1. BHARATMALA PARIYOJANA (linkage to 550 Districts and be a Major Driver for Economic Growth in the Country)

The Minister of Road Transport & Highways, Shipping, Water Resources, River Development and Ganga Rejuvenation Shri Nitin Gadkari has said that highways works worth Rs 8 lakh crore will begin before the end of 2018 under the Bharatmala Pariyojana. He was speaking to media persons in New Delhi today, a day after the Cabinet Committee on Economic Affairs, chaired by the Prime Minister Shri Narendra Modi approved Phase I of Bharatmala Pariyojana. Bharatmala is a new umbrella program for the highways sector that focuses on optimizing efficiency of road traffic movement across the country by bridging critical infrastructure gaps.

Shri Gadkari said that Bharatmala will be a major driver for economic growth in the country, and help realize Prime Minister Shri Modi’s vision of a New India. He said the programme has been designed to bridge the gaps in the existing highways infrastructure so as to make the movement of man and material more efficient. Special attention has been paid to fulfill the connectivity needs of backward and tribal areas, areas of economic activity, places of religious and tourist interest, border areas, coastal areas and trade routes with neighbouring countries under the programme.

The Minister also said that Bharatmala will give the country 50 national corridors as opposed to the 6 we have at present. With this, 70 – 80 percent of freight will move along NH as against the 40 percent at present. The programme will help to connect 550 Districts in the country through NH linkages. Currently, only around 300 Districts have NH linkages. Bharatmala will also have a positive impact on the Logistic Performance Index (LPI) of the country. Apart from this, the Minister said the programme will also help generate a large number of direct and indirect employment in the construction activity, the development of highways amenities and also as part of the enhanced economic activity in different parts of the country that will result from better road connectivity .

A total of around 24,800 kms are being considered in Phase I of Bharatmala. In addition, Bharatmala Pariyojana phase –I also includes 10,000 kms of balance road works under NHDP, taking the total to 34,800 kms at an estimated cost of Rs.5,35,000 crore. Bharatmala Phase I – is to be implemented over a five years period of i.e. 2017-18 to 2021-22. Components of Phase I and estimated expenditure are as follows:

Bharatmala envisages improving the efficiency of the National Corridor (Golden-Quadrilateral and NS-EW corridor) by decongesting its choke points through lane expansion, construction of ring roads, bypasses/ elevated corridors and logistics parks at identified points. Around 5,000 kms of the National Corridor will be taken up in Phase-I of Bharatmala at an estimated cost of Rs 100,000 crore.

The programme has identified around 26,200 km of Economic Corridors or routes that have heavy freight traffic, of which 9,000 kms are being taken up for development in Phase-I at an estimated cost of Rs 1,20,000 crore. It is planned to develop these corridors end to end to ensure seamless and speedy travel and uniformity in standards. Besides this, around 8,000 km of Inter-Corridors and around 7,500 km of Feeder Corridors have also been identified under Bharatmala, of which around 6000 km will be developed in Phase I at an estimated cost of Rs 80,000 crore. Stretches of roads connecting more than 2 corridors are classified as Inter-Corridors routes, while other routes connecting to 1 or 2 corridors are termed as Feeder Corridors. These corridors will be developed so as to address the infrastructure asymmetry that exists at many places .

Bharatmala also envisages building 3300 kms of Border Roads of strategic importance along international boundaries and 2000 km of International Connectivity roads to promote trade with Nepal, Bhutan, Bangladesh and Myanmar . Out of this around 2000 km will be taken up under Phase-I at an estimated cost of Rs 25,000 crore.

In addition to the above, around 2,100 km of coastal roads and 2000 km of port connectivity roads have been identified under Bharatmala of which 2,000 kms are being taken up under Phase-I at an estimated cost of Rs20,000 crore. About 1,900 km of stretches have been identified for development of green-field expressways of which around 800 kms will be taken up under Phase-I of the programme at an estimated cost of Rs.40,000 crore. The 10,000 km of balance road work under NHDP will be completed at a cost of Rs 1,50,000 crore.

The identification of the project stretches under the various components of Bharatmala has been done based on detailed O-D(Origin-Destination) study, freight flow projections and verification of the identified infrastructure gaps through geo mapping, using data from Bhaskaracharya Institute for Space Applications and Geo-Informatics (BISAG) as well as from other sources. This O-D study has also taken into account integration of economic corridors with the ongoing projects under NHDP and infrastructure asymmetry in major corridors.

In addition to Rs. 5,35,000 crore for Bharatmala Phase-I, there is a requirement of Rs. 1,57,324 crore for ongoing schemes like NH(O), SARDP-NE, EAP

and LWE under implementation in the Highways Sector. Thus, the overall outlay for Bharatmala and all existing schemes put together will be Rs 6,92,324 crore over a period of 5 years. Gross Budgetary Support for the Bharatmala program and existing schemes from 2017-18 to 2021--22 will be restricted to Rs. 2,37,024 crore from Central Road Fund (CRF), Rs 59,973 crore as Budgetary support, Rs. 34,000 crore from expected monetization through ToT route and Rs. 46,048 crore collected as Toll-Permanent Bridge Fee Fund (PBFF) by NHAI.

Projects under Bharatmala Phase-I are to be implemented through NHAI, NHIDCL, MoRTH and State PWDs. Provision has been made for effective delegation in appraisal /approval of individual project stretches. Effective delegation has been made in appraisal /approval of individual project stretches

(a) All PPP BOT (Toll) projects where no grant (or VGF) is given to the concessionaire and the construction and maintenance is financed by toll revenues will be appraised and approved by the Board of NHAI.

