DDA Communications To: Downtown Development Authority Board of Directors From: Lori Ward, DDA Director Subject: East Main Street Walkway Project Date: November 1, 2011 Background: The East Main Street Walkway Project was issued for bid in early September. ARC-Dunn Blue’s Plan Well system, a digital plan room was utilized as well as advertising in the traditional trade sources including Reed Construction Data, CAM (Construction Association of Michigan), Dodge Reports, Grand Rapids Builder’s Exchange, and the Northville Record. There was a mandatory walk through of the project scheduled for Friday, September 16th at the project site. The architect and his team, City Staff and representatives from Comerica were present to describe the project and answer questions. The building was opened a second time on September 23rd. Bids are due on September 29th at 2:00 pm. Eight (8) bids were received for the project. The engineer's estimates for the project totaled $722,997, with two additional alternates for radiant heat and signage. The low bidder was DMC Consultants out of Detroit with a base bid of $568,000, 2nd low as Cedroni Associates of Utica at $587,800, and 3rd low as Bernco Inc. at $697,000. Because of the wide spread in the bids received the three low bidders were contacted and additional information was requested to allow the project team to ascertain the contractors ability to complete the project as bid. The following information was requested:

1. A list of current project list and percent complete 2. A list of projects involving historic preservation, renovation, or adaptive reuse 3. A ‘schedule of values’ for the project that corresponds to your bid (this does

not have to be precise it can be adjusted later) 4. 3 client references 5. A company financial statement

Interviews were held with the three low bidders on October 3, 2011. Project Architect Gary Cooper, City Manager Pat Sullivan, DPW Director Jim Gallogly, and DDA Director Lori Ward participated in the interviews.

On October 12th, a letter was sent to each of the three low bidders asking for a breakdown of their bids and requesting additional information on the subcontractors that were scheduled to work on the project. A form was attached for the bid breakdown to ensure that the same information was provided by all bidders. A deadline of 12:00 pm on October 14th was set. Bernco provided their information at 8:14 am on October 14th, DMC provided their information at 3:02 pm on October 14th, and Cedroni provided their information at 11:57 am on October 17th. Analysis: The information was reviewed by project architect Gary Cooper and construction estimator Dominic Maltese. Follow up conversations took place with each of the three bidders and the subcontractors were contacted. After thoughtful consideration of the information supplied and interviews with the three low bidders, the design team recommends that the City award the contract to Bernco Incorporated of St. Claire Shores, MI (Attachment A). Bernco, Inc. has generally reasonable pricing in all the categories of work. They have past experience with historic preservation and adaptive reuse projects similar to this project. Further, they have experience working with Comerica Bank on several projects and are familiar with their facility and security procedures. The design team deems the award of the contract to Bernco to be in the best interest of the City. Attached please find the design team's recommendation for award. (Attachment B) Budget: The project budget for the East Main Street Cut-Through Project is $800,000, which is inclusive of all architectural and engineering fees. The DDA has budgeted $675,000 (370-861-803.58) and the Northville Area Development Corporation has pledged approximately $126,377 to help fund the project Recommendation: Staff recommends that the Northville City Council award the contract for construction of the East Main Street Walkway Project to Bernco Incorporated from St. Claire Shores, MI in the amount of $697,000. Recommended Motion: Move that the Northville City Council accept the DDA’s recommendation for the award of the East Main Street Walkway Project construction to Bernco Incorporated from St. Claire Shores, MI in amount of $697,000 and authorize the City Manager to execute the contract on behalf of the DDA and the City.

We have thoroughly reviewed this information. Attached are summary and detailed cost breakdowns of thethree low bids.

ln addition, we requested a breakdown of seJect categories in each coripany's Schedule of Values, howeverthis information was not particularly useful in our evaluation of the bids- The two lowest bidders changedtheir Schedule of Value amounts. This made a comparison of select work categories impossible.

We would like to remind you that the following language appears in the Advertisement for Bids and is partof the project specifications: "The Owner and the Architect reserve the right to waive irregularities, to re jectany or all Bids in whole or in part, or to accept a Bid which, in their opinion, will serue the Owners bestinteresL"

After our review the bids, our analysis of the three low bidders, and in consultation with City officials, webelieve that accepting the third low bidder's bid, Bernco, lnc. at the base bid of $697poo. is in the bestinterest of the City of Northville.
