It was yet another record breaking year for NASSCO’s Annual Conference in Savaannah, GA! We almost hit the 200 mark, hovering at 199, compared to 163 last year. There were also a few other firsts ths year, one being a Technical Day with 2-Tracks and the other the formation of a new Operations and Maintenance Committee. President’s Corner By Stuart Tillery, Outgoing President

A great time was had by all at the 39th Annual NASSCO Conference held in Savannah, GA this past February. We were able to enjoy some delightful weather while the rest of our friends and colleagues dealt with the bitter cold. Not to mention, we did manage to get quite a lot done.

We had another record crowd in attendance and were very excited to see so many new members joining in the conference. We opened our sessions with NASSCO Committees and Divisions catching the membership up on the successes of last year and their goals for the future. These committees and divisions consist of industry leaders working together to ensure the standards are the best they can be. They do it all on a volunteer basis. We thank you for your dedication.

NASSCO continues to invest back into the industry by developing programs that save our members time and money also creating awareness of our countries need for renewed infrastructure and better ideas on

how to maintain it.

I had the honor of welcoming NASSCO’s new president. I have known Mark Metcalfe for many years and have no doubt that we are in great hands. Good luck this year my friend.

I would like to thank the staff, volunteers and our members for letting me serve them over the past 8 years. It was truly my pleasure being your president.

Thank all of you who attended NASSCO’s recent 39th Annual Conference in Savannah,

Georgia. As I complete my 40th year in the sewer and drain industry as President of Professional Pipe Services (Pro-Pipe), I find myself also serving as the President of NASSCO’s Board of Directors and am honored to usher in NASSCO’s 40th year of setting industry standards. I appreciate the opportunity to be part of this fast growing and active association with a membership base of nearly 500 that includes municipalities, contractors, engineers and manufacturers. As members of NASSCO, we are very fortunate to have dedicated member companies, municipalities and individuals who are generous with both their contributions and time to get things done and keep NASSCO growing.

Nine years ago, when I first got involved with NASSCO, the organization had a full-time staff of two people. Since then, NASSCO’s budget has more than doubled. We have a full-time and extremely competent staff of four people, several dedicated outside consultants, and 14 active committees that are supported by generous industry expert volunteers like you who help NASSCO set new standards and advance the industry into the future.

In 2015 I look forward to spearheading the completion of some of the important strategic objectives that many individuals have worked tirelessly to achieve, including: the release of PACP Version 7; the completion of a robust website that will streamline

Thank you to everyone who helped make NASSCO’s Annual Conference a success! Our Annual Conference is truly evolving into a full-fledged conference, and while we may be suffering from minor growing pains, NASSCO is a stronger organization than it was just a few years ago. We continue to grow, not just in numbers, but in the pride and determination displayed at the committee and division meetings, and the accomplishments presented at the General Meeting.

Congratulations to both of our award winners; Marc Anctil for acceptance into the Select Society of Sanitary Sewer Sleuths, and Brandon Conley for the NASSCO Trainer of the Year. It is an honor to work with you both!

Reflecting on 2014, we saw Diego make a move to PEER Consultants (and become a father to Gabriella), and Jane Bayer step into our engineering position. I visited Medellin, Colombia in March to build our relationship with the Colombian Institute for Subterranean Technologies and Techniques (ICTIS). We provided WEF webinars for Manhole

Rehabilitation and Pipe Bursting, and provided specification guidelines for CCTV and Cleaning, as well as several workshops and training opportunities with the strong support of Gerry Muenchmeyer. The webcasts and specifications can be found on nassco.org.

But even with of all this, our main accomplishment of 2014 will not be revealed until later this year. I am speaking of all of the work, volunteer time, expertise, and dedication poured into PACP Version 7.0. In addition to over 50 webinars, attended by about 65 PACP users and trainers around the country, we had technical contributions from pipe manufacturers, DOTs, the U.S. Corps of Engineers, and the WRc. Currently, we are proof reading the manual and developing the training materials to accompany it. We have high hopes of being on target for a May release date, which we are all anxiously awaiting. I would like to express NASSCO’s sincere gratitude to all who were involved. All I can say is, “what a long, strange trip it’s been!” (continued on next page)

classes, certifications, and provide a better user experience; an update to the Manual of Practice; introduction of NASSCO’s apprenticeship program, and many others.

