TAC Chairman, Scott Morgan called the meeting to order at 9:32 a.m.

Item 2. Approval of Minutes – February 8, 2016

TAC motion by Mr. Jarusiewicz, second by Mr. Chinault, to adopt the meeting minutes of February 8, 2016.

CAC motion by Mr. McCartney, second by Mr. Fusscas, to concur with the TAC motion. Hearing no objections, the CAC motion passed unanimously. The TAC motion passed unanimously.

Item 3. Space Coast Transportation Planning Organization (TPO) Actions

Mr. Kamm reported the actions taken at the February 11, 2016 TPO Board meeting are summarized in the TAC/CAC agenda package and include recommendation that Brevard County Board of County Commissioners continue as the Community Transportation Coordinator for Brevard County, election of new officers and committee members and approval of the 2016 TPO Strategic Plan with the TAC/CAC recommendations.

Item 4. Bicycle Pedestrian/Trails Advisory Committee (BPTAC)

Ms. Smith stated the BPTAC will meet on March 21st. Safe Routes to School grant applications are due by March 31 to FDOT, and require TPO signatures.

Item 5. Approval RE: Work Order 16-19K, 2015 State of the System (SOS)

Ms. Carter stated the annual State of the System report assesses how well the Brevard County transportation system is performing. The report utilizes traffic counts to rank the different elements for prioritization of projects. A new corridor approach pilot project will be included in the 2015 SOS.

TAC - Ms. Erin Sterk inquired if stakeholder participation will be part of the SOS process.

Ms. Carter responded the Long Range Transportation Plan priority corridors will be used as a starting point with additional priority information provided by the Growth Management Subcommittee.

TAC – Mr. Wegerif asked for ranking clarification.

Ms. Carter replied the new intersection ranking and corridor approach will accommodate short roadway sections that were previously not highly ranked.

TAC – Ms. Sterk inquired about the maximum allowable volume (MAV) rates.

Ms. Carter responded all MAVs will be updated to reflect the new model once it gets adopted in the Long Range Transportation Plan (LRTP).

CAC – Mr. Weinberg asked if the SOS will show a comparison to previous years.

Mr. Carter replied the SOS identifies trends and generally incorporates at least five years of data.

CAC – Mr. Wille inquired if details will be looked at in the crash analyses.

Ms. Carter responded this analysis evaluates for trends using multiple factors to ensure all safety issues are analyzed. This information is then cross referenced with FDOT state road analysis.

TAC motion by Mr. Swanson, second by Mr. Jacobs, to approve Work Order 16-19K, 2015 State of the System (SOS). CAC motion by Mr. Sasso, second by Ms. Michelson, to concur with the TAC motion.

Hearing no objections, the CAC motion passed unanimously. The TAC motion passed unanimously.

Item 6. Approval RE: Resolution 16-13, FY 16 – FY 20 Transportation Improvement Program (TIP) Amendment

Ms. Gillette stated FDOT has requested this amendment to update the TIP to the FDOT Work Program. The amendment is for bus stop signage and benches.

TAC – Mr. Buchanan asked if projects anticipated for the Transportation Regional Incentive Program (TRIP) list need to be added to the TIP and or the LRTP.

Mr. Gillette replied only FDOT funded projects get added to the TIP. All TRIP projects should already be incorporated in the LRTP.

TAC – Ms. Sterk asked where the bus stop signage and benches were located.

TAC – Mr. Liesenfelt replied in the Titusville area.

CAC – Mr. Wille suggested the Glossary of Acronyms be updated to include fund codes.

Ms. Gillette responded all fund code acronyms used are identified with each new TIP.

TAC motion by Mr. Hood, second by Mr. Chinault, to approve Resolution 16-13, FY 16 – FY 20 Transportation Improvement Program (TIP) Amendment.

CAC motion by Mr. Weinberg, second by Mr. R. Honeycutt, to concur with the TAC motion. Hearing no objections, the CAC motion passed unanimously. The TAC motion passed unanimously.

Item 7. Approval RE: Resolution 16-14, Passenger Rail Station Location Study Recommendations, Kittelson & Assoc.

