3 Million Unwanted Babies In Bengal By 2021

Kolkata: With West Bengal estimated to add nearly 12.7 million people to its population by 2021, a whopping three million of those would be a result of unwanted/unplanned pregnancies, an expert said Tuesday. "Judging by the estimates of the current census, the state's population will go to 104 million people from 91.3 million. Of this additional population of 12.7 million, nearly three million babies will be result of unwanted and unplanned pregnancy," said Devendra Ko-thari of the Rajiv Gandhi Population Mission of the Rajasthan government. 60% Canadians See Economic Opportunity In Asia

Ottawa: Six in 10 Canadians view Asia's growing middle class as an opportunity for the Canadian economy compared to four in 10 who view it as a threat, according to the results of a poll. The poll was conducted for the Ottawa-based Ca-nadian Council of Chief Executives (CCCE). Continued from page 1...Europe are struggling to deal with an economic slowdown and finan-cial crisis. Even China is slowing down. We too have been affected, though I believe we have been able to limit the effect of the global crisis. We are at a point where we can reverse the slowdown in our growth. We need a revival in in-vestor confidence domestically and globally. The decisions we have taken recently are necessary for this purpose. Let me begin with the rise in diesel prices and the cap on LPG cylinders. We import almost 80 percent of our oil, and oil prices in the world market have increased sharply in the past four years. We did not pass on most of this price rise to you, so that we could pro-tect you from hardship to the maxi-mum extent possible. As a result, the subsidy on petroleum products has grown enormously. It was Rs.1 lakh 40 thousand crores last year. If we had not acted, it would have been over Rs.200,000 crore this year. Where would the money for this have come from? Money does not grow on trees. If we had not acted, it would have meant a higher fiscal deficit, that is, an unsustain-able increase in government ex-penditure vis-a-vis government in-come. If unchecked, this would lead to a further steep rise in prices and a loss of confidence in our econo-my. The prices of essential com-modities would rise faster. Both domestic as well as foreign inves-tors would be reluctant to invest in our economy. Interest rates would rise. Our companies would not be able to borrow abroad. Unemploy-ment would increase. The last time we faced this problem was in 1991. Nobody was willing to lend us even small amounts of money then. We came out of that crisis by taking strong, resolute steps. You can see the positive results of those steps. We are not in that situation today, but we must act before people lose confidence in our economy. I know what happened in 1991 and

I would be failing in my duty as Prime Minister of this great coun-try if I did not take strong preven-tive action. The world is not kind to those who do not tackle their own problems. Many European countries are in this position today. They cannot pay their bills and are

looking to others for help. They are having to cut wages or pensions to satisfy potential lenders. I am de-termined to see that India will not be pushed into that situation. But I can succeed only if I can persuade you to understand why we had to act. We raised the price of diesel by just Rs.5 per litre instead of the

Rs.17 that was needed to cut all losses on diesel. Much of diesel is used by big cars and SUVs owned by the rich and by factories and businesses. Should the government run large fiscal deficits to subsidise them? We reduced taxes on petrol by Rs.5 per litre to prevent a rise in

petrol prices. We did this so that the crores of middle class people who drive scooters and motorcycles are not hit further. On LPG, we put a cap of 6 subsidised cylinders per year. Almost half of our people, who need our help the most, actual-ly use only six cylinders or less. We have ensured they are not affected.

Others will still get six subsidised cylinders, but they must pay a high-er price for more. We did not touch the price of kerosene which is con-sumed by the poor. Dear Brothers and Sisters, You should know that even after the price increase, the prices of diesel and LPG in India are lower than those in Bangladesh, Nepal, Sri Lanka and Pakistan. The total subsidy on petroleum products will still be Rs.160 thousand crores. This is more than what we spend on Health and Education together. We held back from raising prices fur-ther because I hoped that oil prices would decline. Let me now turn to the decision to allow foreign invest-ment in retail trade. Some think it will hurt small traders. This is not true. Organised, modern retailing is already present in our country and is growing. All our major cit-ies have large retail chains. Our na-tional capital, Delhi, has many new shopping centres. But it has also seen a three-fold increase in small shops in recent years. In a growing economy, there is enough space for big and small to grow. The fear that small retailers will be wiped out is completely baseless. We should also remember that the opening of organised retail to foreign invest-ment will benefit our farmers. Ac-cording to the regulations we have introduced, those who bring FDI have to invest 50% of their money in building new warehouses, cold-storages and modern transport sys-tems. This will help to ensure that a third of our fruits and vegetables, which at present are wasted because of storage and transit losses, actu-ally reach the consumer. Wastage will go down; prices paid to farm-ers will go up; and prices paid by consumers will go down. The growth of organised retail will also create millions of good quality new jobs. We recognise that some politi-cal parties are opposed to this step. That is why state governments have been allowed to decide whether for-eign investment in retail can come into their state. But one state should

not stop another state from seek-ing a better life for its farmers, for its youth and for its consumers. In 1991, when we opened India to for-eign investment in manufacturing, many were worried. But today, In-dian companies are competing ef-fectively both at home and abroad, and they are investing around the world. More importantly, foreign companies are creating jobs for our youth -- in Information Technology, in steel, and in the auto industry. I am sure this will happen in retail trade as well. Dear Brothers and Sisters, The UPA Government is the government of the aam aadmi. In the past eight years our economy has grown at a record annual rate of 8.2 per cent. We have ensured that poverty has declined much faster, agriculture has grown faster, and ru-ral consumption per person has also grown faster. We need to do more, and we will do more. But to achieve inclusiveness we need more growth. And we must avoid high fiscal defi-cits which cause a loss of confi-dence in our economy. I promise you that I will do everything neces-sary to put our country back on the path of high and inclusive growth. But I need your support. Please do not be misled by those who want to confuse you by spreading fear and false information. The same tactics were adopted in 1991. They did not succeed then. They will not succeed now. I have full faith in the wisdom of the people of India. We have much to do to protect the interests of our nation, and we must do it now. At times, we need to say "No" to the easy option and say "Yes" to the more difficult one. This happens to be one such occasion. The time has come for hard decisions. For this I need your trust, your under-standing, and your cooperation. As Prime Minister of this great coun-try, I appeal to each one of you to strengthen my hands so that we can take our country forward and build a better and more prosper-ous future for ourselves and for the generations to come. Indian Army To Hold Largest War Game This WeekNew Delhi: The Indian army will hold its largest war game ever when top commanders from all key forma-tions will gather at Pune this week to validate its latest pro-active war fighting concepts aimed at tradition-al rivals, Pakistan and China. This is the first such warfare strategising exercise under present army chief General Bikram Singh. The war game, played over a tabletop, is be-ing held at a time when Pakistan is holding its largest two-month army field exercise by its Karachi-based V Corps beginning Tuesday (and will go on till middle of November), at a location overlooking Jaisalmer across the border in India's Rajast-han, to finalise its warfare concepts aimed at India. Hosted by the Pune-based Southern Army Command from Wednesday to Friday, the war game is expected to have Gen. Bi-kram Singh taking part, a top army officer said here. "Tabletop war games are much more complex and sophisticated in terms of content, brain-storming and evolving of warfare concepts to counter the ene-my's defensive tactics and offensive strategies. Field exercises are for validating the concepts evolved at tabletop war games," a senior army officer explained, adding, "Senior officers from all seven commands

