Public Participation Mr. Ed Miller 1814 West Boulevard, stated that the house across the street from him had 6 inches of standing water in the and he is concerned about mold and individuals working at the house late in the evening. He also stated that he believed it was condemned at one time. Anne Markezich, Director of Zoning, said they were aware of the home and they are working on it.
Mr. John 2438 Y Street, had complaints about properties around him not mowed for three was wondering if could done. Mr. Crawford said that this is his District and that he will address situation.

WHEREAS, Tina Meister married Jeffrey Baum and they have one beautiful daughter, Jadyn; and
WHEREAS, Tina Baum began her Clair County career in the Election Department of the County Clerk's office on July 3, 1978, and in July, 1981, was promoted to the Executive Secretary of the County Clerk's office, a position she held until retirement; and
WHEREAS, Tina Baum has worked under seven (7) County Clerks: C. Barney Metz, Geraldine Quirin, Alvin Schneider, Janice D. Delaney, Sam Flood, Bob Delaney, and Thomas Holbrook; and
WHEREAS, Baum win be fondly remembered and by co-

Emergency Management Agency
The activities during the month of May I June 2019 were routine and the report of same will be placed on file in the County Board Office.
County Jail
The Jailer reports that prisoners for the period from May 2019 through June 1 19 are an average of 333 prisoners per day. The report of same will be placed on in the County Office.
Detention Home
The total population of the Detention Center for the period from May 3, 2019 through May 30, 2019 was 356 children, 345 boys 11 girls. The report of same will be placed on file in the County Board Office.

ENFORCEMENT DECISION GROUP (EDG) REPORT
Ms. Valentine received a notice from the Illinois Liquor Commission that they are banning the LC-13 program. She explained this program performs liquor inspections and will be a loss of approximately $35,000.00 per year for the County.
HEALTH DEPARTMENT - SHARON VALENTINE
Ms. Valentine stated the Health Department is looking for someone to fill the Coordinator Position at the Health Department. She stated the interviews will be early next week.

Report of Activities Emergency Readiness I Public Committee
/ June 2019 1. All monthly radio tests were conducted, and no problems were noted. 2. All outdoor warning siren tests were conducted, and no problems were noted. 3. St. Clair County Mobile Command Post was deployed to support Art on the Square in Belleville. 4. Attended Bi-State Development 5. Attended multiple conference calls and webinars river flooding. 6. Attended the Joint Committee Meetings for IL NENA (National Number Association
and Il APCO (Association of Public Safety Communications along with 911 Day at the 7. St. Clair Special Services hosted the St. Clair/Monroe County Fire Chiefs Association 8. Provided one of St. Clair County's Machines through a mutual aid agreement with st. Charles
County to assist with flooding in West Alton, Missouri. 9. Attended the monthly of the East-West Board of Directors. 10. Hosted a townhall at Dupo High School to discuss the predicted 11. Attended a meeting with Cahokia officials concerning the flooding. 12. On May County Board Chairman issued a Disaster Declaration the ongoing
throughout St. Clair County. B. On June 1st-present the National Guard was and deployed to assist St. Clair County with levee
and monitoring of the Mississippi and Kaskaskia Rivers. were housed at the East
Carondelet Community Center.
14. On June 4,2019 the Disaster Declaration was extended through June 24 th , 2019. 15. Staff attended the St. Clair POD Meeting and discussed their role in a disaster. 16. Had a meeting with executive from American Red Cross concerning on-going flooding and their
efforts/responsibilities in the Emergency Plan, hosted by Chairman Kern. 17. Staff attended the Statewide 9-1-1 Advisory Board 18. Had the Emergency Telephone Systems Board (ETSB) meeting. 19. Hosted a Meeting with lEMA staff recovery efforts related to 20. Activated a forward command post for Flooding efforts on June and will continue to staff the
command post until National Guard troops are released. 21. On Thursday June 13, 2019 had a pop-up thunderstorm move through the Millstadt area with produced
and EFO Tornado. Staff responded and conducted assessment. Based on the information provided (pictures, damage monitoring), the National Weather Service confirmed the touchdown of an EF-O tornado for a period of 0.04 miles near the intersection of Lakes Rd and Kropp Rd. Received information from Millstadt ESDA that upon activation of the Outdoor Warning Sirens theirs did not activate. Other communities confirmed activation. Millstadt will be having the vendor check their sirens as they did work the week during the monthly
22. Hosted multiple at the forward command with lEMA Deputy Director, Chairman Kern, State Representative Nathan Reitz, multiple senior officials with the Illinois National Guard to discuss the
flood fight responses and needs. 23. St. Clair Emergency Services and EMA staff were to to a train derailment
involving a fire and fatality in Mayestown, IL in Monroe County. 24. More than 53 county have come forward and provided meals for the National
Guard Deployed to support efforts in St. Clair County.

