AREAS OF NOTE
1) Waste appears to extend beyond the property boundary of the site on the northeast
border, extending onto tax parcel 6594-00-84-4729 owned by Troy Lumber Sales
Corporation.
2) There is evidence of human activity on the Site and Disposal Area as indicated by a
camping trailer to the east of the Site, deer and animal stands, a logging road with recent
tire tracks along the northern boundary of the Site, and a posted “No Dumping” sign at
the Site entrance.
3) Residences are located within 1,000 feet of the Disposal Area and are not served by a
public water supply.
4) Exposed debris consisted of tires, white goods, glass, metal, plastic, concrete, rusted 55-
gallon drums, paint cans, empty storage tanks, and oil containers.
5) Landfill slope approximately 10 feet high was observed on the central portion of the
Disposal Area.
6) Hummocky topography was observed on the northern portion of the Disposal Area within
the kudzu and along the perimeters of the southern portion of the Disposal Area. Field
observations made on the general topography of the Disposal Area indicated that the
northern portion is up to 10 feet above the natural ground surface.
7) Erosional gullies were observed within the kudzu on the northern portion of the Disposal
Area.

SITE SUMMARY
1.0 SITE CONDITIONS
This section discusses the observed conditions on the Site, as defined as the properties (Tax
Parcels 7504-00-04-0650 and 6594-00-84-4729) on which the Disposal Area is located. The
Disposal Area is defined as the area observed or reported to have been used for waste placement
or burial. The boundary (perimeter) of this area is the observed limit of waste material based on
field observations and the inferred limit based on a review of historical aerial photographs. The
site visit was conducted on February 3, 2010. Photographs illustrating site conditions are
included in Appendix D.
The Site is located in Montgomery County, near Mount Gilead, NC. Driving directions to the
Site from the intersection of I-73/US-220 and NC Highway 24/27 are as follows:
1. Proceed west on NC Highway 24/27 and drive approximately 11.4 miles.
2. Turn left onto NC Highway 109 South and drive approximately 6.2 miles.
3. Turn right onto Hearne Farm Road and continue west for approximately 1.2 miles. The
entrance to the Site is on the left side of the road. A posted “No Dumping” sign on a
lockable cable wire gate is located on the gravel driveway.
1.1 On-site Structures
No on-site buildings or other structures were observed during the site visit. A camping trailer
was observed outside the northwestern border of the Site (Photo 3).
1.2 Current Site Usage
According to Mr. Jerry Allen, Troy Lumber Sales Corporation, the Site is no longer used by the
Town of Mount Gilead for disposal. He stated that logging operations no longer occur on his
property.

1.3 On-Site Water Supply Wells and Intakes
No on-site water supply wells were observed on the Site during the site visit. No water meters or
fire hydrants were observed on the Site during the site visit.
1.4 Surface Water Features
Surface water features were not observed on the Site or Disposal Area.
1.5 Disposal Area
Access to the Disposal Area is from Hearne Farm Road along a gravel driveway through a
lockable cable gate (Photo 1). The Disposal Area occupies 6.9 acres based on the estimated
Disposal Area perimeter shown on Figures 1 through 3.
The ground surface of the Disposal Area slopes generally toward the south. A comparison of the
topography from the 1956 USGS 7.5 minute topographic quadrangle map (10 foot contours,
based on 1954 aerial photography) with the 2005 topographic map from NCDOT (4 foot
contours), indicates that up to 10 feet of disposal material has been placed on the northern
portion of the Disposal Area. The 2005 topographic map shows a slope along the central portion
of the Disposal Area as indicated by the close contour lines. The LiDAR Shaded Relief map
(Figure 5) indicates anomalous depressions in the northern portion of the Disposal Area. The
depth of waste is estimated based on a comparison of topographic maps of different vintages
constructed using different methods. The reported years of operation were from 1948 to 1973, so
the 1956 USGS map may have represented the land surface during the disposal period.
Differences between elevations on the maps may reflect actual elevation changes or may be
apparent differences due to the different map making methods. The elevation comparisons are
approximate and differences in scale and methods of mapping are not sufficient to evaluate some
changes in topography.

