    How can we help you to STEP UP?

    This month, TAPA has launched a global campaign to significantly increase the number of logistics service providers and transport companies with TAPA FSR and TSR certification and we are looking for a very proactive response from our members.

    As your Association, we are there to help you STEP UP & STAND OUT by certifying your facilities and trucking operations to TAPA’s Security Standards, whether this is at the self-certification entry level or the higher, independently-audited levels. And, of course, we provide free training for TAPA EMEA members to support you too.

    Why this campaign?

    There are a number of reasons why TAPA is taking this action. First of all, it is in reponse to the rising level of cargo crime and threats to supply chains all over the world. Secondly, and perhaps most importantly for all concerned, our manufacturer members need a bigger choice of TAPA-certified companies to help them manage risk. We also want to use the campaign to raise the profile

    of companies that have already made a strong commitment to adopting our Security Standards.

    How can we help you?

    Aside from free training, we’re available to talk to. What questions do you have about certification, how do you get started, and what is the certification process? We have created a dedicated campaign email as your first contact point – [email protected] – and your enquiries will be shared with our Standards team. If required, we will arrange for someone to call you to provide further guidance and support.

    For bigger TAPA member organisations, if you have a regional security meeting with managers from across EMEA, why not invite us to speak to you and your colleagues about certification.

    You may be closer than you think

    Another driver of this campaign is the fact that we strongly believe every professional logistics or transport company will already have most of what they need in place to commence the

    certification process so moving forward should not require an unreasonable amount of your time or investment. More than anything, we need your focus and commitment.

    In this issue of Vigilant, we interview Guido Giachino of TNT in Italy, who has self-certified 23 sites in recent months. Of course, TNT is not the only member supporting our Standards but his comments are very interesting and I hope they will inspire you to take action. Think about it. Having successfully completed a 1 or 1½ day free TAPA training course, he has been able to self-certify this many facilities already. You can do the same.

    As you can see from the photo, certification was one of the topics discussed at this month's successful and enjoyable TAPA APAC conference in Phuket, which attracted delegates from over 40 countries and an interesting group of speakers and panellists. Now, in EMEA, we are fast approaching our second and final main conference of 2015 in Munich on November 11 & 12 and as you will read in this issue, we too have a great line-up of speakers addressing topics that interest us all. If you have not yet registered, please do so to enable us to plan efficiently and to make sure you have a place at the conference.

    This will be another opportunity to also get onboard our certification campaign. Ask yourself, can you do it? Yes you can!

    TAPA has launched a global campaign to double the number of TAPA-certified warehouse facilities to over 2,000 in Europe, the Americas and Asia Pacific in the next three years and to make a ‘quantum leap’ in the number of trucking companies operating in compliance with the Association’s Security Standards.

    Developed by supply chain security professionals and logistics specialists, TAPA’s Facility Security Requirements (FSR) and Trucking Security Requirements (TSR) are respected across the globe as the leading security standards for the movement of high value, theft targeted goods. Many supplier contracts now demand compliance with TAPA Standards.

    The campaign includes the new self-certification programme for TAPA’s entry level FSR Level ‘C’ and TSR Level ‘3’ Security Standards and is supported by free training for members’ in-house auditors. Once they have successfully completed the 1-2 day course, they can undertake their own audits to

    demonstrate compliance with Level ‘C’ and Level ‘3’. A single trained in-house auditor will be able to self-certify multiple FSR or TSR operations to the respective ‘C’ or ‘3’ levels.

    The certification campaign also aims to build greater awareness for TAPA’s manufacturing members of the freight, logistics and transport companies that provide TAPA-certified facilities and trucking operations. This will include a new quarterly ‘Certification Bulletin’, profiles in the Association’s membership magazine and promotion through a new annual Directory of TAPA Certified Companies. The campaign is already generating media coverage across Europe, Asia Pacific and the Americas.

    The certification campaign aims to build greater awareness for TAPA’s manufacturing members of the freight, logistics and transport companies that provide TAPA-certified facilities and trucking operations.

    ‘A big window of opportunity for transport companies’

    “The TAPA members that are certified at the top levels of our Security Standards already understand the benefits because of the level

    and quality of business they get by being TAPA certified. However, the threat of cargo crime is increasing and that is why we need a bigger choice of services from companies that have demonstrated their commitment to a secure supply chain by adopting our Standards. Having recently certified our 1,000th global FSR facility, we see the need to double this figure over the next three years. In addition, the high volume of road-based cargo crime means there is a big window of opportunity for transport companies to increase their levels of business by completing our TSR certification. Companies also need to understand that it is not just high value goods that are being targeted by organised criminal gangs but just about every kind of product that has a resale value on the black market.”

