You can specify neighbor cell information for the test set to broadcast in SIB11 on the BCCH.
There are three cell lists that the test set can send in SIB11: intra-frequency cell info list, inter-frequency cell info list and inter-
RAT (GSM) cell list. To specify the details of these cell lists, see:
Intra-frequency Cells Inter-frequency Cells GSM Cells
These settings can only be changed when the call status is idle. Changing any of these settings while in active cell operating
mode will result in the execution of the BCCH Update procedure (seeBroadcast Channel (BCCH) Update Procedure (SIB
Contents)).
You can also specify that no cell lists are included using theCell Info Listsetting.
Note that regardless of the Cell Info List setting, the test set does not actually generate any of these neighbor cells, it simply
broadcasts a list of neighbor cells to the UE. However if you set Intra-freq 1st Cell Scrambling Code to the same value as
the Primary Scrambling Code for cell 1 (seeDownlink Channel Codes and Levels), then the Intra-freq 1st neighbor cell is
mapped to the actual cell 1 signal from the test set. Also, for the lab application only, if you set Intra-freq 2nd Cell
Scrambling Code to the same value as Cell2 Primary Scrambling Code then theIntra-freq 2nd neighbor cell is mapped to the
actual cell 2 signal from the test set. Mapping the intra-frequency neighbor cells to cell 1 and cell 2 in this way allows you to
most closely emulate a real network situation. Also, for some devices, mapping cell 2 in this way may be required to allow
successful soft handover (seeSome UEs require Cell 2 Primary Scrambling Code = Intra Freq 2nd Cell Scrambling Code)
Cell Numbering Convention
Note, the information specified by Intra-freq 1st Cell State and Intra-freq 1st Cell Scrambling Code is transmitted in SIB11
as the information pertaining to "intra-frequency cell id" = 0 , as the "intra-frequency cell id" Information Element begins itsnumbering at 0; see 3GPP TS 25.331 10.3.7.33). Likewise, the information specified by Intra-freq 2nd Cell State and Intra-
freq 2nd Cell Scrambling Code is transmitted in SIB11 as the information pertaining to "intra-frequency cell id" = 1 , etc. If youset the state of a cell to Off , then no information is sent for the "intra-frequency cell id" corresponding to that cell. This
numbering convention is also true for the "inter-frequency cell id" for inter-frequency cells (see 3GPP TS 25.331 10.3.7.13) and
"inter-RAT cell id" for GSM cells (see 3GPP TS 25.331 10.3.7.23).
Cell Lists
Intra-frequency CellsIntra-frequency cells are WCDMA neighbor cells on the same frequency as the serving cell, but with a different primary
scrambling code.
The intra-frequency cell info list sent in SIB11 can include up to 8 cells, indexed from 0 to 7.
o Intra-freq Cell StateYou can specify that some or all of the 8 intra-frequency neighbor cells are present ( Intra-freq Cell
State = On ) or not present ( Intra-freq Cell State =Off ) in the intra-frequency cell info list.

o Intra-freq Cell Scrambling CodeYou can specify each intra-frequency cell's primary scrambling code. You may include the serving cell (test set) in
the intra-frequency cell info list by including its primary scrambling code as one of the Intra-freq Cell
Scrambling Code entries.

o GSM Cell Cell Reselection Min Rx LevelThis parameter is only available in the lab application.
This parameter sets 3GPP TS 25.331 s10.3.2.3 "Qrxlevmin" for GSM in the "Cell selection and re-selection info
for SIB11/12" information element (see 25.331 s10.3.2.4). According to 3GPP TS 25.304 s5.2.6.1.4, Qrxlevmin isthe "minimum required RX level in the cell (dBm)". For GSM cells, the UE compares the RSSI it measures for the
cell with Qrxlevmin to determine if it may select/reselect to the cell. (Note that this is similar to the
RXLEV_ACCESS_MIN parameter defined in 3GPP TS 44.018 s10.5.2.4 and 45.008 s6.4 and s9.)

You can specify whether or not the test set broadcasts these neighbor cell lists in SIB11 using the following setting:
Cell Info ListYou may set this setting to Present (all three neighbor cell lists are included in SIB11) or Absent (no neighbor cell lists
are included in SIB11).
