Welcome to the 2011 Senior Information Management System (SIMS) Conference. I would like to extend a warm greeting to you and thank you for taking the opportunity to learn more about how to make the most of the EOEA data management system.

For the next two days, you will be working with EOEA's SIMS team and Harmony Information Systems, Inc. to enhance your data management skills to better meet the needs of the consumers you serve every day. This will add immeasurably to the Patrick Administration's goal of empowering consumers to take charge of their lives supported by the best trained personnel maintaining the most appropriate services to meet their needs.

As the Commonwealth's senior and disabled population expands, we are committed to streamlining our information system to make it easier for you to record and share data that will relieve the burden of paperwork thereby maximizing your efficiency and accessibility to the consumers you serve.

I n 2011, the first of the "baby boomers" will be celebrating their sixty- fifth birthdays at a rate of approximately 10,000 daily. I n Massachusetts, the senior population will increase from about 20% to more than 26% by 2030. At the same time, the senior population is living longer and presenting more challenges. These challenges prompt new opportunities such as development of this next generation of information management systems.

You are an essential part of the Elder Affairs network and I thank you, again, for the work you do every day to maintain the service network that supports all of MA consumers.

Executive Directors Session

The Executive Directors Session be independent from the rest of the Users Conference on day one. This will allow staff from EOEA and Harmony to have an in-depth, free- flowing conversation with ASAP Executive Directors relative to the implementation of the Next Generation of SAMS. The conversation will take place from 11:OO a.m. until approximately 2:30 p.m. in the Woodland Commons. A working lunch will be included.

Harmony Senior Staff will present a "state of the product" message to the Executive Directors. They will discuss their product in a national context, focusing on the common thread among all customers, as well as implementation in other states.

The next generation of the Social Assistance Management Systems (SAMS) is coming and we want to make sure users are ready. This session will feature a discussion on preparing for implementation of the new software.

EOEA staff will provide an overview of the new look &feel for basic care management tasks in Harmony for Aging (HFA), the next generation of SAMS. The session will include a review of the consumer record, general assessment functionality, and the components of consumer care management, including care plans, service plans, suspensions, journal notes, and co-pays.

The session will focus on more in-depth topics including activities & referrals, service order creation, service delivery creation, useful reports, custom searches, the user dashboard, the CDS and CCTF assessment forms, including the Nursing Module.

A SIMS Project Team Member will review an in-depth demonstration of Provider Direct. The demonstration will include a review of Provider Direct's organizational security structure, as well as business functionality. The business functionality demonstration will include, work queue management, consumer lists, service order/delivery, reports, and search capabilities.

Harmony Senior Staff will discuss Harmony's New Advanced Reporting (HAR) tool. The session will overview the successor of the Agency Reporting Tool (ART), demonstrating the advances in technology and the benefits to the HAR application, including a discussion on reporting roles.

Harmony Consumer Caregiver Direct: Product Overview

A Senior Staff Member from Harmony will deliver a high level overview of Harmony's Customer Facing Applications, Caregiver and Consumer Direct. These applications allow for users to share data from Harmony for Aging (HFA) to consumers and their caregivers through a secure web site, allowing for unprecedented collaboration and transparency.

EOEA staff will continue to provide an overview of the new look & feel for basic care management tasks in Harmony for Aging (HFA), the next generation of SAMS. This session will focus on supervisory tasks, including activities & referrals, reports, custom searches, departments, goals and worksheets. I n addition, we will discuss business rules for recording information in SAMS relative to the Waiver Quality Measures (WQM's).

Nutrition Discovery and Feedback

A Harmony Staff Member will facilitate a discussion regarding how Massachusetts tracks nutrition services. Joan O'Rourke EOEA Chief Information Offtser (CIO)

Joan is the CIO for the Executive Office of Elder Affairs and is accountable for the day to day operations of all IT related initiatives. Joan's core responsibilities include the coordination, support & management of EOEA's Enterprise Senior Information System (SIMS) and it's 3300 statewide end users, the management of the six member SIMS business analysts unit, the design & maintenance of the 800ageinfo website and its content, and any special information technology projects and/or system upgrades. I n additional, Joan is also the EOEA designate Information Security Officer (ISO) and ensures that all EOEA IT systems remain in compliance with EHS system security related policies & regulations.

Brendan Carroll Training Manager/ Business Analyst

Brendan has been a member of the SIMS team since 2006 and serves as a SIMS Business Analyst and Training Manager. As the training manager, Brendan is responsible for conducting and coordinating statewide trainings and webinars for SIMS users and providers. He is the SIMS Business Analyst for Information & Referral, Family Caregiver Support Program, NAPIS, and Options Counseling.

Margie DiMenno SIMS Support Specialist/APS Business Analyst

Margie provides application support t o the Adult Protective Services (APS) and Senior Information Management System (SIMS) user communities. She is responsible for the management of issues and problems which the users encounter with the APS and SAMS software. Replication and resolution of issues in house, escalation of issues, implementation of software updates, and coordination of announcements and communications with ASAPIAAA users are amongst her assigned tasks. Margie, also, coordinates User Request Forms (URFs) and implements approved changes to the administrative structure (adding and editing out-of-state addresses, provider records, care programs & services, etc.)

Andy Ferguson SIMS Support Manager/ Nutrition Business Analyst

Andy joined the SIMS team in the Spring of 2007 from Harmony Information Systems, Inc. As a Senior SIMS Support Specialist, Andy is responsible for coordinating problem management with the SIMS software, escalating issues to Harmony, managing implementation of software updates, and facilitating communication with the ASAP/AAA users. As the Nutrition Business Analyst, Andy works with EOEA Nutrition staff to train nutrition users on best practice recommendations.

Jim Ospenson SIMS Home Care & Clinical Business Analyst

Jim has been involved with SIMS since its procurement in 2005. As Business Analyst for Home Care and Clinical, he has worked to implement Waiver Quality Measures and various assessments such as the CDS-2 and Financial Assessments. He participates as technical liaison to the Person- Centered Planning and SIMS Advisory Team workgroups. He is Design Lead and content manager for 800ageinfo.com, and is currently working to implement modules of 800ageinfo.com For Pro- fessionals, presenting information of interest to professionals in the Massachusetts elder net- work. At present, he is spending most of his time as Project Manager to the implementation of Harmony Provider Direct.

Sean Rogers SIMS Finance Analyst

Since joining the Executive Office in February of 2010, Sean has played an instrumental roll on the SIMS Team. As the Finance Business Analyst for SIMS, Sean is charged with ensuring that the finance modules in the application are operating as designed and providing process guidance to network. I n addition, Sean is the primary analyst for the Agency Reporting Tool (ART). I n this role, Sean interacts with ASAP IT and Finance staff as to how agency staff can best use the ART data as a true business tool. Currently, Sean is allotting most of his time to the Provider Di- rect Application Implementation as a Project Manager. Some of Sean's other duties include Home Care Waiver revenue operations and building local applications utilizing SIMS data as a means to support select ELD fiscal operations.
