The Association of State Uniform Crime Reporting Programs Incorporated

(ASUCRP) represents participants of the National Uniform Crime Reporting

(UCR) Program UCR data is collected either through Summary or the National

Incident-Based Reporting System (NIBRS) reporting methods on the local

regional state territorial and national levels Members of the Association collect

and analyze crime data that is not available through any other source

Information collected under the UCR Summary Program defines crime levels

throughout the United States The information includes data on the numbers of

criminal offenses clearances property stolen by type and value property stolen

by crime criminal arrests and law officers killed or assaulted While the UCR

NIBRS Program allows for the collection of more detailed information on crime

occurrences at the incident level The detailed information includes but is not

limited to the types of weapons used for all violent crimes identification of

victim and offender data collection of data on drug related offenses gang related

crimes and whether alcohol drugs or a computer were used during the

commission of a crime

Paul Wormeli IJIS ndash Innovation Strategist

Paul Wormeli is an innovator and entrepreneur who has focused his career on the application of information technology to public safety law enforcement criminal justice and homeland security He has introduced innovative programs in public policy as well as innovations in the use of technology He has been active in the development of software products has managed system implementation for dozens of agencies throughout the world and has managed national programs in support of law enforcement and criminal justice agencies Mr Wormeli was the first national project director of Project SEARCH and was subsequently appointed by the President as Deputy Administrator of the Law Enforcement Assistance Administration (LEAA) in the US Department of Justice (DOJ) Mr Wormeli helped design the first mobile computing equipment sold in this country to law enforcement agencies At Project SEARCH he led the development of a common protocol for interconnecting diverse proprietary protocols to enable the nationwide sharing of criminal history information Mr Wormeli managed the staff work and wrote much of the report for the Information Systems section in the report of the National Advisory Commission on Standards and Goals for Criminal Justice He was the project manager for the development of the first crime analysis handbook published by the National Institute of Justice (NIJ) He has been an advisor to the White House on security and privacy participated in the drafting of Federal law on this topic and was responsible for the development of numerous state plans to implement the Federal and state laws on information system security and privacy During his tenure in the Justice Department he served on the Presidents Committee on Drug Enforcement For his full bio visit httpwwwwormeliconsultingcomabout-us

Colonel Douglas A Middleton Henrico County Virginia - Deputy County Manager for Public Safety

Colonel Douglas (Doug) A Middleton began his career with Henrico County in 1972 when he was sworn in as a Henrico Police Officer Prior to joining Henrico County Police Division he was enlisted in the United States Army and served in the Vietnam War where he earned two Bronze Stars the Air Medal with V device for Heroism in Aerial flight fourteen awards of the Air Medal for combat missions and permanent award of Army Crewmember Flight Wings He was promoted through the ranks eventually becoming Chief of Police in 2011 and most recently appointed to serve as Henrico Countyrsquos Deputy County Manager for Public Safety on January 23 2016 In this role Col Middleton works with and coordinates the tasks of the Police Division Fire Division and oversees the acquisition and eventual contractual deployment of a new Public Safety Radio System Col Middletonrsquos education achievements include an Associatersquos Degree in Criminal Justice and a Bachelorrsquos Degree in Organizational Management He has completed the Professional Executive Leadership School at the University of Richmond Senior Management Institute for Police at Harvard University the FBIrsquos National Executives Institute (NEI) the Law Enforcement Executive Development School at the FBI Academy and Leadership Metro Richmond (LMR) In addition to his responsibilities as Deputy County Manager Col Middleton serves as a Commissioner for the Commission on Accreditation for Law Enforcement Agencies Chairman of the FBI Use of Force Task Force and the FBIrsquos CJIS Working Group Uniform Crime Reporting Sub-Committee and the FBI Advisory Policy Board