    ‘We have someone focused on TAPA certification in every country.’

    In recent months, he has completed 23 self-certifications for TAPA’s FSR Level ‘C’ Security Standard and one FSR ‘A’. Currently, 37 of the company’s 90 depots in Italy have Level ‘C’ certification and seven others are FSR ‘A’.

    Vigilant caught up with Guido to find out just how much work is involved in the certification process.

    What is the value of TAPA certification?

    Today, all major customers request that the transportation of shipments meets stringent security requirements and TAPA certification is increasingly required. To be one of the best players on the market, we are investing a lot in transport security and soon all of TNT’s depots

    will have the requirements of TAPA certification and afterwards will be TAPA certified. We have someone focused on TAPA certification in every country.

    TAPA certification is mandatory for many of our customers, but there are also some that do not know anything about TAPA and in these cases we always introduce them to TAPA and its Security Standards.

    Your main focus currently seems to be to use the new self-certification process?

    We have already self-certified 23 depots with the new process and we are working to self audit more depots before the end of the year. Our goal is to achieve TAPA FSR Level ‘C’ in all of our depots and we have investment to do this in the next two years.

    Are you just focusing on FSR certification or TSR as well?

    At the moment we are focused on FSR certifications but in 2016 we will move our focus

    to TSR also. Trucks are always at risk and we are working together with our subcontractors to improve security on line-haul trucks and delivery vans.

    In your opinion, what are the benefits of self-certification?

    The self-certification level is very important because it is the first step for a company to meet TAPA Standards without any cost for external auditing.

    How helpful was the TAPA training in preparing you to complete the self-certification?

    The training was very worthwhile. The trainers were very knowledgeable and helpful and in the two days of training you can learn a lot of topics that allow you to complete a self assessment without big problems. I hope more people will participate in the training in the future and I’m inviting all of TAPA’s Italian members to follow the training in the Italian language that we, as part of the TAPA Italian

    Working Group, are organising in October and November. I hope to be a good trainer.

    How long does it take to complete a self-certification of a facility and is it quite straightforward?

    It’s not difficult to self certify a facility. Before starting you must be always well informed about the TAPA requirements and have at your disposal all of the materials needed (i.e. plans of the depots, security systems, logs,

    policies….etc). The first certification takes more time because you are familiarising yourself with the process and, of course, it also depends on the size of the facility, but I normally plan one day for the big depots and 4-6 hours for the smallest.

    How do TAPA Security Standards help improve the security of your operations?

    TAPA Standards has helped TNT to choose the best options related to security

    requirements and set our minimum security standards.

    How closely do you work with TNT colleagues elsewhere in the world that are also responsible for TAPA certification?

    We do not yet work as closely as we want but I hope that in the future a TNT-TAPA certifications group will be created to better deal with new standards and certifications.

    If you are currently using self-certification, do you plan to move to the higher levels of certification in the future?

    Our plan is to have all of our main hubs and depots TAPA FSR ‘A’ certified. This means we have to certify six more branches in Italy. That requires us doing the work but the results of TAPA certifications always bring rewards.

    What is your message to other companies about the value and importance of TAPA certification?

    My message is that security should not be seen, as often happens, as a cost but rather an investment that in future time always leads to considerable advantages. These benefits are sometimes difficult to quantify but are definitely present, and TAPA certification can help you to reach for them.

    SEVEN CARGO TRUCKS A DAY STOLEN IN SAUDI ARABIA, REPORT SAYSSeven cargo trucks are stolen every day in Saudi Arabia, according to the President of the National Committee of Transport in the Council of Saudi Chambers.The vehicles are targeted for the cargoes they are carrying, according to the report in Arab News.

    The losses occur despite the fact that the vehicles are fitted with satellite monitoring systems. Committee President, Bandar

    Al-Jabri, says drivers know where the satellite systems are placed on the trucks and suggests this information is kept secret to guard against any drivers ‘with bad intentions’ trying to damage the systems or disconnect them.

    Some of the stolen cargoes have a higher value than the trucks carrying them and this accounts for the fact that 70% of the stolen vehicles are found still intact.

    The article also says the punishment for those

    involved in cargo crimes is not sufficient. Thieves are usually detained ‘for a few months before their eventual deportation’.