Mr. Kamm stated the TPO position has long been that if passenger rail is going through Brevard County, then a local train stop should be included. Florida East Coast (FEC) Railway is separate from All Aboard Florida (AAF) which owns the passenger service Bright Line.

Karl Passetti, Kittelson & Associates, provided a brief history of the Passenger Rail Station Location Study, identified study funding, criteria and ranking process utilized for site selection, and ranking results for each of the sites submitted by stakeholders. The study indicates a site in North Cocoa near SR 501, SR 528 and US 1 as the locally preferred AAF station location.

CAC – Mr. Clifford asked for clarification on AAF funding.

Mr. Kamm replied no state or federal monies are involved as the venture is entirely private with no risk to taxpayers..

CAC – Mr. Wille asked if AAF owns all the land near the Clearlake Road curve.

Mr. Kamm responded the land is owned by AAF and the City of Cocoa. Mr. Kamm further stated the resolution carries forward all sites submitted to the TPO, as local commuter rail may benefit from some of the other rail station locations.

TAC – Mr. Graham asked if AAF will perform ridership studies on all sites or just the City of Coca sites.

Mr. Kamm responded only the Cocoa sites will be evaluated by AAF.

CAC – Mr. Fusscas stated all location sites should be forwarded to AAF, and AAF, a private corporation, should perform and pay for their own economic feasibility studies, as local jurisdictions are not aware of the economic factors utilized by AAF. In addition, local municipalities should not spend taxpayer monies to prequalify sites for a private corporation.

Mr. Kamm replied AAF requested one site be submitted by all of Brevard County for their analysis.

TAC – Mr. Sasso asked if Brevard County will have access to all AAF passenger trains or limited ones.

Mr. Kamm responded AAF’s market analysis indicated a three hour trip between Miami and Orlando as being competitive with auto and air. The TPO is suggesting AAF stop at the Brevard County site at off-peak times only.

CAC – Mr. Wille asked for clarification on which of the City of Cocoa locations identified was being proposed in the Resolution.

Mr. Kamm replied AAF has indicated interest in the old City of Cocoa rail station site.

Mr. Wille inquired if the Canaveral Port Authority supported the study conclusion and recommendations.

Mr. Kamm responded he did not know but they have received all the material.

Mr. Wille asked about the next steps such as getting passengers from the rail station to other Brevard County facilities such as buses, parking garages, etc.

Mr. Kamm replied AAF’s station analysis would reveal which site and what connective facilities would be required to accommodate passengers.

TAC – Mr. Jacobs asked for clarification on environmental impacts on the preferred site.

Mr. Passetti stated the site is largely free of wetlands.

TAC – Mr. Jacobs stated the area is largely wetland and is located in flood zone AE which involves significant wetland mitigation. He further stated AAF may look at factors the TPO study did not anticipate, which may invalidate the study recommendations.

Mr. Kamm responded all the City of Cocoa sites involve some wetlands. AAF has indicated an interest in the City of Cocoa sites due to their proximity to nearby attractions and facilities.

TAC – Ms. Lamb stated the City of Cocoa site offers the most potential due to other amenities in the vicinity. She further stated this information should be shared with the Transit One committee.

CAC – Mr. Brown asked if this station would be shared with the anticipated rail line expansion going to Jacksonville.

Mr. Kamm replied the TPO criteria did incorporate those long term goals.

CAC – Mr. Fusscas recommended amending Resolution 16-14 to include all nine Brevard County sites. AAF, a private company, should perform an economic feasibility study to arrive at the site that best suits their criteria.

Mr. Kamm replied the Resolution approves all nine station locations, but recommends the ones identified in the City of Cocoa. AAF is considering a rail station in Brevard County at our request. The purpose of the study was to identify the single best location for a rail stop for the opportunity it affords Brevard County as well as AAF.

CAC – Mr. Weinberg stated AAF had no plan to stop here, so getting them to even consider it is an opportunity for Brevard County.

CAC – Mr. Ralls stated he did not agree with the study criteria or conclusion. He further stated the rail station is not itself a destination and asked what the station location attraction was. Mr. Kamm responded the area offered nearby attractions such as the port for cruise ship passengers, Kennedy Space Center for tourists, the beach, and the availability of a nearby highway system.

