• There is an increase on the number of damaged houses from 42,556 (16,511 totally and 26,045 partially) to 101,278 (25,259 totally and 76,019 partially). - Tab D

• Power is not yet restored in some flooded areas/barangays of Rizal Province

• Services of Manila Water Co. in some areas in San Mateo, Rizal has been restored; and not yet restored in Rodriguez, Cainta, Taytay, Angono and Binangonan

II. RESPONSE

PNRC deployed Red Cross Rapid Assessment Teams composed of PNRC NDRT, IFRC Regional Disaster Response Teams, International Committee of the Red Cross and Spanish Red Cross representatives in Metro Manila and Rizal Area

A. FOOD and NFIs

• DSWD provided relief goods consisting of ready to eat food and non-food items worth PhP22.59Million; prepositioned PhP109,383,352.54 worth of stand-by funds family food packs and stockpile of relief commodities by the FOs concerned; released PhP11.5 Million additional stand-by funds to the following regional offices for the purchase of emergency supplies and for other needs : (DSWD NCR - PhP3.0M; DSWD FO I - PhP1.0M; DSWD FO III - PhP3.0M; DSWD –FO IV-A Php3.0 M; DSWD FO IV-B -PhP.5 M; and DSWD FOV -PhP1.0 M); receipt of donations both local and international (PhP35.67 Million in kind and PhP15.95 Million in cash and US$50,000 through DSWD Philippine Donation Account Number 3122-1011-84 and DSWD Foreign Donation 3122-0055-81 TLBPHMMXXX, LBP, Batasan Branch, Quezon City; and processing release of additional stand by funds to DSWD FO II and CAR at phP1 Million each amounting to PhP 2 Million earmarked to purchase emergency relief supplies .

• PNRC provided assorted relief assistance to the flood victims in Metro Manila; carried out food parcel distribution in 246 evacuation centers in Metro Manila, Laguna, Bulacan, Zambales, Batangas, Rizal and Pampanga; served 33,298 families in the different evacuation centers; and provided hot meals to 22,586 persons

• DOH provided 150 pieces of cadaver bags to NDCC and provided Generator set to Amang Rodriquez Medical Center and first aid kits in all evacuation centers

• NCRCOM distributed 500 sacks and 1,000 other assorted packs of relief goods to affected residents in Pasig City

• AFPDRTG also transported 3,000 family packs and 12,000 pieces of fresh eggs from DSWD NROC to affected areas in Taytay, Rizal and Pateros City

• PAGCOR under Sagip-Tulong ni PGMA Project distributed 35,000 pieces of bread and 35,000 bottles of water in 35 evacuation centers at 1,000 pieces bread and 1,000 bottles of water per day/per evacuation center; released 1,800 cavans of rice, aside from 5,000 individually packed rice bags; 15,000 relief packs (3 kilos rice, 1 kilo sugar, coffee, canned goods and instant noodles per pack);

• ICRC thru PNRC - donated three thousand (3,000) essential household kits and allocated USD30,000.00

• PAF transported 1,700 sacks and 350 packs of relief goods to various areas in Metro Manila

• MSF distributed 3,000 pieces NFI kits in Pasig City. • CNDR distributed food and hygiene kits to 452 households in Taytay, 1,200

in Marikina City and 200 in Malabon City • As of 05 October 2009, Private Sector Disaster Management Network

(PSDMN) reported that around 43 private organizations/establishments and other groups donated food and non-food items which were either directly provided to identified areas/affected families or DSWD, CNDR, PDI, Ateneo de Manila, Caritas Manila, PNRC, La Salle Greenhills, ABS-CBN, Sagip Kapamilya, GMA 7 Kapuso Foundation and World Vision

• The City Government of Ormoc donated cash in the amount of PhP 1,000,000 for use by the NDCC in the purchase of disaster operations equipment (02 Oct)

Philippine International NGO Network (PINGON) Response • CARE distributed food, NFIs and bottled water in Caloocan City,

Malabon City, Valenzuela City and Navotas City • ACF distributed NFIs and hygiene kits in Marikina City • Christian Aid provided food, NFIs (clothing, bed sheets, cooking

utensils and hygiene kits) in Makati City and Manila City • ADRA – provided food packets to Malabon City, Marikina City,

Navotas City, Quezon City and San Mateo and Taytay, Rizal

B. HEALTH

• DOH As of October 08, 2009, the amount of logistical support (drugs,

medicines and medical supplies) provided for Health and WASH clusters is PhP19,742,610.37

