MD/CEO Umana Okon Umana

It is my pleasure and singular honour to welcome you all to this Stakeholders’ Forum, which is a very important event in the Strategic Plan of the Oil & Gas Free Zones Authority (OGFZA).

We are particularly pleased that you have made it a duty to honour us with your esteemed presence this day in spite of your busy schedules. And it is a thing of immense joy for all of us at OGFZA that the Minister of State, Industry, Trade and Investment is with us today at this event. We want to say thank you Honourable Minister for this singular honour which no doubt underscores the strong support of Government for OGFZA and our

effort to achieve the Mandate of the Authority. We are also honoured to have the Honourable Minister of Transport and the Honourable Minister of State, Petroleum Resources at the Forum.

Also, I would like to thank our colleagues from the various federal agencies, the management of Intels, our other valued Clients and Investors, for turning up to honour our invitation.

Please permit me to commend the Honourable Minister, Industry, Trade & Investments for his untiring support to the OGFZA and the work being done by the Presidential Committee on the Ease of Doing Business (EDB) in Nigeria. We at the OGFZA aim to fully align with the EDB reforms to ensure that all the oil and gas free zones in Nigeria become prime investment destinations.

I am truly honoured and indeed privileged to be given an opportunity to share the dream of our team seeking to re-position OGFZA as a premier government agency for the promoting, securing and sustaining investments in the Nigerian oil and gas sector in line with our institutional mandate and the vision of the Federal Government of Nigeria.

This forum offers us a platform to introduce the new leadership of the Authority to our Stakeholders and show them the way in which we intend to work together to recreate OGFZA and rebuild prosperity for all in successful partnerships between Government and private investors in the Free Zones.

The path to the new OGFZA is well laid out in our Roadmap which we are unveiling today, along with our Marketing Brochure to guide existing and potential investors to the array of incentives available in our Free Zones. The Roadmap is a product of our vision to be the premier investment promotion agency of government by facilitating the establishment of businesses in the Oil and Gas Free Zones with the creation of an enabling environment for investment.

We at OGFZA wish to assure all federal agencies operating within the various oil & gas zones of our preparedness to pursue constructive dialogue and partnerships that will deliver fruitful and win-win collaboration. This is the course we intend to pursue.

Finally, permit me to reiterate that our Roadmap document will usher in a new era in the Oil and Gas Free Zones.

We will improve the ease of doing business; we will improve overall service delivery to our clients in line with global best practices; we will make the Free Zones the first ports of call for investors who are looking for the best opportunities in Africa, to either expand their existing businesses or start new ventures.

We are thus at the threshold of a new future that will take the continuing support of Government and the commitment of all Stakeholders to build.

About UsThere are 3 Oil & Gas Free Zones currently operational in Nigeria and they are located in Onne in Rivers State, Warri in Delta State and Apapa in Lagos State The new Brass Fertilizer Free Zone is about to commence operations while 2 new Zones are awaiting Presidential accent.

1. ONNE OIL & GAS FREE ZONE (OGFZ), ONNE RIVERS STATEOnne OGFZ is the first Free Zone in the world solely dedicated to oil and gas activities and businesses in the sector’s value-chain. It was established by Act No. 8 of 1996, covering an area of approximately 6 million square metres, 3,500 metres of channel jetty for construction yards with 8/10m draft and 200 meters of jetty with 12/14 m draft. The Free Zone currently hosts over 134 companies.

2. IKPOKIRI ISLANDIkpokiri Island is a green field and an integral part of the Onne/Ikpokiri Oil & Gas Free Zone. It covers an area of about 1,477Ha of land to be reclaimed and developed. This area is dedicated to downstream activities like Refineries, Petrochemical industries, LNG/CNG Plants, etc. The area, which enjoys advantage of proximity to oil fields, is to be concessioned to interested developers.

3. WARRI OIL & GAS FREE ZONE, DELTA STATEWarri OGFZ was established in May 2011 with a total area of 1,020,000sqm. Companies like SPDC, Chevron, Shell petroleum, MGM, NAOC, SAPIEM E&C etc have functional operational bases in the Free Zone.

Warri currently serves as the logistics base for EGTL, Chevron, Escravos Gas Project, the second largest Petrochemical construction project in the world and largest in Africa. When completed, the plant with capacity to convert natural gas to premium eco friendly fuel, diesel and GTL naphtha products on completion.

4. EKO SUPPORT SERVICES FREE ZONE, APAPA LAGOSThe operations of this Free Zone is similar to those mentioned in the Onne, Warri Free Zones above.

Our Incentives

IMMIGRATION INCENTIVES

- Fast tracking of Immigration procedures.

- STR visa is regularized on arrival of applicant at the Free Zone, by the Free Zone Immigration Command.

- Free Zone expatriates can reside within the Free Zones.

- Free Zone expatriates are allowed free movement in and out of the Free Zones.

FINANCIAL AND TAX RELIEFS

- 100% repatriation of foreign capital investment

- 100% repatriation of profits and dividends

- 100% foreign ownership of business

- Receive and make payments in foreign currency

- No Federal, State and Local Government taxes, levies and rates are applicable for operations within the Free Zone.

- No corporate, withholding, Value Added, Capital gain taxes for Free Zone investments.

- 75 % Import Duty Rebate on products of special nature where there is no local capacity.

- A foreign investor is guaranteed the transfer of funds (net of all taxes) freely in any convertible currency through any authorized dealer.

