U.S. Coast Guard C4ISR Acquisitions
• Headquartered in Washington, DC
– Segment 2 C4ISR system developed at detached office in Moorestown, NJ (near Lockheed Martin OEM)
• Mission
– We are professionals who oversee and execute the acquisition of C4ISR systems from design through sustainment planning in support of the Coast Guard’s Operational Forces
• Vision
– To be the benchmark for advanced C4ISR/C5ISR systems acquisition and integration for the Coast Guard, DHS, and maritime components

National Security Cutter class – C4ISR / CGC2
• 8-ship National Security Cutter class
– 5 cutters delivered since 2008 (Huntington Ingalls, MS shipyard)
• NSC class C4ISR systems
– Sourced from government (NTNO) and industry
– Coast Guard Command and Control (CGC2) acquired from Lockheed Martin, Moorestown, NJ
– First 4 ships of class initially delivered with Increment 1 CGC2
• Second ship (USCGC WAESCHE) served as technology demonstrator platform for next-generation Segment 2 CGC2
– Final 4 ships of class being delivered with Segment 2 CGC2
– Remaining 3 ships of class being retrofitted with Segment 2 CGC2

C4ISR CGC2 Increment 1 – Segment 2 evolution
• Meet evolving USCG mission requirements
– Need for real-time data
• Technology obsolescence
– Global Command and Control System (GCCS) drop Unix
– Windows OS - not real-time
• Combat System safety and Combat System certification drivers
• Sustainment: reduce lifetime support costs
• Coast Guard as Systems Integrator
ASNE ISS Symposium| CDR James Betz | 20 May 2015

Design and Development of CGC2 Segment 2
• Tactical and Situational Awareness Domains
– Real-time versus non-real time capability
• Use of U.S. Navy Common Source Library (software)
• Additional capabilities, e.g. certified tactical data link

Future of CGC2 Segment 2
• Installation on board all 8 NSC class cutters
• Transition to sustainment, including plans for periodic Tech Refresh and Tech Insertion to minimize impacts due to obsolescence
• Relocation / expansion of CGC2 CGSAIL Lab to U.S. Navy facility in order to support Segment 2 sustainment including future USCG acquisition efforts