Erica Smith Bureau of Justice Statistics

Erica L Smith is a Statistician in the Recidivism Re-Entry and Special Projects Statistics Unit at the Bureau of Justice Statistics within the US Department of Justice She has more than 15 years of experience in conducting research and data collection in the field of criminal justice More recently Ms Smithrsquos research has focused on elder abuse neglect and exploitation and the nexus of elder abuse with other forms of family and intimate partner violence Current projects include assessing the feasibility of using administrative data from state Adult Protective Services agencies for statistical reporting purposes examining the processing of elder abuse and neglect cases by local prosecutors developing strategies for measuring victimization and abuse among persons living in nursing homes and other group quarters residential facilities and examining the use of incident based data collected by law enforcement agencies for understanding hidden types of victimization such as elder abuse and sexual violence of children In addition to her research portfolio Ms Smith serves as co-chair of the Federal Interagency Elder Justice Working Group co-chair of the Office of Justice Programs Juvenile Justice Research Working Group and serves as BJS liaison to the Planning Committee of the Federal Interagency Forum on Child and Family Statistics Ms Smith recently concluded a detail with the Administration on Aging at the US Department of Health and Human Services providing direct program support to the Elder Justice Coordinating Council Prior to joining BJS Ms Smith served as adjunct faculty in the Department of Justice Law and Society at American University where she taught undergraduate courses on research methodology statistics and criminal justice Before moving to Washington DC she was a Development and Campaign Assistant with the Michigan Regional Office of the City of Hope National Medical Center and Beckman Research Institute

Derek Veitenheimer Wisconsin Bureau of Justice Information and Analysis ndash Program Manager

Derek Veitenheimer is the Uniform Crime Reporting (UCR) Program Manager within the Bureau of Justice Information and Analysis (BJIA) at the Wisconsin Department of Justice With more than ten years of experience with the Wisconsin UCR program Derek has thorough knowledge of the operations and functions of the program has extensive data management and analysis experience and has lead the efforts in recent years to enhance and improve the functioning of the UCR program He also assisted with the development of Wisconsinrsquos Traffic Stop Data Collection program and supervised the Statersquos Justice Information Sharing Program Derek has extensive knowledge of Wisconsinrsquos criminal justice data systems as well as the capabilities in the collection exchange research and analysis of criminal justice information among state and local systems

Jen Shepherd Wisconsin Bureau of Justice Information and Analysis - Data Analyst

Jen Shepherd is a data analyst for the Bureau of Justice Information amp Analysis at the Wisconsin Department of Justice She received a PhD in social psychology from Iowa State University and previously worked as an evaluator of social science programs after a brief stint in academic research At the Wisconsin Department of Justice Jen primarily works with law enforcement agencies transitioning to Incident-Based Reporting from Summary-Based UCR reporting including conducting data reviews explaining validation errors and providing UCR training to agencies She also helps identify improvements to the states UCR data repository and agency-facing web application Jens role at DOJ also involves developing data quality reports and interactive dashboards of UCR data Jen is a data visualization enthusiast who enjoys using creativity and software to make data more interpretable and understandable

Todd Scott Federal Bureau of Investigation ndash Special Agent

Todd Scott is a Special Agent with the Federal Bureau of Investigation assigned to the Denver Division Cheyenne Wyoming Resident Agency As a special agent assigned to a rural territory he has experience working a wide variety of financial and violent crime matters including multimillion dollar fraud schemes bank robberies child sexual exploitation and human trafficking Todd played a vital role in developing the recently formed human trafficking task force in Southeast Wyoming He is a field coordinator for the National Center for the Analysis of Violent Crime and a crisis negotiator for the FBI He is an instructor for the Denver Divisionrsquos Crisis Negotiation Unit and recently provided instruction at the International Law Enforcement Academy in Budapest Hungary

Nancy Carnes Federal Bureau of Investigation ndash Supervisory Management and Program Analyst of the

UCR Quality Assurance Review Unit

Nancy Carnes is the Supervisory Management and Program Analyst of the Uniform Crime Reporting (UCR) Quality Assurance Review in the FBIrsquos CJIS Audit Unit She supervises a team of auditors responsible for assessing a UCR Programrsquos compliance with national UCR Program standards to operate a certified UCR Program Ms Carnes has been an FBI employee for nearly 35 years and the positions she has held during her Bureau career have centered on the FBI UCR Program

