At around 11:00 am on Wednesday, August 10, acting upon information received a team of policemen visited a residence located at #187 SAN IGNACIO TOWN, Cayo, Thursday, August 18, 2011: Police are looking for three persons, two of whom are wanted for reportedly invading the home of a Santa Elena man. In a report to the police, Fermin Hipolito Choco, 36, Belizean laborer of a Santa Cruz area address in Santa Elena Western Highway, in that area popularly known as “Hot Point” where they recovered a white Wii Nintendo game with charger and 8 controls and with a black digital slide picture frame valued at $1,200 and $200 respectively. All items were positively identified by Barrera as his property being some of the items stolen in the July 30 invasion of his house. The recovery led to the arrest of Harrison Wellington and a 15 year old boy who was present at the time of the search. They were instantly detained and transported to the police station in San Ignacio where they were later arrested and formally charged for handling stolen goods. They both pleaded not guilty to the charge and were remanded to the central prison in Hattieville and are scheduled to return to court on Tuesday, October 25, 2011. While four members of a notorious San Ignacio gang were reportedly detained for the actual invasion, they were later released without charge as investigators were unable to come up with evidence to support charges against them. Barrera’s $60,000 Isuzu D-Max, stolen in the incident, was recovered intact five days later in the Trapiche Area of Town reported that he was at home sleeping when at around 10:30 pm on Wednesday, August 17, he was awaken by a loud bang inside his house. BY: Raphael MartinezPublic Relations OfficerMinistry of Police and PublicSafety BELMOPAN, Thursday,August 18, 2011: The Belize Police Departmentrecieves automated fingerprintidentification system (AFIS)through the Central AmericanRegional Security Initiative(CARCI). Several months ago, courtesyof the CARSI program and theUnited States Government,Belize received 6 electronicfingerprint scanning units. A unit will be assigned to thepolice station in each district andthis will allow for the convenienttaking of fingerprints in eachdistrict.

Scenes of Crime personneland police officers from eachdistrict formation have beentrained in the proper use of thisequipment. Presently, the department hasover 60,000 fingerprints whichwere taken manually over thepast 40 years and need to beinputted into the database tofacilitate quick comparisons andanalysis. As part of the contract,AFIX TECHNOLOGIES, thecompany that supplied theequipment, has sent fourtechnicians to Belize to assist thePolice Department with theinputting those 60,000fingerprints through the use ofhigh speed scanners andarchiving system.

This assistance will allow thedepartment to expedite theprocess of inputting fingerprintsinto the database in a much

shorter period. The Police Department isgrateful for this assistanceprovided under the CARSIprogram.

BELMOPAN, Wednesday,August 17, 2011: In responding to orders issuedon Tuesday, August 16, by theCaribbean Court of Justice(CCJ), the Government of Belizeinforms that the applicants,Dean Boyce and BritishCaribbean Bank (BCB), weregiven leave to appeal against therefusal of the Belize Court ofAppeal to make orders givingback Telemedia to the AshcroftAlliance or giving damages toBCB. Th CCJ pointed out that suchan appeal would be futile unlessthe applicants could first get theSupreme Court of Belize tostrike down the 2011 Act underwhich Government reacquiredTelemedia; and unless the ap-plicants could also get theSupreme Court to strike downthe 9th Constitution AmendmentBill (validating that 2011reacquisition Act) after itbecomes law. The CCJ, as it was bound to,refused the application for aninjunction to stop the NationalAssembly from passing the 9thAmendment Bill. That isvindication of GOB's positionthat no court is above theConstitution of Belize or abovethe right the Constitution givesto the National Assembly toamend the Constitution. The CCJ also gave aninjunction restraining Govern-ment from selling shares inTelemedia until after CCJ hasheard the appeal against therefusal of the Court of Appealto give the orders the Ashcroftalliance wants. But once the 9th

Amendment Bill is passed theappeal will inevitably fail, theinjunction will fall away andGovernment will be free tocontinue sale of minorityTelemedia shares, including tothe employees. The fact also is that the CCJexpressly recognized the rightof the applicants (and allBelizeans) to go to court tochallenge the 9th, or any,Constitutional amendment Bill.This proves that Governmentwas always telling the truthwhen it insisted that no languageor provision in the Bill wouldbar anyone from access to court. In Government's view whatwas most important aboutyesterday's developments is theconfirmation it provided of theAshcroft Alliance's implacabledetermination to defeat the willand sovereignty of the Belizeanpeople. It must be just as clear,though, that Government willnever let that happen. But thegreatest weapon to safeguardthe now nationally ownedTelemedia from Ashcroft'scontinuing billionaire powerplays, is the 9th Amendment. As per the CCJ, as long asthat amendment is passed andprotected the designs ofAshcroft will fail. Governmenttherefore calls once again onall nationalistic Belizeans tosupport the Belize Constitution(9th Amendment) Bill. Government knows that thereis already near unanimity in ourcountry when it comes toenshrining ownership of theutilities in the Constitution. Butthere were some that had

reservations about some of thelanguage and provisions of theBill. Government hopes that theCCJ confirmation that the Billdoes not and cannot deny accessto the courts, will have satisfiedthose reservations. However, therock solid national unity that willbe required to see off theAshcroft alliance once and forall, obliges Government to makeassurance doubly sure. Accordingly, Governmentwill be meeting with variousorganizations and groups evenoutside of the official publicconsultation process. These meetings, together withthe broader consultations, willproduce the kind of consensus,government is certain, whichwill unify and empower us asa nation to unwaveringly andsuccessfully defend the 9thAmendment, and our patrimony,against all comers.