of the Indian army and key forma-tions are participating in the war game. The war game will evolve a proactive strategy in punishing en-emy forces at the time of battle. It will also work on effective ways of

coordination between the army and the air force, key for a joint war ef-fort for maximising gains during battle." Southern Army Command is the largest in terms of Indian terri-tory that it is tasked to defend, from

the coastal states of Tamil Nadu and Kerala to the Rann of Kutch in Gu-jarat. The war game is a follow-up to the three major field exercises carried out by the army in the sum-mer and winter of 2011. The 2011

summer exercise Vijayee Bhava was held in the Rajasthan desert in May by the Ambala-based 2 Kharga Corps, one of the three offensive strike formations of the army. It was followed by the summer ex-ercise Pine Prahar in the plains of Punjab, also in May, staged by the Jalandhar-based 11 Vajra Corps, a pivot formation with both defensive and offensive elements among its ranks. Both 2 Corps and 11 Corps are under the Chandimandir-based Western Army Command. In No-vember that year, the army's Bho-pal-based 21 Sudarshan Chakra Corps, under the Southern Army Command, carried out the Sudar-shan Shakti exercise. These 2011 exercises, held under then chief Gen. V.K. Singh who spearheaded a transformation process in the army, aimed at building the capacities of the strike formations in delivering deadly blows to enemy forces in a short offensive by breaching the hostile army's defences and cap-turing important strategic assets deep inside enemy territory. These exercises were also meant to test the army and air force's jointness and their firepower with the use of over 200 battle tanks and infantry combat vehicles, and artillery guns, apart from attack helicopters.

Manmohan Singh Turns 80

WednesdayNew Delhi: Prime Minister Man-mohan Singh, a reluctant birth-day boy, turns 80 Wednesday but will spend the day working as he has done in the past, officials said. A workaholic, the prime minister has shied away from celebrations on his birthday but there have been occasions when he has cut a cake on board his special aircraft during foreign trips. The prime minister will Wednesday give away the Shanti Swarup Bhatnagar awards and Council for Scientific and Indus-trial Research (CSIR) awards on the organisation's 70th Founda-tion Day function. The prime minister is the president of CSIR, whose foundation day coincides with his birthday. "He will work as usual (on his birth-day)," an official said. Though some political leaders are ex-pected to call on the prime min-ister to greet him, the celebra-tions will be a low key affair, the official said. The prime minister last week embarked on a series of bold economic measures, including allowing foreign di-rect investment in multi-brand retail and a cap on the number of cooking gas cylinders. The decisions, including a hike in diesel prices, cost the govern-ment support of the Trinamool Congress. However, the prime minister reached out to people in a nationally televised address last Friday and told them that the economic policy decisions had been taken in the country's long term interests. He compared the vehement opposition to FDI in retail to the situation in 1991 when the government opened the country to foreign investment in manufacturing and said the op-position tactics had failed then and will fail now. Manmohan Singh, who has been prime min-ister since 2004, had also weath-ered the political storm when the Left parties withdrew support to the government over the India-US nuclear deal during the UPA-I government. Born in 1932 in Gah Begal village in what is now Punjab province of present-day Pakistan, Manmohan Singh's birthday falls on Sep 26 because his parents had given it as his date of birth to get him admitted in school. His family shifted to India during partition. "Sep 26 is shown in the school records as my date of birth," Manmo-han Singh had said when asked about it. The prime minister has celebrated his birthday mid-air on four occasions. He had cut a cake on his 77th birthday while on board Air India One enroute to Pittsburgh from Geneva and had also done so last year on his flight back from Frankfurt.

All Is Not Lost For The UPA -By Amulya Ganguli

Every dark cloud has a silver lining. In the pres-ent political scenario in India, at least three such streaks of light can be discerned. One is that the government is not in immediate danger. It may not last till 2014. But the moment of its fall will not be all that politically disadvantageous if the government’s present overdrive on reforms revives the “animal spirits” in the economy, as Prime Minister Manmohan Singh has prom-ised. In that event, the economic buoyancy can enable it to cross the electoral Rubicon. Sec-ondly, what is of considerable significance is that for the first time in the eight years of UPA-1 and UPA-2, the government and the Congress party are on the same page on reforms. For reasons which will be mentioned later, the sus-pected differences between the “neo-liberal” prime minister and the “socialist” party chief have disappeared. As is already evident, this unity of perception has marked the end of the earlier policy paralysis. Thirdly, for all the blus-ter of the opposition parties, they remain as dis-united as ever. To make matters worse, a fresh dose of uncertainty has been introduced in their camp by the sudden arousal of Mulayam Singh Yadav’s prime ministerial ambition. So, now, there are at least five contenders for the cov-eted post in the opposition’s ranks - Mulayam Singh Yadav, Narendra Modi, Sushma Swaraj, Nitish Kumar and that never-say-die aspirant, L.K. Advani. What this means is that the op-position’s eagerness for an early election will be tempered by uneasiness about the unseemly scramble for the top post which the announce-ment will entail. If anything, this jostling can-not but give breathing space to the Congress. To avail itself of this opportunity, the Congress will not only have to push ahead vigorously with the reforms but also explain in great detail their rationale, which the prime minister did in his address to the nation on Friday night where he sought people’s support for the “hard deci-sions” ahead. The reason for Manmohan Singh and his band of reformers like Finance Minis-ter P.Chidambaram and Planning Commission Deputy Chairman Montek Singh Ahluwalia to don the hats of teachers is that the party is fac-ing opponents who are driven solely by blind dogma and a myopic outlook, which is oblivi-ous of economic imperatives. As much is evi-dent from the acts of the Left, which withdrew

support to the government on the nuclear deal in 2008, and the Trinamool Congress, which has now withdrawn support on the question of reforms. While the Left was guided by an ob-sessive anti-Americanism, the Trinamool Con-gress is motivated by populist considerations where there is no room for the economic com-pulsions of balancing the budget or for the fac-tors of globalisation which integrates the mod-ern world. Not only that, this blinkered vision is compounded by the Trinamool Congress’s belief that it has to take up a position more to the left of the communists to outflank them, not least because the latter still has the support of 40 percent of the West Bengal voters. What is missing in these calculations, based on an in-adequate appreciation of economic realities and the need for crafty political manoeuvres, is a broad national vision. Only such clear-sightedness, which recognizes the limitations of the earlier experiments with a controlled economy, can lead to an understanding of the need for deregulation and the end of statism. But, if the Left purposefully rejects the new economic agenda for ideological reasons - al-though the CPI-M’s Buddhadev Bhattacharjee realised the necessity of a change of line when he was West Bengal chief minister - parties like

