Further Unique Characteristics of UESC
• The Utility / Subcontractor fronts capital costs, assesses opportunities, designs and implements approved projects which are paid out of energy / other savings
• Utilizes savings / available funds to upgrade infrastructure instead of paying for utilities expended by inefficient equipment

VA Mission StatementTo fulfill President Lincoln's promise "To care for him who shall have borne the battle, and for his widow, and his orphan" by serving and honoring the men and women who are America's veterans
A Core Values and CharacteristicsThese values — Integrity, Commitment, Advocacy, Respect, and Excellence —define our culture and strengthen our dedication to those we serve. They provide a baseline for the standards of behavior expected of all VA employees. They remind us and others that “I CARE”: • I care about those who have served.• I care about my fellow VA employees.• I care about choosing “the harder right instead of the easier wrong.”• I care about performing my duties to the very best of my abilities

VA Mission, Values & ICARE
Energy Exchange: Federal Sustainability for the Next Decade
1. Ensure all major new construction designs are 30% more efficient than applicable code
2. Implement all life‐cycle cost‐effective ECMs in EISA 432 covered facilities3. Install , Improve and upgrade efficient boilers, HVAC, lighting, generators,
and related equipment, based on facility energy audits4. Conduct facility energy audits on a four‐year cycle5. Conducts retro‐ commissioning at facilities6. Install meters at all required facilities and monitor and track performance7. Review and revise VA’s Federal Data Center Consolidation Initiative
(FDCCI) list of data centers to include the new non‐core sub‐classifications
22
Strategies to Reduce Energy Intensity
Energy Exchange: Federal Sustainability for the Next Decade
• Purchase & install water efficient plumbing fixtures, based on recommendations in facility energy audits
• Use energy and water audits to identify new opportunities for minimizing outdoor water use and using alternative water sources where feasible
• Install water reclamation systems at facilities where feasible• Install advanced meters to measure and monitor water use• Educate employees about methods to minimize water use• Assess the interconnections and dependencies of energy and water on
agency operations, particularly climate change’s effects on water which may impact energy use
• Continue to identify and repair water infrastructure leaks and required repairs, based on recommendations in facility energy audits
• Design, install, and maintain landscape to reduce water use
23
Strategies to Reduce Water Intensity
Energy Exchange: Federal Sustainability for the Next Decade
• Continue to purchase RECs to meet federal mandates after accounting for renewable energy generated on‐site
• Create plans to evaluate facility energy needs and renewable energy feasibility on‐site
• Conduct feasibility studies to evaluate potential renewable energy installations
• Submit renewable energy projects through the SCIP process to ensure proper priorities
• Continue to generate and consume renewable energy through existing lease agreements as part of an overall strategy to meet federal mandates
• Work with other agencies to create volume discount incentives for increased renewable energy purchases

VISN APPLIED TECHNOLOGIES & ENERGY RESEARCH PARTNERS
VATER will establish partnerships and collaborate with key public, private partners, Department of Energy's National Laboratories
Theses long term partnerships will supply specialized know‐how, tools, best practices, analyses, and the introduction of next generation (energy) applied technologies to advance joint initiatives benefiting both sectors. The U.S. Department of Energy's Federal Energy Management Program (FEMP) works with key individuals to accomplish energy change within organizations by bringing expertise from all levels of project and policy implementation to enable VISN 21 to meet energy‐related goals.

UESC Defined
A Utility Energy Services Contract (UESC) is a special type of Performance Based Contract offered to Federal installations to support their needs and
missions on their side of the meter.
• Direct/streamlined contract with the serving electric or natural gas utility through
– Utility “Area Wide Agreement” (Administered by GSA)– Basic Ordering Agreement– Site Specific UESC Agreement (Administered by Site Acquisitions)
• Efficient & Effective “tool”– Modernize campus utilities distribution infrastructure – Improve energy resilience– Implement energy and water efficiency projects– Incorporate renewable energy initiatives
• Typically projects from $10K to over $100M either financed or funded.
