    SUBSTITUTIONS

    PART 1 - GENERAL 1.1 CONTRACTING OFFICERS APPROVAL

    A. The contract is based on materials and methods described in the contract document. B. The Contracting Officer will consider proposals for substitution of materials, equipment and methods

    only when such proposals are accompanied by full and complete technical data and all other information required by the Contracting Officer to evaluate the proposed substitution.

    C. Do not substitute materials or equipment, unless such substitution has been specifically approved

    for this Work by the Contracting Officer. D. All substitution requests submitted during solicitation (bid phase) must be received by the

    Contracting Officer no later than 10 days prior to solicitation due date. 1.2 OR EQUAL

    A. Where the phrase or equal or or equal as approved in advance by the Contracting Officer occurs in the Contract Documents, do not assume that material and equipment will be approved as equal by the Contracting Officer unless the item has been specifically approved for this work by the Contracting Officer.

    B. The decision of the Contracting Officer shall be final.

    1.3 AVAILABILITY OF SPECIFIED ITEMS

    A. Verify prior to bidding that all specified items will be available in time for installation during orderly and timely progress of the Work.

    B. In the event specified item or items will not be so available, notify the Contracting Officer prior to

    receipt of bids. C. Costs of delays because of non-availability of specified items, when such delays could have been

    avoided by the Contractor, will be back-charged as necessary and shall not be borne by EXCHANGE.

    1.4 SUBSTITUTIONS FOLLOWING AWARD OF CONTRACT

    A. Substitutions for Cause: Not later than 15 days prior to time required for preparation and review of submittals.

    B. Substitutions for Convenience: Not allowed.

    EXISTING CONDITIONS

    PART 1 GENERAL

    1.1 DESCRIPTION

    A. The existing building is located on the northeast corner of Gruber and Reilly Roads. The project consists of new underfloor plumbing, and a new concrete floor slab in the area designated for Dunkin Donuts. The demising walls are in place around the Dunkin Donuts space, and an existing door is provided for access. Fire alarms and fire sprinklers have been installed and are operational, and should be left in place. No lighting has been installed.

    1.2 DESCRIPTION OF SITE

    A. The site, comprising approximately 7.2 acres, bounded on 3 sides by streets, Gruber Road, Reilly Road and Kedenburg Road. The sites topography slopes from Gruber Road to Kedenburg Street ranging from elevations 300 to 270 ft. MSL (NAVD 88). The parking lot, curbs, gutters, sidewalks, service drive and all other site work have been installed by others.

    1.3 DESCRIPTION OF EXISTING BUILDINGS

    A. There is a newly constructed building of approximately 34,000 square feet, consisting of an Express on the south end, a food court in the middle, and concession spaces on the north end of the building. The Dunkin Donuts space is in a space just north of the food court seating area.

    1.2 STATEMENT OF WORK

    A. Scope: The work covered by these specifications consists of furnishing all plant, supervision, labor, equipment, and materials as necessary to perform all operations required to complete construction of the underfloor plumbing work and construction of a concrete floor slab with the Dunkin Donuts vendor space. The work is to be performed in accordance with the specifica-tions and the applicable drawings, and subject to the terms and conditions of the contract.

    B. Location: The work to be performed is located at Fort Bragg, North Carolina. The site is locat-

    ed to the east of Reilly Street, to the north of Gruber Road and south of Kedenburg.