Greg Swanson Federal Bureau of Investigation ndash Training Instructor

Mr Swanson has been with the FBI more than 23 years He began his FBI career at Headquarters Washington DC working in the Uniform Crime Reporting Program as a Statistical Assistant from March 1984 - March 1987 In March 1987 Mr Swanson resigned from the FBI to become a Police Officer with the United States Capitol Police (USCP) Washington DC He stayed with USCP for nine years until his reappointment to the FBI CJIS Division Clarksburg West Virginia He has worked in the CJIS Audit Unit conducting NCIC audits as well as UCR audits Mr Swanson was one of four auditors who developed the current Quality Assurance Review (QAR) that is used nationwide by the FBI to conduct UCR Audits Currently he is a certified FBI Training Instructor assigned to the Resources Management Section Training amp Advisory Process Unit Mr Swanson has training responsibilities for 18 states and well as Federal amp Tribal agencies Mr Swanson specializes in Uniform Crime Reporting Summary and National Incident-Based Reporting System (NIBRS) training as well as Hate Crime Human Trafficking and Cargo Theft Mr Swanson has conducted training all 50 states He is the former NIBRS Coordinator for the FBI and was responsible for helping bring on more than 16 states during his tenure as Coordinator

Bradley L Zoladz Federal Bureau of Investigation ndash Training Instructor

Mr Zoladz has been with the FBI more than 15 years He has worked as a Criminal History Records Examiner and as Criminal History Records Instructor Most recently he worked as a Facial Comparison Training Instructor where he taught local state and federal law enforcement as well as law enforcement from across the world A few agencies that he has trained include CIA FBI New York City PD Mexico INTERPOL Norway Morocco State Police and many other agencies across the United States Mr Zoladz has over 20 years of teaching experience He is currently a certified FBI Training Instructor assigned to the Resources Management Section Training amp Advisory Process Unit Mr Zoladz specializes in training Uniform Crime Reporting (UCR) including both the UCR Summary and UCR National Incident-Based Reporting System (NIBRS) He is responsible for 17 states and 2 US Territories

J Kevin MacFarland Federal Bureau of Investigation ndash Training Instructor

J Kevin MacFarland is currently assigned to the Criminal Justice Information Services (CJIS) Division of the FBI CJIS Training and Policy Unit (CTAP) as a Training Instructor His primary duties include the function of trainingliaison representative to the majority of the southern region of the United States for the states of Alabama Arkansas Georgia Kentucky Louisiana Tennessee Texas Virginia and West Virginia He is additionally assigned in this capacity to the states of Delaware Maryland Massachusetts Michigan and Utah the District of Columbia Metropolitan Police Department and the territories of Puerto Rico and the US Virgin Islands for all Uniform Crime Reporting matters His responsibilities include the UCR programs of the Summary Reporting System the National Incident-Based Reporting System and Hate Crime Reporting Mr MacFarland entered on duty with the FBI in July 1989 and became a National Crime Information Center (NCIC) instructor in June 1990 He earned his FBI Instructors Certification in 1992 With the creation of CJIS by the FBI in 1992 Mr MacFarlandrsquos training responsibilities expanded to include all aspects of the Uniform Crime Reporting program He served as the first chairman of the NIBRS Certification Board for the FBI from 1996-1998 and was involved in assisting the European Union with the creation of a crime reporting process Prior to employment with the FBI Mr MacFarland worked in the private sector for nine years He earned a BA degree in Communications from the University of Central Florida in 1983