    Ahmad Al-Muqbil, a member of the national committee for transport, says in the article that cargo theft is now such a serious problem for some transport companies that they are opting out of the sector. In one recent incident, cables valued at over €475,000 were stolen from a truck.

    UK RECORDS MOST INCIDENTS IN AUGUST BUT NAVCIS FREIGHT REPORTS SOME SUCCESS AS A RESULT OF PROACTIVE POLICE OPERATIONS

    Currently, only 15 incidents have been reported to TAPA EMEA’s IIS for August, producing an average loss for the month of €14,005, although this figure will increase once data is shared by law enforcement agency partners.

    The biggest theft recorded involved a Theft from Vehicle of 20 electrical bicycles, each valued at over €2,500. They were stolen from a vehicle parked in an unsecured lay-by on the westbound A14, near Haughley, Suffolk in the United Kingdom. The total loss was in excess of €55,000.

    The only other five-figure loss last month took place in the town of Markaryd in Sweden’s Kronoberg

    County. Thieves entered a trailer through its rear doors before cutting the tarpaulin from the inside of the vehicle and removing the cargo through the hole they had created. Coffee making appliances worth €20,000 were taken in the incident which also involved a truck at an unsecured parking location.

    The UK was the scene of eight of the 15 incidents reported in IIS in August. Germany and the

    Netherlands each recorded two incidents, and there

    were single cargo crimes in France, Sweden and

    Turkey.

    Theft from Vehicle was the most common

    type of incident, featuring in 40% of crimes, and thefts were also recorded involving Theft from Trailer, Theft of Vehicle and Clandestines as well one Hijacking and a Theft from Facility. Intrusion was the M.O. recorded for 10 of the

    15 crimes last month. There was a single case involving Violence

    following an assault on a driver after a truck carrying perfumes was hijacked in France. The truck and driver were later located using the vehicle’s GPS signal at a disused workshop in the village of Villers-sur-Coudun in the north of the country.

    The diversity of cargoes being targeted by thieves was clear again last month with goods being targeted in eight separate product categories. Most involved thefts of Cosmetics & Hygiene products, Consumer Electronics, and Furniture & Household Appliances.

    The prominence of the UK in the latest data for August comes as the country’s National

    Late reporting of incidents due to the summer vacation period across Europe means a further update on the August IIS cargo crime figures will be included in the October issue of Vigilant.

    Vehicle Crime Intelligence Service (NaVCIS) reports some success in tackling the problem. Nottinghamshire Police have made six arrests since the start of their proactive Operation Magna freight crime campaign along the A1 in the county and have seen a 25% reduction in offences recorded.

    In its latest report, it once again calls on industry to remind drivers of the risks of stopping overnight at unsecured parking locations and asks companies to take all security measures possible.

    NaVCIS also highlights four current cargo crime hotspots in the UK South Midlands and South East:

    • A34 between Biscester & Oxford, where there have been fuel and cargo thefts from LGV’s parked overnight

    • M1 junction 14/15 at Newport Pagnell services, again involving thefts from trucks parked overnight

    • M1 junction 12 after several high value cargo thefts from trucks parked overnight at Toddington services

    • A12 between Brentford and Chelmsford, with more thefts from LGVs during the night.

  • 1414 FUTURE TAPA STANDARDS

    TAPA’s FSR and TSR Security Standards are revised every three years to ensure they are up-to-date with the requirements of members and to take into account emerging threats to the supply chain. Work will soon commence on the next revision of the TAPA Security Standards, which will be released in January 2017 – so now it’s your opportunity to tell us about the changes you’d like to see.

    As of 1 October 2015 until 30 November 2015, TAPA members will be able to submit comments and proposals concerning updates to the 2017 Security Standards.

    All TAPA members will be sent a direct communication with a link to an online form to use to have their say. This will then be directed to the relevant regional change control body. Your requests should be clearly stated and can only be accepted using the official online submission form.

    Paul Linders, Chair of the TAPA World Wide Change Control Board (WWCCB), said: “Members will appreciate the level of work that goes into revising and creating the new TAPA Security Standards. We believe giving members a

    two-month window is a more than adequate amount of time for them to consider and share their comments on what they want to see in the 2017 FSR and TSR Standards.”

    The ProcessTAPA has appointed a dedicated administrator in each region to collate the online requests from members and will forward each correctly completed request to their regional Standards Working Group to review. This group will be the first to consider the request.

    If the information is not clear then the regional administrator may ask the person who made the submission for more details. If approved, the request will be sent to the WWCCB for final review and approval before being included in the new global Standard.

