Casey Foundation with his siblings in 1948. The foundation was named in honor of their mother, and its mission was “to build better futures for disadvantaged children and their families in the United States” and to “foster public policies, human service reforms, and community supports that more effectively meet the needs of today’s vulnerable children and families.” 1  According to the foundation, despite the economic boom in the 1990s, more than 12 million, or 17 percent of all kids under the age of 18, still lived in poverty as of 2003—a higher proportion than in 1974. 2  As the foundation grew, it developed a grantmaking strategy that included making grants to organizations that focused on: (1) improving major systems serving disadvantaged children and families, (2) transforming neighborhoods, and (3) promoting accountability and innovation. The first area involved helping distressed neighborhoods by changing child-welfare, mental health, and other public systems serving disadvantaged children and families. The second area involved demonstrating ways that states, localities, and neighborhood groups could reorganize themselves and integrate their efforts to support vulnerable families and improve distressed neighborhoods. This included decentralizing large public bureaucracies, pooling funding streams for children and family services across agency lines, and formalizing the involvement of communities in the design and delivery of human services. The third area involved supporting a range of activities that provided the best available data and analysis on critical issues affecting disadvantaged children and families. 1  The Annie E.
