The inauguration ceremony would also see the launch of a publication, “Promotion of Handicrafts for Inclusive & Sustainable Development-Sabka Saath Sabka Vikas”, by Secretary Textiles, Dr. S K Panda. All set to kick off to a great buying season, the historical 40th edition of IHGF features 2700 exhibitors in fifteen well-spread sectors . VRIKSHA Timber Legality Assessment System

India is one of the major exporters of woodenhandicrafts with its wood carving clustersdistributed across the country, each having itsdistinct style and typical products, contributingconsistently to the country's export basket. Exportsof wooden handicrafts in the year 2014-15amounted to US $ 525.63 million (Rs.3213.89 Cr)with Europe and USA among major markets forIndian wooden handicrafts.

This industry offers sustenance and livelihood tomore than 1.1million artisansand craftspersons, with them a j o r i t ybelonging toe c o n o m i c a l l yweaker andb a c k w a r dsections of thesociety. Therefore,exports ofw o o d e nhandicrafts are asource ofe m p l o y m e n tg e n e r a t i o n ,poverty alleviationand up gradationof social status forthis work force.

The EU launchedan Action Plan in2003 to stopillegal logging.This Action Plan

The EPCH VRIKSH timber legality assessment and verification standard for verification of legality and legal origin ofwood and wooden products is intended for entities who want to accurately track and make claims about the legalorigin and transport of their products. More than 50 companies have been certified under the scheme and 10 morecompanies are in process of getting certified.

This will suffice the due diligence requirementsof international regulations set by other countriesand authenticate the procurement source as legalbased on evidential proofs such as:-

� Challan No. 1.1 to 4.5 from ForestCooperation Depot

� Challan No. 6 hours and 9 hours from MandiSamiti.

� Harvesting License

� Transit Pass (Rawangi)

� Khasra Katuni Papers

� Detail of measurement of procured wood

� Hammer No. of log

� Any other document which suffice the legalityof procurement.

Further EPCH plans to accelerate advocacy, raiseawareness and build capacity of the non-compliant members to adopt VRIKSH. Thestandards have been developed by EPCH inconsultation with stakeholders and after PilotTesting were approved by the TechnicalCommittee specifically formed to oversee thescheme. These standards have been designed toallow companies to avoid trading in illegallyharvested wood.

Compliance with the standard allow companiesto demonstrate that they are implementing bestefforts to avoid trade in illegally harvested timber,in support of the international Forest LawEnforcement Governance and Trade (FLEGT)program, the European union Timber Regulations(EUTR), the US Lacey Act amendment 2008, TheIllegal logging Prohibition act 2012 and other suchglobal timber legality verification programs. Itallows companies to start implementing their ownresponsible sourcing policies. More than 50companies have been certified under the schemeand 10 more companies are in process of gettingcertified.

As part of this, a specificcommittee has been setup by EPCH whichincludes memberexporters, foresters,researchers, certificationbodies as well as relatedinstitutions to device amechanism to create adue diligence system forprocurement of woodfrom the legal sources.

EU adopted a new EU Timber Regulation tocombat trade in illegally harvested timber. This isone of a number of actions under the 2003 EUAction Plan on Forest Law EnforcementGovernance and Trade (FLEGT), which came intoforce on 2 December 2010, as of 3 March 2013,making it illegal to place illegally harvested timberand timber products on the EU market.

In order to counter the provisions of EUTR andother such legislations, the Export PromotionCouncil for Handicrafts (EPCH) launched ''VRIKSH"-the due diligence system with a benchmarkinginitiative and issue certification to the memberexporters. As part of this, a specific committeehas been set up by the Council which includesmember exporters, foresters, researchers,certification bodies as well as related institutionsto device a mechanism to create a due diligencesystem for procurement of wood from the legalsources. The key objective of the mechanism is topromote environmentally responsible production,consumption and trade in wooden handicraftsproducts in India and overseas.

VRIKSH-Indian Timber Legality Assessment andVerification Program is a certification process forverification of factories (operating under theumbrella of EPCH) for conformance to Indiantimber legality requirements as well as the "duediligence" requirements as posited by the variousinternational timber regulations, as well as thoserequired by various international buyers to thevarying degree of compliance by the members.

The lace industry at Narsapur in Andhra Pradesh isfamous worldwide for over 300 kinds of designswhich made by the home based lace maker ofthis region. There are many exporters in Narsapurwho are engaged in the production of laceproducts and have been exporting to USA, Europeand Japan and now want to expand their reach

into new markets aswell. There are somemajor directexporters of laceproducts out ofwhich most arelocated in Narsapurand rest near Palakol.

around Narsapur, East and West Godavari districtof Andhra Pradesh. It has the largest concentration

of crochet lace artisans in the world with over1,00,000 women home based lace makers. Morethan 80% of this artwork is exported and evendomestic markets include Mumbai, Delhi, Kolkataand Tirupur.