John F Morton II Federal Bureau of Investigation ndash Training Instructor

Mr Morton has been with the FBI more than 21 years He began his FBI career at CJIS in Clarksburg WV working in the Ident Section as a fingerprinting examiner from 1995 - 1998 He has worked in the CJIS National Instant Background Checks System (NICS) from 1998 ndash 2005 as legal instrument examiner conducting background checks for gun purchases and became a system analysis for NICS from 2005-2008 Mr Morton then was selected as one of four original team member for the Biometric Technology Center (BTC) design and construction project team where he was the chief security officer for the construction of the BTC on the CJIS complex Currently he is assigned to the Resources Management Section Training amp Advisory Process Unit Mr Morton specializes in Uniform Crime Reporting Summary and National Incident-Based Reporting System (NIBRS) training as well as Hate Crime Human Trafficking and Cargo Theft

Samuel Berhanu Federal Bureau of Investigation ndash Unit Chief of Crime Statistics Management Unit

Samuel Berhanu entered on duty with the FBI in July 2000 as a Survey Statistician in the Criminal Justice Information Services Division in Clarksburg West Virginia In 2001 Mr Berhanu was assigned as the Chief of the Crime Analysis Research and Development Unit In 2015 he was tasked to manage the Crime Statistics Management Unit Mr Berhanu currently manages a variety of programs and major projects that are designed to modernize the Uniform Crime Reporting Program

Lora L Klingensmith Federal Bureau of Investigation ndash Management and Program Analyst

Lora Klingensmith is a Management and Program Analyst assigned to the Crime Statistics Management Unit Programs Development Group Lora began her career with the Federal Bureau of Investigation on January 13 1997 She was introduced to Uniform Crime Reporting in January 2000 when she began auditing for the new Quality Assurance Review Program Ms Klingensmith conducted audits of State and Local Law Enforcement Agencies until 2006 when she moved to assist in the build of Next Generation Identification Recently returned to the world of Uniform Crime Reporting Ms Klingensmith serves as point of contact for the Human Trafficking and Cargo Theft Initiatives and manages various contracts for the CSMU

Amy C Blasher Federal Bureau of Investigation ndash Unit Chief of UCR Crime Data Modernization Team

Amy C Blasher is the Unit Chief of the Crime Data Modernization (CDM) Team in the Law Enforcement Support Section (LESS) of the FBIs Criminal Justice Information Services Division The Crime Data Modernization Team was tasked in February 2015 with a Directorrsquos Priority Initiative (DPI) from FBI Director James B Comey to improve the nationrsquos Uniform Crime Reporting (UCR) crime statistics for reliability accuracy accessibility and timeliness Ms Blasher was Unit Chief of the Crime Statistics Management Unit from July 2012 to February 2015 In this role she handled all of the UCR new initiatives and oversaw the annual publication of Crime in the United States In May 2012 she received the Outstanding SupervisorManager in an Administrative Series award at the 2012 Excellence in Government Awards Program recognized by the Pittsburgh Federal Executive Board She joined the National Instant Criminal Background Check System (NICS) Section in August 1998 where she served on the NICS Development Team She went on to serve as a Management and Program Analyst within the NICS Section and was involved with policy and new initiative development Through her tenure with the NICS Section she held many Senior Manager Leadership roles including oversight of the Quality Assurance Program legal administrative functions and liaisonoutreach activities Ms Blasher graduated from West Virginia University in 1994 with a Bachelor of Arts and Science in liberal arts

Kyle Comer Missouri State Highway Patrol ndash CJIS Program Manager

Kyle Comer is a 10-year veteran of the MSHP and is currently assigned as the State of Missouri UCR Program Manager and CJIS Program Manager over the CJIS Audit Unit (UCR NCIC and N-DEx audits) Mr Comer sits on the CJIS Advisory Policy Board (APB) UCR Subcommittee and serves as the Liaison to the FBI on the Executive Board of the Association of State Uniform Crime Reporting Programs (ASUCRP) Mr Comer is also a past president of ASUCRP and co-authored the Missouri Incident Based Reporting System (MIBRS) Technical Specifications Manual Mr Comer is additionally a member of the IJIS CJIS Programs Advisory Committee (CPAC) and the IJIS UCRNIBRS Subcommittee Mr Comer is a 2014 graduate of the IACP Leadership in Police Organizations (LPO) School and holds a Specialist Instructor License from the Missouri Department of Public Safetys Peace Officer Standards and Training (POST) Program Mr Comer holds a Juris Doctorate degree with Criminal Law specialization from Cleveland State University as well as Bachelor of Arts degrees in both Criminal Justice Studies and Psychology from the University of Dayton Mr Comer lives in St Louis with his wife Melissa and their two boys Collin and Keaton

