EXECUTIVE SUMMARY

This soil investigation was conducted by Myounghee Noh & Associates, L.L.C. (MNA), for Okahara and Associates, Inc., to determine the lead and arsenic content in the soil throughout the project area, and organochlorine pesticides in soil at Family Unit 3, at Wailoa State Recreation Area, located in Hilo, Hawaii.

The park’s existing walkways, paths, and structures are scheduled for renovation. The purpose of the soil investigation was to determine if levels of lead, arsenic, or organochlorine pesticides in the soil in the project area posed any potential risks to construction workers, future users, or maintenance personnel as a result of the park renovation.

During March 4 and 5, 2013, MNA collected one multi-increment sample (MIS) from the surface soil of each of the nine predetermined decision units (DU) throughout the park. A quality control sample was collected from DU 1. Each MIS sample was comprised of 75 to 100 10-gram sub-samples. The locations of the DU are described as follows:

DU 1 - the north end of the main park area, at the beginning of the walkway, and following the existing path, just south of the existing canoe shed

DU 2 - the north end of the main park area, along the water, following the existing path, west of the existing canoe shed

DU 3 - the northwest end of the main park area, along the water, following the existing path around the existing Luau pavilion

DU 4 - the area just north and east of the Comfort Station extending to existing parking lot

DU 5 - the area west of Parking Area A, extending off the existing path from the Luau Pavilion, ending at Parking Area B

DU 6 - the area west of Parking Area B, along the water, and following the existing path, ending west of Pavilion 1

DU 7 - the area west and south of Pavilion 1, beginning on the existing path and deviating slightly to the south, rejoining the existing path near the bench area

DU 8 - the area northwest of the ADA Boat Trailer Parking Lot, beginning near the bench area, and following the existing path to the parking lot

DU 9 - the area surrounding Family Unit 3, west of Parking Area A, south of the Luau Pavilion approximately 50 feet east of the water

The analytical results were compared to the Hawaii Department of Health (HDOH) Tier 1 Environmental Action Levels (EAL), and Department of Housing and Urban Development (HUD) Soil Lead Levels.

Findings

Lead in soil concentrations ranged between 29 milligrams per kilogram (mg/kg) and 160 mg/kg. None of the lead soil results exceeded the HDOH EAL (200 mg/kg) and the HUD Soil Lead Levels for play/non-play areas (400 mg/kg/1,200 mg/kg).

Arsenic in soil concentrations ranged between 84 mg/kg and 380 mg/kg. All arsenic soil results exceeded the HDOH EAL (24 mg/kg). HUD does not provide guidelines for arsenic in soil.

Organochlorine pesticides were not detected in the sample collected from DU 9. Laboratory reporting limits were well below the HDOH EAL for each pesticide in this group.

Conclusions and Recommendations

Lead was present in the soil throughout the project area. Lead was measured below the HDOH EAL and HUD Soil Lead Levels for play and non-play areas in all samples collected; however, it warrants dust and runoff controls and worker protection.

Arsenic was present in soil throughout the project area in elevated levels, exceeding the HDOH EAL, 24 mg/kg.

Based on the findings of this soil investigation, MNA recommends the following:

Any work that may disturb soil containing lead and/or arsenic at Wailoa State Recreation Area should be performed in accordance with Occupational Safety and Health Administration (OSHA) requirements and in compliance with state and federal environmental regulations. This work may involve trenching or excavation of impacted soils. Applicable work practice guidelines involving soils impacted with lead or arsenic are provided in Section 5.

1.0 INTRODUCTION AND PURPOSE

Myounghee Noh & Associates, L.L.C. (MNA), under contract with Okahara and Associates, Inc., conducted a soil investigation for the Hawaii Department of Land and Natural Resources park improvement project, located at Wailoa State Recreation Area, Hilo, Hawaii. The purpose of the soil investigation was to identify the presence of lead, arsenic, or organochlorine pesticides, and potential risks, if any, to construction workers, future users, and maintenance personnel, as a result of planned park renovations. The location map for the project site is provided in Appendix I, Figure 1.

2.0 SAMPLING AND ANALYSIS

2.1 Multi-Increment Soil Sampling

MNA performed field work on March 4 and 5, 2013. Multi-Increment Sampling (MIS) method was used for the soil samples. MIS samples were collected from nine decision units (DU), which were comprised of the area anticipated to be disturbed as part of the planned improvement project:

DU 1 - the north end of the main park area, at the beginning of the walkway, and following the existing path, just south of the existing canoe shed

DU 2 - the north end of the main park area, along the water, following the existing path, west of the existing canoe shed

DU 3 - the northwest end of the main park area, along the water, following the existing path around the existing Luau pavilion

DU 4 - the area just north and east of the Comfort Station extending to existing parking lot

DU 5 - the area west of Parking Area A, extending off the existing path from the Luau Pavilion, ending at Parking Area B

