Pay Compensation toTrans People: Anexample of SwedenThe Swedish government on Friday, March24, 2017 to pay a financial compensation toforcibly sterilized trans people in Sweden. This is a great victory for the trans communityin Sweden. "This is the first time a state hasrecognized forced sterilizations of transpeople in legal gender recognition proceduresas the human rights violation and financiallycompensates victims.

The Swedish Minister for Public Health,Healthcare and Sports, Gabriel Wikström,announced that the Swedish government hasagreed to financially compensate forciblysterilized trans people with the amount of 225000 SEK, approximately €23 600, per person.

The compensation will be available foranyone who was forcibly sterilized by theSwedish state from 1972-2013 in order tocomply with the previous requirements in theSwedish legal gender recognition act.

In April 2016, the government first announcedthat it had agreed to pay out compensation, after lengthy pressure from Swedish SOGIrights organization, RFSL. RFSL had workedfor financial compensation since forcedsterilizations were removed in 2013, andcollected testimonials from over 160 forciblysterilized people in order to take the case to court.

The amount is in line with compensationpreviously paid out by the Swedishgovernment to other forcibly sterilized peoplewho were affected by Swedish sterilizationlaws that existed from 1934-1975.

In the same way, the compensation will bemade available through a temporary law thatwill exist for two years from the planned dayof enactment, 1 May 2018.

TransgenderInclusion increasingin Nepal's CivilService Third Gender Column on Job ApplicationForm Makes a Difference. More than 600transgender people applied for civil servicejobs in Nepal last year, according to agovernment report released. Genderdiverse people's rights activists hail theannouncement as practical progresstoward implementing Nepal's identity-based legal third gender category.

The civil service's hiring numbers fortransgender people - who frequently faceemployment discrimination - remainunknown. Nepal moved toward recognizinga third gender when the Supreme Court, in2007, ruled that individuals should havetheir gender legally recognized based on"self-feeling" and that they should not haveto limit themselves to "female" or "male."

But even with legal progress obtainingappropriate documents, many transgenderNepalis struggled to find jobs. Since 1993,Nepal's Civil Service Act has mandatedthat some jobs be reserved for people fromcertain castes, ethnic minorities, andwomen - but never for transgender people. So it was a welcome inclusive signal thatcivil service application forms includedthree genders in 2015.

Other countries in the region - namelyBangladesh, India, and Pakistan - nowlegally recognize more than two genders insome way. Bangladesh in 2013 recognizea third gender "hijra" category, but aprogram designed to provide governmentjobs to hijras instead resulted in abusiveand humiliating experiences for them.Nepal's example of coupling policy andpragmatic change is an important one.Inclusion is not achieved in court casesand legal change alone, but whenparticipation is encouraged andguaranteed for all.