PLANNED BUILDING DEVELOPMENT BY & MEGAN FLOWERS, OWNERS &
APPLICANTS, FOR PROPERTY LOCATED 600 STATE COLUMBIA,
ILLINOIS, IN SUGARLOAF (SOUTH) TOWNSHIP. (2018-35-SP)

We have audited the financial statement of the fiduciary fund of the St. Clair County Circuit Clerk for the year ended December 31, 2018. Professional standards require that we provide you with information about our responsibilities under generally accepted auditing standards and Government Auditing Standards, as weJl as certain information related to the planned scope and timing of our audit. We have communicated such information in our letter to you dated April 22, 2019. Professional standards also require that we communicate to you the following information related to our audit.
Significant Audit Findings
Qualitative Aspects ofAccounting Practices Management is responsible for the selection and use of appropriate accounting policies. The significant accounting policies used by the St. Clair County Circuit Clerk are described in Note I to the financial statement. No new accounting policies were adopted, and the application of existing policies was not changed during 2018. We noted no transactions entered into by the St. Clair County Circuit Clerk during the year for which there is a lack of authoritative guidance or consensus. All significant transactions have been recognized in the financial statements in the proper period.
Accounting estimates are an integral part of the financial statements prepared by management and are based on management's knowledge and experience about past and current events and assumptions about future events. Certain accounting estimates are particularly sensitive because of their significance to the financial statements and because of the possibility that future events affecting them may differ significantly from those expected.
Certain financial statement disclosures are particularly sensitive because of their significance to financial statement users . The most sensitive disclosure affecting the financial statement was:

THIS AMENDMENT NO.5 (the "Amendment"), is entered into this day of .2019 by and between the County of St. Clair, DHnoiJ (''County',), and Aramark Correctional Service., LLC, ("Aramark") a Delaware limited liability company, having its principal place ofbuaincsslocated at 2400 Market Street, Philadelphia. PA 19103 ("Aramark").
WHEREAS, County and Aramark entered into an Operating Agreemmt dated as of June 28, 2000 for the food service program for inmates, staff and visitors at St. Clair County Jail (as amended, the "Agreement''); and
WHEREAS, the parties acknowledge the need to address volatility in the cost of food commodities, among other things; and
WHEREAS, the parties desire to amend said Agrcc:ment as hereinafter set forth, effective as of May 1,2019.
NOW, THEREFORE, in conaidcration of the foregoing and of the mutual promises in the Aareement and for other good and valuable consideration, the receipt and sufficiency of which are hereby ac1mowl.edaed. t!H: parties agree as set forth below. Capitalized termI used but not defined in this Amendment have the meanings ascribed to such terms in the Agreement.
1. Term: The parties mutually agree that the term of the Agrccmcnt shall be extended for an addition three year period. from January 1, 2018 through December 31, 2020.
2. C1UTIDt Prldlll: The parties mutually agree that the price per meal charged to the County by Aramark shall remain unchanged from January 1, 2016 through December 31,2019 (for the avoidance of doubt, t!H: cnurent pricing through December 31, 2019 is listed on Attachment AJ.
3. Prlclna: In accordance with paragraph 3E of the Agreement, the parties mutually agree that the price per meal charged to the County by Aramark from JIUlU8l'Y 1, 2020 through December 31,2020 by Aramark shall be increased by 3%, as set forth on Attachment B, effective January 1, 2020 and shall lUpCl'IIede in all respects any prior price per meal.
4. Frelh Flvorltel: The parties mutually agree that the commisaion paid to the County by Aramark for Fresh Favorites ahal.l be reduced from 25% to 10% effective May 1,2019, and has been agreed to and are henlby ratified by the parties.