Chris Bonyun Beyond 2020 Inc ndash Chief Executive Officer

Chris Bonyun is the CEO of Beyond 2020 Inc provider of a state Uniform Crime Reporting (UCR) repository and data analytics solution Since its inception in 1987 Beyond 2020 has been providing statistical data software to public sector organizations that have a need to publish their data to a broad audience Chris has an extensive background in data management solutions working with financial market data for Reuters and other smaller companies When he arrived at Beyond 2020 Chris quickly recognized the value of the National Incident Based Reporting System (NIBRS) standard and provided the drive to extend the existing data analysis solution to include the repository Chris has a deep understanding of the NIBRS data format especially the analytic capabilities it offers He has become an active member of the NIBRS community and chairs the Web Services Working Group of the CPAC UCR Subcommittee

Jim Pingel URL Integration ndash Integration Practice Manager

Jim Pingel is the Integration Practice Manager at URL Integration URLrsquos portfolio of standards-driven integration projects includes the State of Iowarsquos CJIS Program Lake County Illinois court eFiling and CAD law enforcement integration in DuPage County Illinois All of URLrsquos integration work employs national justice information-sharing standards including NIEM and the Global Reference Architecture (GRA) Jim has chaired the IJIS Institutersquos UCR Subcommittee since 2012 The subcommittee promotes direct ongoing interaction among ASUCRP the FBIrsquos UCR Program Office and the industry providers of RMS CAD and State Program systems and services In previous roles Jim managed the NIEM Business Advisory Committee (NBAC) directed Wisconsinrsquos Justice Information Sharing (WIJIS) Program and served the Milwaukee Police Department as its Finance Manager He holds a Masterrsquos degree in Public Administration from the University of Wisconsin and is a Certified Project Management Professional (PMP)

Darren A Cruzan an enrolled member of the Miami Tribe of Oklahoma comes to the position from the Department of Defense Pentagon Force Protection Agency (PFPA) The appointment became effective on September 27 2010 Cruzan brings a wide range of experience to OJS beginning as a patrolman in 1992 with the Joplin Police Department in Joplin Mo He served as a tribal police officer with the Miami Tribe of Oklahoma until 1995 when he was hired by the BIA and assigned to the District II OJS Office in the Eastern Oklahoma Regional Office in Muskogee Oklahoma In 1998 he was promoted to the rank of Supervisory Police Officer and assigned to the United States Indian Police Academy (IPA) located at the Federal Law Enforcement Training Center (FLETC) in Artesia NM There he provided law enforcement training to newly hired police detention and telecommunications officers working in Indian Country In 2001 Cruzan was promoted to Criminal Investigator assigned to the BIArsquos Field Office in Portland Ore where he performed federal criminal investigations and provided technical law enforcement assistance to the Indian tribes located in the Pacific Northwest region of the United States Cruzanrsquos next promotion was as the Supervisory Special Agent at the Crow Indian Reservation in Montana It was at this time that his department was honored by the Secretary of the Interior with the ldquoCustomer Service Excellence Awardrdquo (2004) The award details the recipient as ldquoa hero of citizen centered service a champion of government excellence and an ambassador of creative partnershipsrdquo Cruzanrsquos department was pivotal in reducing the number of Driving Under the Influence (DUI) related fatalities on the Crow Indian Reservation In 2004 Cruzan was asked to serve as the Senior Law Enforcement Advisor to the BIArsquos Associate Director of Operations in Washington DC Cruzan also served as the Indian Country Law Enforcement liaison to the Department of the Interior In 2006 Cruzan joined the PFPA as the Assistant Special Agent in Charge of the Criminal Investigative and Protective Directorate While there Cruzan supervised the day-to-day operations of the agencyrsquos Criminal Investigations Division He also served as the detail leader on dignitary protection missions for senior level DoD officials both within the continental United States and overseas His overseas missions included assignments into Iraq Beirut Saudi Arabia Germany France Belgium The Czech Republic The United Kingdom Austria and Japan Most recently Cruzan was appointed by the Director of the Pentagon Force Protection Agency as Division Chief of the agencyrsquos Recruitment and Medical Division Cruzan is a graduate of the Federal Bureau of Investigation National Academy (FBINA) Class 224 (2006) He holds a Bachelor of Science degree in Criminal Justice Administration from Mountain State University WVa