(b) All EPC projects implemented by NHAI will be approved by NHAI Board after proper appraisal, within the budgeted financial resources approved under this program.

(c) NHAI Board will be authorized to suitably delegate its powers on appraisal and approval of projects within NHAI.

All projects implemented under Bharatmala are to be technically, financially and economically appraised by an empowered Project Appraisal &Technical Scrutiny Committee to be setup in NHAI and MoRTH.

2. RECAPITALIZATION OF PUBLIC SECTOR BANKS

The non-performing Assets (NPA) of Bank reached to 7.33 lakh crs as on June 2017. Because of NPA asset quality of Bank is eroding and showing negative impact on economy. To absorb risks, Banks should maintain capital adequacy (CAR) as per Basel III norms. Basel III norms mandated 11.5% of CAR by March 31, 2019. For this purpose public sector banks requires capital. Based norms III Tier I capital 7% Tier II capital 2%

Capital conservation Buffer 2.5% CAR 11.5% by March 31, 2019.

To reach target of Basel III norms target Govt. of India infusing capital to Public sector banks since 2015 onwards.

IMPORTANT BANKS (D-SIBS)

INTRODUCTION A few banks assume systemic importance due

to their size, cross-jurisdictional activities, complexity, lack of substitutability and interconnectedness. The disorderly failure of these banks has the propensity to cause significant disruption to the essential services provided by the banking system, and in turn, to the overall economic activity. These banks are considered Systemically Important Banks (SIBs) as their continued functioning is critical for the uninterrupted availability of essential banking services to the real economy. LESSONS FROM RECENT FINANCIAL CRISIS

It was observed during the recent financial crisis that problems faced by certain large and highly interconnected financial institutions hampered the orderly functioning of the financial system, which in turn, harmed the real economy. Government intervention was considered necessary to ensure financial stability in many jurisdictions. Costs of public sector intervention and consequential increase in moral hazard required that future regulatory policies should aim at reducing the probability of failure of SIBs and the impact of the failure of these banks.

As a response to the recent crisis, a series of reform measures were unveiled, broadly known as Basel III, to improve the resilience of banks and banking systems. Basel III reform measures include increase in the quality and quantity of regulatory capital of the banks, improving risk coverage, introduction of a leverage ratio to serve as a backstop to the risk-based capital regime, capital conservation buffer and countercyclical capital buffer as well as a global standard for liquidity risk management. These policy measures will cover all banks including SIBs. However, these policy measures are not adequate to deal with risks posed by systemically important banks. Therefore, additional policy measures for SIBs are necessary to counter the systemic risks and moral hazard issues posed by these banks, which other policy reforms do not address adequately

THE METHODOLOGY TO BE ADOPTED BY RBI TO

IDENTIFY D-SIBS The process of assessment of systemic

importance of banks will be a two-step process. In the first step, sample of banks to be assessed for their systemic importance will be decided. It is felt that systemic importance of all the banks need not be computed as many smaller banks would be of lower systemic importance and burdening these banks with onerous data requirements on a regular basis may not be prudent. Hence the sample of banks for identification of D-SIBs may exclude many smaller banks. Once the sample of banks is selected, detailed study to compute their systemic importance could be initiated. Based on a range of indicators, a composite score of systemic importance for each bank in the sample will be computed. The banks having systemic importance above a threshold will be designated as D-SIBs. D-SIBs would be segregated into different buckets based on their systemic importance scores, and subject to loss absorbency capital surcharge in a graded manner depending on the buckets, in which they are placed. A D-SIB in lower bucket will attract lower capital charge and a D-SIB in higher bucket will attract higher capital charge. SAMPLE OF BANKS

The banks will be selected for computation of systemic importance based on the analysis of their size (based on Basel III Leverage Ratio Exposure Measure) as a percentage of GDP. The banks having size as a percentage of GDP beyond, 2% will be selected in the sample of banks. As foreign banks in India have smaller balance sheet size, none of them would automatically get selected in the sample. However foreign banks are quite active in the derivatives market and so the specialized services provided by these banks might not be easily substituted by domestic banks. It is, therefore, appropriate to include a few large foreign banks also in the sample of banks to compute the systemic

importance. The total assets of the banks selected for the sample would constitute 100% of the GDP. For this purpose, latest GDP figure released by Central Statistical Office, Government of India will be used. ASSESSMENT METHODOLOGY

The methodology to assess the systemic importance to be used is largely based on the indicator based approach being used by BCBS to identify Global Systemically Important Banks (G-SIBs). The indicators to be used to assess domestic systemic importance of the banks are as follows: (a) Size (b) Interconnectedness (c) Lack of readily available substitutes or financial

institution infrastructure (d) Complexity.

The BCBS methodology for identification of

G-SIBs gives equal weight for each of the indicators

used to compute systemic importance with a cap

assigned to the weight of substitutability indicator.

However, methodology that will be adopted by RBI

would give more weight to the size as it is felt that size

is the most important indicator of systemic importance.

Interconnectedness, substitutability and complexity

indicators would be divided further into multiple

indicators. Details of the data requirements for

computation of systemic importance scores are given in

following table. A description of indicators, sub-

The systemic importance score will be calibrated in such a manner that the bucket 5 does not have any banks initially. An empty bucket with higher CET1 requirement will incentivize D-SIBs with higher scores not to increase their systemic importance in future. In the event of the fifth bucket getting populated, an additional empty (sixth) bucket would be added with same range and same differential additional CET 1.