DU 6 - the area west of Parking Area B, along the water, and following the existing path, ending west of Pavilion 1

DU 7 - the area west and south of Pavilion 1, beginning on the existing path and deviating slightly to the south, rejoining the existing path near the bench area

DU 8 - the area northwest of the ADA Boat Trailer Parking Lot, beginning near the bench area, and following the existing path to the parking lot

DU 9 - the area surrounding Family Unit 3, west of Parking Area A, south of the Luau Pavilion, approximately 50 feet east of the water

A second sample was collected from DU 1 for quality control purposes. All 10 MIS samples were analyzed for lead and arsenic by the EPA Method 7010. The MIS sample collected from DU9 was also analyzed for organochlorine pesticides by the EPA Method 8081A. A summary of the soil sampling and analyses is presented in Error! Notes: All samples were preserved at 1-4°C. Each sample was a multi-incremental sampling surface soil sample, collected with a Terra Core®. Each sample was made up of 75-100 ten-gram subsamples and containerized in 16 ounce glass jars.

2.2 Preservation and Transportation

All samples were labeled and recorded in a chain-of-custody document. Samples were placed in a cooler and chilled to 1-4˚C with frozen gel ice for transport to the analytical laboratory. All composite samples were submitted to Curtis & Tompkins Analytical Laboratory, Berkeley, California.

2.3 Decontamination and Investigation Derived Waste

Decontamination needs were eliminated by using a disposable sampling tool, Terra Core® samplers. Investigation Derived Waste (IDW) was minimized through the selection of sampling techniques and the use of disposable sampling equipment. IDW included disposable personal protective equipment (PPE), and disposable sampling tools. One trash bag of PPE and disposable sampling tools were generated and disposed of in a municipal waste dumpster.

3.0 ANATICAL RESULTS OF SOIL SAMPLES

The analytical results for contaminants were compared to the HDOH Tier 1 Environmental Action Levels (EAL) of soil for unrestricted land use above a non-drinking water resource and less than 150 meters from surface water (State of Hawaii, Department of Health, 2011). Additionally, the results were compared to the Department of Housing and Urban Development (HUD) Soil Lead.

MIS soil samples were collected from the area anticipated to be disturbed by the planned improvement project. The samples were analyzed for lead and arsenic. Additionally, one of the samples was analyzed for organochlorine pesticides. A summary of the analytical results is presented in Table 2, and the complete laboratory report is provided in Appendix II.

3.1 LEAD IN SOIL

DU 1. Lead was measured at a concentration of 160 milligrams per kilogram (mg/kg) in the sample, below the HDOH EAL and the HUD Soil Lead Levels for play/non-play areas, 200 mg/kg and 400 mg/kg /1,200 mg/kg, respectively. The quality control sample collected from this DU contained 34 mg/kg lead.

DU 2. Lead was measured at a concentration of 34 mg/kg in the sample, well below the EAL and the HUD Soil Lead Levels for play/non-play areas, 200 mg/kg, and 400 mg/kg /1,200 mg/kg, respectively.

DU 3. Lead was measured at a concentration of 49 mg/kg in the sample, well below the EAL and the HUD Soil Lead Levels for play/non-play areas.

DU 4. Lead was measured at a concentration of 52 mg/kg in the sample, well below the EAL and the HUD Soil Lead Levels for play/non-play areas.

DU 5. Lead was measured at a concentration of 100 mg/kg in the sample, below the EAL and the HUD Soil Lead Levels for play/non-play areas.

DU 6. Lead was measured at a concentration of 160 mg/kg in the sample, below the EAL and the HUD Soil Lead Levels for play/non-play areas.

DU 7. Lead was measured at a concentration of 32 mg/kg in the sample, well below the EAL and the HUD Soil Lead Levels for play/non-play areas.

DU 9. Lead was measured at a concentration of 29 mg/kg in the sample, well below the EAL and the HUD Soil Lead Levels for play/non-play areas.

3.2 ARSENIC IN SOIL

DU 1. Arsenic was measured at a concentration of 130 mg/kg in the sample, exceeding the HDOH EAL, 24 mg/kg. The quality control sample (field duplicate) collected from this DU contained 190 mg/kg arsenic, also exceeding the EAL.

DU 2. Arsenic was measured at a concentration of 190 mg/kg in the sample, exceeding the EAL, 24 mg/kg.

DU 3. Arsenic was measured at a concentration of 380 mg/kg in the sample, exceeding the EAL.

DU 4. Arsenic was measured at a concentration of 170 mg/kg in the sample, exceeding the EAL.

DU 5. Arsenic was measured at a concentration of 110 mg/kg in the sample, exceeding the EAL.

DU 6. Arsenic was measured at a concentration of 110 mg/kg in the sample, exceeding the EAL.