the Trinamool Congress are too preoccupied with their local political requirements to widen their outlook. It is the same with other regional outfits like the Samajwadi Party, the Janata Dal-United and the DMK. The worst offender, how-ever, is the Bharatiya Janata Party (BJP), which claims to be pro-reform. But an overwhelming desire to corner the Congress has made it turn against a measure like FDI in retail, which it had supported when in power. So, now, it has adopted the jargon of the Left to blame the “for-eign hand” for the latest reforms, as Modi has done. But there are signs of hope. While the Congress’s allies like the Nationalist Congress Party (NCP) and the National Conference are pro-reform, a change of mood is evident in the Biju Janata Dal’s decision to take a fresh look at FDI in retail. It is also known that there are two views in the Akali Dal on the issue with Punjab Deputy Chief Minister Sukhbir Singh Badal favouring it. What is of vital importance, however, is the Congress’s decision to shed its earlier hesitancy about reforms and stand fully behind Manmohan Singh. There is little doubt that it is the plummeting growth rate and dwin-dling investment which made the party realize that there is no other path than reforms. Amu-lya Ganguli is a political analyst

Why Is Hindi Not At The United Nations?

Ahead of the ninth World Hindi Convention in Johannesburg, South Africa (Sep 22-24), it defies logic why Hindi, a language spoken by over half a billion people, or every 10th person on the planet, should feel threatened and require state protection to breath nor-mally. A popular language has its own ways of dealing with challenges and changing times. It can never be stunted. Languages have their own set of tools. With everything around it changing, it also grows by adding new words and phrases and by altering gram-mar when needed. Though not opposed to celebrating a language, I feel that organising Hindi Days or Weeks signals as if the lan-guage is on its death bed. In fact, it is quite

the opposite. People know the strength of their language and are proud of it. For them, it expresses emotions and moves lives and markets. It does many more things beyond mere communication. Whether or not Hindi becomes one of the official languages at the UN is a different issue, inconsequential to its growth. If the state feels the language may add to national image, allowing India to play a bigger role globally, it should take up the cudgels. Unfortunately, this has not happened despite eight World Hindi Con-ventions over the last 30 years. According to rough calculations by the external affairs ministry, an investment of over Rs.100 crore is required to install Hindi at the UN as its sixth official language. The figure was given out at the time of the Suriname Hindi confer-ence. But that is probably the easier part. For Hindi to be there at the UN it needs support

of a desired number of General Assembly members and no opposition from the Big 5. The Johannesburg convention will pass resolutions and probably forget the issue for four years. The core issue, however, is the growth of Hindi at home. It definitely has wide reach but, sadly, does not show much sign of life in thought and content. The re-sult is that while Hindi newspapers expand, Hindi books present a gloomy picture. To-day Hindi books on an average have a print run of less than 500 copies. A book selling a thousand copies is called a bestseller! Also, it is probably the only language in the world where dictionaries and their usage do not get the importance it deserves. The last proper Hindi dictionary was published in the last century, nearly 30 years ago. Like all lan-

guages Hindi has acquired many new words, but they do not figure in its dictionaries. On the reverse, languages shed archaic words. They, however, keep a link and do not lose them permanently. A recent study suggests that, on a conservative estimate, Hindi has lost over 10,000 words in the last 150 years, since the first war of independence in 1857. The language has not even mourned the loss of the treasure, let alone compile them for posterity. Hindi certainly requires a ‘Dictionary Mission’ as a first step to-wards realising its global ambitions. And if the state wants Hindi to be a powerhouse to draw energy from, it should make the initial move. Leaving its execution and distribu-tion entirely in private hands may defeat the purpose. New Delhi: India needs reforms in the na-tional interest and "hard decisions" will be pursued with people's support, despite politi-cal opposition. This was the message a reso-lute Prime Minister Manmohan Singh sent out Friday, barely hours after the Trinamool Congress withdrew from his 40-month-old government reducing it to a minority. "No government wants to impose burdens on the common man," Manmohan Singh said, seek-ing to reach out directly to the people and ex-plaining to them the rationale behind "some

important economic policy decisions" taken in recent days, harsh as they may seem. "The time has come for hard decisions. For this I need your trust, your understanding and your cooperation," he pleaded in a rare televised address to the nation at prime time on pub-lic broadcaster Doordarshan. The address came shortly after all six Trinamool Con-gress ministers - the second largest party in the UPA - resigned from the government and withdrew the support of its 19 Lok Sabha members to the ruling coalition, three days after it said it was quitting the alliance over its latest round of reforms which it said were "anti-poor". and five ministers of state called on the prime minister and handed over their resignations. The meeting barely lasted five minutes. They later went and submitted a letter to President Pranab Mukherjee withdrawing support to the UPA. These developments have a defi-nite impact on the life of the UPA-II, which technically has 20 months more to go before the next national elections. But Manmohan Singh, aware of the political fallout of these decisions, said he needed the support of every fellow citizen to put India "back on the path

of high and inclusive growth." "Please do not be misled by those who want to confuse you by spreading fear and false information. The same tactics were adopted in 1991. They did not succeed then. They will not succeed now. "I have full faith in the wisdom of the people of India," he said. In a series of re-formist decisions, that was reminiscent of the liberalisation programme initiated by Man-mohan Singh the finance minister in 1991 when he opened up the economy, the gov-ernment last week allowed foreign equity in multi-brand retailing, further eased the norms on single-brand retailing and the broadcast sectors and permitted foreign airlines to pick

stakes in domestic carriers. These decisions, which came just a day after a go-ahead to oil marketing companies to raise prices of die-sel and limit the subsidy on cooking gas to six cylinders per year, did not go down well with other parties, including a key ally, the Trinamool Congress. This led to opposition parties staging a nationwide protest Thurs-day, with the leaders the of Left Front and the Bharatiya Janata Party (BJP) -- otherwise at opposite ends of the political spectrum over their ideologies -- even sharing a common platform. But the UPA, with strong back-ing from the Congress party leadership, not just stuck to its guns but cocked a snook at the opposition by notifying the reforms and making them operational. With West Bengal Chief Minister Mamata Banerjee-led Tri-namool Congress, that has 19 members in the 545-seat Lok Sabha, keeping her prom-ise of walking out of the UPA, it was left with an effective strength of 254 members, short of the mid-way mark of 273. But it is counting on the support of Mulayam Singh

Yadav's Samajwadi Party with 22 members, Mayawati's Bahujan Samaj Party with 21 members and Lalu Prasad's Rashtriya Janata Dal with four. Mulayam Singh Yadav told journalists that, though his party was not in the UPA, they would support the govern-ment from outside "to keep the BJP out of power." His party had however supported the opposition-sponsored nationwide shutdown against the recent measures. With presumed support of both the main parties of Uttar Pradesh, the UPA's numerical strength in the Lok Sabha should rise to 301, not counting some of the nine independent members. "We have the numbers. You will see," a confident Parliamentary Affairs Minister Pawan Ku-mar Bansal said, even daring the opposition to move a motion of no-confidence in the Lok Sabha to test their strength. If the stock markets are any indicator, the sensitive index (Sensex) of the Bombay Stock Exchange (BSE) shot by up over 400 points or 2.2 percent, with investors toasting the govern-ment's decision to stay the course on reforms.