Presently, foreign banks operating in India as branches maintain capital in their Indian books as mandated by RBI. Similarly, foreign banks as Wholly Owned Subsidiaries (WOS) of their parent bank will maintain capital in the local subsidiary as mandated by RBI. The maintenance of additional CET1 by a foreign bank in India whether as a branch or a WOS, and as a G-SIB or D-SIB, will be guided by following rules: EFFECTIVE DATE OF IMPLEMENTATION

The higher capital requirements applicable to D-SIBs will be applicable from April 1, 2016 in a phased manner and would become fully effective from April 1, 2019. The phasing-in of additional common equity requirement will be as follows:

Disclosures: The names of the banks classified as D-SIBs will be disclosed in the month of August every year starting from

2015. RBI will also disclose the denominators for each category of indicators every year so that each and every bank is able to calculate its systemic importance score. All banks forming part of the sample will be required to disclose the values for various indicators on an annual basis. Review of the Assessment Methodology:

The assessment methodology for assessing the systemic importance of banks and identifying D-SIBs will be reviewed on a regular basis. However, this review will be at least once in three years. The review will take into consideration the functioning of the framework during the last three years, theoretical developments internationally in the field of systemic risk measurement and the experience of other countries in implementing the D-SIB framework and the methodology adopted by them.

Recently SEBI suspended trading of 331 shell Companies based on information provided by serious fraud Investigation organization (SFIO). WHAT ARE SHELL COMPANIES:

Shell Company is a non-trading company formed with following intentions: (a) To raise fund before starting coperations. (b) Attempt a takeover. (c) For going public or as front for illegal business.

WHAT THEY DO? (a) Establishes non-trading company. (without any business)

(b) These company shares sold in market.

(c) No one will purchase these companies shares but the persons who have close relations with these companies

will purchase shares.

(d) Due to advertisement in new paper and share holders, share value increases and the will show it earned through company performance.

(e) Above all activities are illegal because company is not active which means non-trading company.

Spain is planning to suspend Catalonia’s autonomy, as the region’s leader threatens to declare independence. The Spain government would soon meet to activate Article 155 of the constitution, allowing it to take over running of the region. Article 155 of the constitution, which cemented

democratic rule three years after the death of Dictator General Francisco Franco in 1975, allows Madrid to impose direct rule in a crisis but it has never been invoked. Where is Catalonia?

Catalonia is an autonomous community of Spain in the north-east and of the Iberian Peninsula, designated as a nationality by its Statute of Autonomy. It has four provinces: Barcelona, Girona, Lleida, and Tarragona. The Capital and largest city is Barcelona, which is the second most populated city in Spain. What is the history of the session movement?

Catalonia was historically an autonomous region of the Iberian peninsula, which encompasses Spain and Portugal. However, it was never a disparate part of the region despite having its own language, laws, and customs. The marriage of Petronilia, the Queen of Aragon, and Ramon Berebguer IV, Court of Barcelona in 1150, led to the formation of a dynasty. All regions of the peninsula spanning Aragon and Catalonia were brought under unified rule which lasted until the reign of King Philip V.

The war of Spanish Succession created modern Spain with the defeat of Valencia in 1707, and of tried to impose the Spanish language and laws in order to culturally unify the kingdom, but their attempts were abandoned in 1931 when the Generalitat (the national Catalan government) was restored.

Catalan separatism was crushed under the dictatorship of General Francisco Franco who took control of the region, killing 3,500 people and forcing many more into exile. Franco was ousted in 1977 and democracy was restored.

Calls for complete independence continued to grow. In July 2010, the Constitutional Court in Madrid overruled part of the 2006 autonomy statute, stating that there is no legal basis for recognizing Catalonia as a separate country in the framework of the Spanish nation state.

The economic crisis which has embattled the Spanish economy with rising unemployment and spiraling inflation, only served to amplify separatist sentiments as the wealthy Barcelona region is seen as propping up the poorer provinces. How would a secession affect the Spanish

1. Sbi Launches Indian Bond Index Series In London

State Bank of India (SBI) has launched the FTSE SBI Bond Index series in partnership with global index provider FTSE 100, which it is hoped will give tools to investors from India, the UK and globally to analyse India’s government bond market, and drive growth in this market.

This index, launched in collaboration with the London Stock Exchange, will ensure that international investors have an international benchmark.

2. Sbi To Teach Bankers From South East Asian Countries State Bank of India is planning to throw open its new banking personnel training institute for employees of other banks in India and other South East Asian countries. The institute will impart leadership training to

people in the mid-management level and above with thrust on risk mitigation, banking regulation and technology.

3. Sbi Revises Service Charges On Maintaining Monthly Average Balance The country’s largest lender State Bank of India has brought down service charges on not maintaining monthly average (MAB) balance by a whopping 20-50%. The bank has also decided to treat the metro

and urban centres in the same category and the requirement of monthly average balance in metro centres stands reduced to Rs 3000 from Rs 5000 earlier.

4. SBI Foundation commits Rs10 crore for conservation of CST The SBI Foundation has committed Rs10 crore for the conservation and restoration of the Chhatrapati Shivaji Maharaj Terminus (CST) of Mumbai over a period of three to five years.

The CST railway station, formerly known as Victoria Terminus, is a Unesco World Heritage Site.

Through this project, the CSR arm of the State Bank of India aims to contribute in development and preservation of world heritage structures, SBI said in a statement.

Restoration work of CST heritage building will be done by INTACH, an expert agency.