DU 7. Arsenic was measured at a concentration of 190 mg/kg in the sample, exceeding the EAL.

DU 8. Arsenic was measured at a concentration of 310 mg/kg in the sample, exceeding the EAL.

DU 9. Arsenic was measured at a concentration of 84 mg/kg in the sample, exceeding the EAL.

HUD does not provide guidelines for arsenic in soil.

3.3 ORGANOCHLORINE PESTICIDES IN SOIL

No measurable levels of organochlorine pesticides were found in the sample collected from DU 9. Laboratory reporting limits were well below the HDOH EAL for each pesticide in this group.

4.0 DATA QUALITY REVIEW

MNA conducted the analytical data quality review to determine the usability of the data generated by performing a data check for sample preservation methods, technical sample holding times, method blanks, and matrix spike/matrix spike duplicate (MS/MSD). Additionally, field performance was reviewed by comparing the analytical results of duplicate samples.

4.1 Sample Holding Times

Technical holding times for all lead, arsenic, and organochlorine pesticides analyses were met.

4.2 Laboratory Blank Results

None of the lead, arsenic, or organochlorine pesticides were found in the laboratory blank sample which indicated that the analytical processes were free of the contaminants.

4.3 Laboratory Performance Review

The MS/MSD were within the laboratory acceptable ranges. Based on this analytical data review, MNA concluded that the analytical results are considered valid and useable.

4.4 Field Performance Review

Field performance was reviewed by comparing the results of the duplicate of the MIS sample to support the reproducibility of the sampling technique and analytical practice and representativeness of the project site. Standard Deviation (STDEV), Average (AVG), and Relative Standard Deviation (RSD) between the duplicates were evaluated. An RSD of 35% or less is typically a goal during environmental investigations and considered within a reasonable range for precision and reproducibility for field sampling activities (State of Hawaii, Department of Health, Interim Final, June 21, 2009).

The RSD was calculated by using the following equations.

One duplicate MIS sample was collected from the DU1. The data comparison between the primary and the duplicate sample is presented in Table 3. The RSD for lead on the duplicate set, 1522W-DA1 and 1522-QC, were 92 % greater than the goal. The RSD for arsenic on the du (State of Hawaii, Department of Health, Interim Final, June 21, 2009)plicate set, 1522W-DA1 and 1522-QC, were 26% within the goal. The sample result with high RSD could indicate heterogeneity in the sample matrix. Since the average level of lead in the DU is well below than the relevant HDOH Tier 1 EAL, the data was considered useable to determine potential risks due to lead impacted soil.

5.0 CONCLUSIONS AND RECCOMENDATIONS

MNA conducted this soil investigation to identify the presence of potentially hazardous soil contaminants, and potential risks, if any, to construction workers, future users, and maintenance personnel. For the soil investigation, MNA collected MIS surface soil samples. Ten MIS samples were collected from nine DUs and analyzed for lead and arsenic. Additionally, one sample collected from DU 9 (Family Unit 3) was analyzed for organochlorine pesticides.

The analytical results for contaminants were compared to the 2013 HDOH Tier 1 EALs of soil for unrestricted land use above a non-drinking water resource and less than 150 meters from surface water. Additionally, the results were compared to the HUD guidelines for lead in soil for play and non-play areas.

None of the soil lead results exceeded the HDOH Tier 1 EAL or the HUD Soil Lead Levels for play or non-play areas. However, all soil arsenic results exceeded the HDOH Tier 1 EAL for arsenic. HUD does not provide guidelines for arsenic in soil. None of the organochlorine pesticides were detected in the soil sample collected from DU 9.

Based on the findings of this soil investigation, MNA recommends the following:

Any work that may disturb soil containing lead and/or arsenic at Wailoa State Recreation Area must be performed in accordance with OSHA requirements and in compliance with state and federal environmental regulations. This work may involve trenching or excavation of the impacted soil. Applicable work practice guidelines involving soil impacted with lead or arsenic are summarized, but are not limited to:

Workers shall utilize appropriate personal protective equipment (PPE) and proper hygiene practices to prevent exposure to soil contaminants. This PPE may include disposable coveralls, gloves, eye protection, steel-toed safety boots, a hard hat, and a National Institute for Occupational Safety and Health (NIOSH) approved appropriate respirator and filters.

Proper equipment and dust and runoff controls must be implemented during any soil disturbance to minimize hazardous airborne dust, and to prevent the spread of contaminants and runoff.

Arsenic-impacted soil should be either properly disposed of according to applicable requirements or managed and contained through landscaping or hardscape to prevent direct contact.

Conduct a post-construction soil assessment to verify the lead and arsenic levels in all exposed surface soil.

For post-construction exposure prevention, access to the remaining impacted soil shall be restricted by hardscape or landscaping.

6.0 LIMITATIONS

The soil analyses are the top soil results which may or may not reflect the subsurface soils below the sampled depth.
