Singapore International Primary Years Program (SIPYP) An international education system that is:
1. The role model for the world 2. One that bridges the East and the West.
Singapore's schools [education system] have become global role models, with consistently high results in international tests. – BBC (22 May 2012)
Singapore’s Education system has been consistently ranked amongst top three in the world (PISA 2013, TIMSS 2011, PIRLS 2006). It has more than 40 years of proven track record in producing high quality students who excel in both studies and 21st century skills, producing exceptional performance in International Examinations (IBDP 2009 to 2013, GCE ‘A’ Level Literature 1989 to 2013)
By building a solid foundation in concepts of knowledge and essential 21st century skills from
a young age, the Primary education is an important stepping-‐stone towards higher order learning. In the SIPYP, students will learn wide array of concepts and knowledge of various subjects through classroom activities, textbooks, and teacher-‐directed learning. Students will also be able to develop essential life skills through project work (group/individual), as well as seeing knowledge coming to life.
The structure of SIPYP syllabus allows student to apply the concepts and knowledge learnt.
For example, through our education partner, students are able to build and develop an eBook, which can be display on the school Website front-‐page for general public to read. In science, students will do simple experiments. In mathematics, students are required to solve real-‐life problems through applying math concepts.
Together with a structured syllabus and curriculum, materials are also available to guide
educators in delivering highly effective classes, optimize students’ learning. Additional online support is available for both teachers and students, thus meeting the objectives of concept mastery and adept 21st century skills. Our partners include:
• MC Education – Official publisher of all textbooks for public schools in Singapore • KooBits – A powerful and successful online learning portal with >500,000 users Asia-‐wide • EduSnap – An innovative “snap-‐and-‐send” mobile application with >1000 users in Singapore

21st Century Competencies Globalization, changing demographics and technological advancements are some of the key
driving forces of the future. Our students will have to be prepared to face these challenges and seize the opportunities brought about by these forces.
To help our students thrive in a fast-‐changing world, MOE has identified competencies that have become increasingly important in the 21st Century. These competencies, represented in the following framework, underpin the holistic education that our schools provide to better prepare our students for the future. It is envisaged that schools and parents need to work hand-‐in-‐hand to help our students develop these 21st Century Competencies.

Annex A2
21st Century Competencies Knowledge and skills must be underpinned by values. Values define a person’s character. They
shape the beliefs, attitudes and actions of a person, and therefore form the core of the framework of 21st Century Competencies. The middle ring signifies the Social and Emotional Competencies – skills necessary for children to recognize and manage their emotions, develop care and concern for others, make responsible decisions, establish positive relationships, as well as handle challenging situations effectively. The outer ring of the framework represents the emerging 21st Century Competencies necessary for the globalized world we live in. These are:
a) Civic Literacy, Global Awareness and Cross-‐Cultural Skills; b) Critical and Inventive Thinking; c) Communication, Collaboration and Information Skills
Together, these competencies will enable our young to capitalize on the rich opportunities of the new digital age, while keeping a strong Singapore heartbeat.
Student Outcomes The development of 21st Century Competencies will help our students to embody the Desired
Outcomes of Education (DOE). These are attributes that educators aspire for every Singaporean to possess upon the completion of his formal education. The person who is schooled in the Singapore Education system has a good sense of self-‐awareness, a sound moral compass, and the necessary skills and knowledge to take on challenges of the future. He is responsible to his family, community and nation. He appreciates the beauty of the world around him, possesses a healthy mind and body, and has a zest for life. In sum, he is:
a) Confident person, who has a strong sense of right and wrong, is adaptable and resilient, knows himself, is discerning in judgment, thinks independently and critically, and communicates effectively. b) A self-‐directed learner, who questions, reflects, perseveres and takes responsibility for his own learning. c) An active contributor, who is able to work effectively in teams, is innovative, exercises initiative, takes calculated risks and strives for excellence. d) A concerned citizen, who is rooted to Singapore, has a strong sense of civic responsibility, is informed about Singapore and the world, and takes an active part in bettering the lives of others around him.