(A) SBI to Fund Maharashtra govt’s Affordable Housing Schemes The State Bank of India (SBI) will soon ink an MoU with the Maharashtra government-owned PSU Shivshahi Purnarvasan Prakalp (SPPL) for financing affordable housing under the State’s slum rehabilitation schemes. The SBI will make available funds for the

construction of affordable housing tenements under the slum rehabilitation schemes, including the Dharavi Redevelopment Project, of the Maharashtra government.

(B) Odisha Government Department Signs MOU with SBI The Odisha government's Directorate of Treasuries and Inspection and the State Bank of India have signed an MOU for integration of SBI e-Pay with cyber treasury. The MoU is a landmark initiative by the

state government to facilitate revenue collection from citizens through digital banking platform, an official said.

The SBI e-Pay is the payment aggregator service wing of the bank which will facilitate on line payment of government dues by the customers of any public/ private sector banks by using the payment gateway of SBI.

(C) SBI to Set up Country's Largest Innovation Centre at Mumbai The nation's largest lender State Bank of India is creating a 15,000-sqft innovation centre in Navi Mumbai investing around Rs 100 crore.

The centre, to be built at its Global IT Centre in Belapur in Navi Mumbai, will be the largest innovation centre by any financial services company in the country.

The innovation centre is part of a Rs 200-crore allocation that the bank has earmarked for innovation last year.

Development (Nabard) has sanctioned a loan of about Rs 119 crore to construct seven bridges and improvement of one rural road project in five districts of Haryana.

PNB, Indusind Bank To Provide Ai With Over Rs 3,000 Cr Loans Banking majors Punjab National Bank and IndusInd Bank have won the bid to provide national passenger carrier Air India with over Rs 3,000 crore government guarantee backed "Short Term Loans" (STLs). Earlier, Air India had called for financial bids

from leading lenders by September 19. The government-backed laons are expected to

help the airline in settling dues of various vendors like oil companies and airport operators.

7. HDFC Bank Partners Top Education Institutes For Fintech Ideas In a first of its kind efforts in the domestic banking sector, second largest private sector lender HDFC Bank said it will be partnering with 50 technology and business schools to tap into emerging fintech ideas. It announced a tie-up with IIT-Bombay and

IIT-Roorkee as part of the industry-academia partnership effort.

In the first phase of the initiative, 50 such partnerships are envisaged. The bank will use its domain expertise to mentor start-ups on customer experience, reduce time to market and costs.

8. EESL to procure 10,000 Electric Vehicles from TATA Motors Energy Efficiency Services Limited (EESL), under the administration of Ministry of Power, Government of India (GoI), will procure 10,000 electric vehicles from Tata Motors Limited. The company was selected through an

international competitive bidding aimed at increased participation.

Tata Motors won the tender and will now supply the Electric Vehicles (EVs) in two phases – first 500 e-cars will be supplied to EESL in November 2017 and the rest 9,500 EVs will be delivered in the second phase.

The tender floated by EESL is the world’s largest single electric vehicle procurement.

9. Mahindra Launches 'Prerna' Project For Women Farmers Mahindra & Mahindra said it has launched a programme, Prerna, to empower women working in the agriculture sector by promoting efficient and ergonomic farm tools and equipment. The project will be initially launched in the

state of Odisha, with the intention to positively impact the lives of over 1,500 families across 30-plus villages.

The company, which is part of the USD 19 billion Mahindra Group, yesterday celebrated the 'Mahila Kisan Diwas' with the launch of this programme.

10. Kotak Mahindra Bank and Zeta launch Paymint Kotak Mahindra Bank (“Kotak”) and Zeta, a fintech pioneer, announced the launch of Paymint – a comprehensive digital platform to manage multiple employee benefits. A multi-wallet digital prepaid solutions

platform, Paymint enables corporates to offer a host of benefits to its employees including meal vouchers, medical reimbursements, leave travel allowances, gift cards, conveyance, fuel allowances, driver salaries and so on.

11. AXIS Bank acquires Free charge The country’s third largest private sector lender Axis Bank said it has acquired payments wallet Free charge for Rs 373 crore in an all-cash deal. Sangram Singh has been appointed as the CEO

of Free charge Payment Technologies Private Ltd, it said.

Free charge presently has revenue of about Rs. 80 crore.

12. Vijaya Bank Inks Mou With Hpcl For Digital Payments Vijaya Bank has entered into a Memorandum of Understanding (MoU) with Hindustan Petroleum Corporation Ltd (HPCL) for enabling all HPCL retail outlets with BHIM/UPI merchant solutions. This rollout will empower all petrol pump

attendants and LPG delivery personnel to accept digital payments.

Customers can make payments by scanning a payment QR code, using BHIM Vijaya or any BHIM app that supports payments via UPI.

13. RBI Imposes Restrictions Banking Business On Oriental Bank Of Commerce The Reserve Bank of India (RBI) has imposed certain restriction on banking activities of government-owned Oriental Bank of Commerce which has suffered huge losses due to sharp rise in bad loan. This will be the seventh bank among the 21

PSU banks to be placed under restrictions since March this calendar year.

RBI has earlier placed restrictions on six banks which include Dena Bank, Central Bank of India, IDBI Bank, Indian Overseas Bank, Bank of Maharashtra and UCO Bank.

14. RBI To Launch Financial Literacy Drive In 9 States The Reserve Bank will soon launch a financial literacy drive in 80 blocks in nine states on pilot

basis to educate people on e-transactions, formal sector borrowings and insurance purchases. Six NGOs registered with the Depositor

Education and Awareness Fund -- CRISIL Foundation, Dhan Foundation, Swadhaar Fin Access, Indian School of Micro Finance for Women (ISMW), Samarpit and the PACE Foundation -- have been selected to execute the pilot project in collaboration with banks.

