Phase 1: Pyramid Workshop: UNECE Experts, municipality staff and national experts work out key measures to make the city “smarter” Key indicators are proposed to monitor the process.
Phase 2: The list of key measures is converted to an action plan. Agreement on specific indicators to monitor the implementation of the action plan.
Phase 3: Sustainable solutions are being implemented. Self financing, creation of local jobs, improvement of living conditions are overarching objectives. Progress evaluation is based on publishing a regular progress report by means of indicators

Littering, back yeard burning and illegal dumps affect the whole city (and country). Turning waste into a resource and a job opportunity is a new business avenue in Armenia and has not been explored before.

A simple waste water treatment facility could be realised on a low budget basis. Goirs' waste water is mainly organic; a two pond system (sludge separation and enhanced biologic treatment) with a sludge dryer (solar powered) and composter could be sufficient.