ORANGE WALK TOWN,Friday, August 12, 2011: The refurbished Orange WalkEast Sports Center, adding newlife to that section of the townwhere it is located, was todayofficially inaugurated in OrangeWalk Town. The seventy thousand dollarrehabilitation project wasrealized through the joint effortof the Orange Walk EastSporting Committee partneringwith the Belize Natural EnergyTrust. The Trust contribution to theproject amounted to almost 50thousand dollars. The balance wasraised by the East Committee. The official openingceremony began at 8:00 pm withOrange Walk resident, CarlosPeralta, serving as Master ofCeremony for the occasion. The ocassion was the Friday,August 12, official inaugurationof the Orange Walk East SportsCenter in Orange Walk Townwhere STAR Publisher, AlbertoAugust was invited to deliverthese closing remarks. Thank you very much Mr.Master of Ceremony. Good night everyone. Myname is Alberto August. Iam one of three governmentrepresentatives on a six memberboard of trustees of the BelizeNatural Energy Trust with theother three members represent-ing the Belize Natural EnergyLimited. Recognizing that deliveringthe closing remarks at any event

is usually confined to sayingthank you to all the manypersons who worked long hoursto make the event possible, Iwould like, with your kindpermission, to deviate for just amoment to do two things.

First, I would like to speakjust briefly about the Trust andsecondly I would like to giveyou a brief overview of theproject we are inauguratingtoday. The Belize Natural EnergyTrust is a partnership betweenthe Government of Belize andthe Belize Natural EnergyLimited. It was born onFebruary 25, 2008 with thesigning of a Trust Deed by theGovernment of Belize and theBelize Natural Energy Limited. Under this agreement, theGovernment of Belize hascommitted to forgo point ninepercent of the gross revenuesfrom oil to finance the projectsand programs of the Trust. The bulk of the funds thereforecoming into the Trust is by wayof quarterly remittances from

the Belize Natural EnergyLimited. These funds currentlyhovers around 2 million dollarsper annum. The Trust is mandatedto manage these funds in asustainable manner for GeneralEducation and Social Educationpurposes always with a viewto unlocking potentials andempowering the Belizeanpeople. Under the Agreement, theChairmanship of the Trustrotates every two years betweenthe Government of Belize andthe Belize Natural EnergyLimited. The Government ofBelize currently holds thechairmanship, up to March2012, in the person of Mr.Orlando “Landy” Burns. The Trust issues annual callsfor proposals in keeping withits core functions, all suchproposals are first reviewed bya project steering committeewhich recommends those forfunding to the plenary of theBoard. In the current funding cycle,the Trust is managing 23projects countrywide. This isone of those completed projectsthat we are today inaugurating. In Orange Walk Town there isalso an almost 100 thousanddollar expansion project eitherunderway or soon to be startedat St. Peter’s Anglican PrimarySchool. There is also, at leasttwo or three other projects inthis District. Now to this particular project;this project was known to us onthe Board, as the Orange WalkEast Committee Basketballproject. The contract was signedon April 27 of this year. It wascompleted around the end ofJuly which was well withinthe three month schedule andfor that we congratulate thecontractor Mr. Stanley Smith. The scope of the worksincluded the rehabilitation ofthe basketball court; Theconstruction of a new ticketbooth, extension of thebleachers, rehabilitation ofthe backboards, rehabilitationof the male and femalebathroom, a cafeteria andnecessary drainage. Quite a lot of work indeed forless than 70 thousand dollars.It is therefore safe to say thatwe, all of us, got true value formonies spent. It is only fittingtherefore that I ask you to join

It would be remissof me if I did not touch on theproject we call “Our SignatureStudent Loan Program”. In keeping with its generaleducation mandate, the Trusthas, to date invested over onehalf of a million dollars in the

student loan program. Thesefunds have been made availableto credit unions in Toledo, Cayoand Orange Walk, with thefourth and fifth coming onstream soon in Belize City andBelmopan. The current Board of Trusteesis committed to expanding thisprogram as the need increases.There is therefore hardly anyneed for any student not to seekadvancement in education as theprogram is structured in such away that any student can financehis or her own higher education.We encourage ALL students inOrange Walk to visit the LaInmaculada Credit Union andfind out more about thisprogram.
