"I was confronted about the issue earlier this year. I went to investigate to find that the affected learners do not have reading materials such as textbooks and others. I immediately approached the circuit manager and the mate- rial was delivered in April," he said. He said "It was suggested during the meeting that the affected learners be transferred to other schools but I disagreed when the circuit manager say parents should transport their children. This is because ac- cording to the schools act, learners must be provided with transport if the nearest school fails to offer the relevant stream they enrolled for," says Pitje. He further said they agreed on Tuesday 9 June that the SGB must write a letter that compell the circuit manager and senior district manager to take the matter of SK Tjiane seriously and act urgently to resolve it. "The educators always refuse to attend meet- ings and say they want to be represented by their union. As a resident of Ntwane I feel disappointed with the Education Department by not acting responsibly to pave a better future for these learners. I wish the matter could be resolved in an urgent meeting that will be organised with the circuit and district manag- ers," he said. "We don’t want to interfere in the affairs of the government but this is too much. We do not know why the educators refuse to attend us," said one of the affected learners. According to the Mpumalanga Party, impor-tant relevant issues are being ignored in EliasMotsoaledi Local Municipality Council meet-ings. Mpumalanga Party Councillor and EXCOmember in the municipality Seun Mogotji saysthe council fails to address recent relevantissues that needed to be addressed in thecouncil. Mogotji says the Mayor Cllr JuliaMathebe is ignoring to address the issues as itwill affect the ruling party's new slogan of 'agood story to tell'."The unanswered question of the increment ofthe Municipal Manager's annual remunerationbeyond the excess of what was stated when theposition was advertised is ignored in the coun-cil," said Mogotji. He said the other issue that was raised andignored in the council is about the two laptopsthat were purchased with council funds andnow being used by the local African NationalCongress Constituency offices in Groblersdal. "The R5 Million spent on legal fees for the

R25 Maintenance and Rehabilitation RoadProject employees returned to work after anoutstanding payment protest. The project em-ployees embarked on strike last month after thecontractor failed to pay their April salaries.A sub-contractor in the project, ShlanuMbokane told the Dispatch that they agreedwith the contractor to continue with the project."Although some of the sub-contractors havedoubts to go back on site because they havelost trust in the main contractor, some of us willnot have a problem to go back to work," he said.Mbokane added that a fruitful meeting thatconvinced them to go back to work was heldwith Roads Agency Limpopo (RAL) on Friday5 June. He said RAL representatives promisedto make sure that employees get all their pay-ments at the end of the project. He said thecontractor agreed to be finished with the projectin three weeks. "It was also suggested thatpayments will be made directly by RAL al-though it was not confirmed yet. Our aim is togo on site and complete the project as it hasbeen delayed for a very long time now," he said.He said they were promised by the projectmanager to process their outstanding invoiceswhile they will be busy with the project. "We donot have any idea how will the process last butwe will wait. We are doing this for the sake ofmotorists driving on that road everyday. Wealso want to end the suffering of Bloempoortresidents who are at risk of contracting dis-eases due to the dust that go inside theirhouses because of the delaying R25 Project,"he said. The project's Chief Liaison Officer(CLO) Precious Mahlangu confirmed that allworkers returned to work. "Everything is sortedand project workers reported back on duty onMonday 8 June. The decision came after bothparties agreed in terms that will benefit every-one during a meeting that was held on Friday. The project will be completed in three weeksfrom now meaning by the end of June motoristswill be driving on a smooth tarred road," shesaid.

municipality's legal representatives in the caseagainst the previous Chief Financial Officerwho was dismissed apparently after he wascharged by the municipality for misusing R4500-00.The renovation of the offices of the Departmentof Home Affairs rented from council whereemployees of the municipality were used toexecute the work with the costs of the councilamounting to R 1 Million. This includes over-time paid to the workers. The contractor wasappointed to do the job whereas the R2 Millionthat was paid was coming from the 2015/2016Municipal Draft Budget. The construction com-pany is still not known to the council," saidMogotji. He said the Fleet Horizon Contract in excess ofR29 Million for a period of three years to man-age the municipality's fleet was also violated. He said during the awarding of the contract, thecouncil violated procurement procedures thatthe municipality is legally bound to follow

before awarding tenders.Mogotji added that the Master-plan of thecouncil in which R 100 000 was spent for themaintenance of air conditioners where the workwas already done by the time the contractorwas appointed is also ignored to be discussedin the council."The Auditor General in the Province, KimiMakwetu, publicly announced that more thanR885 Million was spent on irregular, unauthor-ized, fruitless and wasteful expenditure, yetconspicuously never identified specific mu-nicipalities as being the most prominent in thiskind of actions. Thinking of all these irregulari-ties one can assume that Elias MotsoalediLocal Municipality is included in this kind ofactions,"he said. He revealed that the R7.5 Million was spent ina R2 Million road project by the municipality. He said the advertisement of the tender wasclearly stated that R2 Million will be paid to thecontractor whereas the municipality ended up

paying another R5.5 Million. This is also aviolation of procurement procedures that themunicipality is obliged to follow."Now millions of rands were spent by themunicipality on fruitless and wasteful expendi-tures. How can these kinds of actions be a goodstory to tell? All matters were raised by theMpumalanga Party in various levels of thegovernment but they are been ignored. Thecommunity is still left hanging with unansweredquestions and it is clear that the municipalitywill not admit that the taxpayers' money is beengoing down the drain while there is no one heldaccountable for the irregularities," addedMogotji. He concluded: "What a bleak future lies aheadof us under the management of municipality bythe African National Congress. The party isalso not complying with its 'Batho Pele' slogan. The people need a clean, good and accountablegovernment."