    If the request is declined by the regional group it will be sent back to you via the regional administrator, explaining the reasons for this decision. Once the submission process is closed and the WWCCB have reviewed all of the submissions from a global perspective, you will receive a notification of the result of your submission(s).

    A first draft of the approved changes should be ready to distribute to TAPA members by the end of January 2016 and at that time, the next steps will be communicated.

    HELP US IMPROVE THE TAPA 2017 SECURITY STANDARDS

    WHAT IS BEING CONSIDERED FOR CHANGE SO FAR?Members have already highlighted some aspects of the Standards they would like to see reviewed. These include:

    General• Reformatting the Standards’

    requirements into matrix tables to reduce duplication and simplify access

    • More information and guidance on the use of risk assessments to support certification

    • Avoiding big process changes or additional costs, taking into consideration:

    - Do we need to continue with 3 x FSR/TSR levels or should there only be 2?

    - Is there a benefit in merging FSR/TSR into one standard with ‘plug and play’ addendums for detailed Facility and Trucking Security Requirements?

    - Implementing more alignment in the format and content of FSR and TSR

    FSR• Review the need/options for high

    value cages/vaults requirements

    • Discontinue the TAPA Air Cargo Security Standard (TACSS) and incorporate it into FSR

    TSR• Better definitions/options for locks and

    locking mechanisms on trucks, trailers and vans

    • Tracking technology and ways to attack it are continually changing. Review the existing requirements (portable and fixed devices) and update the Standards to reflect the introduction of new technology and methods to minimise risk.

    Understanding the risks of using online freight exchanges

    In the last 12 months, TAPA EMEA has received reports of a number of cargo thefts involving ‘companies’ sourced through online freight exchanges.What are the risks – and how can they be avoided? How do you identify the warning signs that a person or company bidding to move your product may not be a genuine service provider?

    This is one of the topics that will be debated during TAPA EMEA’s Munich Conference on 11 & 12 November with a ‘Buyer Beware’ presentation by DB Schenker and an insurance industry view of online freight exchanges from the Danish Insurance Association.

    As always, the event will tackle a wide range of topics to ensure every delegate takes away new insight and information to help them manage risk in their own supply chain.

    Wallenborn Transport will provide the Member Case Study on the first day of the conference and this will be followed by cargo crime updates from European law enforcement agencies.

    On day one, the conference will also be addressed by Dorothee Bär, Germany’s Parliamentary State Secretary at the Federal Ministry of Transport and Digital Infrastructure. This will look at how Germany is tackling its increasing incidents of cargo crime, as reported in the TAPA EMEA IIS Annual Report 2014.

    EUROWATCHCentral will also review developments in the last five years, highlighting improvements and including

    case studies. The growing threat of cybercrime also has a place on the Munich agenda with a perspective from Siemens.

    Members will also hear the latest TAPA EMEA updates, which will include information on the new certification campaign, regional conferences and the Technology Working Group. As well as ample time for networking over the course of the two days, Honeywell and Genetec will also host two break-out sessions on the afternoon of day one.

  • 1616 CRIME TRENDS

    For some time we have been looking to identify the potential long-term impact of 3D printing on the movement of goods in the supply chain but now manufacturers and transport providers are being warned of how the criminal fraternity are using the technology to help steal goods from containers.Cargo thieves have reportedly started to use 3D printers to make fake security seals to hide the fact a shipment’s security has been compromised.

    According to a media report published on www.securingindustry.com the cloned seals are so advanced they even match the identification numbers on the official seal. The report highlights a shipment in which the original manufacturer and transport company seals placed on a shipment appeared to still be intact on arrival to the customer. However, once the seals were removed and

    the container was opened, most of the cargo was missing.

    Upon further investigation, the seals on the container were found to be counterfeits. According to one source some 3D printers can make the fake seals in just 10 minutes.

    Information provided by the Pharmaceutical Cargo Security Coalition included images of the fake seals which enabled cargo thieves to steal the bulk of the shipment.

    The photos in Figures 1 and 2 show the correct seals applied by the shipper and transport company. Figure 3 shows the fake seals produced by a 3D printer.

    Manufacturers and transport operators are now being offered the following advice:

    Awareness • Closely inspect all cut seals for appropriate

    hardened inner steel core

    • Immediately report any suspicious findings.

    Prevention • Do not discard cut seals which would

    provide a template for reproducing copies of seals

    • Collect and secure all cut seals for proper disposal such as verified destruction of original seals.