The amendment suggested by Mr. Fusscas did not receive a second, and died.

CAC – Mr. Ralls recommended amending Resolution 16-14 to include site locations at US 1 and the former Cocoa passenger rail station site on US 1 as the locally preferred AAF station locations.

TAC motion by Mr. Wegerif, second by Ms. Barker, to approve Resolution 16-14, Passenger Rail Station Location Study Recommendations as amended.

CAC motion by Mr. Fusscas, second by Mr. McCartney, to concur with the TAC motion. Hearing two objections, Mr. Fusscas and Mr. Ralls, the CAC motion passed by majority vote. The TAC motion passed by majority vote with one objection from Mr. Jacobs.

Item 8. Approval RE: Resolution 16-15, Endorsing the Clearlake Road Project Development and

Environmental (PD&E) Study Recommendations

Laura Turner, Laura Turner Planning Services, provided a presentation on the final recommendations from the PD&E study including the recommended alternative to:

widen road to four lanes

realign existing curve at Walmart

provide continuous 7-ft buffered bicycle lanes and 6-ft sidewalks on both sides

provide access management via a 22-ft raised median

locate potential pond sites A public hearing was held on February 25th and a letter of support was received from the City of Cocoa’s City Council. Design is funded for the project and approval for the state environmental impact report is expected in April.

TAC – Ms. Sterk stated Brevard County Public Works requested multi-use paths be reflected in the cross section.

Ms. Turner responded those comments would be incorporated in the package.

TAC motion by Mr. Wegerif, second by Mr. Buchanan, to approve Resolution 16-15, Endorsing the Clearlake Road Project Development and Environmental (PD&E) Study Recommendations.

CAC motion by Mr. Baugher, second by Mr. McCarthy, to concur with the TAC motion. Hearing no objections, the CAC motion passed unanimously. The TAC motion passed unanimously.

Item 9. Eau Gallie Beachside Corridor Planning Study

Mr. Todd Davis, VHB, Inc, provided a presentation on the study process, current corridor conditions, alternatives, prioritized recommendations, and next steps. He asked for recommendations from members to forward to FDOT.

TAC – Mr. Jacobs stated a dis-connect exists between the bus stops on the north and south side of Eau Gallie at Brittany Apartments. He asked if a mid-block crossing might be utilized.

Mr. Davis replied pedestrian count criteria must be met. This particular location was evaluated but did not meet those requirements. The crossing could be justified using a roundabout alternative.

TAC – Ms. Sterk asked for pedestrian cross-walk clarification at the Winn-Dixie traffic signal.

Mr. Davis responded a pedestrian cross-walk can only be installed on the east side of the traffic signal because the San Juan roadway isn’t part of the signalization plan which presents a safety concern for pedestrians.

TAC – Ms. Sterk inquired if pedestrian crossing striping could be provided on the Eau Gallie cross-streets.

Mr. Davis replied yes, those will be incorporated into the plan.

CAC – Mr. Fusscas asked about the corridor crash history, specifically near Panera Bread.

Mr. Davis responded near misses are a larger concern than actual crashes at that location.

CAC – Mr. Fusscas asked what impact the proposed raised medians would have on the shopping center.

Mr. Davis replied the safety benefits to pedestrians and vehicles would be increased however exiting the shopping area would be more difficult for vehicles.

Mr. Kamm stated the Indian Harbour Beach City Council recommended the proposed modifications in conjunction with driveway improvements on South Patrick Drive.

TAC – Mr. Jacobs recommended a mid-block crossing at Brittany Apartments connecting the bus stops on either side of Eau Gallie Road to be carried forward as part of the study.

Item 10. Authorization RE: Transmittal of Draft FY 16/17 through FY 17/18 Unified Planning Work Program (UPWP)

Ms. Carter summarized the draft UPWP process and identified recurring projects and non-recurring projects and funding sources. The full document is available on the TPO website.

TAC – Mr. Buchanan asked if a Palm Bay application for a PD&E study would need to be incorporated into the UPWP list of projects.

Mr. Kamm responded the UPWP does not cover specific roadway projects. That information would be needed when the TPO sends out a call for projects.

