1 Introduction

The FFA-Ongoing Topic Paper supports the ongoing assessment of cases that involve abuse, neglect,

abandonment, or situations where there is a threat of harm. The addition of this module replaces the

current Family Assessment module and supports the case manager in the assessment of six critical

information collection domains for the purpose of ascertaining impending dangers. The FFA-Ongoing

module is a family-centered, solution-focused approach to working with the families across the

continuum of care from the Hotline/Intake process through Investigation and Case Management to case

closure.

The Family Functioning Assessment (FFA) - Ongoing page supports the Family Safety Decision

Making Methodology (FSDMM) that the Department, in collaboration with other stakeholders, has

adopted. The FFA-Ongoing supports a standardized practice of information collection, evaluation, and

analysis. Enhancements to this module support the following goals of the Child Protection

Transformation and Statewide Automated Child Welfare Information System (SACWIS) Compliance

project to facilitate the safety of children and families:

• Improve quality and consistency of decision making

• Eliminate redundant processes and re-work

• Gain efficiencies through enhanced technology

The FFA-Ongoing page assists users in their ongoing efforts in evaluating family strengths and protective

capacities, which continues the assessment completed during the FFA-Investigation. The Family

Functioning Assessment assesses the family as a whole, and how each of the family members interacts

with one another. It addresses and identifies the ability of the adults in the case who are in a caregiving

role and their ability to parent. It also assesses each adult’s history, which can affect future outcomes.

The FFA-Ongoing module includes one of the major functions of the Florida Safe Families Network

(FSFN) that support the ongoing services process. The module has been created to support business

process changes resulting from the Child Protection Transformation and SACWIS Compliance Project

requirements. It supports access to, as well as the creation and maintenance of, the ongoing measuring

tools in FSFN. The FFA-Ongoing provides functionality that also results in the following efficiencies:

• Pre-fills from the identified FFA – Investigation, FFA-Ongoing or Progress Update (if

applicable)

• Actions and Text (notifications and templates) List Box providing easy access and launch point

for approvals, FFA-Ongoing notification.

• Provides quick access to the Maintain Case page, as well as participant specific pages such as

Education and Medical/Mental Health.

Note that anywhere the term “Notifications and Templates” is referenced, notifications is a technical term

that is similar to templates, the key difference being that notifications pre-fill everything from the FSFN

system, do not have any user entered fields, and are not saved to the FSFN database. Therefore, regardless

of when the template is launched, it provides the most current information from FSFN.

Additional benefits to the FFA-Ongoing module include:

• Presenting information in a structured manner, therefore facilitating decision-making relative to

the interventions needed to increase parental protective capacities and mitigating child

vulnerabilities.

• Providing flexibility to the end users in identifying the family composition based on the current

family dynamic, as well as identifying family support network persons involved with the family.

• This flexibility is unavailable to users with the current Family Assessment page in FSFN.

Once the case is transferred for ongoing case management protective services, the Case Manager

becomes and is responsible for safety management, case management, and immediately begins

preparation for completing the FFA-Ongoing.

Investigation in the manner described within this document. If not creating in association with an

Investigation, the user clicks the Create button, which results in the FFA-Ongoing/ Progress Update

Selection pop-up page displaying. Note that if an Investigation does not exist with an associated FFA –

Investigation, the Investigation Selection group box does not contain any rows for selection.

choose to select an Investigation ID and clicked the Create button on the Investigation Selection pop-up

page, the FFA-Ongoing/ Progress Update Select pop-up page is displayed. The user can choose to select

an FFA-Ongoing or Progress Update ID, if applicable, and click the Continue button. This results in the

Family Functioning Assessment (FFA) – Ongoing pre-filling from the identified page in the manner

described within this document. If not creating in association with an FFA-Ongoing or Progress Update,

the user clicks the Create button which results in the FFA-Ongoing page displaying and being created

from scratch, not pre-filling any of the fields. The FFA-Ongoing/ Progress Update Select pop-up page

displays the “Pending,” “Approved” and “Not Approved” FFA-Ongoing and Progress Update pages from

which to select when creating an FFA-Ongoing. The FFA-Ongoing/Progress Update Selection pop-up

2.3.1 Page Overview

The Family Functioning Assessment functionality is streamlined, providing ease of use and the ability to

capture the assessment with the necessary information on one page with various tabs. Details regarding

the functionality of the Family Functioning Assessment (FFA) – Ongoing page are identified and detailed

in the below-noted sections of this document.