Urgent Needs Scaling of access of essential health services to all affected populations

including emergency transportation of cases especially in areas with almost no access to essential health services; improved case based

disease surveillance for communicable diseases on health and humanitarian service coverage in evacuation centers and augment water supply for health facilities with continuing water quality testing

Critical Constraints • Logistics - several areas remain not accessible due to continuing flood Accomplishment

From Sept 27 to Oct 8, 2009 dispatched 139 medical teams: 12 medical teams, 12 psychosocial teams, 2 nutrition teams; 6 assessment teams, 5 surveillance teams and 27 public health teams in various parts of Metro Manila and Region IV A

Total human resources deployed: 283 doctors, 5 psychiatrists, 16 psychologists, 331 nurses, 119 aides, 5 epidemiology and surveillance officers, 6 nutritionists, 19 engineers, 3 social workers, 22 RESU, 4 medical technician and 1 pharmacists; 17 health education recorders, 5 drivers, 2 midwives with 218 sites visited

Provided Vitamin A supplementation to children ages from 9 months to 5 years old at the evacuation centers in Malabon, Valenzuela, Quezon City and Taguig City. A total of 4,000 children have already been vaccinated and measles immunization to 50 children in Cainta is still ongoing. The top 5 morbidity cases in the evacuation centers are upper respiratory tract infection, fever, skin disease, infected wounds; and diarrhea. DOH mobile medical teams administered tetanus toxoid to all wound cases

DOH, UNICEF and WHO are mobilizing breastfeeding support groups, peer counsellors and breastmilk banking

UNFPA - deployed medical missions to 3 hard to reach evacuation centers in Taguig City (Hagonoy, Lower Bicutan and Napindan) with 48 pregnant women provided with pre natal services

UNICEF provided 60 kits which arrived yesterday PLAN International will provide 1,000 pcs jerry cans and 8,600 hygiene

kits for Tanay, Rizal • OXFAM distributed hygiene kits in Tabing Ilog, Marilao, Bulacan; San

Jose del Monte, Bulacan; and Tanay, Rizal DOH-CHD CALABARZON deployed medical assessment and

surveillance team in Sitio Arenda, Taytay, Rizal PAGCOR

From Sept 27 to Oct 8, 2009, conducted 22 medical missions at 35 evacuation centers in Marikina, Pasig, Pateros, Taguig, Laguna and Rizal Province with at least 2-3 missions conducted daily. Donated four (4) boxes of medicines to the DILG for the medical mission in Binan, Laguna; served 20,585 patients; provided free medical consultations, free medicines and vitamins

The medical missions were composed of 50 volunteer doctors/physicians coming from the Philippine Medical Association, PAGCOR invited doctors and medical practitioners under the Health Department, volunteers from UP College of Medicine, San Beda

College, Pamantasan ng Lungsod ng Maynila and Fatima University Medical Center

On October 07, 2009 held a People’s Government Mobile Action (GMA) Caravan at Baruya Elementary School in Lubao, Pampanga with 884 medical and 74 dental patients served. Aside from PAGCOR staff, 16 PGMA members participated in said activity

• PAF treated 1,230 patients in Brgy. Santolan, Pasig and transported 1,700 sacks and 350 packs of relief goods to various areas in Metro Manila

• PNRC conducted hygiene promotion and education with 946 beneficiaries, medical missions in 2 evacuation centers (Concepcion ES and Nangka ES) attending to 519 persons; and provided hygiene kits to 1,346 families

• Research Institute for Tropical Medicines deployed two personnel in San Pedro, Laguna

• Batangas Regional Hospital and San Pedro Municipal Hospital provided medical services in San Pedro Evacuation Centers

C. WASH

• DOH reported that as of October 7, 2009, 191 portalets have been provided in various evacuation centers in Metro Manila and Region IV-A, broken down as follows:

o Metro Manila 138 - (Marikina City (49); Quezon City (36); Pasig City (24); Pateros (3); Muntinlupa City (26);

o Region IV-A 53 - Cainta, Rizal (29 ) and San Pedro (10); Sta Rosa (2); Binan (2); and Sta Cruz (10), all of Laguna

• DOH-CHD–MM deployed nine (9) WASH teams which have been conducting water quality monitoring and testing in strategic sites including all evacuation centers; DOH is distributing water disinfectant (hyposol) and IEC materials on water sanitation in all evacuation centers