President Mukherjee To Visit Kashmir

Srinagar/New Delhi: President Pranab Mukherjee will pay a three-day visit to Jam-mu and Kashmir from Wednesday to attend the convocation of Kashmir University amid a boycott call by the students' union and a shutdown by a hardline Hurriyat leader. This will be President Mukherjee's maiden visit to Kashmir since he took over as head of state in July. The president will attend a banquet hosted by Governor N.N. Vohra on Wednesday. On Thursday, he will attend the 18th annual convocation of University of Kashmir, review the Dal Lake Conser-vation Project and interact with a group of intellectuals, a statement from Rashtrapati Bhavan in New Delhi said. Sharp shooters have been posted around the Kashmir Uni-versity campus ahead of the president's visit to deliver the 18th convocation address. Au-thorities in Srinagar Tuesday asked all the resident scholars to vacate the various hos-tels as a security measure. Senior officials of security both from the state and central gov-ernment held meetings with the University authorities at the Hazratbal campus Tuesday in view of the VVIP visit. Two days ahead of the convocation, multi-ladder emergen-cy vehicles of the fire services department, posse of specially trained commandos and dozens of police and paramilitary troopers were posted inside the University campus where academic routine continued unhin-dered despite the massive security arrange-ments. Meanwhile, hardline separatist leader Syed Ali Geelani has called for a complete protest shutdown on Thursday to coincide with President Mukherjee's visit to the Val-ley. The University's students' union has also announced a boycott of the convocation be-sides asking students to wear black badges and hoist black flags to protest the visit. In-terestingly, Mirwaiz Umer Farooq, chairman of the moderate Hurriyat group, who had earlier registered himself with the Univer-sity authorities to receive a gold medal for his Ph.D thesis in Islamic studies during the convocation has now said he would not be attending Thursday's function. Mirwaiz had attracted a lot of flak from the separat-ist quarters for his decision to register for the gold medal which would be awarded to him by the country's president. President Mukherjee returns to New Delhi on Sep 28.

Ajit Pawar Resigns From Maharashtra Cabinet Following Scam Allegations

Mumbai: Maharashtra Deputy Chief Minister Ajit Pawar Tuesday resigned from the cabinet follow-ing allegations of involvement in an irrigation scam when he was water resources minister and said he was prepared for a CBI probe into the case. His Nationalist Con-gress Party (NCP), however, said it would remain in the coalition gov-ernment with the Congress in the state, and the United Progressive Alliance government in Delhi. The 53-year-old NCP strongman said he had sent his resignation to Chief Minister Prithviraj Chavan, who will send it to the governor. How-ever, Pawar, who held the plum finance and energy portfolios as the deputy chief minister, said he would remain the NCP Legislature Party leader until his party and leg-islators desired. He declared that he would not join the government as a minister until his name was "cleared" from the alleged irregu-larities. Pawar added that he has recommended his party and minis-terial colleagues Jayant Patil for the post of finance minister and Rajesh Tope as energy minister. "People are jealous of the rise of the NCP,"

Pawar asserted, but did not elabo-rate. He demanded that a White Paper be issued on the entire gam-ut of irrigation projects in the state, how many were pending, how

much funds have gone into them and their current status. Last July, Chavan had assured the state legis-lature that a White Paper would be brought on the irrigation scenario

in the state, which had angered the NCP. The two parties are engaged in a love-hate relationship over the past 12 years when they have been sharing power in the state. Mean-

while, Ajit Pawar's uncle, NCP chief and Union Agriculture Min-ister Sharad Pawar has stated that the NCP would not "destabilize" the Democratic Front government in the state. Senior NCP leader and union Heavy Industries Minister Praful Patel also made it clear in New Delhi that the NCP would not walk out of the state government in the wake of Ajit Pawar's resig-nation. They were referring to the clamour among a section of party legislators and councillors who want the NCP to walk out of the al-liance and give outside support to the Congress in Maharashtra. Ac-cording to reports in some sections of the media, Ajit Pawar had alleg-edly approved 38 irrigation proj-ects worth over Rs.20,000 crore when he was the water resources minister for a decade between 1999-2009, before he became the deputy chief minister. He had been accused of approving these projects without taking the relevant clear-ance of various government depart-ments and the tenders were alleg-edly approved at inflated rates. Ajit Pawar has rejected all allegations.

Jayalalithaa Accuses Karunanidhi Of Double Standards

Chennai: Tamil Nadu Chief Minis-ter J. Jayalalithaa Tuesday accused DMK president M. Karunanidhi of adopting double standards on the Cauvery dispute, Kudankulam nuclear project and power short-age. "It was Karunanidhi who be-trayed the interests of state in the Cauvery river water issue. In the assembly, he said Tamil Nadu had no objection to Karnataka building the Hemavathi dam," Jayalalithaa said in a statement. She said that in 1972, Karunanidhi as the chief minister withdrew the case filed

in the Supreme Court against Kar-nataka in 1971 without informing the assembly in the face of politi-cal pressure. She said the Rs.500 crore developmental projects in and around Kudankulam would be taken up after normalcy returned there. Villagers are protesting the setting up of two 1,000-MW nuclear reactors at Kudankulam in Tirunelveli district, around 650 km from here. Jayalalithaa said she took steps to form central and state expert panels to clarify the fears of the villagers. She said Ka-

runanidhi had earlier wanted the central and the state governments to take steps to commission the nuclear plant but now he wanted the state to hold a dialogue with the protestors. She said that on foreign direct investment (FDI) in retail and hike in diesel price too, Karunanidhi was adopting double standards. She said the political affairs committee of the central government had decided on diesel price hike and Karunanidhi's son and union minister M.K. Alagiri was a member of that committee.

Sonia Discusses Cabinet Reshuffle With Party

New Delhi: A day ahead of the Congress Working Committee meet-ing, party president Sonia Gandhi Monday met senior leaders, includ-ing C.P. Joshi and Ghulam Nabi Azad, to discuss the current political situation as well as a likely cabinet reshuffle. Gandhi also met Motilal Vora, Home Minister Sushilkumar Shinde and her political secretary Ahmed Patel, party sources said. Road Transport Minister Joshi has been given additional charge of the railways after the Trinamool Con-gress quit the government and also the United Progressive Alliance (UPA) coalition on Friday. After the exit of six Trinamool ministers, a reshuffle would help fill existing vacancies and also rationalise work of ministers who had more portfolios than one. According to the sources, there was a possibility of the Congress keeping with itself the railway ministry which was earlier with the Trinamool Congress in the UPA-II.

