IntroductionMobile operators, cable operators, fixed line operators and enterprises in every region are developing strategies to leverage Wi-Fi for a variety of reasons, including network congestion relief, improved in-building coverage, and lower cost wireless service plans. However, in order to achieve seamless interoperability between cellular and Wi-Fi networks, the industry needs to resolve challenges associated with connectivity, authentication, session persistence and traffic management. This is the objective of several emerging industry standards, including a set being developed by the 3rd Generation Partnership Project (3GPP) known as Access Network Discovery and Selection Function, or ANDSF.

This whitepaper is part 3 in a series addressing how ANDSF can help wireless service providers augment network capacity and extend services across heterogeneous networks through policy-based management of mobile device connectivity. Part 1 pro-vided an introduction to the ANDSF standard with a brief overview of stakeholder value and comparison to related interopera-bility standards. Part 2 dove into the details of ANDSF components, protocols and policies with a particular focus on Inter-Sys-tem Mobility Policy (ISMP) and how service providers can get started with it today. This whitepaper will cover four topics:1. An Overview of ANDSF Inter-System Routing Policy (ISRP) and Inter-APN Routing Policy (IARP),

including sample use cases to illustrate multi-radio policy controls2. ANDSF and Next Generation Wi-Fi Technologies, comparing approaches for authentication,

control and discovery of services, and policy frameworks with Hotspot 2.03. Next Generation Use Cases, describing complex and dynamic uses of location and connectivity

data to enable Quality of Experience (QoE) management and Proximity Services4. The Future of ANDSF, differentiating standards from solutions, and guidance for operators

to leverage the power of policy-on-device