I thank everyone in advance for your support in the coming year, and suggest the best way for NASSCO members to get more out of their membership is to get involved in one or more of the highly influential NASSCO committees. I also encourage you to plan on attending NASSCO’s 40th Annual Conference in Maui, Hawaii next year. That may sound like a long way to travel, but it will be well worth your time. To give you some perspective, at Pro-Pipe we televise over 4,000 miles of pipe each year. That’s about the distance from Baltimore to Maui. And for those of

you who have had a cold winter and spring in the East, remember that the average high temperature in Maui in February is 79 degrees!

I look forward to a great 2015 and seeing most of you at NASSCO’s Semi Annual Membership Meeting at WEFTEC in Chicago next October and in Maui next February!

Executive Director’s Message

Last year at this time, I announced our agreement with AZ Water to transfer ownership of the Sewer History Exhibit to NASSCO. I’m proud to say that the exhibit was displayed at the WWETT show in Indianapolis for the first time ever, and it was a powerful success. The display was located just outside of NASSCO’s education day classroom, and it’s quite possible that more people visited the exhibit, at WWETT, than have seen it over the past year. Thank you to those who sponsored it!

Finally, I want to take a moment to honor a friend and mentor, our former Technical Director Gerry Muenchmeyer. Gerry’s accomplishments and support of NASSCO have gone far in taking NASSCO above and beyond the next level. More importantly, Gerry’s devotion to the organization that NASSCO has become is evident in every technical response, every

article, and every meeting in which he was involved. Gerry will continue to be active in NASSCO, but will no longer serve as our Technical Director.

Having said that, I’d also like to welcome Lynn Osborn as NASSCO’s new Technical Director. Lynn also has an extensive technical background, having served 40 years in the industry. Lynn’s transition into this position has been planned for several years, and after working with Lynn, I can assure you that we are in excellent hands. Please join me in welcoming Lynn as he takes the reigns as NASSCO’s new Technical Director.

This will be my last forum as Technical Director of NASSCO. Mr. Lynn Osborn has accepted the position of Technical Director and will

be preparing the forum in the future. It has been extremely rewarding to serve as your technical director for the last 10 years, to experience NASSCO grow and to be able to help our membership and the industry on technical matters affecting them and their projects. I will be spending more time on my consulting business and will continue participating in NASSCO Committees and continue as ITCP trainer for the immediate future.

Member Service - Technical InquiriesIf you are inspecting a CIPP or manhole rehabilitation project and have a question regarding the quality of the installation or have a technical question regarding pipeline rehabilitation, [email protected], [email protected]. or [email protected] NASSCO’s Technical staff will review the request and provide a written recommendation.

Inspector Training & Certification Program for CIPPOver 1500 inspectors have been trained as CIPP inspectors in the U.S and Canada. To assure that the delivered product has both the design life and service

This program is not highly technical, but provides a common sense approach from the field perspective, covering field issues directly affecting the installed quality of the installed product. The inspector is trained on the key inspection requirements during construction that will ensure that a quality product has been installed. The program is intense, interactive and gives the inspector and the engineer the knowledge and the confidence to perform an effective inspection for a Cured-In-Place pipe installation project.

Inspector training programs can be held at your office. A minimum of 8 registered students are required and typically,a maximum of 25 students are allowed in order to maximize the training experience for all attendees.

Inspector Training & Certification Program for Manhole Rehabilitation Effective manhole rehabilitation may include a variety of different technologies. The expected life and effectiveness of the applied product is directly related to correct product selection by the owner/engineer and inspection of the host structure before, during and after application of the specified material by a trained inspector.

This program is intended to provide an owner, engineer or inspector with sufficient knowledge to inspect and verify when a product has been applied correctly. There are a number of excellent products available for manhole rehabilitation. Scheduled courses are listed on nassco.org.

Inspector Training & Certification Program for Pipe Bursting SewersThis program is still in the development stages. With several other programs having a priority, this program is scheduled to be completed later in 2015. We are looking for some additional pipe bursting professionals that would be available to become trainers after the program is launched. Once the draft program is complete, a peer review group will be selected, consisting of IPBA members and any other NASSCO members who wish

to participate in the review process. Then a BETA presentation will be scheduled before the program is launched.