‘UPA Government Has Become Anti-people’

Kolkata: Launching a scathing attack on the Congress-led UPA regime, the Trinamool Con-gress Tuesday said nationwide protests against the central government are imminent as it is pursuing anti-people policies. "There will be nationwide protests against the centre. Common man will come down to the streets to protest against the centre because common people have no option other than protesting and opposing its anti-people policies," party MP and former union minister Sougata Roy said, adding, "The government has become anti-people...they are no longer bothered about common man." Miffed over twin decisions of diesel price hike and FDI in retail, Trinamool Congress supremo and West Bengal Chief Minister Mamata Banerjee withdrew her party's support to the United Progressive Alliance government. The party's six union ministers resigned Friday and gave a letter withdrawing the party's support to the UPA to President Pranab Mukherjee. She said Karunanidhi should clarify whether Alagiri participat-ed in the meeting of the committee and opposed the centre's decision to hike the diesel prices.

Nupur Talwar Leaves Prison On BailGhaziabad: Dentist Nupur Talwar, mother of slain teenager Aarushi, walked out of prison on bail fol-lowing an order issued by a special court here Tuesday. She was ar-rested April 30. She stepped out of the Dasna jail around 7 p.m. after a Central Bureau of Investigation (CBI) special court issued orders to release her on furnishing a bail bond of Rs.200,000, in addition to two surety bonds of Rs.200,000 each. The local court issued the re-lease order after the Supreme Court Sep 17 granted her bail and asked the trial judge to release her Sep 25. Sporting an orange suit, Nupur Talwar looked calm as she came out of the jail. She was received by her dentist husband Rajesh Talwar, who himself is out on bail. Nupur Talwar's brother-in-law Dinesh Talwar, along with other family members and relatives were also present. Police escorted her to a car waiting outside the jail. As her car moved towards National Highway-24, a police vehicle fol-lowed it. Nupur Talwar and her husband are accused in the murder

of their daughter and destroying evidence. Aarushi, 14, was found murdered at her parents' Noida residence May 16, 2008. The body of her domestic help Hemraj was found the next day on the terrace of the house. During the hearing be-fore CBI Special Judge S. Lal, the CBI submitted an application be-fore the judge submitting that they wanted to give some fresh docu-ments as evidence. Defence law-yers opposed the CBI submission and requested the court to grant them time to oppose it. The court would next hear the case Sep 27. In a related development, police Tues-day said the former investigation officer and one of the prime wit-nesses in the Aarushi-Hemraj dou-ble murder was killed by a speeding truck Sep 20. Sub-inspector Jagvir Singh Malik was among eight po-licemen who were killed after being hit by the truck around 11 p.m. on National Highway-24 near a picket where they were posted. Malik was appointed the investigation officer after Data Ram Nanoria and held the responsibility for three days.

Rahul Terms Rape Allegation ‘Political Mudslinging’

New Delhi: Congress MP Rahul Gandhi Mon-day told the Supreme Court that the allega-tions against him that he wrongfully confined and raped a woman in his Amethi Lok Sabha constituency were an act of "sinister political mudslinging". Senior counsel P.P. Rao, appear-ing for Gandhi, before the apex court bench of Justice B.S. Chauhan and Justice Swatanter Kumar said, "It is a clear case of sinister po-litical mudslinging against a promising young leader of the country." The court was hearing a petition by Kishore Smrite who made al-legations, based on a website report, that on Dec 3, 2006, while on a tour of his constitu-ency in Uttar Pradesh, Gandhi along with his six friends committed rape of a woman and detained her illegally. The Allahabad High Court earlier dismissed Smrite's petition, or-dered a Central Bureau of Investigation probe against him and imposed a cost of Rs.50 lakh.

Jharkhand Prayer Hall Stampede Claims Nine

Ranchi: At least nine devotees, including eight women, were suffocated to death following a stampede at an ashram in Jharkhand's Deoghar district Monday, police said. Nearly 2.5 lakh people from Bihar, Od-isha and Jharkhand were gath-ered for Seer Thakur Anukul Chand's 125th birth anniversary celebrations when the tragedy occurred during early morning prayers. "People were vying to catch a glimpse of the samadhi. The prayer hall gate was closed and a stampede took place. Russia To Base MiG-31 Interceptors In ArcticMoscow: The Russian defence ministry is to base MiG-31 long-range interceptors at the Rogachyovo Arctic base by the end of the year to defend against any attack from the north, Izvestia reported Tuesday quoting military sources. "The MiG-31 squadron will be the main element of Russia's developing anti-missile defence sys-tem -- the MiG-31 is capable of intercepting not only strike aircraft, but also cruise missiles with nuclear warheads from the Barents Sea to the shores of the Laptev Sea," the source said. Military analyst Anatoly Tsyganok says the MiG-31BM has a range of 1,450 km on internal fuel, which can be extended to 5,400 km with air-to-air refuelling. Although Russia does not have complete ground-based radar coverage across its northern areas, he explained, the two-seat MiG-31 can intercept targets up to 200 km away thanks to its advanced radar and long-range missiles. The MiG-31, the fastest fighter-interceptor in service anywhere in the world, has re-cently been the subject of a comprehensive upgrade to MiG-31BM standard. The modernized version boasts upgraded avionics and digital data-links, a new multi-mode radar, colour multifunction cockpit displays, and a more powerful fire-con-trol system. It can simultaneously track up to 10 targets. Earlier this year, the air force said it was testing a new advanced air-to-air missile, which aviation analysts told RIA Novosti was likely to be the K-37M (also known as RVV-BD or AA-X-13 to NATO). This could be deployed on the MiG-31BM, significantly enhanc-ing its long-range interception performance against cruise missiles. An air force representative said there will be no problem basing the advanced supersonic MiGs on the frozen island, as the airfield has a good runway and a full range of facilities for those based and living there, including their families. Russia has based the 63 Fighter Squadron equipped with Sukhoi Su-27 fighters at Rogachyovo since 1993.

Beijing: China will surpass the US with most number of skyscrapers, or buildings more than 152 metres in height, in the next five years, ac-cording to a report. China will have 802 such buildings by 2017, com-pared to 539 in the US. And in 10 years, the number of skyscrapers in China will reach 1,318, compared to 563 in the US. Currently, the US tops the world with 533 skyscrap-ers, compared to 470 in China, the research organization MotianCity said in a report. There are 332 such buildings under construction in China, with an additional 516 in the pipeline, the Shanghai Daily report-ed Monday. In contrast, only six skyscrapers are under construction in the US at present, with another 24 in the planning stage. The skyscrap-ers are set to rise not only in major cities like Shanghai and Beijing but also in second and third-tier cities.

