For clarity this document should be read alongside the Publication Draft Green Space Background Paper (Sept 2015).

1. INTRODUCTION 1.1. In September 2015, a Green Space Background Paper was prepared to

accompany the Publication Draft Site Allocations Plan (SAP) and Aire Valley Leeds Area Action Plan (AVLAAP). Consultation on the plans was undertaken in September to November 2015.

1.2. However, the Publication stage of plan preparation is being re-run for the Outer North East HMCA because of the magnitude of changes resulting from the withdrawal of the Headley Hall new settlement proposal. Therefore, regard will need to be had to any further consultation responses before it is determined whether to make further modifications to the Site Allocations Plan.

2. INTRODUCTORY PARAGRAPHS – SITES, STANDARDS,

PROCESS AND ASSESSMENT METHODOLOGY

2.1. No changes are made to the introductory paragraphs of the Green Space Background Paper (2015) (paras 1.1 – 4.7) in relation to Outer North East HMCA.

3. CHRONOLOGY 3.1. Consultation on the Publication Draft plan took place between September and

November 2015. As a result of the Council’s response to submissions to the consultation there are a number of changes to green space sites in the Outer North East sites since the Background Paper (September 2015) which are as follows. i. G1456 (Walton Road Sports Pitches), G1457 (Thorp Arch HM Prison Sports

Ground), G 1468 (Rudgate Park), G1555 (Rudgate Park 2), G1559 (Rudgate Park 4)

These sites are deleted due to the proposed housing allocation HG2-227 (Wealstun Prison). ii. G1645 (Shadwell Lane) The site is deleted as it no longer functions as green space. iii. G1763 (Shadwell Cricket Club) The site is deleted as it no longer functions as green space.

iv. G1463 (Thorp Arch Grange) The site boundary is altered to reflect recent planning permission and that part of the site does not function as publicly accessible green space. v. G1464 (Leeds United Training Ground) The site boundary is altered to reflect recent planning permission.

4. REVISED OUTER NORTH EAST SECTION (PARA 4.13) 4.1 The Outer North East paragraphs are revised where necessary to reflect the

changes to the green space sites and the resulting alterations to the surpluses and deficiencies of some typologies in Harewood and Wetherby Wards.

4.2 There has been a reduction in the amount of outdoor sport in Harewood Ward and

a reduction in the amount of outdoor sport and amenity in Wetherby Ward therefore the table showing surpluses and deficiencies in para 4.13 (page 18) is revised as set out below.

4.3 Paras 4.13.1 and 4.13.2 are also revised (changes highlighted in yellow):

4.13.1 Overall provision in the Outer North East HMCA is mixed though the number of typologies in deficiency is particularly noticeable, especially allotment and amenity provision in both Wards. Wetherby Ward is deficient in all typologies except natural, with relatively small deficiencies in parks and gardens, amenity and allotments. Harewood is deficient in two typologies (amenity and allotments) again by small margins. Although there is a deficiency in parks and gardens in Wetherby Ward, the surplus in Harewood Ward ensures on average there is a surplus in the HMCA as a whole. It should be noted that outdoor sport excludes a significant number of sport facilities within education facilities as they have been universally regarded as for the use of the school only and private. In some cases communities will have access to school pitches and facilities therefore there could be a smaller deficiency or even a surplus.

4.13.2 There is a need to provide more specific types of green space across the two wards. This could be achieved by laying out some of the surplus areas of alternative green space types however the suitability of this would need to be considered carefully and, as the table above shows, there is limited surplus land to review. The area is dominated by a number of clearly identifiable villages which are separated by open rural land. Many of the villages have some facilities (e.g. children and young people’s play and outdoor sport) which are important to the local community and therefore should not be lost. Facilities in neighbouring villages can be beyond the acceptable travelling distances.

4.4 A revised List of Sites (excluding the sites listed in para 3.1) for the Outer North East HMCA is in Appendix 1 whilst revised total areas of each typology in Harewood and Wetherby Wards along with population figures are in Appendix 2. It is acknowledged that there are 3 sites listed in Appendix 1 that do not fall within Harewood or Wetherby Ward, however the vast majority of sites do lie within these Wards. An updated plan showing all green space in the Outer North East HMCA is in Appendix 3.
