Jon has spent most of his working life in public service with spells in the Ministry of Defence and Cabinet Office. The majority of Jon's career was spent in GCHQ (Government Communications Headquarters) where he was Director of Information Assurance and Director of Cyber Security.
Moving to HMRC in May 2016 Jon became the Director for Cyber Security & Information Risks (CSIR). He is responsible for helping HMRC to manage security risks across the cyber, physical, personnel and business continuity specialisms.
As Head of Profession, Jon leads a dedicated unit tasked with developing the Government Security Profession.
Jon is also a Diversity Champion, with a specific interest in the autistic spectrum.

Vacancy DescriptionWorking closely with the UK Intelligence Community, including the National Cyber Security Centre and the Centre for the Protection of National Infrastructure, you will understand the key threats to the department and wider government and use this information to assess the risks to departmental business. You will work with the Permanent Secretary and Executive Board to determine how to manage security risks affecting all business areas. You will work closely with and advise senior colleagues in your department’s technology, HR and estates teams to ensure their security needs are met. A vital part of the role will be working collaboratively with Security Advisers in other departments and the wider security community. A Deputy Security Adviser will report to you and will work with you to support the delivery of security services to the department.
You will act as the senior liaison and intelligent customer, owning and requesting the delivery of critical security services from a central hub (Cluster Security Unit) and actively engaging to ensure service standards are maintained. You will build a network of Security Business Partners across the department, which has diverse and complex security needs including a wide range of threats and/or many partnered organisations to ensure that local security advice is available as needed so that projects and services consider security from the outset. Personality Tests
After successfully passing the business sift, you will be invited to complete two personality questionnaires by midnight on Sunday of the same week which you receive notification of your sift results. This will then be followed by a 60-minute telephone call by an Occupational Psychologist to validate the personality profile. Here are the summary details:
WAVE Professional Styles
Candidates will complete an online personality questionnaire designed to measure and explore an individual’s motives, preferences, needs and talents in critical work areas.
Hogan’s Development Survey (HDS)
Candidates will complete an online questionnaire designed to identify potential characteristics which can be a strength under normal circumstances but a weakness in stressful circumstances.
Upon completion of the above questionnaires, please submit your results to [email protected] under the subject line of Government Security Profession, by midnight on the Sunday of the same week which you receive you sift results.
Telephone call with Occupational Psychologist
The resulting personality profiles from the WAVE and HDS will be interpreted by an Occupational Psychologist – who will go through the profiles with each candidate via a 60 minute telephone discussion. This discussion is designed to validate the profiles, allow candidates to provide context/caveats and identify potential areas of strength vs. potential areas of limitation.

The interview will be in the format of a Civil Service competency-based approach, and you will be expected to deliver a presentation. Further details will be released with notification of the sift results.

Biography Jon has spent most of his working life in public service with spells in the Ministry of Defence and Cabinet Office. The majority of Jon's career was spent in GCHQ (Government Communications Headquarters) where he was Director of Information Assurance and Director of Cyber Security.
Moving to HMRC in May 2016 Jon became the Director for Cyber Security & Information Risks (CSIR). He is responsible for helping HMRC to manage security risks across the cyber, physical, personnel and business continuity specialisms.
As Head of Profession, Jon leads a dedicated unit tasked with developing the Government Security Profession.
Jon is also a Diversity Champion, with a specific interest in the autistic spectrum.

About the Security Profession
Background Do you want to make a real difference to the security of the UK, access high-quality training, and
build an exciting, challenging and varied career? Government security is undergoing a step change
and now is an exciting time to get involved. You do not necessarily need a background in all areas
of security to apply although a strong foundation in a cyber security, technology, risk management
or data professions is helpful. You could have experience of managing a commercial security
project, risk management, working in an IT security environment or experience of managing
physical security: we are interested in attracting people from a wide variety of backgrounds who
have a diverse and challenging approach to security. The successful candidate will benefit from a
full and in-depth training and development package once appointed.
In joining the government security community now you will be at the forefront of shaping a new
model of service delivery to meet the rapidly evolving nature of the threats we face. As the Senior
Security Adviser you will be responsible for a holistic understanding of the security needs and
embedding security culture in your department, making sure that security acts to enable good
business practice.
Departmental Information Security professionals work within all government departments delivering change within their
sectors and working across organisational boundaries and professional disciplines to deliver
results. The government departments you could be working for include the Cabinet Office, the
Department for Culture, Media and Sport and the Department for Environment, Food and
Rural Affairs. Successful candidates will be offered a specific post as a Senior Security Adviser in
one of these departments, according to the best match of their skills and experience.
Cabinet Office
We support the Prime Minister and ensure the effective running of government. We are also the
corporate headquarters for government, in partnership with HM Treasury, and we take the lead in
certain critical policy areas.

Vacancy Description Working closely with the UK Intelligence Community, including the
National Cyber Security Centre and the Centre for the Protection of
National Infrastructure, you will understand the key threats to the
department and wider government and use this information to assess
the risks to departmental business. You will work with the Permanent
Secretary and Executive Board to determine how to manage security
risks affecting all business areas. You will work closely with and
advise senior colleagues in your department’s technology, HR and
estates teams to ensure their security needs are met. A vital part of
the role will be working collaboratively with Security Advisers in other
departments and the wider security community. A Deputy Security
Adviser will report to you and will work with you to support the delivery
of security services to the department.
You will act as the senior liaison and intelligent customer, owning and
requesting the delivery of critical security services from a central hub
(Cluster Security Unit) and actively engaging to ensure service
standards are maintained. You will build a network of Security
Business Partners across the department, which has diverse and
complex security needs including a wide range of threats and/or many
partnered organisations to ensure that local security advice is
available as needed so that projects and services consider security
from the outset. With your expertise we can be sure that the security

Person Specification You must demonstrate that you have recent and relevant skills and
experience in:

recognising future risks and strategically planning to mitigate
them;
• Experience of engaging, advising and influencing at all levels
of an organisation including senior managers, whilst projecting
credibility and self-assurance;
• Ability to take a cross-government approach, considering the

Selection for appointment to the Civil Service is on merit, on the basis

Overview of the Process
The Recruitment Team will acknowledge your application and advise
you of the outcome of the sift meeting. Depending on the number of
applications received there may be a second stage sift.

then be followed by a 60-minute telephone call by an Occupational

Candidates will complete an online personality questionnaire designed
to measure and explore an individual’s motives, preferences, needs
and talents in critical work areas.
Hogan’s Development Survey (HDS)
Candidates will complete an online questionnaire designed to identify
potential characteristics which can be a strength under normal
circumstances but a weakness in stressful circumstances.

Telephone call with Occupational Psychologist
The resulting personality profiles from the WAVE and HDS will be
interpreted by an Occupational Psychologist – who will go through the
profiles with each candidate via a 60 minute telephone discussion.
This discussion is designed to validate the profiles, allow candidates to
provide context/caveats and identify potential areas of strength vs.
potential areas of limitation.
Interview
The interview will be in the format of a Civil Service competency-based
approach, and you will be expected to deliver a presentation. Further
details will be released with notification of the sift results.
Reserve Lists If we receive applications from more suitable candidates than we have
vacancies for at this time, we may hold suitable applicants on a
reserve list for 12 months, and future vacancies in the Civil Service
requiring the same skills and experience could be offered to

Leave Allowance Full time new entrants to the Civil Service and those Civil Servants on