The total cost of the pilot project over a period of three years is Rs 18.40 crore.

The aim of the CFL is to inculcate the habit of making a household budget and recording financial transactions, encourage transactions in savings accounts, and active saving by depositing in banks through fixed deposits and recurring deposits.

15. Govt Raises Stake In Idbi Bank To 77.79% IDBI Bank said its promoter, the government of India, has increased its stake in the company to 77.79% by acquiring 3.81% shares through preferential allotment. The government earlier had 73.98% stake in

IDBI Bank. The government of India has acquired 3.81%

shares carrying voting rights in the company due to preferential allotment of equity shares.

16. Bharti Airtel Acquires Telecom Business Of Tatas Bharti Airtel and Tata announced that they have entered into an understanding to merge Consumer Mobile Businesses (CMB) of Tata Teleservices Limited (TTSL) and Tata Teleservices Maharashtra Limited (TTML) into Bharti Airtel. The acquisition is subject to requisite

regulatory approvals. The merger is being done on a debt-free cash-

free basis. As part of the agreement, Bharti Airtel will

absorb Consumer Mobile Businesses (CMB) of TTSL and TTML across the country in 19 circles (17 under TTSL and two under TTML).

1. UAE begins collecting 'sin' taxes on tobacco, energy drinks

The United Arab Emirates has begun collecting new "sin" taxes on tobacco products, energy drinks and soft drinks. Tobacco and energy drinks will be taxed at 100

percent and soft drinks at 50 percent. The new tax push comes as the UAE and other

oil-rich Gulf nations have struggled with low global energy prices.

2. Nepal, India to conduct first joint tiger count

For the first time, Nepal and India will undertake a joint tiger census next month in their national parks, forests and protected areas. Conservation authorities and experts would

install cameras in various locations in tiger habitats as well as in buffer zones to capture and track the movements of the tiger.

The counting of tigers will begin from the second week of November.

3. India picked as guest country at World Summit of Governments

The World Government Summit announced that India is a guest country in its upcoming gathering. The Annual Gathering is scheduled for

February 11 to 13, 2018. Honorary guests from India will join the

notable list of speakers synonymous with the World Government Summit to showcase the country’s emerging economic growth, highlight valuable knowledge, skills, and capabilities and elaborate on the country’s unique culture, according to the Summit.

4. UN ends 13-year military

peacekeeping mission in Haiti

The UN soldiers left Haiti finishing their 13 year military peacekeeping mission in Haiti. A UN peacekeeping mission helped to maintain

order in Haiti through 13 years of political turmoil and disaster.

UN troops reached more than 10,000 in number after the January 2010 earthquake.

The UN lowered its flag at its headquarters in Port-au-Prince.

5. US, Israel withdraws from UNESCO

The US and its ally Israel have announced they will withdraw from the United Nations Scientific and Cultural Organization, accusing the body of "anti-Israel bias".

7. G-20 Finance Ministers and Central Bank Governors Meeting

The Union Minister for Finance and Corporate Affairs, Shri Arun Jaitley participated in the G-20 Finance Ministers and Central Bank Governors (FMCBG) Meeting in Washington D.C. The discussion focused on the agenda items

pertaining to Global Economy and Framework for Growth, Compact with Africa and International Financial Architecture.

The Finance Minister Shri Jaitley is presently on a one week visit to USA mainly to participate in Annual Meetings of the World Bank and IMF among others.

8. Gandhi Museum Inaugurated in Durban

A Gandhi museum has been inaugurated on a small piece of land once owned by Mahatma Gandhi in the coastal city of Durban. Minister of State for External Affairs V K

Singh inaugurated the museum, which will reflect the life and universal influence of Mahatma Gandhi.

Gandhi owned the land in 1897 and used to hold public meetings there when the Natal Indian Congress planned its fight against laws discriminating against Indians in South Africa.

9. India ranked No. 1 in pollution related deaths: Lancet report

With 2.51 million deaths in 2015, India has been ranked No. 1 in pollution related deaths, according to a report by The Lancet Commission on pollution and health. China recorded the second highest number of

such deaths (1.8 million). India accounted for about 28 per cent of an

estimated nine million pollution linked deaths worldwide in 2015.

Zimbabwean President Robert Mugabe has been removed as a goodwill ambassador, the World Health Organization (WHO) said following an outrage among Western donors and rights groups at the appointment. Mugabe, 93, is blamed in the West for

Saudi Arabia has invited women to a sports stadium for the first time to attend the kingdom’s 87th National Day celebrations with their families. This marks a shift from previous celebrations in

12. 7TH ASEM Economic Ministers' Meeting

The 7th ASEM Economic Ministers' Meeting (ASEM EMM7) was held on 21-22 September 2017 in Seoul, Republic of Korea. The ASEM was established in 1996 as an

economic cooperation council of 53 Asian and European countries.

The organization is evaluated as an important regional cooperation body that accounts for more than 60% of global trade as of 2015.

13. India third in nuclear power installations

India is third in the world in the number of nuclear reactors being installed, at six, while China is leading at 20, the World Nuclear Industry Status Report 2017, released this month, shows. The number of nuclear reactor units under

construction is, however, declining globally for the fourth year in a row.

During this session, 50 countries signed a treaty to ban nuclear weapons, which was first signed by Brazil.

Interpol, the international police organization, has voted to admit Palestine as a full member, thereby advancing the latter's goal of statehood. This development is a diplomatic blow to

Israel, which has been opposing Palestine moves to join international bodies.

