The tenders shall be opened by the tender opening authority on the same day or any other date convenient to the tender opening authority in presence of the tenderers who may like to be present. tERmS And COnditiOnS:-1. Tender documents containing Rate List/Quantity Schedule and other details can be obtained from the office of the Executive Engineer Irrigation Division

Anantnag on any working day from 24.12.2016 to 30.12.2016 upto 2 Pm against cash payment as shown on production of Registration Contractors Card duly renewed for the year 2016-17 tin no., Sales tax clearance certificate for the year 2015-16 and CDR, without which no tender document shall be issued by this office. Only one tender document shall be issued to a card holder for a particular work. The contractor, who shall apply for tender document, should personally attend the divisional office for receiving the tender document & the documents shall not be issued through some other person, even if he has been authorized by the concerned contractor. Besides this utilized CDR`s shall not be accepted by this office.

2. The tenders can also be sent through registered post.3. The tenders should be accompanied with earnest money in the shape of CDR, amount shown against each work, pledged to the undersigned from any Scheduled

Bank without which tenders shall be rejected.4. The payment shall be made only when the funds are received by this office.5. The work shall have to be started within 7 day’s time from the date of issue of formal allotment/letter of intent whichever is earlier.6. The tenderers should quote the rate against the advertised items, 7. Nothing shall be paid on account of dewatering or diversion even if involved at site.8. The tenderers while quoting the rate on the tender form should seal the rates by way of affixing transparent tape on the quoted rates so that there is no possibility

of any tampering.9. The works advertised for tenders should be completed within stipulated period and incase the executing agency fails to complete the work physically within

stipulated period , penalty be imposed upon the executing agency. 10. No increase in carriages will be entertained beyond estimated provisions both Mechanical/ Manual even if involved. The contractors are advised to visit the site

and obtain the details of job required to be done from the concerned AEE/ Jr. Engineers before submitting tenders for the work..11. Any damage that may be caused to the work by any reason during execution, & prior to handing over the work to the department shall be the sole responsibility

of the executing agency and the Department shall not be liable to compensate for any loss on account of such damage. 12. In case the lowest tenderers worked out to be more than one, the committee framed for the same shall have every right to finalize it on lot basis. 13. The tender opening authority can accept or reject any or all tenders without assigning any reason (Single Tender response shall be straightway rejected.)14. The NIT if cancelled, no claim for refund of cost of tender Document shall be entertained and only such contractors who are prepared to accept this condition

may bid for the work.15. As per guidelines issued by the Ministry of water , Resources Govt. of India for AIBP projects. If state Govt. fails to comply with the agreed date of completion, the

grant component released will be treated as loan and recovered as per usual terms of recovery of the central loan. So in view of this condition, the contractor is bound to start the work within 7 days from the date of issue of allotment and is bound to complete the same within stipulated period of time if the lowest tenderer fails to start the work, no further notice shall be served. His CDR shall be forfeited immediately and black listing of his registration card, shall be recommended.