• WHO donated10,000 pieces of Jerry Cans: 5,100 pcs to CHD MM which were distributed in 17 cities from October 3 to 7, 2009 and 5,000 to CHS IV-A of which, 960 pcs have been distributed in Rizal and Laguna from October 4-7, 2009 with a balance of 4,040

• Save the Children – provided hygiene kits and jerry cans in Manila, Paranaque, Taguig and Cainta, Rizal

• PAGCOR conducted relief operations to more that 35 evacuation centers; and deployed 50 water tankers under the Patubig ni PGMA Program to provide potable water (with capacity of 1,500 to 2,500 gallons or 20 liters per 500 to 1,000 families respectively). Affected areas covered were Cainta, Riza Province,, Marikina , Pasig, Pateros and Taguig

• DILG-BFP - delivered/rationed 373,250 gallons of water in 140 evacuation centers and 30 other areas in Metro Manila with 187 sorties made: Quezon City (Brgy Bagong Silangan, Brgy. Damayan, Brookside GAWAD KALINGA, San Gabriel Elementary School – Brgy. Sta. Lucia, North Fairview Elementary School - Brgy North Fairview, Brgy Bagong Silangan evacuation center, Susano Elementary School-Novaliches, Brgy. Greater Fairview, Brgy. Masambong), Malabon City (Brgys Santolan, Potrero, Maysilo, Catmon), Valenzuela (Brgys Marulas, Panghulo), Pasay, Taguig

City (Brgys Toktokan, Ususan, Bagumbayan, Palingon, Sta Ana, Ligid and BCDA) and in Pasig City (Pasig Elementary School) and Region IV-A

• PAF distributed 135 bottled water to various places in Metro Manila • PNRC set up 9 water bladders (10,000 liters capacity each and can serve a

minimum of 1,500 persons per day using the sphere standards computation) with tap stands in the following evacuation centers: Malanday ES, Concepcion ES, Concepcion Integrated School, H. Bautista ES, Nangka ES in Marikina; Kabisig ES in Cainta; Ultra (2 water bladders) in Pasig; and in the Municipality of Sta. Maria in Laguna. Also distributed 20 portalets in 3 evacuation centers in Marikina and health hygiene and sanitation in Marikina, Laguna and Zambales

D. PSYCHOSOCIAL

• All psychosocial services for evacuation centers, communities and responders are being coordinated by DSWD, PNRC and DOH

• CHD HEMS conducted debriefing to 2, 060 individuals: 1,673 in Malanday ES, Mairikina; 180 in Brgy Bagong Silangan, QC, and 207 in Exodus ES Floodway, Cainta

• Community & Family Services International (CFSI) conducted rapid psychosocial assessments in several places in Quezon City, Marikina, Pasig and Cainta involving 4,186 families / 20,930 persons in evacuation centers and deployed an emergency response team to conduct a rapid psychosocial assessment in 3 barangays in Marikina and 1 brgy in Quezon City

E. CAMP MANAGEMENT

• NDCC established the following Advance Command Posts (ACP) in various

strategic areas in Metro Manila: Katipunan Avenue cor. Aurora Boulevard, Marikina City. The over-all

commander is Hon. Mayor Marides Fernando while the Incident Commanders are Mr. Robert Nacianceno and Mr. Ramon Santiago of MMDA with telephone numbers (0917) 322-1951 and (0920) 938-9914

Alpha base 8th Floor, Pasig City Hall with telephone number 643-0000. The over-all commander is Mayor Roberto Eusebio.

Club House, City Hall of Cainta City headed by Mayor Ramon Ilagan, with telephone numbers (0927) 220-4744, (0917) 535-0028and 665-0846

F. EMERGENCY TELECOMS/MAPPING

• IBM and OCD personnel deployed at the Ever-Gotesco ACP with the Emergency Response Network (ERN) Kit as back-up communications

• CEISSAFP coordinated with SMART Telecom re: Installation of GSM900 repeater at NDCC Operation Center to enhance mobile phone signal inside the OPCEN building

• Globe Telecom temporarily lent four (4) hotlines at NDCC OPCEN to augment the communication capability in responding to emergency calls in the calamity areas with the following hotline numbers: (0917) 733-4193, (0917) 733-4256, (0917) 733-4263 and (0915) 536-6719

• Telecoms Sans Frontier (TSF) deployed 2 teams from Bangkok and installed a Telecom Centre with Internet, phone, fax lines and computers at the NDCC HQ at Camp Aguinaldo, Quezon City.