Scott Came SEARCHndash Executive Director

Scott Came is Executive Director of SEARCHmdashThe National Consortium for Justice Information and Statistics In this role he oversees the activities of SEARCH staff working in the organizationrsquos Information Sharing Law and Policy and High Tech Crime Training programs He also coordinates support for the SEARCH Membership Group consisting of governor-appointed representatives from the states and at-large Members appointed by the SEARCH Chair as well as the SEARCH Board of Directors Mr Came has played a leading role in justice community standards efforts such as the Global Justice Information Sharing Initiative and National Information Exchange Model As chair of the Global Standards Council he led the evolution of the Global Reference Architecture and authored many GRA components He currently serves on the Global Executive Steering Committee Global Advisory Committee and NIEM Executive Steering Council In ten years at SEARCH Mr Came has provided technical assistance on information sharing technology strategy and implementation of technical solutions to hundreds of jurisdictions nationwide He has led the formation of the Open Justice Broker Consortium which provides an open source software platform for justice information sharing and technical assistance to member jurisdictions on implementation of the platform He has developed technical solutions that support analytics and research using operational records leveraging the Open Justice Brokerrsquos standards-based architecture to reduce the cost of building analytical tools Mr Came is currently leading SEARCHrsquos implementation of an open source toolkit to support submission and validation of NIBRS data He previously worked on technology that translates between XML incident reports and NIBRS submissions In the late 1990s he assisted in the development of Washington Statersquos incident-based reporting submission technology

Becki Goggins SEARCHndash Director of Law and Policy

Ms Becki R Goggins is Director of Law and Policy for SEARCH The National Consortium for Justice Information and Statistics She oversees SEARCHrsquos consulting practice in the areas of criminal history records development of laws and policies concerning the use of justice information and protection of privacy implementation of evidence-based practices and the use of technology to improve justice information sharing She manages a specialist team that researches and writes about issues that impact justice information management and policy organizes conferences and workshops establishes and supports national task forces conducts surveys on issues pertinent to criminal record managers provides policy assistance to justice stakeholders and works collaboratively with governmental entities and other organizations to improve the quality of justice and public safety Before joining SEARCH in 2014 Ms Goggins worked in the office of Alabama Governor Robert Bentley on a statewide effort to reduce recidivism through improved information exchange between corrections agencies and mental health providers She also led efforts at Alabamarsquos health insurance exchange to develop privacy and security policies governing sharing of sensitive health data and oversaw efforts to implement interagency information exchanges across the state Ms Goggins also served as Division Manager for Alabamarsquos Uniform Crime Reporting Division and Statistical Analysis Center where she managed the statersquos criminal history repository crime reporting responsibilities statistical analysis and research projects and participated in national data-exchange initiatives including N-DEx and the CONNECT project Ms Goggins frequently served as a peer technical assistance provider and consultant to information sharing projects across the country sharing lessons learned from solving the same challenges in Alabama Prior to Ms Gogginsrsquo state government service which began in 2004 she worked for 10 years as Research Director for The Sentencing Institute at Auburn University Ms Goggins has a bachelorrsquos degree in English and a Master of Public Administration both from Auburn University