The Family Functioning Assessment (FFA) - Ongoing page can be created in association with and

prefilled from an Investigation or created independent of a Child In-Home/Other Investigation. When

created independent of a Child In-Home/Other Investigation, the user can choose to pre-fill from an

existing FFA-Ongoing or Progress Update page or create from scratch, thereby not pre-filling any of the

identified fields. If upon creation, an Investigation is selected, the FFA-Ongoing only pre-fills what has

been documented on the FFA-Investigation up to the point at which the FFA-Ongoing is created and does

not subsequently update if additional changes are made to the FFA-Investigation from which it was

originally pre-filled.

The standard approval process applies to the FFA-Ongoing page, whereby the user who created the page

submits the FFA-Ongoing to their Supervisor for final approval once completed. Once approved by the

Supervisor the FFA-Ongoing page is disabled.

The tabs captured on the Family Functioning Assessment (FFA) – Ongoing include: Participants, Family

Assessment Areas, Reason(s) for Ongoing Involvement, Protective Capacity Analysis and Family Change

Strategy, Child Needs, and Safety Summary and Planning. The Supervisor Consultation page is launched

from the FFA-Ongoing page from the Actions group box and can be created as many times as needed.

Each tab is designed to support the need for the system users to have quick access to case- and

participant-specific information in FSFN. The Supervisor Consultation Pop-Up page provides system

users with the ability to capture the details of a Supervisor Consultation and also provides Practice

Experts with the functionality to identify Rapid Safety Feedback, as well as capture the details regarding

the Immediate Child Safety Action and the Immediate Child Safety Action Follow-Up. Functionality for

each tab is described in detail throughout this document. Unless the field specifies that it pre-fills from

the FFA – Investigation, FFA-Ongoing or Progress Update (if applicable), the field behaves in the

manner outlined within the table.

Captures information regarding the assessment and

analysis of the danger threats, protective capacities, child

needs, safety summary and planning, as well as other

pertinent family information.

Field Case Information Captures the following information: Case Name;

Household Name; FSFN Case ID; Approval Date; FFA-

Ongoing ID; Progress Update ID; Worker Name; Intake/

Investigation ID; and Initial Intake Received Date;

Case Name Hyperlink launches the Maintain Case page.

FSFN Case ID Displays the unique system generated 10-digit

identification number for the FSFN Case associated to

the FFA-Ongoing page.

o Upon clicking Close, the system will launch the FFA-Ongoing template.

Feedback require an additional edit to be enforced upon attempting to approve the FFA-Ongoing

• Upon clicking the Approval hyperlink within the Actions panel, if the Immediate Child Safety

Action Required radio button selection is ‘Yes’ on a Supervisor Consultation page AND there

was not a subsequent Supervisor Consultation page documented where the Immediate Child

Safety Action Follow-Up check box is selected, then the system must generate the following

validation message:

o A Rapid Safety Feedback Supervisor Consultation has been documented for this FFA-

Ongoing and there is not a subsequent Immediate Child Safety Action Follow-Up

• Because you can have multiple Supervisor Consultations where the Immediate Action Required

is Yes, subsequent is determined by comparing the Consultation Date and Time of the current

recent) Supervisor Consultation where the Immediate Child Safety Action Required radio button

selection was Yes. The current Consultation Date and Time must be greater than the Consultation

• If the FFA-Ongoing has already been approved when the Supervisor Consultation page is created,

this edit will be moot and not be enforced. The user will have the ability to document the Rapid

Safety Feedback and Immediate Child Safety Action Follow-Up Supervisor Consultations and the

related automated message will be generated still.

• The existing Supervisor Consultation Task Due when a Follow-Up is documented will also be

satisfied by the creation of a Supervisor Consultation page where the Immediate Child Safety

Action Follow-Up check box is selected.

• Upon clicking Close, if the user had not previously saved the page, the system will generate the

following validation message:

o “Do you wish to continue closing without saving the page? <Yes><No>” If yes, the user

will be returned to the desktop and any information documented without saving will be

lost. If no, the user will be returned to the FFA-Ongoing page.

• Upon clicking the “Refresh” button, the system will display the following validation message:

o “Clicking Refresh will refresh the entire Family Functioning Assessment page, do you

wish to continue? <Yes><No>” If yes, the page will be refreshed and the most up-to-date

information will be pulled in, where applicable. This includes the Priority Needs group

box on the Protective Capacity Analysis and Family Change Strategy tab. If no, the user

will be returned to the FFA-Ongoing page and the refresh will not be processed.