• PNP installed radio communication facility at Cainta Police Station, and at the Forward NDCC Operation Center

• NGCP conducted power restoration in various damaged sub-stations (S/S). All lines are on normal operation except San Jose, Bulacan and CND-San Miguel (Bacnotan, San Miguel, La Union); waiting for normalization of load systems from distribution utilities (Meralco for Metro Manila area)

• Geodata Systems Technologies, Inc, Philippines in coordination with the AFP Command Center; and Map Action technical personnel in UK are providing situation mapping support to the NDCC and humanitarian clusters

G. EDUCATION

• DepEd conducted damage assessment and 419 schools were reported damaged in Regions I, II, III, IV-A, CAR and NCR: 331 elementary schools and 88 high schools. A total of 226 school buildings being used as evacuation centers and are housing 12,560 families and 26,212 individuals

H. INFRASTRUCTURE

• As of 6 October 2009, 4:00 PM, DPWH’s assessed that 2 bridges in Region IV-B and 11 road sections are still impassable/hardly passable to traffic due to landslides, washed-out slope protection and scoured shoulders: NCR (1), Region III (3), and Region IV-A (7)

I. AGRICULTURE

• Damage Assessment of DA on agricultural production reveals the following:

Rice (Region I, II, III, IV-A, IV-B, V, CAR) - 185,763 hectares with a total loss of 313,477 metric tons of palay or more than P5.4 Billion. Completely damaged is 35,207 hectares while 150,558 hectares may recover. Value of destroyed harvestable palay is close to PhP5.B while investment of farmers who lost crops in seedling/vegetative stage amounts to PhP81 Million. Corn - (Region I, II, III, IV-A, IV-B, CAR) - 3,123 hectares were affected with a total loss of 2,939 metric tons of corn grains or PhP65 Million HVCC (CAR, I, II, IV-A, IV-B, V) - 2,146 hectares were affected with a total loss of 14,149 metric tons HVCC consisting of mostly vegetables, mango, banana and papaya worth PhP141 Million Fisheries (Region III, IV-A, IV-B) - 8,356 hectares of fishponds with milkfish/tilapia/prawn, fish cages and seaweed farms were affected with a loss of PhP211 Million. Moreover, facilities/equipment like boats, gillnets, fish traps, squid jiggers worth PhP3 Million were also damaged Livestocks/Poultry (Region III, IV-A) - 12,530 heads of livestock (cattle, carabaos, horse, swine and sheep) worth PhP41 Million and 84,221 head poultry. In addition facilities like poultry houses, pig pens worth PhP1.3 Million were also destroyed Irrigation facilities (CAR, II, III, IV-A) – damaged facilities amounted to PhP895 Million with 53,454 hectares service area

• 7ID, PA conducted DRRO in Bulacan (Norzaragay, San Francisco del Monte, Hagonoy, Bustos, Sta Maria), Zambales (Palauig, Botolan), Pampanga (Arayat), and rescued 158 persons in Arayat, Pampanga and Hagonoy, Bulacan and evacuated 1000 residents of Sitio Bangan, San Juan Baño, Arayat, Pampanga

• SOLCOM - A team, headed by CPT Montemayores, with two (2) M35 trucks and one (1) rubber boat, proceeded to Brgy Landayan, San Pedro, Laguna for possible rescue operation due to the rise of water level in the area. Augmented clearing in Baras, Cuyambay, and Teresa, Rizal

• NOLCOM - Evacuated thirteen (13) families and eighty six (86) person in Candaba, Pampanga

PNP • Deployed 49 fire trucks with 187 sorties to facilitate the water rationing

(373,250 gallons), 98 flushing; 7 draining, and clearing operations in 140 evacuation centers and 30 other areas in the cities of San Juan, Malabon, Pasay, Taguig, Marikina, Valenzuela, Pasig and Quezon City in NCR; Bulacan (Baliwag, Bustos, Calumpit, Marilao, Obando Meycauayan City and Sta Maria) in Region III and in San Mateo, Rizal Units involved were NPD, RPD,QCPD, MPD and Maritime Group

• NCRPO rescued 194 additional persons: 30 in Brgy Potrero, Malabon City, 161 persons in Marikina and 3 persons in Brgy Pinagbuhatan, Pasig City

PAGCOR • Donated 3 motorized rubber boats to the NDCC with setting capacity of 5,

6-11 persons and mobilized rescue teams to look into the conditions of its employees reportedly affected by flood. with 89 employees excluding their beneficiaries rescued and 20 persons provided with relief goods, and also rescued 20 people

