Social Protection in So Paulo
Unified Social Assistance System (SUAS) established in 2005to organize the social assistance sector and promote
collaboration among all government levels.
Two types of social protection within SUAS:Basic - that focuses on vulnerability prevention, and
Special - that focuses on populations that have hadviolated rights, such in cases of victims of violence,abandoned children and elderly and the homeless.

Entry point to the SUAS are:
CRAS (Centro de Referencia de Assistencia Social) Offer socialprotection services, hold the CadUnico, organize the network ofsocial assistance
CREAS (Centro de Referencia Especializado de Assistencia Social)
Provides services to individuals or families whose rights havebeen or are at risk of being violated.
Municipalities are responsible for the provision of basic and
special social protection in their territories, as well as for the
delivery of special programs and transfers targeted to the poor

Vulnerability in the City
In an effort to understandthe multidimensionalcondition of poverty, theSMADS uses the Indice
Paulista de VulnerabilidadeSocial(IPVS).

The SMADS subcontracts a vast number of services that themunicipal network is not able to cover with its own staff:
Social Protection in So Paulo
For Basic Social Protection, there are currently more than 704
subcontracted services that support 100,000 people (mainly onfamily reintegration activities and on training courses foradolescents and adults).
For Special Social Protection, there are currently more than 342subcontracted services that support 33,200 people (including130 sheltersthat look for various types of groups such families, children and the elderlyand centers for victims of violence).

SMADS Program Challenges
Some programs have similar target populations and eligibility criteria, butthey use different registry systems and different implementation schemes.
Registries do not communicate with each other.They are separatesystems and may easily have registered the same family in 3 differentsystems.

With new emphasis on CadUnico as unique registry for socialprograms, need to strengthen social workers at the CRAS to better
register families and link them with available opportunities.

SEMDET programs

SEMDET aims at developing training and inclusion projects to supportw
orkers (re)entry in the labor market.
It works on three levels: labor intermediation; training; and micro-credit for micro and small entrepreneurs.

Labor intermediation
Services are offered in the network of WorkSupport Centers (Centrosde Apoio ao Trabalho CATs). Currently there are 17 throughout the
municipality and an additional 6 mobiles.
Local offices offer free services such as:
posting of vacancies;validation of unemployment insurance requests,
training and capacity building activities, including soft skillscourses for interviews and examinations, and orientation to work, issuing of the carteira de trabalho and microcredit - for those whoseek inclusion in the formal labor market and income generation.

One the responsibilities ofSEMDET is to implement actions topromote social and professional skills, for the most disadvantagedcitizens and socially vulnerable in the city ofSo Paulo.
It currently oversees five main programs directed to different targetgroups

Social Protection in So Paulo
Work Grant Program : youth 16 to 20 from families with monthly per capita
income below of MW ;
Operation Work Program: for worker who have been unemployed for over 4
months and do not receive UI;
Young Paulistanos: provides training and preparation for entenring the laborforce for youth and adults (16 and older) in situations of social vulnerabilitywho
have al least completed primary education (some courses require high school);
ProJovem: young people 18 to 29 years who are unemployed, are members offamilies with per capita monthly income of up to 1 minimum wage and who are
completing or have completed primary school or high school;
PlanTeq: people aged 16 and up living in Sao Paulo, who are unemployed andhave completed (or are enrolled in) high school