Pick any day from his teenage years and he can recall every detail of it - while most of us will remember no more than 11 events from each year of our life. Information about conversations he had, programmes he watched and even songs he heard are all part of Aurelien's astonish-ing recall, according to Mail. While Aurelien describes his early childhood memories as "vague recollections" like everyone else's, things changed around the age of 11. "It's not something that I realised overnight, but when I was 14 I discovered that I was quite good at remembering some things that had happened years before," the newspaper quoted the 20-year-old as saying. Only 20 people in the world have been diagnosed with hyper-thymesia, and it is believed Aurelien is the only Briton. However, the English literature student at Durham University insists his remarkable memory does not give him an advan-tage when it comes to exams or essays.

Moscow: Russia's largest diamond miner Alrosa discovered a unique diamond weighing 158.2 car-ats and worth over $1.5 million, the company said Tuesday. The diamond was found in Septem-ber at diamond-mining factory No.16 of the Nyurbinsk ore min-ing and processing enterprise in

the Republic of Yakutia in Rus-sia's north-east. "In the estimate of Alrosa's specialists, this diamond may be sold for over $1.5 mil-lion at auction. This diamond, if it is processed, may also produce several quality diamonds, each of them worth over several hundred thousand US dollars," Alrosa said

in the statement. Alrosa is one of the world's largest diamond companies, accounting for about 28 percent of global production, and produces 97 percent of all diamonds in Russia. The company boasts proven diamond reserves that enable it to maintain diamond production for over 25 years.

Beijing: An "Animal Olympics" in China which features elephant bas-ketball, monkey pole climbing, and dog and bear hurdle races, has been criticised by a rights group, describ-ing it as "animal abuse". The games, which opened Sunday at the Shang-hai Wildlife Park, feature more than 40 sports. An elephant lit the Olym-pic flame during the opening cer-emony, the Shanghai Daily reported Tuesday. Animals from across the world are participating. The event will run till November. The games "mistreat animals" and are "against their natural behaviour and hurts their health", said Sun Quanhui of the World Society for the Protec-tion of Animals. Sun said such ac-

tivities involve harsh measures dur-ing training like withholding food. Many animals die or suffer from injuries. Bear and gorilla balance-beam competitions, bear bicycle races and monkey rope-skipping are some of the other highlights. The park insisted they do not harm the animals. "It is healthy sport as ani-mals participate in the games based on their nature, like a cheetah race as they are known for their fast speed, and we use food as a reward," said Ni Li, a park official. The Chinese law made it illegal the use animals in performances in zoos. But it does not stop other animal-related activi-ties, the daily added. Sun said the regulation only targets zoos.

United Nations: The UN-Arab league joint special representa-tive for Syria Lakhdar Brahimi said Monday that the situation in Syria was “extremely bad” and getting worse. “There is no dis-agreement that the situation in Syria is extremely bad and get-ting worse, and that it is a threat to the region and a threat to the peace and security in the world,” Xinhua quoted Brahimi as say-ing. No Wedding Jitters For SamvruthaAyalum Njanum Thammil may be actress Samvrutha Sunil's last film before she gets married Recently, Samvrutha Sunil was described as the ideal 'girl of your dreams' in a radio show. How-ever, the actress laughs it off and says, "Am I? I've never heard that before. But it's definitely nice to hear. Whether I'm like that in real life, only those close to me would be able to say. As of now, let it stay that way." After shooting for films con-tinuously for more than two years now, Samvrutha is finally heaving a sigh of relief. She has one whole month ahead of her wedding to Akhil Jayaraj on November 1 and the actress plans to forget about films and concentrate solely on her wedding. "Yes, the shoot of Shafi's 101 Weddings, where I play this rich girl who isn't interested in all the wealth, is over. And the shoot is also winding up for Lal Jose's Ayalum Njanum Thammil, which will probably be my last film. Both these are set to release towards the end of October, before my wed-ding," she says. Samvrutha was supposed to do Kamal's Cellulloid as well but had to drop out of the project due to date issues. Of taking up offers in the fu-ture, Samvrutha says, "As of now, I'm not even thinking about it. Yes, I know Mamta (Pregith) shuttles between Kerala and Bahrain post marriage, but it is not going to be as easy to travel from the US." Post wedding, Samvrutha will head to California, where her fiance is based. So will she miss her ce-lebrity status and stardom? "Oh no, I'm looking forward to the anonym-ity that a new place promises. I love my little outings and I've missed having a normal life; going out for shopping or to the beach without having people recognise me for a while now," she says. However, she adds, "There are Malayalis every-where and whenever I've been to the US before, I've been treated like a celebrity." And how does her software en-gineer fiance view her celeb status?

"Akhil had left for the US before I got into films and so he has never known me as an actress. He will probably see that side of me only during the wedding I guess," she laughs. So any wedding jitters? "No,

I've been talking to Akhil for the past eight months and we've got to know each other really well. The wedding will be at Kannur, and there will be a reception at Kochi on November 6 for the film frater-nity," says Samvrutha.

The actress says the wedding preparations are almost over. "I just need to finish with some shopping. Of course, the bridal wear will be the groom's choice; it's part of our tradition for the bride to wear a cream and gold sari," she says.

Malayalam Actor Thilakan No More

Veteran Malayalam actor Thilakan passed away at a hospital here early Monday. He was 74. The actor, who died at 3 a.m, was in a critical condition after suf-fering two heart attacks. He was

part of nearly 300 films, most of them in Malayalam. Beginning his career in the 1950s, he became famous with his 1979 film 'Ulkadal'. His latest film was 'Ustad Hotel'.

Soorya All Praise For Malayalam Film Industry

Despite his critically-acclaimed film 'Melvilasom' tanking at the box office last year, Soorya Krishnamoorthy, the chief ar-chitect behind the 36-year-old Soorya Film Festival, is all praise for the current change in Malayalam film industry. "It's a season of singing birds in our film industry right now and I hope it would result in a lot of good projects," he says. At a recent film muhurth, Soorya also recounted what legendary auteur Satyajith Ray had said once during his visit to Kerala. "Ray said that if 300 watch one movie in a the-atre and interpret a single story, then it's a failure. On the other hand, if they see 300 different stories in that film, then that movie has touched a chord." He pointed out that several of Mollywood's projects are now on that line.

Dipa Shah Explores Her Girly Side

While most actress go de-glam and take up non typical female roles after they have made a mark in the industry, for Dipa Shah, it has been the exact opposite. "I had a very serious role as a trainee cop in my debut film Yud-dham Sei. But now, in my second film, Sillunu Oru San-thippu, I'm playing a very girly role," says the actress. She plays the lead opposite Vimal in the film, which she says is a feel-good commercial film "with lot of ro-mance". Talking about her character, she says, "I play a homely, reserved but strong-minded girl from Ooty, which is quite a contrast to my actual persona. Vimal's character has an exact philosophy of life and love, but they still fall in love." But what has got her real excited is the fact that she will finally be doing what a regular heroine does — dance. "I have two songs in the film and had loads of fun shooting for them," she quips. Though not a trained dancer, Dipa reveals that she is now learning Kathak in Mumbai from Viru Krishnaji, who has taught B-Town celebs including Katrina and Priyanka Chopra.