2015 NASSCO WorkshopsWEF Collections - April 19, 2015Workshop Objectives Include:

1. Understanding cured-in-place pipe rehabilitation and pipe bursting replacement and what is required to obtain the highest quality product as a result of the lowest competitive bid 2. Understanding performance based specifications for bidding both technologies which provide the contractor with sufficient project information and the trained inspector the tools required to verify a quality installed product.3. Understanding specified contract quality controls and quality assurances to provide all contractors with the same construction criteria.4. Understanding what an inspector needs to know about a cured-in-place pipe rehabilitation and pipe bursting replacement and the inspector’s necessary tools to verify and document the quality of the installed product.

ASCE Pipelines Workshop- August 23, 2015Workshop Objectives Include a review of specifications for CIPP Trenchless Technologies:

1. Performance Spec’s, What is needed and standard requirements that need to be evaluated2. Quality Controls, what is necessary to verify installed product quality3. Construction inspection what is required to ensure product quality4. Round Table Workshop

It is a privilege to be named NASSCO’s Technical Director, following in Gerry Muenchmeyer’s footsteps and the first class technical

and operations legacy he helped create at NASSCO. I do find it ironic that as a NASSCO Board Member in 2007 I was given the task of finding someone to serve as NASSCO’s first Technical Director, and, of course, Gerry was selected. If the future had been known in 2007, possibly we could have chosen someone easier to replace! Seriously, as the record shows, we could not have made a better choice. And the good news is that Gerry is not going away and is available for training, special projects, counsel and guidance.

The decision to become Technical Director has not been taken lightly. Gerry, Ted and I have been discussing the Technical Director transition for two years. Even though I have been involved and active in NASSCO for about 10 years, I still find the number of active ongoing projects quite amazing. To make this even more daunting, almost all of the projects are technical in nature and require some participation by the Technical Director.

A little about my background: I worked nine years as a consultant in the water and wastewater industry followed by 31 years in pipeline rehabilitation.

Although my strong suit is CIPP, I also have experience with pipe bursting, thermoplastic fold & form, diameter reduction HDPE, sliplining, grouting, composite panels, coatings, point repairs, manhole rehabilitation, lateral rehabilitation and all the other tasks and processes that are a part of pipeline rehabilitation.

My goal is to continue the gold standard of service to the industry for which NASSCO is widely recognized. I am working on several key projects and remain available in a support role as needed. Even though I am now the official Technical Director, the transition with Gerry continues and will do so for some time. Also, from time to time I will be drawing on the expertise of various NASSCO members.

I enjoyed seeing old friends and meeting new friends at the Annual Conference in Savannah. I apologize to those attendees that I did not meet; the two days seemed to flash by too quickly. Maybe we can find more time in Maui!

CIPP Committee Dave Kozman, Chair Person

CIPP Design:A manual of practice (MOP) is under development by an ASCE task group that addresses a new CIPP design approach for gravity flow applications. A 2nd draft is being finalized, with a target publication date of 2015. A meeting will be held in conjunction with UCT on Monday, January 26 to discuss progress and next steps.

NASSCO is looking at developing a CIPP Design certification course that would reflect the new ASCE MOP. NASSCO will be discussing co-authorship of the MOP with ASCE. NASSCO is performing due diligence on industry demand, pricing structure and delivery of this course (classroom, online or both). Once approved, it will take about 5-6 months to roll out.

Standards development:AWWA: A Pipe Rehabilitation Standards Subcommittee has been formed to define structural classifications for pressure pipe lining technologies (Class I, II, III and IV) in M28. The committee has developed framework for each classification and has received industry feedback. Final recommendations will be published through AWWA as a white paper. The subcommittee met in conjunction with UCT on Wednesday, January 28.

Other Items:Styrene: July 2014 - In a congressionally mandated report, the National Academy of Sciences (NAS) agreed with the National Toxicology Program’s inclusion of styrene as a “reasonably anticipated carcinogen” in its 12th Report on Carcinogens, published in 2011. The NAS panel review was a funded through a $1 million rider to a 2012 appropriations bill.