GPS coordinates were taken of the Disposal Area perimeter. The approximate Disposal Area
perimeter is illustrated on the figures and on aerial photographs in Appendix E. A table of GPS
coordinates for the Site entrance and the Site perimeter is presented in Table 1. The Disposal
Area perimeter location is approximate and is based on visual observations made at the time of
the site visit and interpretation of aerial photographs. Figures 4 and 5 show LiDAR shaded relief
superimposed on the Disposal Area.
1.6 Disposal Area Conditions
The Disposal Area was covered with kudzu, leaves, briars, and pine trees and deciduous trees
about four to ten inches in diameter. Exposed debris observed on the Disposal Area consisted of
tires, white goods, glass, scrap metal, plastic, concrete, rusted 55-gallon drums, paint cans, empty
storage tanks, and oil containers. Field observations indicated an approximate 10 foot high
landfill slope from natural ground. The landfill slope was observed along the western and central
portion of the Disposal Area with exposed debris along the bottom of the slope (Photo 4).
Erosional gullies about 5 to 10 inches across were observed within the kudzu on the northern
portion of the Disposal Area. Field observations along the southern perimeters of the Disposal
Area indicated hummocky topography with soil and exposed debris consisting of white goods,
scrap metal, glass, tires, and rusted 55-gallon drums along the northeast, southeast, and
southwest perimeters of the Site. An area of apparently undisturbed land was surrounded by the
hummocky topography (Photo 12) within the central southern part of the Site (Figure 2).
The observed Disposal Area was on multiple tax parcels, Parcel Numbers 7504-00-04-0650 and
6594-00-84-4729. The perimeter of the Disposal Area was visually evident. The northwestern
portion of the Disposal Area extended onto Parcel No. 6594-00-84-4729.
Hummocky topography was observed on the northern portion of the Disposal Area and along the
perimeters of the southern portion of the Site. No notable erosion, depressions, offensive odors,
stained or discolored soils, or slope failures were observed during the site visit.

1.7 Evidence of Human Activity
During the site visit evidence of recent human activity consisted of a camping trailer outside the
Site perimeter, deer stands on the northern portion of the Disposal Area, and recent vehicle
tracks on a dirt roadway along the northern perimeter of the Site.
1.8 Potential Landfill Gas Migration Pathways
There were no visible or evident potential gas migration pathways such as stormwater drain
systems, underground utilities, septic systems, or drain fields on the Disposal Area. Animal
burrows were observed within the kudzu in the northern portion of the Disposal Area.
1.9 Physical Barriers
Site access is provided by a gravel driveway from Hearne Farm Road. Site access for vehicles is
blocked by a lockable cable gate across the driveway. Physical barriers on the northern portion of
the Disposal Area consisted of the kudzu and landfill slope. Physical barriers were not observed
on the eastern, western, and southern perimeters of the Site.
1.10 Other Pertinent Information
Some history of the Site was obtained during conversations with persons familiar with the Site.
The information obtained indicates that:
• Mr. Jerry Allen, Troy Lumber Sales Company, was aware of the location of the Mount
Gilead Dump and gave verbal permission to access his property.
• Mr. Allen stated that the Town of Mount Gilead owned and operated the Site.
• Mr. Allen stated that he was upset that the Town of Mount Gilead used part of his
property for the Town dump site.
• Ms. Mary Lucas, Town Clerk for the Town of Mount Gilead, was aware of the location
of the Mount Gilead Dump and gave verbal permission to access the Site.