Government guaranteed incentives that are operational within the Oil & Gas Free Zones for the benefit of Free Zone licensed companies include the following:

CUSTOMS INCENTIVES (IMPORT & EXPORTS)

- No customs duty is applicable within the Free Zones

- No import & export license is required

- Goods in transit from any part of entry into the country are escorted by custom to the free zone.

- Goods may be stored indefinitely, processed, broken, repacked, graded, mixed or otherwise manipulated within the Free Zone.

FREE ZONE OPERATIONAL INCENTIVES

- Round the Clock operations (365 days, 7 days a week )

- Ability to hold duty-free stock in a strategic location central to West Africa sub-Saharan region, enabling streamlined procurement logistics with reduced inventory requirement.

- Computerized Free Zone Inventory Management System.

- Direct access to sea and same-day turnaround of supply vessels operation.

- Single-point responsibility and vessel operations, cargo handling warehousing, personnel, agency etc.

- Ability to share both facilities and services.

One Stop ShopThe Authority operates a One-Stop-Shop for Registration and Licensing of prospective investors.

Our Investors are categorized into two (2) main groups, namely:– Free Zone Investor– Free Zone Developer

Our One-Stop-Shop concept also provides access for the Free Zone Investors and Developers to all the key agencies of government within the zones required by them to efficiently manage their business processes under the guidance of the Authority.

Goal 1Work to ensure the right business environment exists within its zones that will attract FDI into the country and ensure businesses can thrive.

Goal 2Attract new investors into the Oil and Gas Free Zones and ensure existing investors grow their investments within the zones.

Goal 3Ensure all employees are energized, inspired and motivated to contribute fully to the success of the Authority and the investors within the zones.

Goal 4Work to significantly increase the efficiency of our operations.

Goal 5Embrace the spirit of open governance and communicate information to all stakeholders internal and external.

Goal 6The Authority will aim to become financially independent of Government by becoming self funding.

Our Strategic Road Map Goals

Work to ensure the right business environment exists within its zones that will attract FDI into the country and ensure businesses can thrive. Activities under this goal include:

- Strengthening the Enabling Act

- Promote the free zone through exhibitions and brochures, conferences etc

- Retain existing clients (After care)

- Provide an efficient electric power supply within the zones

- Ensure collaboration and proper interface with all stakeholders (MDA’s, Host Communities and investors)

- Ensure the right policy formulation and implementation

- Associate and register with all relevant/related Free Zones associations,UNCTAD, World bank, UNDP etc.

Goal 1 - Create an Enabling Environment

Attract new investors into the Oil and Gas Free Zones and ensure existing investors grow their investments within the zones. Activities include:

- Increase new investors into Oil and Gas free zones by 50% by 2019

- Reduce Tariffs within the zones by improving efficiency

- Deploy capability/research to scan oil/gas sector in Nigeria/Gulf of Guinea for business opportunity in the oil/gas value chain, make summary business case and utilise for marketing

- Ensure One stop shop concept is enhanced and effectively utilized

- Cost effective industrial facilities and utilities through competitive pricing

- Attract new investors by simplifying registration and other processes

Goal 2 – Grow Investors & Investments

Ensure all employees are energized, inspired and motivated to contribute fully to the success of the Authority and the investors within the zones. Activities include:

- Develop and implement an Immersion course for all staff on the vision/values and mission of the authority

- Aesthetics of working environment, work tools and equipment

- Social programmes – staff club, cooperative, family interaction, retreats, branded clothing for personnel

- Implement an active coaching & mentoring programme, facilitate work exchange programmes with similar zones globally, particularly where competence is to be built/enhanced

- Specialized training in the areas of finance, business planning and management, Investment promotion, Infrastructure investment and finance, Economic diplomacy, Development finance and regional economics, Investment/Business case analysis

- Capacity building and review mechanism (reorientation, job rotation and training)

- Change in attitude (work ethics, promptness, passion, commitment, courtesy

- Enforce proper disciplinary mechanism

- Develop a competitive Reward and Recognition structure that will include - Regular Job rotation, promotion, salary increment, long service award, productivity bonus

- Team working

- Proper delegation and reporting process

- Adherence to Recruitment Rules

- Merit based recruitment policy must be adhered to

- Deployment of staff should be based on competencies & strengths

Goal 3 – Live our Values

Work to significantly increase the efficiency of our operations. Activities include:

- Develop KPI’s based on agreed priorities for each role

- Hold regular meetings (minimum weekly) at all levels to track the delivery of KPI’s

- Develop standard operating procedure for all departments

- Automation of service delivery process

- Deploy ERP to increase access and quality service

- Streamline registration by adapting online registration

Goal 4 – Improve Operational Efficiency

Embrace the spirit of open governance and communicate information to all stakeholders internal and external. Activities include:

- Active Notice Boards in all Authority offices

- Develop Newsletter to be distributed to staff and investors within the zones

- Professional management of social media for interactive communication with stakeholders

- Official communication by employees and the Authority shall be by using only official email addresses.

Goal 5 – Effective Communication

The Authority will aim to become financially independent of Government by becoming self funding. Activities include:

- Review of the enabling act with respect to revenue generation

- Diversify revenue sources

- Review Tariff structure

- Partner with development partners who are interested in industrialization

- Structure transactions to facilitate equity stake to grow revenue streams
