SEDIBENG.- With over 3000 and growingmembers across Sedibeng District, the SouthAfrican Communist Party (SACP) recentlyre-affirmed their vanguard party role for theworking class movement. This they did at their 6th Vaal District
Congress held at Maccauvlei ConferenceCentre near Vereeniging where their DistrictExecutive Committee (DEC) was also elec-ted.Central to discussions were issues such as
NUMSA workers at Arcellor Mittal, whichSACP wants to be re-nationalised, the amal-gamation of local munipalities into a metro-politan, corruption relating to provision ofhouses by government in particular the Kwa-Masiza area and service delivery.Speaking to Sedibeng Ster the SAPC’s
District Secretary Sello Maetso says that
their posture towards the ANC RegionalConferencesmust be informed by the discus-sions in their higher structures and docu-ments adopted as part of their ongoing worktowards socialism. He also adds that they condemn party
members who lead misguided marches toANC offices and ANC-led municipalities.“We note distinct but specific tendencies bysome of ourmembers to commit tactical mis-takes in relation to their involvement (intheir capacity as ANCmembers) in the orga-nisational challenges facing ANC leading toits 7th Regional Congress. We want Mittalto be given back to the people; we must alsoensure that the move towards aMetro systemis understood within the context of the strug-gle of the people and not through elitist un-derstanding, “ Maetso says.Members in attendence resolved to ensure
that municipalities in the district work towards an‘election budget’ to address key service deliverybacklogs and to intensify service delivery in prepara-tion for the 2016 local government elections withspecial emphasis being placed on the eradication ofthe bucket system, sealing of potholes, grass cutting, functioning of street lights and reduction of crime. The members of the DECwere elected as follows:District Secretary-Sello, Maetso, District Chair-person-Archie Mokanani, District Treas-urer-PortiaMoholo, District Deputy Se-cretary-Sheilah Monaheng, DistrictDeputy Chairperson-Stone Lip-hoko. The skeleton was discoveredwhen Jones was having her yard cleaned forthe building of more shacks. According tostand-owner Jones, she wanted the new occu-pants to live on a dignified stand.Workers were surprised to find a skull as
they were cleaning. They ran like hell and ur-ged Jones to call the police, who were subse-quently deployed to the scene. The forensic team confirmed that the re-
mains were those of a woman as they foundclothes next to the skeleton. The skeleton had been covered with a blan-
ket and a brassiere and pair of panties werefound nearby.“I played here when I was young. I have
always been here. I have never found anyt-hing like this. It was scary and shocking tosee human bones,” said the 60-year-old gogo,

more investigations will be conducted,” saysPolice spokesperson Tshifiwa Mitileni.Jones says she wishes that police find out
who the skeleton belongs to so that the familycan have peace: “Surely the family is sear-ching for her and she needs to be buried pro-perly,” said Jones.

The South African Communist Party(SACP) should be commended for the reso-lutions that they took at their District Confe-rence recently. That they have promised tomake sure that municipalities in the districtaddress key service delivery backlogs andintensify service delivery gets thumbs upfrom me.
Throughout South Africa what is needed
is a complete shift of mentality. Millions ofSouth Africans still do not have access to for-mal housing and lack basic service delivery. Li-ke everyone else, those who have no access toformal housing need shelter from the cold andrain. If they do not have the resources to buyor rent property they must be accommodated, and it is the state that has a responsibility todo so.
But many municipalities and provincial go-vernments as well as the national governmentseem reluctant to deal pro-actively with thosein desperate need of shelter and services. In-stead of devising and implementing drastic and
far-sighted policies to accommodate those inneed of shelter and services, authorities oftenseem to treat the homeless as an annoyance tobe fought.
Chapter 12 of the National Housing Coderequires authorities like Municipalities to pro-vide housing assistance in emergency housingcircumstances. Thismeans that theMunicipali-ty has a duty to provide assistance to peoplewho find themselves in a housing and otheremergency for reasons beyond their control.
Recently in Sedibeng there have been un-scrupulous estate agents who go around evic-ting peole from their legally ownedhouseswith
claims that they bought the houses at an auc-tions. This should also be nipped in the butt.
No one may be evicted from their home,or have their home demolished, without anorder of court made after considering all therelevant circumstances. No legislation maypermit uninformed evictions. Effective pro-vision of basic services can contribute to sta-te legitimacy and is vital for poverty reducti-on. It’s good to know that parties such asthe SACP do have the communities’ inte-rests at heart. Here is to hoping that theyachieve what they have mapped out.

MEYERTON. - Midvaal Local Municipalityrecently hosted a Youth EntrepreneurshipWorkshop. This was after the municipalityidentified a gap in knowledge on entrepre-neurship within Midvaal’s young community.
“Midvaal’s Speaker’s Office works closelywith youth groups and forums, and realised thatthe area has a growing number of young entre-preneurs who face various challenges. They al-so identified that encouraging and supportingentrepreneurship can assist with youth econo-mic development, and so it is important forhurdles to entrepreneurship to be removed orcontrolled as much as possible.” Says AaliyahDangor, Midvaal Municipality’s Media Liai-son Officer. Dangor adds that partnerships bet-ween state and private institutions are one wayto do this, and that the workshop allowed fora lot of networking to occur. Speakers for the
workshop included representatives from theNational Youth Development Agency (NY-DA), Gauteng Enterprise Propeller (GEP),SASOL, National Home Builders RegistrationCouncil, Basil Read, GDARD and Midvaal’sLED section. A vast range of topics were co-vered, including grants, services for youth ow-ned enterprises, why businesses fail, how totender, marketing, opportunity identification, skills development and training for young en-trepreneurs. “Young entrepreneurs and unem-ployed youth from the area were invited, andover 200 people attended on the day. The feed-back from them was extremely positive, withmany requests for more events of this nature,”Dangor concludes. Midvaal’s Speaker, Coun-cillor Freddie Peters, was pleased with the out-come of the event, and has committed to ma-king it an annual event on Midvaal’s calendar.