MMDA • Provided one hundred nineteen (119) manpower with various equipment for

SAR, distribution of relief goods and standby vehicles at the Advance Command Post along Katipunan Avenue

PNRC • Rescued 1,000 victims in Provident Village, Marikina

Civil Defense Action Group (CDAG) • Responded to Manila, Quezon City and Marikina for rescue operations

SBMA • SBMA Fire Department and SWAT (LED) provided assistance in the SAR

operations in Metro Manila with one (1) rescue van, one (1) rubber boat and two (2) dump trucks

PDCC Nueva Ecija • Five (5) highly-trained personnel with one (1 ) amphibious vehicle, one (1)

motorized rubber boat and one (1) mobile kitchen provided assistance in Metro Manila

CDCC-Olongapo City • Dispatched the Olongapo Rescue Team to Metro Manila to augment in the

rescue and evacuation operations

IV. CLEARING OPERATION

RDCC IV-A • Conducted clean-up; garbage collection/street clearing in 14 affected

municipalities and cities by LGUs assisted by PNP • coordinated efforts with MDCC Taytay for the conduct of sandbagging

operations on the dike by Laguna de Bay prior to the MMDA pumping floodwater out of the area

AFP • TRADOC, PA conducted clearing operations along the road of Brgys Sta

Lucia and Patling both of Capas, Tarlac while NOLCOM operated in Brgy Estrada, Capas, Tarlac

• 51st Engr Brigade conducted road clearing operations in Provident Village, Marikina City with 114 EPs and 19 officers and equipment deployed;: such as grader, scoop loader, cargo trucks, dump trucks, multi-equipment van, utility vehicles, back hoe loader, rescue van and ambulance. As of October 5, 2009, clearing operations in Provident Marikina is still on going with 44 personnel from Bantay Bayan volunteers and US Marines counterpart

• PAF provided 26 dump truck-loads of trash hauled to designated disposal site in Pasig

MMDA • Distributed three hundred sixty (360) helmets to personnel and volunteer

groups who are conducting clearing and cleaning operations • Conducted dewatering and cleaning of pump floor submerged in mud water

in Quiapo, Paco, Pandacan, Sta Clara, Makati City, Hagonoy, Labasan, Taguig City and Tapayan; and clearing of primary and secondary roads in Marikina City

• Deployed 156 personnel with equipment and tools for the conduct of clearing of primary roads in Metro Manila, repair of concrete barriers and see-through fences along Marcos Highway and Aurora-Katipunan fly over

PCG • Dispatched Islander to conduct aerial reconnaissance to identify other

flooded areas that need assistance. DILG-BFP

• Deployed 33 fire trucks to conduct flushing operations, clean up operations, water rationing and in OPLAN Sagip Bayan activities in the affected towns and cities

V. EARLY RECOVERY

• President Gloria Macapagal-Arroyo issued Proclamation No. 1891 dated September 26, 2009 “Declaring a State of Calamity in some Provinces, Cities and Municipalities in Luzon” to enhance all preparations for Typhoon “Pepeng” and to hasten the rescue, relief and rehabilitation efforts of both government and private sector, and to effectively control the prices of basic goods

PGMA’s Verbal Directives during the Oct 2 Cabinet Meeting: • BFP to coordinate with LWUA and MWSS to conduct clean –up drive and

provide potable water in Cainta; to clean up affected hospitals road ways and evacuation centers; and to provide info to PGMA on the specific places where potable waters have been distributed and need to be distributed in Cainta

• DILG to assist DTI in disseminating directive to deputize local market administration to discipline abusive market/mall owners. PGMA’s toll order is to apprehend them

• DepEd to coordinate with the LGUs regarding identification of evacuation areas and opened the upper sections of ULTRA to house evacuees

• DTI to request LGUs to monitor stalls/stores/malls where their business permits have been cancelled to ensure that cancellation is enforced

• Municipal government of Taytay will be looking for safe disposable lots to be used as relocation sites for affected residents; and is fast tracking the transfer of evacuees from schools to other facilities in preparation for the resumption of classes in schools currently housing evacuees

DBP Initiatives • Ordered the mobilization of all concerned branches and heads of office

units to extend assistance to affected clients displaced, employees and other victims thru rehabilitation program in the form of moratorium on interest/principal payment; restructuring their loan payment extension; interest rate reduction; additional loan if viable; closer monitoring of loan for faster recovery; distribution of relief goods in coordination with NDCC with in the week. Likewise directed all ATMs in affected areas to be in full operations
