GENERAL INFORMATION The Space Applications Centre, ISRO invites quotations from the reputed vendors for design,
development and testing of Bed of Nails based Test Fixture for T/R Controllers as per the
specifications/requirements given in this document.
This document describes requirements, specifications and deliverables of the Test
Fixture. This document has been divided into five sections. Each section has been described
in detail below. Section - 1: Introduction

SECTION 1
1. Introduction: -
A manual Bed of Nails Test Fixture is planned to be developed that should contain an
array of small, spring-loaded pogo pins; each pogo pin will make contact with one node (Test
pad) in the circuitry of the DUT (Device Under Test). DUT is a digital subsystem on PCB with
number of ICs and passive components mounted on it. The manual Bed of Nails Test Fixture
is required to bring out connections which are on Pads (at DUT) to connector so that it can be
easily connected to test equipment’s and can be tested.
By pressing the DUT against the bed of nails, reliable contact can be quickly,
simultaneously made with maximum of eighty (80) individual test points within the circuitry
of the DUT. The hold-down force may be provided on the DUT so that connections on the
nails are established. Mark or indentation on test pads due to bed of nails contact has to be
very minimal (in the order of less than 200nm). Test pads on DUT PCB will be on one side of
PCB. Test fixture should have required numbers of pogo pins, which should be aligned
precisely to make contact with test pads (within 10 mil of accuracy) on a printed circuit board
of DUT. These connections should be brought to panel connector through wires.
A typical block diagram of test fixture is shown in figure-1.

SECTION 2
2. Scope of Work: - There will be total three types of DUTs, namely DUT-1, DUT-2 & DUT-3 as mentioned in
Section-4, and hence three types of test fixtures will be required to be developed. The
development will be done in two phases.
1) Proto Phase-Firstly, a single proto test fixture should be developed and demonstrated for
Proto-DUT (which may not be same as DUT-1/DUT-2/DUT-3) to satisfaction of SAC.
2) Production Phase- After successful completion of proto phase and clearance from SAC,
final version of three types of Test fixtures for three different DUTs (DUT-1, DUT-2, DUT-
3) will be developed and delivered.
Pogo pins should be used in the form of Bed of nails for probing the DUT. For reliable
contacts the pogo pins should be plated with gold. Probing Resistance (Resistance
between probing point to Output connector) should be less than 1 Ohm. Alignment
accuracy of probing pins should be better than 10 mil. Vendor has to ensure rigidity to
avoid any lateral movement of pogo pins. The test fixture should not damage component
mounted on DUT PCB. Minimum stroke length (spring movement) of pogo pins should be
1.5mm. Preferably vendor should use pogo pins having radius/bullet nose (which is not
sharp) type of tip style to minimize indentation mark on PCB Pads. Isolation between
pogo pins and body of Test fixture should be in the range of Mega Ohms.
The scope of work includes: -
Understand the requirements of Test Fixture.
Finalize the assembly and Hardware configuration
Proto Test Fixture development & Review
Development of Test Fixture Unit which includes
o Test Fixture Structure/ Mechanical design
o Bringing out DUT connector to front panel through wires

o Bringing out Pogo pin connections to front Panel Test jig connector
o Demonstration of Test Fixture with dummy DUT.
o Connection and Assembly documentation
Assembly, Testing, Commissioning and Final Acceptance Test
Vendor has to deliver 15% pogo pins as spare along with each Test Fixture units.

The vendor shall deliver proto units within 8 weeks after Purchase order. The Production
phase will be after successful completion of Proto Phase and clearance by SAC. Production
Phase delivery of units within 15 Weeks after clearance for production phase from SAC.

There will be a regular review of the complete activities/progress by SAC from time to time
as per the detail given in above

Quotation should be in the Slabs of 1-3, 4-7, 8-12.
Total Nominal quantity requirement of Test Fixture Units Hardware is 18 (Including all four
types), however vendor has to give quotations in slabs as indicated above.
2.2 Internal Harness Requirements: -
The DUT has input connector/saver of 50-pin D-Sub type/78 pin High density (manufactured
by ITT – Cannon, France); all the connections have to be brought to front panel in same type
of connector for easy access. Same way all the connections from pogo pins to be brought to
front panel in 50-pin D-Sub type/78 pin High density connector. Vendor has to provide DUT-
compatible connectors and cables.
2.3 Warranty Support
Vendor shall provide support for 2 years as part of warranty. In case of any failure in Test
Fixture, vendor shall repair/replace the test fixture within two weeks.