their studies, but instead are privileged tobe offered opportunities for internationalcollaboration.
Mr Sinovuyo Masikwana VUT’s SRCPresident, has been selected to participatein the 2015 Study of the US Institute forStudent Leaders on Civic Engagement. The programme includes a four-weekacademy residency and a one-week studytour to a different part of the country.Leadership sessions and community ser-vice activities, as well as getting to knowAmericans, are also integral componentsof these institutes.
Studying abroad provides an opportunityto expand one’s field of view and helps oneto understand and analyse problems andphenomena from a longer-term, world-wide perspective. The experience of a uni-versity is, for most new students, a steeplearning curve in gaining independence. But studying abroad takes that a wholestep further; challenging students to re-ally develop as individuals whilst gain-ing tremendous exposure to internationaltrends, skills and collaborating with for-eign students. These initiatives help localinstitutions provide a more holistic andrich academic education to their students.

Being a father is a full-time job and the samecan be said of coaches, but many develop-ment coaches think coaching is just a hobby.NO! Coaching is a commitment just like be-ing a father. Remember that as a coach, youare like a father to those kids. They look upto you.So coaches, be careful what you say or do
in front of these kids. How can we expect our players to play for
our national team knowing development coa-ches are not doing justice to the developmentof these youngsters? In fact, when our national teams are not
doing well we should not blame the coaches
of national teams, but grassroots coaches inthis country. There are a lot of things that Shooting From
The Hip picked up since the MCS SedibengCup started.Firstly, some of our boys are not well coa-
ched.Secondly, development coaches don’t
want to empower themselves by reading coa-ching books to improve their knowledge.Thirdly, we train these boys as if we train
horses and - come game time – they thinkexactly like horses: they will kick the hell outof everything that is in their way.Lastly, development coaches are not ho-
nest with these youngsters and every timethese boys lose a game, development coachesblame referees or match officials, and theboys end up learning nothing from their mas-ters.Shooting From The Hip is of the opinion
that some development coaches no longer ha-ve respect for this beautiful game. In football,
or should I say in coaching, you never stoplearning. There will be little advancement inthese boys’ football careers as long as our co-aches think like ‘military generals.’
It is not aboutputting 11 players onthe field. It all starts with
training to preparethese youngsters forthe future. It is not winning
that makes a coachthe best coach in theworld, but aboutwhat kind of playersone produces on andoff the field.Football has chan-
ged and is no longerabout chasing theball for 90 minutes.Shooting From
TheHip hopes some coaches can learn somet-hing from their colleagues in this region –who still have respect for the sport - football- regardless of their achievements.
Some dev coaches THINK like “military generals”
SEDIBENG. - Emfuleni SportsMMC Shaka Radebe’s initiative toupgrade facilities was given the‘thumbs up’ by at least one communi-ty member and sport fanatic – MartinMpholo. This follows last week’s article
published in Sedibeng Ster under theheadline “Upgrading facilities” inwhich Radebe revealed that the mu-nicipality is committed to improvingfacilities in townships. This goodnewswaswelcomed byMpholo, whobelieves this will improve the stan-dard of sport in Sedibeng.Speaking to Sedibeng Ster Sport,
Mpholo, who is also involved in ma-ny sports projects in this region, says
this is a step in the right direction.“The question I normally ask myselfis: “How can you produce good play-ers if you don’t have good facilities?’Driving around on Sunday, watchingour boys and girls playing at differentvenues, one becomes disappointedwhen you notice the state of the faci-lities,” says Mpholo. However, Mpholo feels that the fa-
cilitiesmentioned by theMMC in lastweek’s edition are not enough as hebelieves Zone 3 Stadium and otheropen grounds should also be attendedto. Mpholo, who is passionate aboutgolf, says the upgrading of the Eva-ton Mafatsana Golf Course and otherdifferent sporting facilities must be a
top priority. He adds, “After upgrading these
facilities the onus rests on our shoul-ders to protect them. Saul TsotetsiSports Centre was recently fenced offbut I am disappointed to notice howmany illegal entrances there are. Se-dibeng Regional Masters FootballAssociation, Sedibeng Referees As-sociation and the South African Foot-ball Coaches Association - Sedibeng- are fully behind the initiative tomake Sedibeng the best.” In conclu-sion, Mpholo says, “Somebody fromthis area once said, ‘We don’t havethe best but we are the best.’ Mr Ra-debe is one of the best – he needs ourtotal support and commitment.”
“Thumbs up toMMC of Sports” -Mpholo
Martin Mpholo believes Emfuleni Local Municipality’s Shaka Radebe is going in the rightdirection following his recent announcement that he would be upgrading Sedibengsports facilities.
