petition.
Inthe
Determination,
theCRJs
determined
the rates and terms
payable
by
nonexempt,
noninteractive transmission services under the Copyright Act, 17 U.S.C.
112 and
114, for the
period beginning
January
1, 2016,
and ending December
31, 2020. SoundExchange
is an
aggrieved party that
fully
participated in
the
proceedings that led to
the
Determination and is
bound
by the CRJs'
Determination. SoundExchange
seeks review on
the
grounds that the
Determination is contrary to law, clearly erroneous, arbitrary and capricious, an abuse of
