AN ACTREORGANIZING THE COMELEC OFFICES
EXPLANATORY NOTE
The Com m ission on Elections (COMELEC) is the constitu tional body
tasked to pro tect and uphold the people’s dem ocratic right to choose the
coun try s leaders. It consists of over 5 ,000 em ployees nationw ide, serving as its m ain suppo rt in carrying ou t its vast m andate .
For m any years, the COMELEC Em ployees’ Union have con tinuously
a sse rted the em ployees’ right to su b s tan tia l and ju s t sa lary increases. This
rs due to the notable d isparity betw een the ir sa lary grade an d th a t of those
who work in o ther governm ent agencies, which possess sim ilar
qualifications an d are in equivalent positions. It is ab o u t time th a t Congress
respond to their call for adequate a d ju s tm en ts in their rem uneration .
E qual pay for equal work in governm ent service is the u ltim ate goal of
the proposed legislation. It can only be realized th rough reclassification and
upgrad ing of the c u rre n t plantilla positions, particu larly in the COMELEC
Mam and Field Offices. Furtherm ore, it is posited th a t increase in their sa lary will be an effective de te rren t to graft and co rru p t practices.
