The community of Ntwane Village in Ward 10 is now taking the matter of irregular allegation of RDP houses to the MECafter the Mayor of Elias Motsoaledi Local Municipality Cllr Julia Mathebe failed to act.According to Democratic Alliance (DA) councillor in Elias Motsoaledi Mokhine Pitje, a final report concerning thematter was sent to the Mayor in September last year by the Department of Co-operative Governance, Human Settlementand Traditional Affairs (CoGHSTA).According to Pitje, the report states the findings after an investigation by CoGHSTA that the beneficiaries wereoverlooked when RDP houses were built.“After the report was given to the Mayor, I personally wrote a letter to her requesting that the matter be in discussionin the Elias Motsoaledi Council but she failed. I then organized a community meeting where the local South AfricanCommunist Party also engaged her and she also didn’t come,” he said.Pitje said: “It seems like our superiors in the municipality neglect the community of Ntwane as we started to try andresolve this matter with then Mayor Wendy Matemane but she failed. The current mayor is also failing us; now we don’tknow where to turn to.”He said the Ntwane community tried to engage the mayor requesting her to come and present the CoGHSTA final reportto them and she refused to come.“We are now in the process of engaging the Limpopo CoGHSTA MEC Mmakoma Makhurupetje in this matter becausethe mayor failed. We demand the MEC to dismiss the mayor as she failed to act. The mayor is also incompetent becauseshe did nothing in the municipality since she took over the office,” he said.Pitje went on and said the matter was taken to different radio stations in the province and the mayor refused to commenton air.“The mayor is there for no reason and she must be removed as she fails the community. She is incompetent and sheis not fit to that position,” he said.

A family of four escaped unharmed when their RDP house caught firein the early hours of Wednesday 7 January. The incident took place atOR Tambo RDP in Dennilton and left the family homeless. According tothe Nzimande family, the cause of the fire, which destroyed all theirbelongings, is still unknown."Everything was fine when I left for work at 5 in the morning. I wassurprised when I received a call letting me know that my house was onfire," said Mr. Fannie Moses Nzimande.Nzimande blames the municipality by failing to electrify the area. He saysmany families use paraffin stoves and candles daily which result infamilies loosing their houses due to fire."This is the second incident in a short space of time where a family hasto lose their house as a result of a fire because we don’t have electricity. We only rely on candles and paraffin stoves which are not safe. We arenow vulnerable to this situation as most families are living with smallchildren," he added. He further said that some of the people get power from illegal connec-tions but as a head of the family he doesn’t think of any illegalconnections fearing that he may be arrested."I approached the municipality many times enquiring about the issue ofelectricity but they didn’t give clear answers. Our houses are built on aformal land; I just don’t know how the municipality could take so longto electrify the area. A few houses around have electricity. We don’tknow how did the municipality and Eskom ended up electrifying someof the houses and other left behind," he said.Nzimande went on and said his neighbors tried to extinguish the fire butit was too late and all his family belonging burned down during the fire.He says his family members are lucky to be alive after escaping the strongflames that completely destroyed their home."Now my family is homeless and my children's school uniform and myimportant documents were burned to ashes," he said.Elias Motsoaledi Ward 9 Councilor Shadrack Marapi told the Dispatchthat the municipality responded in an hour after receiving the bad news.He said he immediately sent ward committee members to go and assessthe situation and he later alerted the Elias Motsoaledi Disaster Manage-ment."A report was issued by our Disaster Management Officer Busi Mahlanguto the Social Development offices after the incident and the family wasassisted with some of household needs," he said.He added that the municipality has currently no food parcels programmebut he is engaging with local businesses to find ways to assist the family."The area has no electricity because it is not yet formalized but now weare busy with processes of getting it formalized. I cannot speak on behalfof the Housing Department but our Community Development Worker(CDW) compiled and submitted a report about the burned house to theDepartment of Cooperative Governance, Human Settlement and Tradi-tional Affairs (CoGHSTA), we will wait for their response," he con-cluded.

EMLM spending R8 Million in legalfees for a R4500-00 CFO mistake

The Chief Executive Officer of Elias MotsoalediLocal Municipality Mr. Madimabe SelloMonageng was expelled by the municipality’scouncil. The dismissal of the former CFO wasofficially announced by the council on Thurs-day 8 January after corruption allegations.Monageng served only two of his five yearcontract in the municipality after his appoint-ment on 1 February 2013.According to the sources, Monageng’s con-tract was terminated after he advertised a projectand failed to appoint a contractor to do the job. This was then regarded as fruitless expenditureby the Elias Motsoaledi Local MunicipalityCouncil and he was suspended. During thecouncil meetings just after Monageng wassuspended, opposition parties in the munici-pality didn’t agree with the idea that Monagengshould be fired as a lot of money has been spentlegally. They said they needed the former CFOto serve his remaining three years in the munici-pality.The amount spent to advertise the project wasR4 500-00, now the municipality has spent morethan R2 Million in legal fees on the issue.“It is quite obvious that when Monageng takesthe matter to court, the council will have to payhim more than R3 Million of his remainingperiod in the municipality. As opposition weobjected the decision made by the council todismiss the former CFO but the matter wasfinalised after the ruling of the majority by theruling party councillors,” said Chris Mhlangaof Mpumalanga Party.Another opposition councillor, Seun Mogotji

said it was not necessary to dismiss Monagengas he agreed to pay back the money spent toadvertise the project.“The council however in its decisions decidedto continue with the dismissal. The municipal-ity has already paid R 914 555-00 to an Investi-gator, R786 530-00 paid to an Adjudicator andR882 680-00 paid to an Advocate. The fundsused by the municipality is totalling to morethan R 2 583 765-00 Million. The money hasbeen spent in respect of legal fees for a matterthat involved only R 4 500.00. It is obvious thatthe Council has a hidden agenda in this matteras the investigation that was conducted andthe report drafted contains a number of errorsand is technically flawed in many ways,” saidMogotji.“The municipality will end up spending anestimated R8 Million on a matter that onlystarted with a fruitless expenditure of R4 500-00.All of this money wasted in this matter couldhave been spent on urgent lack of servicedeliveries in the area such as water and othercommunity needs,” he said.Mogotji concluded: “In any language this kindof conduct by the council is more than synony-mous to fruitless, wasteful expenditure in amatter that could have been resolved in a muchmore amicable manner than having to ultimatelypay in excess of R8 Million.”Elias Motsoaledi Communications ManagerMarinda Burger said matters regarding the con-ditions of employment of managers referred toas Section 56 Employees. She said this includesthe persons appointed as Chief Financial Of-

ficer (CFO) as they are regulated within theprovisions of the Local Government.“Regulating such matters are executed withinthe guidelines provided to by the councilthrough the resolutions and are deemed confi-dential. The request for information to the partyaffected by the decisions of council shouldthen be dealt with within the policy guidelinesof Promotion of Access to Information Act(PAIA),” she said.