SECTION 3
3. General Terms and Condition: -
3.1 General Guideline
1. Vendor should be an Indian Company/Industry. The quotation should be given in Indian rupees only.
2. All vendors will be called for a pre-bid meeting / technical discussions and should be prepared to attend the same at short notice. Vendors should make sure that competent technical personnel attend the same.
3. Any deviations in any requirement in any of the item must be clearly mentioned along with the offer.
4. The vendor has to comply with the specified delivery schedule.
5. The vendor is required to submit undertaking regarding Confidentiality / Non-Disclosure Agreement (NDA) and Intellectual Property Rights (IPR). The TBD specifications, if any, will be finalized before placing the order.
6. SAC will provide the preliminary requirements with the Purchase Order (P.O). In case of any modification to be incorporated during the execution of this work contract it should be mutually discussed and agreed upon by the vendor and SAC design team before implementation.
7. The vendor is also required to supply the hard as well as soft copies of the required documentation.
8. ISRO reserves the right to review the progress of work at any time in addition to
milestones specified.
9. The vendor should allow inspection of their facilities by a SAC team for an assessment of
their capabilities. The vendor should be in a position to present and explain in detail
sample products manufactured earlier at his site to ascertain their capabilities.
10. This is a two-part tender; both of the parts are to be kept separately. Part-1 shall be
Technical bid with price masking and Part 2 shall be Price bid. Both of these parts should
include the commercial terms and conditions. Initially, only part-1 i.e. the Technical Bid
will be opened for technical evaluation and if the proposal is found technically suitable,
only then the accompanying price bid would be considered.

11. Specifications mentioned in RFP are indicative in nature and final specifications will be
provided at the time of PO. Vendor has to accommodate minor changes in specifications,
if there are any.
12. Vendor should have prior experience in executing the work of similar nature (bed of nails
based Test Fixtures Development). Vendor has to submit relevant details of project(s)
which have already been completed, failing which the offer may not be considered.
Following information has to be provided by Vendor for an assessment of capability.

3.2 Part-1: Technical Offer
Technical part should include following points.
1. The vendors are requested to go through the RFP thoroughly and offer
compliance/noncompliance point by point for whole RFP. In case of non-compliance,
the deviation from the specified parameter shall be furnished and for compliance the
complete details about parameters, vendor specifications and original manufacturer’s
data sheet shall be provided.
2. Vendor should submit technical documents containing indicative diagram of hardware
to be developed. It should also contain type/datasheet of pogo pins planned to be
used in Test Fixture. The quotations which are sent without the detailed datasheets
of the proposed system may not be considered.

3. The vendor should clearly mention in quote how the requirements of pin alignment,
contact resistance, indentation/mark are being met. Vendor should provide the
configuration details with proper scheme.
3.3 PART-2: Commercial Offer:
Payment terms, Validity, Taxes and duties applicable etc. should be clearly mentioned.

4. DUT Specifications: Vendor has to develop separate Test Fixture for different DUT units. Details of all DUTs are provided in this section. All the DUT to have POGO Pins meeting minimum specifications requirement tabled hereunder in Table-5.

5. Quality Assurance Requirements 5.1 Environmental Condition
The Unit will be operated in Laboratory environmental conditions:
1. Operating Temperature Range:- 100C to +400C
2. Storage Temperature Range:- 00C to +550C
3. Operating Humidity Range:- 40% - 70% RH
4. Storage Humidity Range: - 30% - 80% RH
5.2 Hardware Quality Assurance
The vendor or their sub-contractors should ensure the reliability of the subsystem.
The system shall be procured from reputed manufacturers. The vendor shall ensure
the quality of each sub-system by providing technical specifications & original
manufacturer’s data sheet to ensure quality compliance.