Perkadox 16: In 2016, the National Fire Protection Association (NFPA) will issue its revised Code 400 with the marked change of moving Perkadox 16 from a Class III to a Class I organic peroxide based upon recommendation and input from the Organic Peroxide

Producers Safety Division (OPPSD) of the Society of the Plastics Industry (SPI). The change in class will prove a significant challenge from a product storage and handling standpoint. Specific information about NFPA 400 Hazardous Material Code can be found at www.nfpa.org.

Latin America Committee Luis Leon, Chair Person

The Latin America Committee has been very busy since our last issue. Below are some of the activities that have been completed and others that we are working on:

ITCP-CIPP TranslationThe translation of the ITCP manual to Spanish has been completed. Many thanks to the members of the translation task force: Diego Calderón, Guillermo Gordillo, Carlos A. Múnera, José García, Juan Fernando Pareja, and Luis León. The final draft has been sent to a peer review group and comments are expected before the end of January 2015. Final revisions will then be made and we hope that the manual will be ready for final publication by NASSCO in March of 2015. To complete the training materials, the training slides will also be translated by the end of March 2015.

NASSCO and PACP TranslationsAs previously communicated, the committee realizes that there is a need to translate presentations to Spanish that introduce NASSCO, the benefits of PACP, and trenchless technologies. Ted’s presentation at the ICTIS Congress in May of 2014 provided an introduction to NASSCO and PACP in Spanish and was a great start. A second presentation will introduce a summary of the trenchless technologies available in the market. Since the Rehab Zone presentation will be updated, this will be a good opportunity to also develop it in Spanish. We hope to start development of these presentations a couple of months after the Spanish ITCP-CIPP Manual is published.

Industry Standards Committee Marilyn Shepard, Chair Person

The Industry Standards Committee has been hard at work this year. We have completed Guideline Specifications for both cleaning and condition assessment using CCTV. Each Guideline Specification is a generic standard that will allow Utility Owner who needs a specification for either cleaning or CCTV to use the specification we have developed by accessing it directly from the NASSCO website. They are designed for use as guidelines and a reference point from which to apply your own engineering judgments as project specific details. Each specification encompasses all aspect of a project from defining scope of work and phasing, including required meetings and guidelines for emergency response, to execution and payment requirements.

The Cleaning Guideline Specification includes a sample worksheet by which the Owner and contractor can define the scope and payment.

The CCTV Guideline Specification includes proper usage and application of the technologies that allow for side scanning which encompasses a rapid succession of 360-degree photos stitched together electronically to create a flat-open view of the pipeline, as well as use of alternate technologies such as sonar and laser in conjunction with visual condition assessment, all using PACP as a basis for data collection.

There are several other Specifications Guidelines that need to be written. The Industry Standards Committee plans to begin work on and publish a Guideline Specification specific to large diameter pipe cleaning next year.

Operations & Maintenance Committee Joe Schotthoefer, Chair Person

A new committee was formed this year. The Operations and Maintenance Committee was officially recognized this year as NASSCO’s 18th committee. This represents a majority of the membership’s daily activities. The committee level is where it all happens and this will certainly not disappoint. We have been charged with releasing the next edition of the Jetter Code of Practice. The code is an industry pillar and the next edition will enhanced. The code will be transformed into a hands on how-to educational reference that will promote industry safety, knowledge and awareness. We are also going to develop a large diameter cleaning and inspection guideline. With plenty of excitement at our first committee meeting, we are eager to get started. You will only need to bring your expertise if you want to help the industry and be part of the positive change. One person can make a difference and as a group, we can positively change the industry.

NASSCO is keeping a strong presence in the academic community. We were fortunate to have two esteemed representatives join us at our Annual Conference: Dr. Tom Iseley of Louisiana Tech’s Trenchless Technology Center (TTC), and Dr. Mohammad Najafi of the University of Texas at Arlington’s Center for Underground Infrastructure Research and Education (CUIRE). Each presented the significant accomplishments of their organizations, but more importantly, they had an opportunity to see all the things NASSCO is doing for the industry.

Dr. Najafi will continue to work with NASSCO to develop quality educational materials for the trenchless industry. CUIRE was established in 2002 wto promote research, development, and training in underground infrastructure construction and renewal technologies. The primary goal of CUIRE is to provide leadership in research, outreach and education activities, which enhances safety, cost-effectiveness, construction productivity, environmental improvement in construction and renewal of the aging underground infrastructure. CUIRE currently issues PDH and CEU certificates for the Pipeline Assessment Certification Program (PACP) and the Inspector Training Certification Program (ITCP).