TAC motion by Mr. Swanson, second by Mr. Jarusiewicz, to approve transmittal of Draft FY 16/17 through FY 17/18 Unified Planning Work Program (UPWP).

CAC motion by Mr. Baugher, second by Mr. Wille, to concur with the TAC motion. Hearing no objections, the CAC motion passed unanimously. The TAC motion passed unanimously.

Item 11. Staff Report

Mr. Kamm reported the first strategic plan for 2016 was included in the package.

Item 4B. Bicycle/Pedestrian/Trails Advisory Committee (BPTAC) Report

Ms. Smith reported the BPTAC will meet on March 21st. Safe Routes to School grant applications are due by March 31st to FDOT, and require TPO signatures.

Mr. Kamm read aloud the consent agenda items and reported Kwabena Ofosu was appointed to the Technical Advisory Committee (TAC) by the City of Titusville. Item 5D, Renewal of Advanced Traffic Management System (ATMS) Interlocal Agreement was pulled by staff, as a Joint Participating Agreement already exists between FDOT and the Brevard County.

Motion by Mr. O’Neill, second by Mr. Barfield, to approve the consent agenda Items 5A, 5B, 5C and 5E. Hearing no objections, the motion passed unanimously.

Chairman Meehan stated Item 6C would be considered first.

Item 6C. Approval RE: Resolution 16-15, Endorsing the Clearlake Road Project Development and Environmental (PD&E) Study Recommendations

Mr. Rudy Gotmare, Scalene Consulting Group, provided a presentation on the final recommendations from the PD&E study including the recommended alternative to:

• widen road to four lanes • realign existing curve at Walmart • provide continuous 7-ft buffered bicycle lanes and 6-ft sidewalks on both sides • provide access management via a 22-ft raised median • locate potential pond sites

A public hearing was held on February 25th and a letter of support was received from the City of Cocoa’s City Council. Design is funded for the project and approval for the state environmental impact report is expected in April.

Ms. Infantini asked how 7-ft. buffered sidewalks were justified in a suburban area.

Mr. Frank O’Dea, FDOT, responded the current FDOT standard is a 4-ft. bicycle lane with a 3-ft. buffer zone for increased bicyclist safety.

Mr. Kamm stated the corridor, being in the Eastern Florida State College vicinity, is highly utilized by bicyclists, and was supported by the citizens at the public meeting.

Mr. O’Neill asked if the Clearlake Road project design is compatible with the preferred All Aboard Florida (AAF) station location plan.

Mr. Kamm replied the design limits access to future development to the property on the north and east of the curve. A re-alignment may be needed if AAF decides to use the land for a station location.

Motion by Mr. Allender, second by Mr. Boisvert, to approve Resolution 16-15, Endorsing the Clearlake Road Project Development and Environmental (PD&E) Study Recommendations. Hearing no objections, the motion passed unanimously.

Item 6A. Approval RE: Resolution 16-13, FY 16 - FY 20 Transportation Improvement Program (TIP) Amendment

Ms. Gillette stated FDOT has requested this amendment to update the TIP to the FDOT Work Program. The amendment is for bus stop signage and benches.

Motion by Mr. Boisvert, second by Mr. Fisher, to approve Resolution 16-13, FY 16 – FY 20 Transportation Improvement Program (TIP). Hearing no objections, the motion passed 14-0 via roll call vote.

Item 6B. Resolution 16-14, Passenger Rail Station Location Study Recommendations, Kittelson & Associates

Mr. Kamm stated the TPO position has long been that if passenger rail is going through Brevard County, then a local train stop should be included. AAF requested one station location be presented to them for further consideration. The Resolution has been amended to include the former Cocoa passenger rail site at the TAC/CAC request.

Karl Passetti, Kittelson & Associates, provided a brief history of the Passenger Rail Station Location Study, identified study funding, criteria and ranking process utilized for site selection, and ranking results for each of the sites submitted by stakeholders. The study indicates a site in North Cocoa near SR 501, SR 528 and US 1 as the locally preferred AAF station location.

Mr. Kamm provided an update on recent discussions with AAF, which confirmed the criteria and prioritization utilized in the study.