About 75 countries voted in favor, with 24 voting against and 34 abstaining in a secret vote held during 86th Interpol General Assembly on Sept. 26-29 in Beijing.

A humanoid named Sophia has made history by becoming the first robot in the world to be granted citizenship.

Saudi Arabia offered citizenship to the robot, designed by entrepreneur David Hanson.

The particulars of the citizenship were not discussed, and it’s not clear if Sophia will have the same rights as a human Saudi Arabian citizen.

18. Nepal Government Accepts Resignation of Envoy to India

The Nepal government has accepted the resignation of Deep Kumar Upadhyay, the countrys ambassador to India, who has quit to contest the upcoming parliamentary elections. Upadhyaya had tendered his resignation to

Deputy Prime Minister and Minister for Foreign Affairs Krishna Bahadur Mahara on October 6.

Upadhyay has filed his nomination for the upcoming parliamentary election from Kapilastu district in western Nepal as the ruling Nepali Congress candidate.

1. Pratham-Shyok Bridge in Leh Defence Minister Nirmala Sitharaman inaugurated the Pratham-Shyok bridge that will link Leh to Karakoram, providing connectivity on the strategically important Darbuk-Shyok-Daulat Beg Olde axis for military transport. The bridge is a major development on the

Shyok Gong river which will enhance travel of locals as well as the Army in this strategic region.

It will increase travel and communication for strategic transport, the Minister said.

2. India opens two border crossing points with Myanmar, Bangladesh India has opened two immigration check posts along the borders with Myanmar and Bangladesh, a reflection of its growing closeness with the two eastern neighbours. The home ministry said the central government

has designated Zorinpui land check post in Lawngtlai district of Mizoram as an authorised immigration check post for entry into or exit from India with valid travel documents for all classes of passengers to or from Myanmar.

In a separate notification, the ministry said the central government designated Kawrpuichhuah land check post in Lunglei district of Mizoram as an authorised immigration check post for entry into or exit from India with valid travel documents for all classes of passengers to or from Bangladesh.

India shares a 1,643-km-long border with Myanmar which touches Arunachal Pradesh, Nagaland, Manipur and Mizoram.

3. President Kovind inaugurates Shirdi Airport President Ram Nath Kovind inaugurated the swank new Shirdi Airport in Ahmednagar and the inaugural Alliance Air commercial flight to Mumbai.

The inauguration of the airport, developed by Maharashtra Airport Development Corporation (MADC), also marks the start of the year-long centenary celebrations of Shri Saibaba Samadhi for which over 11 million pilgrims are expected from around the world.

4. MCI to give Unique Permanent Registration Number to all doctors

The Medical Council of India has written to the country’s largest body of doctors to help digitise India’s registry of doctors through a unique registration number similar to AADHAAR as part of its ongoing e-governance initiative. The move is expected to help doctors practice

in different States without seeking different licences across borders.

5. Government to celebrate Swachh Bharat Diwas on 2nd October The third anniversary of the Swachh Bharat Mission will be celebrated as "Swachh Bharat Diwas" on 2nd October. October 2 is also celebrated as the International

Upgradation of the Women’s Police Training Centre at Yamethin, Myanmar The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has given its ex-post facto approval to the Memorandum of Understanding (MoU) between India and Myanmar on upgradation of the Women’s Police Training Centre at Yamethin, Myanmar. The MoU was signed on 6th September, 2017.

10. Turtle Sanctuary to be Set up in Allahabad

In order to protect the rich aquatic biodiversity of river Ganga from escalating anthropogenic pressures, development of a Turtle sanctuary in Allahabad along with a River Biodiversity Park at Sangam have been approved under Namami Gange programme. The project at an estimated cost of Rs 1.34

crore would include development of River Biodiversity Park at Sangam (confluence of Ganga, Yamuna and mythical Sarasvati), establishment of a Turtle Rearing Centre (Permanent nursery at Triveni Pushp and makeshift annual hatcheries) and awareness about the importance of river Ganga and imperativeness of its conservation has been approved.

11. Centre launches six-year secure Himalaya project

The Centre launched a six-year project to ensure conservation of locally and globally significant biodiversity, land and forest resources in the high Himalayan ecosystem spread over four states in India. Protection of snow leopard and other

endangered species and their habitats is one of the key components of the project which will also focus on securing livelihoods of the people in the region and enhancing enforcement to reduce wildlife crime.

14. ISRO to set up research centre in Guwahati The Indian Space Research Organization (ISRO) will set up a research centre in Guwahati for start ups, academicians, environmentalists and entrepreneurs. ISRO would set up the exclusive research

facility in Assam to explore the possibility of using geospatial technology, which include data generated through global positioning system (GPS), geographical information systems (GIS) and satellite remote sensing for expediting the development of Assam, officials said.

15. World's largest combustion research centre at IIT Madras The world's largest combustion research centre which will impart a major boost to the Indian scientific community was inaugurated at the Indian Institute of Technology, Madras.

The National Centre for Combustion Research and Development (NCCRD) was inaugurated by NITI Aayog member V K Saraswat.

This is the world's largest combustion research centre.

16. The first ever All India Institute of

Ayurveda dedicated to the Nation The Prime Minister, Shri Narendra Modi, dedicated the All India Institute of Ayurveda, in New Delhi, to the Nation. The first ever All India Institute of Ayurveda

(AIIA) is set up along the lines of AIIMS. As an apex institute under the Ministry of

AYUSH, the AIIA will bring synergy between the traditional wisdom of Ayurveda and modern diagnostic tools and technology.