• Ms. Lucas stated that Ms. Katrina Tatum, City Manager for the Town of Mount Gilead, is
the Site contact.
• Mr. Curtis Speakman, Public Works Director for the Town of Mount Gilead, did not
know the years of operation or if the residents around the Site were on county water
supply.
• Mr. Speakman referred Schnabel staff to Mr. Robert Fields, the previous Public Works
Director for the Town of Mount Gilead.
• Mr. Robert Fields stated that the Mount Gilead Dump closed before he was employed by
the Town of Mount Gilead and he did not have any knowledge about the history of this
Site.
• Ms. Tami Deaton, Water Plant Operator for the Montgomery County Water Services,
stated that the county water supply lines are located at NC Highway 109 and NC
Highway 73, but the residents between those highways are not on county water.
Notes from conversations with people familiar with the site are included in Appendix C. The
information obtained from these conversations has not been verified or confirmed.
2.0 VICINITY CONDITIONS
This section describes the observed general conditions in the vicinity of the Site, as defined as an
area within 1,000 feet of the perimeter of the Disposal Area. Photographs illustrating vicinity
conditions are included in Appendix D.
2.1 Structures Located on Adjacent Properties
Structures described in this section are located on adjacent properties that have a shared property
boundary with the Site and are within 1,000 feet of this Disposal Area.
Residences on multiple tax parcels are located to the west and east of the Site on Hearne Farm
Road. These structures are shown on aerial photographs in Appendix E.

2.2 Water Supply Wells and Intakes
Water supply wells were observed at residences along Hearne Farm Road within 1,000 feet of
the perimeter of the Disposal Area. No water meters or fire hydrants were observed within 1,000
feet of the Site. According to Ms. Tami Deaton, Water Plant Operator for the Montgomery
County Water Services, the area within 1,000 feet of the Disposal Area perimeter is not served
by a public water supply.
Locations and descriptions of wells within 1,000 feet of the Disposal Area are tabulated below
and approximate locations are shown on the figures and aerial photographs in Appendix E.
Wells 1 through 3 are in an apparent up-gradient direction from the Disposal Area.

2.3 Current Land Usage
Property in the vicinity of the Site is primarily wooded. Land usage at the time of the site visit
within 1,000 feet of the Disposal Area perimeter was:
North: Wooded and logging, apparent up-gradient direction from the Site.
South: Wooded and agricultural, apparent down-gradient direction from the Site.
East: Wooded and agricultural, apparent side-gradient direction from the Site.
West: Wooded and logging, apparent side-gradient direction from the Site.
2.4 Surface Water Features
Surface water features were not observed or shown on the USGS Topographic Map (Figure 3)
within 1,000 feet of the Site.

3.0 AERIAL PHOTOGRAPHY REVIEW
Aerial photographs were reviewed for the years 1950, 1956, 1968, 1977, 1983 and 2005. The
reported years of operation of the Site were from 1948 to early 1980’s. Observations of each of
the photographs are included in the following table. Copies of the aerial photographs are
included in Appendix E. Some aerial photographs are reproductions of original aerial
photographs and have some distortion; therefore, overlaid Disposal Area Boundaries and other
features may vary from their actual locations. Hand drawn lines and notations on the
photographs denote soils mapping information drawn on the original photographs by the USDA
NRCS.

The Site and surrounding areas are mostly wooded.

Strips of lighter colored vegetation are visible along the perimeters of
the southern portion of the Disposal Area. The central part of the
southern portion of the Disposal Area has darker colored vegetation
and does not appear disturbed.

1977 A small area in the northern portion of the Disposal Area is cleared.
Lighter colored vegetation is visible surrounding the cleared area. The
strips of lighter colored vegetation seen on the 1968 aerial photograph
on the southern portion of the Disposal Area are no longer visible and
covered by darker colored vegetation. The dirt road from Hearne Farm
Road to the Disposal Area is not visible. Agricultural fields are seen to
the south and east of the Site. Residences are visible along Hearne
Farm Road.

NOTES: On February 23, 2010, Sue Mickiewicz interviewed Ms. Tami Deaton, Water Plant Operator for the Montgomery County Water Services, concerning the county water lines near Hearne Farm Road. Ms. Deaton stated that the county water lines are located at NC Highway 109 and NC Highway 73, but the residents between those highways are not on county water.

NOTES: On February 23, 2010, Sue Mickiewicz interviewed Mr. Robert Fields about his knowledge of the Mount Gilead Dump. Mr. Fields was aware of the location of the Mt. Gilead Dump, but stated that it closed before he was employed for the Town of Mt. Gilead and he did not have any knowledge about the history of this Site.