Mr. Williams recommended requesting limited stops in Brevard County.

Mr. Kamm responded limited off-peak stops have been discussed with AAF.

Mr. Tulley stated Brevard County presents a unique opportunity as the train is already decelerated to maneuver the curve. Rail connectivity between Orlando International Airport and the Port at Cape Canaveral has been a long term goal. He asked for clarification on the purpose of TPO involvement in an AAF station selection site.

Mr. Kamm responded the TPO has requested a rail stop in Brevard County and is working with AAF to achieve that goal.

Chairwoman Meehan recognized a speaker card from Mr. John Titkanich.

Mr. John Titkanich, Cocoa City Manager, requested approval of the Cocoa station location sites as they are consistent with the city’s long range plans.

Motion by Mr. Boisvert, second by Mr. Allender, to approve Resolution 16-14, Passenger Rail Station Location Study Recommendations. Hearing no objections, the motion passed unanimously.

Item 7A. Eau Gallie Beachside Corridor Planning Study

Mr. Todd Davis, VHB, Inc., and Mike Woodward, Kimley-Horn, provided presentations on the study process, current corridor conditions, alternatives, prioritized recommendations, and next steps. TPO input and recommendations were requested.

Ms. Meehan stated Melbourne constituents do not approve of the roundabout option.

Ms. Moore did not support roundabouts and requested turn control safety measures for the entrances and exits at Publix and Bealls shopping centers.

Mr. Davis suggested a roundabout option to achieve the pedestrian and vehicle safety and flow desired at the shopping centers.

Mr. Moore replied roundabouts were not desired.

Ms. Hoffman stated she preferred the roundabout to the median option as medians have been detrimental to Indialantic businesses.

Ms. Moore asked if roundabouts would impede entrance/exits for Eau Gallie Road businesses.

Mr. Davis responded a roundabout would negatively impact entrance/exits to some locations.

Mr. Smith stated roundabouts can work well but involve a learning curve. He stated both Publix shopping center exits require traversing two lanes of traffic when traveling east.

Mr. Davis replied although a traffic signal is not warranted for either exit at this time, the Patrick Drive exit is considered safer due to slower traffic speeds.

Mr. Smith asked if installing medians would increase pedestrian traffic.

Mr. Woodward responded medians would make pedestrian crossing safer.

Mr. McMillan asked if the goal was to increase pedestrian traffic, increase vehicular flow, or both.

Mr. Woodward replied increasing safety for both pedestrians and vehicles without widening the roadway is the goal.

Item 7B. Authorization RE: Transmittal of Draft FY 16/17 through FY 17/18 Unified Planning Work Program (UPWP)

Ms. Carter summarized the draft UPWP process and identified recurring and non-recurring projects and funding sources. The full document is available on the TPO website.

Item 7C. Staff Report

Mr. Kamm reminded the group the April meeting would be held in the Florida Room.

Mr. Kamm had nothing to add to the agenda items.

Ms. Cucek provided an update on current projects in Brevard County and stated the TPO continues to meet all requirements of the State Certification process.

Item 3. Pedestrian/Bike Safety Action Plan, Travis Hills, Kittelson & Associates

Mr. Jack Freeman, Kittelson & Assoc. presented the Pedestrian/Bicycle Safety Action Plan including: • Project overview • Research and data collection • Study corridors and safety field review results • Stakeholder workshop • Countermeasure matrix with Implementation strategies

Mr. Hann asked if STRAVA heat maps were utilized in the analysis.

Mr. Freeman replied no, STRAVA was not available when the analysis began.

Ms. Laura Carter stated FDOT is conducting a corridor study analysis on six locations with perceived safety issues, so those corridors were not duplicated in this study.

Mr. Hann asked if the widening and resurfacing of Palm Bay Road decreased the number of crashes.

Ms. Carter responded the crash rate on Palm Bay Road remains high especially east of the Babcock Road intersection.

Mr. Freeman stated a lack of lighting is a contributing factor to the crashes in that area.

Mr. Binkowski stated the bike lanes on Palm Bay Road are dangerous as they offer no barrier from vehicular traffic.