It was earlier reported that Jayam Raja's directorial debut in Bolly-wood will star Akshay Kumar in the lead. And the latest is that this film, which will be produced by ace director Sanjay Leela Bhansali, is likely to star Tamannaah opposite Akki. Interestingly, the actress has already worked with Raja in his Thillalangadi that starred Jayam Ravi. Tamannaah's dad said, "Yes, we are in talks for the Akshay Ku-mar film to be directed by Jayam Raja." The other news is that this film will be a remake of the 2002 Tamil hit, Ramana, which was di-rected by A R Murugadoss and starred Vijaykanth and Simran in the lead. New Delhi: India needs new tour-ist destinations and the northeast region has the potential to fulfill the role if its tourism infrastructure improves, Assam Tourism Minister Chandan Brahma said here Tues-day. Brahma was speaking at a workshop on "Making North East Tourism Ready" that the northeast has rich ethnic diversity, cultural heritage, wildlife and natural beau-ty and has potential to emerge as a favourite of tourists. "India needs new tourist destinations. Tourists are looking forward to this," Brah-ma said. He said Assam alone has 20 wildlife sanctuaries and seven national parks. Brahma said the central government should give more funds for creating tourism infrastructure in the region, which needs more hotels and tourism re-sorts. Earlier, speaking at the work-shop, Brahma said that the Assam government was coming up with a tourism policy and initiatives such as river taxis and a luxury cruises on the Brahmaputra river. He said Assam International Tourism Car-nival will be held in January next

year at Guwahati and more than 20 countries were expected to take part. Priya M. Varghese of Tata Consultancy Services (TCS) said the northeast accounts for 7.9 per-cent of the country's geographical area but attracts only 0.9 percent of domestic tourists and 0.3 percent of international tourists. New Delhi: Employees of cash-strapped national carrier Air India can expect to be paid their salaries on time with the government Tuesday telling the airline to clear all outstanding dues. "Civil Aviation Minister Ajit Singh has given strict instructions to the airline for mak-ing all outstanding payments to Air India employees," a ministry official said. The national carrier on its part said it was making all efforts to clear dues of em-ployees as its yields and revenues had improved. Air India said it would pay July salaries to all its employees start-ing Sep 27. The salaries of non-licensed category employees, which includes staffers, for August will also be paid by Sep 29. In addition, the airline will pay the productivity linked incentives for the licensed category which includes pilots, crew members for May. The payments to the employees will entail an overall

expenditure of Rs.230 crore to the air-line. Recently, Air India reported a cash surplus of Rs.48 crore during April-July, reducing the net losses of the air-line. The carrier had a cash deficit of Rs.586 crore during the corresponding period in the previous fiscal. The air-line had also reduced expenditure by 4.4 percent in the same period which stood at Rs.268 crore from like period of 2011. The government has also released Rs.2,900 crore to the airline under the Rs.4,000-crore budgetary allocation for 2012-13. The airline is also going to is-sue non-convertible debentures worth around Rs.7,000 crore soon. The im-proved performance should come as a relief to the airline which has a debt of about Rs.21,200 crore as working capi-tal loans, Rs.22,000 crore as long-term loans on fleet acquisition and an accumu-lated loss of Rs.20,320 crore since 2007.

Delhi Puts Port Projects On Par With HighwaysNew Delhi: In order to boost infrastructure by greater investments in port projects, the government Monday increased financial powers to the shipping ministry. The decision elevates the port development programme to the priority level of national highway development programme (NHDP). "Cabinet Committee on Infrastruc-ture (CCI) has approved the proposal of delegation of enhanced financial powers to the ministry of shipping for port projects in the public-private partnership (PPP) mode in line with NHDP projects in the roads sector," an official statement said after a meeting of the Cabinet Committee on Infrastructure (CCI). "If the port sec-tor is delegated powers on the lines of the road sector, the time taken for according investment approval to PPP can be reduced," the statement said. The development comes at a time the ministry is experiencing delays in the award of PPP projects owing to time taken in completing procedures for approval. The CCI also cleared a proposal which will allow PPP projects in the port sector worth Rs.500 crore to be directly cleared by it. "Henceforth projects costing more than Rs.500 crore, ap-proval of the Cabinet Committee on Infrastructure (CCI) is required for port sector PPP projects. Earlier the approval of CCI was required for projects costing more than Rs.300 crore," the statement added. The decision was taken in a meeting of the Cabinet Committee on Economic Affairs (CCEA) and the CCI. The meetings were scheduled for Friday, but were postponed reportedly in wake of political de-velopments after the government's decision to hike diesel prices and officially no-tify its earlier move to allow foreign direct investment (FDI) in multi-brand retail.

New Delhi: To compensate its employees and pensioners for general price rise, the central government Monday decided to hike their dearness allow-ance (DA) by seven percent points, sources said. At present the dearness allowance is 65 percent of the basic pay. The additional DA and dearness relief will be paid from July 1 and will cost the government Rs.4,938.78 crore in the current 2012-13 fiscal. The annual burden of the additional DA to the government would be Rs.7,408.24 crore, said officials. The proposal was cleared by the union cabinet at its meeting presided over by Prime Minister Manmohan Singh. The increase in DA is in accordance with the Sixth Pay Commission formula.

New Delhi: Handset manufacturer Nokia Tuesday launched Nokia City Lens - a free smartphone application to provide information such as lo-cation, contact details and reviews about restaurants, shops, hotels and more such places near a mobile user. “This is one of its kind augmented reality application from Nokia’s location service bouquet - it allows you to sense the world around you and discover places by simply holding up your smartphone instead of having to perform web searches,” V. Ramnath, director sales, Nokia India, told reporters here. The free application is available for Nokia Lumia 800, 900 and 710 models. Through this ap-plication, users can also search for places according to the activities that interests them. With one tap they can also make a reservation, or navigate to the location via turn by turn walking map, he said.

Tendulkar Brand Ambassador For Newly Launched Livpure

New Delhi: SAR Group Tuesday forayed into the Rs.3,800 crore water purifier industry with the launch of its touch technology reverse osmosis water purifier - Livpure - and said it would invest Rs.500 crore by 2017 in the sector. "The group is committed to investing Rs.500 crore to achieve Rs.2,000 crore in sales by 2017 in the water purifica-tion and related indus-try," Rakesh Malhotra, chairman, SAR Group and founder Lumi-nous Power Technolo-gies said, adding, "The entire investment is sourced from internal accruals and without any external debt." Ac-cording to the com-pany, out of the total corpus, Rs.200 crore would be dedicated to manufacturing and research and develop-ment processes, where-as Rs.300 would be invested in engaging the consum-ers with the Livpure brand experience and real-time touch points. The group, which has strong foothold

in telecom and electricals sectors, launched two mod-els of the water purifier -- Touch and Touch Plus priced at Rs.15,999 and Rs.16,999, respectively, un-der the aegis of its group firm Luminous Water Tech-

nologies. Cricket legend Sachin Tendulkar, who has been associated with Luminous for over four years, was also named the brand ambassador for Livpure.

