Somespaces have roof structure that is below the allowable limit to consider the space occupiable per building code requirements. The exteriormasonry appears to have appropriately spaced and adequately caulked control joints in fair condition. The exterior masonry has not beencleaned and sealed in recent years, and shows evidence of mortar deterioration in multiple locations. There are areas where the brick hasseparated leaving over 1/2 cracks in the bed joints. Original building and 1962 addition interior walls are concrete masonry units and are in fair topoor condition. Interior masonry appears to have adequately spaced and caulked control joints in fair condition. The 1993 addition is a metalbuilding with brick veneer. The brick veneer is damaged due to vandalism. The 1993 addition interior walls are metal stud with gypsum board andare in fair condition. The windowsills are an element of the aluminum window system. The exterior lintels are not exposed. The school hassufficient expansion joints.