• Upon clicking Save, if a change to a child’s age was made, the system will generate the

following validation message:

o “A change has been made to a child’s age or Child Needs or Protective Capacities. Please

refresh the page in order to update the applicable sections before saving. <Close>”

2.3.4 Save Processing

• Upon clicking Save if any required fields are not documented, the following validation message

will be displayed:

o “Please enter data in the required fields [field name]”. <OK>

• Upon successfully saving the Supervisor Consultation page, if a Worker was searched and

selected for the Worker Name field related to the Immediate Child Safety Action Required, an

automated message is generated and sent to the worker identified, his or her supervisor, as well as

the Parent Unit - Supervisor. Furthermore, the Automated Message sent is either the Child

Investigation or FFA-Ongoing/ Progress Update Automated Message based on the page for

which the Rapid Safety Feedback was documented.

• If a user with appropriate security selects the Immediate Child Safety Action Follow-Up check

box and a previous Supervisor Consultation does not exist associated to that specific Investigation

ID, FFA-Ongoing ID or Progress Update ID, where the Rapid Safety Feedback check box was

selected upon attempting to save the Supervisor Consultation page the user will receive the

following validation message:

2.4.1 Tab Overview

The Participants tab for the FFA-Ongoing page displays the participants within the Children and

Parent/Legal Guardian(s)/Other Adult Household Members in Caregiving Role group boxes based on

whether an Investigation, FFA-Ongoing or Progress Update was selected upon creating the FFA-

Ongoing. In addition, the user can choose to add or remove participants if needed.

If an Investigation is selected, the participants will populate the Household Composition group boxes

based on the following criteria:

• Children: Investigation Participants with the Initial Role in the Investigation of Child In-Home

AND Victim.

• Parent/ Legal Guardian(s)/ Other Adult Household Members in Caregiving Role:

Investigation Participants with the Initial Role in the Investigation of Parent/Caregiver.

If an FFA-Ongoing or Progress Update is selected, the participants will populate the Children and

parent/Legal Guardian(s)/Other Adult Household Members in Caregiving Role group boxes directly from

the Participants tab of the selected FFA-Ongoing or Progress Update, whichever is applicable.

If the participant should no longer be included in the FFA-Ongoing, the user can select the “Remove”

hyperlink beside the applicable participant name. If the user wishes to add additional participants to the

FFA-Ongoing they can select the Insert button within the Children or Parent/Legal Guardian(s)/Other

Adult Household Members in Caregiving Role group boxes, whichever is applicable, and select the

which participants will display in the pop-up page based on which Insert button is selected.

Finally, if there are persons which play a key role in the life of the family which are considered to be part

of the “family support network”, these persons can be added to the Maintain Case page on the Contacts

tab and then included within the Family Support Network group box on the FFA-Ongoing page. This

allows the user to identify people which aren’t FSFN Case Participants and potentially aren’t FSFN

Persons, but play a key role in the family’s life and are important to include.

2.10.1 Tab Overview

The Protective Capacity Analysis and Family Change Strategy tab provides the user the ability to analyze

the protective capacities for the participants in a caregiving role. If the FFA-Ongoing was created and

pre-filled from an identified FFA – Investigation, FFA-Ongoing or Progress Update, the user will have

the ability to analyze the previously identified protective capacities and, based on their assessment of the

family, make the necessary updates. Once the protective capacities have been identified, those which

have been rated a C or D are classified as priority needs and the user is able to identify which will be

The Safety Summary and Planning tab assists the user in the safety analysis of the parent/caregiver’s

home, whether children are in an In-Home or Out-of-Home placement. It assists users in determining if a

Safety Plan should be created, and assists users in analyzing existing Safety Plans, enabling users to

determine if the existing Safety Plan is sufficient, if changes are needed to the Safety Plan, or if the Safety

Plan is no longer needed.

For children in an In-Home placement, this safety analysis can be used to determine whether children can

having created a Case Plan Worksheet.

print out case notes on an Assessment when printing the Family Assessment Initial or

NOTE: This requirement is asking that upon printing the FFA-Ongoing, the user must

have the ability to include within the print out, the selected Case Note Types within a

specified date range.

Please note that during design review sessions, in an effort to reduce the level of effort,

etc. this requirement was identified to be documented as a Change Request for potential

future enhancement. Furthermore, users currently have the ability to filter on the Case

Note Search Criteria page and print the search results returned at one time. Therefore this

can be accomplished by printing from the Case Note Search Criteria page and attaching it

to the FFA-Ongoing output generated.