Nissan To Bring 10 New Models To India

New Delhi: Japanese automobile major Nissan Motor Tuesday said it will introduce 10 new models in India, including small car Datsun, by 2016. "India presents a very big opportunity for us. Our plan is to become a major player in India and for this we plan to introduce models in all the segments," Toru Hasegawa, corporate vice-presi-dent, Africa, Middle East and India for Nissan Motor, told reporters here. When asked about the launch of Datsun, Hasegawa said the com-

pany planned to launch two models of the brand in India. The initial launch is expected to take place by 2014. "We know the price sensi-tive small car market is big in India and we have plans for that segment as well," he said referring to Dat-sun. Hasegawa was speaking on the sidelines of the launch of the com-pany's seven-seater multi-utility ve-hicle (MUV) Evalia priced between Rs.8,49,000-Rs.9,99,000 for the four variants in which the vehicle is available. According to the com-

pany, the MUV, manufactured at its Oragadam plant near Chennai, is aimed at urban professionals' busi-ness and leisure needs. "We have been able to aggressively position it (Evalia) thanks to localisation in excess of 80 percent, which also re-affirms our long-term commitment to India and our Indian custom-ers," Hasegawa said. The MUV is powered by a 1.5 litre four cylinder diesel engine with intercooler and a five speed gearbox. Evalia gives a mileage of 19.3 km per litre.

Randhir, Chautala Vie For Top IOA Post Nov 25

New Delhi: The Indian Olympic Association (IOA) will hold its elections Nov 25 with sec-retary general Randhir Singh most likely taking on newly elected chairman of India Amateur Boxing Federation (IABF) Abhay Chautala for the post of president. While Randhir has al-ready made his intentions clear, Chautala said Monday that he would indeed contest for the post of president. "I will contest the elections. If I am given a responsibility, I would certainly carry it out," said Chautala on the sidelines of the IOA executive board meeting. After the meeting, IOA's acting president Vijay Kumar Malhotra referred to the correspondence be-tween the national Olympic committee and the International Olympic Committee (IOC) and said he believed in perfect relations with the international body, which wanted to know election date by Sep 25. The term of the IOA ends Oct 10 and to set in motion the poll pro-cess a General Body Meeting (GBM) has been called for Oct 18. To ensure that the electoral college consists of a majority of the national sports federations, as directed by the IOC, the IOA will form a standing committee. "The IOC had sought information on two issues, one the date of election and the other to ensure National Sports Federations (NSF), whose disciplines are included in Olympic Games, got the majority in the electoral college," Malhotra told reporters at the olympic Bhawan after the meeting. "The Executive Board today unanimously decided to

hold the election on Nov 25. And on the issue of electoral college, a standing committee will be formed to ensure that the NSFs whose dis-ciplines are part of the Olympic Games enjoy majority voting rights," he said. "The General Body Meeting will decide on the poll proce-dure. We will appoint a returning officer, who will be a retired judge of a high court or the Supreme Court. We will hold the elections in a transparent way under the IOA constitution and IOC rules and guidelines," he added. An

official each from IOC and Olympic Council of Asia (OCA) will be appointed as observers for the elections. Malhotra said the General Body Meeting was called on Oct 18 because the next hearing of the case in Delhi High Court on the election procedure is slated for Oct 15. "The next hearing of the case is Oct 15. We have asked the court that the National Sports Devel-opment Code is not a law. We are waiting for the court's reply and will then take a call on the election process," he said.

New Delhi: The Airtel Delhi Half Marathon will see a 96-year-old participant Mann Kaur, who will be the oldest runner in the event. As someone who truly defies age, Mann Kaur is getting set to demonstrate to Delhiites that age is no bar and that barriers exist only in the mind. Mann Kaur, who hails from Chandigarh, has raced her way to glory in many championships with training from son Gurdev Singh, who lives in Canada and is also a runner. She took to running on encouragement of her son, who is 75 years old himself. Recently Kaur won a gold medal each in the 100 and 200 metres in the World Masters Athletic Champion-ship in Sacramento, US. "In 2008, I went to Can-ada for the World Masters Championship where I saw a participant named Olga, who was 90 years old. It was then that I convinced my mother to take up athletics as I knew her fitness levels," said Gurdev. Together with her son, Mann Kaur is gearing up to participate in this year's Delhi Half Marathon. For both of them, it's the first time at the event in Delhi, and Mann Kaur is all excited to run that extra mile with her son. Talk-ing about her participation in the event, she said, "I feel privileged to have represented India at the World Masters Athletic Championship. This year, my son and I are participating in the Delhi Half Marathon and I am really excited." The money would be used for construction of a paddling pool and transformation of the ex-isting boat house with state-of-art facilities at the Water Sports Train-ing Centre of SAI, located in Alap-puzha. Renovation of the state's only velodrome in LNCPE, Karyavattom near here, besides a new warmup track, a pavilion, transformation of the multipurpose training hall and construction of a new guest house are the major works to be imple-mented at SAI-LNCPE, Thiruvanan-thapuram. "Once the expansion pro-grammes are over here at the LNCPE, the national institute will become the Centre of Excellence in the field of sports and physical education," G. Kishore, principal-LNCPE and di-rector-SAI Kerala Region told report-ers here. Governor of Chhattisgarh, Sekhar Dutt will launch the scheme for modernization of infrastructures at SAI-LNCPE here Wednesday. Delhi Backs AIFF Bid For U-17 World CupNew Delhi: India's Sports Minister Ajay Maken Monday supported All India Football Federation's (AIFF) bid to host the FIFA U-17 World Cup in 2017. The government backing comes three day before AIFF makes the formal bid for the FIFA tournament. "It gives me immense pleasure to inform you that the Government supports the possibility that FIFA U-17 World Cup 2017 may be staged in India," Maken said in a letter. "Also, the Government supports the presence of FIFA and of any FIFA member asso-ciations in India in connection with the FIFA U-17 World Cup 2017. "The Government will also support all efforts that envisage the hosting and stag-ing of FIFA U-17 World Cup 2017 and those that contribute to the develop-ment of football in India," he added. Though the world body had agreed in principle to award the tournament to India, FIFA general secretary Jerome Valcke had warned that the bid may fail if strict criteria are not met. But now the government's backing has proved a shot in the arm for the AIFF.

Kolkata: Despite several cricketing superstars arguing in favour of Sachin Tendulkar's retirement from interna-tional cricket, Australian pacer Shaun Tait Monday said nobody has the right to dictate a legend like Tendulkar on the issue. "I personally feel it is not fair to dictate a legend like Sachin on the matter of his retirement. It is absolutely his decision when to retire or not," Tait told reporters on the sidelines of Blender's Pride Fashion Tour here, adding, "He is a god to Indian cricket and has given so much to the game of cricket.