Mr. Todd Davis stated FDOT is implementing a new 7 foot standard to increase bicycle lane safety.

Mr. Hann asked for clarification on implementation of the new standard.

Ms. Gillette responded all resurfacing and widening projects are being evaluated for wider bicycle lanes.

Mr. Airis inquired if road signage was associated with the bike lanes.

Mr. Freeman replied signage and pavement markings should be incorporated but only pavement markings are being used on Palm Bay Road.

Mr. Thompson asked if bicycles crashing into pedestrians was a separated crash statistics.

Mr. Freeman responded bicycle crashes with pedestrians was not an issue in Brevard County.

Mr. Thompson stated motorized bicycle sidewalk usage is a growing concern in south Brevard County.

Ms. Twigg indicated motorized bicycles compose 33% of the bicycling industry and continues to expand.

Mr. Buhk stated e-bikes are considered motorcycles and asked if trails have different usage rules than sidewalks. He further stated Viera is experiencing a similar situation but with golf carts using the sidewalks.

Mr. Hann replied motorized bicycles are not allowed on trails.

Ms. Carter stated the annual State of the System report would identify motorized bicycle safety trends.

Mr. Thompson stated society needs to be proactive and address the growing safety concerns with motorized bicycles and golf carts.

Item 4. Eau Gallie Beachside Corridor Study, Todd Davis

Mr. Todd Davis, FDOT Project Manager/Vanasse, Hangen, Brustlin, Inc. (VHB), provided a presentation on the study process, current corridor conditions, alternatives, prioritized recommendations, and next steps.

Item 5. Bicycle Rights, Steve Buhk

Mr. Buhk provided a Bicycle Rights and Responsibilities of Vulnerable Road Users presentation and advocated bicyclist education courses as well as increased public information on bicyclist rights and responsibilities.

Ms. Metz asked for the presentation links to be sent out to members.

Ms. Gillette replied the TPO staff would send the presentation links to members.

Mr. Buhk requested a letter of support for road signage from the BPTAC.

Ms. Gillette responded a quorum was not available as some members had left the meeting, but the request could be presented at the next BPTAC meeting.

Ms. Tyrone stated due to the time, she would delay her report until the next meeting.

SCTPO BOARD Service – Members who maintain a 75% confirmed attendance record for 4 consecutive years will receive a Resolution recognizing their accomplishment. For members appointed by the North Beaches and South Beaches Coalitions years of service will be a combination of 2 terms (2 years each appointment) to equal a total of 4 years consecutive service. Anyone who is appointed and serves time on the Space Coast TPO, will receive a “thank you letter” when they leave.

RESOLUTION, in support of the Space Coast Transportation Planning Organization’s (TPO)

Committee Member recognition program, and

WHEREAS, the SPACE COAST TRANSPORTATION PLANNING ORGANIZATION (TPO) is the

designated and constituted body responsible for the urban transportation planning and programming

process for the Palm Bay-Melbourne and Titusville Urbanized Areas; and

Presentation: Corridor Safety Analysis, Kittelson & Associates

DISCUSSION:

The 2014 Countywide Safety Report, presented last March, provided an overview of where in the county crashes have been occurring based on various crash types and the FDOT Strategic Highway Safety Plan emphasis areas. From this report, the TPO authorized conducting two studies, one focusing on analysis of high crash corridors for vulnerable road users (bicyclist and pedestrians) and the other on high crash corridors for all crash types. Both studies analyzed in further detail crash records to determine contributing causes. Appropriate countermeasures that can be deployed to improve pedestrian and bicycle safety and overall safety on the specific corridors studied were developed. The ped/bike safety program also included development of a systemic countermeasures matrix and brochures that can be utilized system-wide. A total of ten (10) corridors were evaluated. (5 bike/ped; 5 high crash). The TPO’s consultant, Kittelson & Associates, will present a summary of the work done and identified improvements. The presentation will conclude with the next steps to begin implementation strategies.

Current Contract end date is 4/1/16. As per current February 2016 CPM Update, final completion date is 4/6/16. Astaldi is 5 days behind schedule. March 2016 Update due 3/27/16. Estimated

completion of work in late June/early July, about 60 days later that Astaldi's completion date.