The Trenchless Technology Center (TTC) was established in 1991, at Louisiana Tech, with the vision of becoming an international resource for trenchless technologies. Although NASSCO has been a member of the TTC for several years, the goal is for the two organizations to partner in future activities, with the partnership drawing on the individual strengths of each organization. An example is TTC’s work with the Certification of Training in Asset Management (CTAM) program where eventually four online courses will be available. While the TTC, through the original work of BAMI-I, continues to develop the CTAM program, one of NASSCO’s strengths lies in training the industry. This could be a good fit with CTAM.

Virginia Tech was not available at our NASSCO meeting, but we have been working with Dr. Sunil Sinha on their Sustainable Water Infrastructure Management (SWIM) Center. NASSCO will also be supporting a WERF Project with Virginia Tech titled “Predicting the Remaining Life of Wastewater Pipes”.

Our relationships with CUIRE, TTC and SWIM will continue to support NASSCO’s goal to improve the success rate of everyone involved in the pipeline rehabilitation industry through education, technical resources and industry advocacy.

Happy New Year to ALL ! We had a very busy and successful year in 2014. We ended off with a bang at our NASSCO/IBPA WEF Webinar in December 2014 on Pipe Bursting with over 500 attendees (please have Ted and or Jane verify numbers – we obviously would the like the number to be accurate). The webinar and FAQ’s will be available on our web site www.ipbaonline.org soon.

Our annual Executive Board meeting and General Membership meetings at UCT were very productive. George Mallakis - TT Technologies, Inc. thanked everyone for their support as Chair over the past two years ending his term with many successes.

I (Mike Woodcock – Portland Utilities Construction Company LLC) took over the Chair position with many new opportunities to continue our strategic plan. Matt Timberlake – Ted Berry Co. will continue as Vice Chair, Matt Werth - Midas Companies will continue as Secretary, and Alan Ambler – City of Casselberry, FL was welcomed to the EC Board as Treasurer. George Mallakis will continue as the Past Chair Position.

Our Governmental Committee Chair, Alan Ambler will evaluate previous goals set by the governmental committee in the strategic plan. Primary issue tends to be AC pipe, however other obstacles and opportunities may exist and need to be vetted through the association and industry.

Lateral Committee Chair – John Galligan of Pipe Shark, Inc. continues its goal to establish a set of Lateral Pipe Bursting Guidelines. A draft has been developed and working group will revise and finalized by 2015 NASTT No-Dig show.

Specifications Committee Chair, Troy Freed of Utility Services Authority discussed our sanitary sewer specification that is published and available while water main specification for pulling in HDPE draft has been distributed for comment and final review.

Ted DeBoda and Jane Bayer reported on NASCCO’s continued support for IPBA and the added benefits it brings to the Associations Membership – Thanks to Ted, Jane and ALL of NASSCO’s staff for their unconditional help.

Our two day Pipe Bursting Educational Sessions at UCT were very well attended with much Q & A from attendees making this one of our best ever. Special thanks to Robert Carpenter and his UCT staff for making this all happen!

We had meetings at NASSCO’s Annnual Conference (break out session), at WWETT (working session) on the lateral guideline both in February, and NASTT No-Dig in March (working session).

Infiltration Control Grouting Associationby John Nelson, Chair

The outstanding collaboration at last month’s annual meeting provided a much needed boost to the ICGA project plans for 2015 – many thanks to those who were able to attend. The consensus from the meeting was to focus our energies on some education based programs. To this end we are planning another Webinar; it will be held in September and be delivered via the Trenchless Technology Magazine program (exact dates and topics to be secured/developed in the coming months).

Board nominations were also held at the meeting but no new nominees “volunteered” thus the current board will remain for 2015: President – John Nelson, Treasurer - Marc Anctil, Secretary – Daniel Magill. Participation remains steady at 29 members and our general fund contains $ 42,021.30.Other projects to be started this year include: ASTM renewals, website updates and preparation of plans for a Sewer Grouting Certification Program.

On a final note, we are still actively looking for topics and projects for potential case study articles. If you have a project and need some assistance with writing and/or publication, please contact one of the association officers or call NASSCO for assistance.