Speaking on this occasion, the Prime Minister congratulated the gathering on the celebration of Dhanvantari Jayanti as Ayurveda Divas.

17. India, Brazil, South Africa sign IBSA Trust Fund agreement India, Brazil and South Africa signed the IBSA Trust Fund Agreement that seeks to fight poverty in developing countries. The agreement was signed by Minister of State

for External Affairs V K Singh who led the Indian side at the 8th IBSA trilateral Ministerial Commission Meeting in Durban.

The IBSA Trust Fund brings together the three emerging economies of India, Brazil and South Africa to combat poverty in other developing countries.

Each country contributes USD 1 million annually to this fund which is managed by the UN Development Programme's (UNDP) Special Unit for South-South Cooperation.

22. President to inaugurate International Gita Mahotsav in Haryana President Ram Nath Kovind will inaugurate the International Gita Mahotsav in Kurukshetra, Haryana, on November 25.

23. Kerala Govt Prohibits using 'Dalit', 'Harijan' in official communications The Kerala Information and Public Relations Department's internal circular has directed to avoid usage of words "Dalit" and "Harijan" in its official communications. The order was issued based on the directive

from Kerala State Commission for Scheduled Castes (SC) and Scheduled Tribes (ST) Chairman Justice PN Vijayakumar.

The department informed that the government has also banned the usage of word "Keezhalar" which was used to refer to scheduled communities.

24. Centre asks states to name toilets as ‘izzat ghar’ in rural areas The Centre has asked each state to name the toilets in their rural households as “izzat ghar”, or to use a phrase in regional language equivalent to “house of dignity”. Ministry of Drinking Water and Sanitation

wrote to state government’s principal secretaries after observing the name “izzat ghar” being used in many parts of Uttar Pradesh.

The ministry with an aim of making India open defecation free by October 2, 2019 is overseeing the implementation of Swachh Bharat Mission in villages.

Through this programme, Government of India aims to reach each and every child under two years of age and all those pregnant women who have been left uncovered under the routine immunisation programme.

The special drive will focus on improving immunization coverage in select districts and cities to ensure full immunization to more than 90% by December 2018.

33. Germany to help Indian Railways to increase speed German Railways will assist Indian Railways to make country's existing rail corridors semi high speed. The semi high speed trains will run at 200 km per hour. A joint declaration of Intent was signed

between Ministry of Railways and Germany in Rail Bhavan regarding carrying out of feasibility study on existing 643 km Chennai-Kazipet corridor of Indian Railways by German Railways for increasing the speed of passenger trains to 200 kmph on 50.50 percent cost sharing basis.

German Railways is likely to undertake more such projects for Indian Railways.

34. MoC between India and Japan on the "Technical Intern Training Program" The Union Cabinet chaired by Prime Minister Shri Narendra Modi has approved the signing of "Memorandum of Cooperation (MoC)" between India and Japan on the "Technical Intern Training Program (TITP)".

economic and efficient movement of vessels". It will bring IALA at par with International Maritime Organisation (IMO) and International Hydrographic Organisation (IHO).

Chhattisgarh (97.4) and Karnataka (95.3) occupied the fourth and fifth positions in the list, respectively.

The report is based on a comparative assessment of digital initiatives by 36 states and Union Territories.

Supreme Court Slaps Rs. 2 Lakh Fine On Environment Ministry The Supreme Court today came down heavily on the Union Environment Ministry for not finalising pollution emission standards for industries using pet coke and furnace oil in the national capital region and slapped a cost of Rs. two lakh on it. affairs", the top court asked the Ministry why the standards were not finalised despite its earlier direction that it should be done on or before June 30 this year.

58. ‘Paika Bidroha’ to Be Named as 1st War of Independence The ‘Paika Bidroha’ (Paika rebellion) of 1817 will find a place in the history books as ‘the First War of Independence’ from the next academic session, HRD Minister Prakash Javadekar said. Mr. Javadekar had first made the

announcement IN Bhubaneswar at a function to mark the bicentenary of the Paika rebellion, and added that the Centre has allocated Rs. 200 crore for commemorating it across the country.

Paikas were peasant militia under the Gajapati rulers of Odisha who rendered military service to the king during times of war.

They rebelled against the British rule under the leadership of Bakshi Jagabandhu Bidyadhara as early as 1817.

59. Deadline To Link Aadhaar With Schemes Extended Till March 31 The deadline for mandatory linking of Aadhaar to avail benefits of various government schemes would be extended till March 31 next year, the Centre told the Supreme Court. It told a bench headed by Chief Justice Dipak

Misra that the deadline for Aadhaar linking to avail benefits of the schemes was to end in December and it has now been decided to extend it till March 31, 2018.

India Grants USD 585,000 Aid to Sri Lanka University India has provided equipment and vehicles worth USD 585,000 to a university in Sri Lanka’s Tamil-dominated north as part of its development partnership with the country in the field of higher education. The assistance package was given to develop

agriculture as well as an engineering faculty on the Killinochchi campus of University of Jaffna, Indian High Commission said in a statement.

The material worth USD 585,000 (SLR 90 million) is part of the USD 3.9 million (SLR 600 million) development project to develop the agriculture and engineering departments of the university.

maintain a clean environment and also ensure that there were “no unnecessary drawings” on buildings and residential places in all wards of the southern state.

Promotion of a digital economy is an integral part of Government’s strategy to clean the system and weed out corruption and black money. It has a transformative impact in terms of greater formalisation of the economy and mainstreaming of financial savings into the banking system. This, in turn, is expected to energise private investment in the country through lower cost of credit. India is now on the cusp of a massive digital revolution.

A shift to digital payments has huge benefits for the common man. The earlier initiative of our Government to promote financial inclusion and the JAM trinity were important precursors to our current push for digital transactions. Already there is evidence of increased digital transactions. The BHIM app has been launched. It will unleash the power of mobile phones for digital payments and financial inclusion. 125 lakh people have adopted the BHIM app so far. The Government will launch two new schemes to promote the usage of BHIM; these are, Referral Bonus Scheme for individuals and a Cashback Scheme for merchants.

Aadhar Pay, a merchant version of Aadhar Enabled Payment System, will be launched shortly. This will be specifically beneficial for those who do not have debit cards, mobile wallets and mobile phones. A Mission will be set up with a target of 2,500 crore digital transactions for 2017-18 through UPI, USSD, Aadhar Pay, IMPS and debit cards. Banks have targeted to introduce additional 10 lakh new PoS terminals by March 2017. They will be encouraged to introduce 20 lakh Aadhar based PoS by September 2017. Increased digital transactions will enable small and micro enterprises to access formal credit. Government will encourage SIDBI to refinance credit institutions which provide unsecured loans, at reasonable interest rates, to borrowers based on their transaction history.

The digital payment infrastructure and grievance handling mechanisms shall be strengthened. The focus would be on rural and semi urban areas through Post

Offices, Fair Price Shops and Banking Correspondents. Steps would be taken to promote and possibly mandate petrol pumps, fertilizer depots, municipalities, Block offices, road transport offices, universities, colleges, hospitals and other institutions to have facilities for digital payments, including BHIM App. A proposal to mandate all Government receipts through digital means, beyond a prescribed limit, is under consideration. Government will strengthen the Financial Inclusion Fund to augment resources for taking up these initiatives. Government will consider and work with various stakeholders for early implementation of the interim recommendations of the Committee of Chief Ministers on digital transactions.

The Committee on Digital Payments constituted by Department of Economic Affairs has recommended structural reforms in the payment eco system, including amendments to the Payment and Settlement Systems Act, 2007. Government will undertake a comprehensive review of this Act and bring about appropriate amendments. To begin with, it is proposed to create a Payments Regulatory Board in the Reserve Bank of India by replacing the existing Board for Regulation and Supervision of Payment and Settlement Systems. Necessary amendments are proposed to this effect in the Finance Bill 2017. As we move faster on the path of digital transactions and cheque payments, we need to ensure that the payees of dishonoured cheques are able to realize the payments. India’s banking sector may be getting ready for a wave of consolidation as the country tries to build institutions of world class proportions. Four big state run banks – State Bank of India, Punjab National Bank, Bank of Baroda and Bank of India – have already begun an exercise to identify takeover targets to gain access to franchises that would augment their capabilities, said three top bankers familiar with the move. The top managements of the four banks are in the process of preparing a blueprint that would explain the rationale for absorbing one or two entities, said the people cited above, none of whom wanted to be named. Employees at these state run banks are engaged in the exercise after Finance Minister Arun Jaitley gave the lenders the go-ahead to decide how they would strategies to remain relevant in the emerging economic scenario.

“We are hearing from the corridors of finance ministry that there is seriousness on consolidation of banks,” said an executive from one of the top four banks. “The sense we are getting is that first there could be merger of at least one SBI associate bank with SBI to kick off the consolidation process.” Although no names of likely acquisition targets are being discussed at these four banks, the key conditions for a smaller bank will be regional, technological and cultural advantages. For instance, a bank such as Bank of Baroda, which does not have a presence in the East, may prefer one from that part of the country. State run banks have weakened over the years as governments have treated them as an organ of the administration and used them to push their social agenda. Meanwhile, lenders in neighbouring China have acquired scale while those in India are puny by comparison, giving them little clout in global markets.

The economic downturn, with growth having almost halved from the peak, has exposed the fault lines in the system. The parlous financial position of the

government has left banks capital starved – the allocation for this year is tiny compared with the amount needed to meet Basel III standards. And, to access capital from the market, the state run banks need a strategy to turn more profitable. Currently, they are labouring under bad debt on account of companies finding it difficult to repay loans because of the slump.

“Government has made it clear that they will not give any capital,” said one of the bankers. “Banks that have the capital and the capability to raise capital could look at acquisitions,” he said, while adding “Nothing has reached the drawing board. Banks are only doing all kinds of permutations and combinations.” To be sure, state run bank consolidation has been discussed for nearly a decade, but little progress has been made, except for shotgun weddings that were aimed at rescuing ventures in poor shape. Inertia among banks, cultural issues and fears of trade union unrest held up any such move. That may now change with thse new government.

“There have been some suggestions for consolidation of public sector banks,” Jaitley said in his July 10 Budget speech. “Government, in principle, agrees to consider these suggestions.” A committee set up by the Reserve Bank of India under former Axis Bank Chairman P.J. Nayak had suggested that the health of state run banks was poor. To strengthen them, the report said it would be better “either to privatise these banks and allow their future solvency to be subject to market competition, including through mergers; or to design a radically new governance structure for these banks which would better ensure their ability to compete successfully, in order that repeated claims for capital support from the government, unconnected with market returns, are avoided.”

The market share of the public sector banks is forecast to decline from 80% in 2000 to just over 60% in 2025, Nayak had said. They stack up poorly in many respects against non-state institutions. For instance, net profit per employee at the new private sector banks was about four times that of the SBI Group in the year ended March 2013.
