VEREENIGING. - Serious tension is loo-ming within the Sedibeng region’s AfricanNational Congress (ANC). Regional secreta-ry Bob Mthembu was last week attacked inhis office.
The attack has apparently split the ANCSedibeng as the attackers are known to
Mthembu and an investigation has been lod-ged by the Provincial ANC.
Mthembu says the attack has had a negativepsychological impact on him. However, heconfirms that he will survive in more waysthan one. “I’m a revolutional comrade. I haveto hold in my position as a soldier,” saysMthembu. He adds that he has not opened a
criminal case against the suspected attackers.The attack comes amid rumours that there isserious tension amongst senior members wit-hin the regional executive committee with theregional elections planned for early next year.
When Sedibeng Ster asked Mthembu if hewould be contesting for any major positionin the coming regional elections he vehe-mently dismissed the allegations and said,“I’m the regional secretary of the ANC andI’m serving in my position. I’m not contestingfor any other position.”
Meanwhile, over the weekend in Sharpe-ville, the branch general meeting (BGM) ofthe African National Congress (ANC) turnedugly in Ward 14 when some unruly ANCmembers poured faeces (mak#k#) over a sil-ver BMW. The vehicle is said to belong toJason Mkhwane. a representative deployedby the regional executive committee.
He was apparently deployed to assist in thesmooth running of the branch election inWthe ward. Mkhwane was blamed for alle-gedly attempting to swindle the votes. Duringthe debacle some supporters were seen lea-ving the meeting without a word and returnedwith buckets full of faeces from nearby ‘Phu-ma’s Bethane’ informal settlement.
Residents say people wearing ANCT-shirts arrived and asked for their toilet buc-kets, which they returned later, empty. On the
issue of the BGM,Mkhwane was firstly
accused of alleged-ly saying therewere about 179people in atten-dance.
He is said tohave given thechairperson aresult of 106votes and ano-ther of 88.

Subsequent to the approval of its Integrated Development Plan (IDP) and Budget for 2014/2015 by theMidvaal Local Municipality on 29 May 2014 under item C1122/05/2014, and pursuant to the taking effectof the said IDP and Budget on 1 Jul 2014, notice is hereby given in terms of Section 53(a) and (b) ofthe Municipal Finance Management Act, Act 56 of 2003, that the Executive Mayor, Clr. B.M. Baloyi, hasapproved the Service Delivery & Budget Implementation Plan and Performance Agreements, of theMunicipal Manager and Senior Managers reporting directly to the Municipal Manager.
The Midvaal Local Municipality calls upon all interested and concerned parties to scrutinise andcomment on the completed Service Delivery & Budget Implementation Plan 2014/2015 (SDBIP) ascompiled in terms of Section 69 of the Municipal Finance Management Act, Act 56 of 2003 as well asthe Performance Agreements as stipulated in Section 53(1)(c)(iii) and (3)(b).
The purpose of the SDBIP is to give effect to the Integrated Development Plan (IDP) and Budget of themunicipality. The Budget supports the strategic priorities of the municipality. The Service Delivery andBud-get Implementation Plan serves as a contract between the administration, Council and communityexpressing the goals and objectives set by the Council for the next twelve months. This provides thebasis for measuring performance in service delivery against end-of-year targets and implementing thebudget.
In complying with the stipulations of Section 53(3)(a) and (b) of the Municipal Finance ManagementAct, Act 56 of 2003, as well as the Municipal Systems Act, Act 32 of 2000, Section 21A(2) the saiddocument will lie open for inspection at the Office of the Municipal Manager (Room 104c), MunicipalOffices, Mitchell Street, Meyerton for a period of 21 days.

EVATON. - “We want to stop smoking andstealing from our neighborhood,” say selfconfessed drug addicts who need help tostop smoking. These young men are askingfor help without judgement saying that theyare tired of smoking the dangerous drug cal-led ‘nyaope’.
A young man (18) Pule Motswenengclaims that he started smoking the drug ayear ago and, ever since, has been stealingin order to feed his addiction. It appears thatthe addicts sit on a corner the whole day in-jecting themselves with the drug using oneneedle, risking infection with disease.
This drug has shattered their lives andthey claim that they have no identity docu-ments and can’t find employment. Eventhough they are young they look like oldmen and one of them was recently attackedand assaulted for apparently stealing steel.
They claim that if they can be put into a re-habilitation centre they will come back andgive back to their communities.
“There is no time to bath or eat,” saysFankie Ndaba, who has been smoking nyao-pe and `dagga’ for six years. He says he doesnot recommend that young men and womentry this drug because once becomes forever.
“I am tired of being assaulted for stealing.I need help because I won’t be able to stopon my own,” says Ndaba.
‘Quick cash’ as they call it is stealing lit-tle items they can hide quickly, such as cellphones, irons, and kettles. These items areeasily available to them as they go into peo-ple’s houses and steal. Anyone who can of-fer them help can call Evaton CPF on 072795 2379.

SHARPEVILLE. - The Tsotetsi family housein Tshepiso Phase 3 where the house recentlyburned down and a boy (5) Lehlonolo lost hislife, will be rebuilt.
This comes after Tebello Mapike, who li-ves in the neighborhood, decided to help thempick up the pieces. Their RDP house was joi-ned to a shack in order to make it big enoughfor the whole family. This was destroyed andthey had to start all over again. A good Sama-ritan decided to replace the shack with bricksin order for the family to fit. He donated atwo-plate stove, a fridge and electrical appli-ances. He also went as far as buying the fami-
ly’s Grade-10 learner Seabie Tsotetsi, wholost her clothes to the fire, school uniformsthat will last her up to matric. GrandmotherMapaseka could not restrain tears of joy asshe thanked Mapike for what he had done forher family. She says, “Even though Lehlonolowill never be seen again his spirit will liveon in our hearts. What happened was sad butwe have to go on. Tebello made everythingeasier for us becausewe can now see the light.He is a good man indeed. Thank you.” Mapi-ke says, “I am just happy that I could helpthe Tsotetsi family. This was my 67 minutesfor Mandela and I am happy everything wor-ked out for the family”

VEREENIGING. - Police alert thecommunity to a viral scam that recentlytook Vereeniging by storm.
According to Police the elderly vic-tim, a pensioner, was duped out of hismoney by a con artist who is widelythought of as a traditional healer.
The pensioner lost over R173 000 tothis healer, who is at large. Apparentlythe oldman gave R55 000 to the traditi-onal healer to keep for him.
Captain Fikile Funda says, “The vic-tim handed the money to the traditionalhealer as a first portion to save becausehe feared he might abuse it. In the endanother R118 000was produced, whichled to the disappearance of the healer.”
Funda reports that the victim neversaw the traditional healer again. Hiscellphone has been off ever since.

EVATON. - Three BAT trucks transportingcigarettes were recently hijacked and robbedon the corner of Elias and ChamberlaneStreets in Evaton.
It is alleged that 10 armed men ambushedthe vehicles in the morning.They managed to get away with all the ve-
hicles during the heist. As the suspects werebusy offloading the trucks not far from wherethe hijacking had taken place, a police vehicleapproached.
Police noticed what was going on. A chaseensued between Police and thugs and shotswere fired. Fourmenwere arrested on the sce-ne due to swift reaction by Evaton Police.
One of the four suspects in custody wasshot in the right knee and was taken to theSebokeng Hospital for medical attention.
After a search was conducted by Policethey managed to recover a black VW poloand a 1400 white Nissan bakkie the suspectswere travelling in. Cell phones and three fire-arms were also recovered in the same areaby sniffer dogs.The suspected
thugs did not get farwith the vehicles andthe cigarette cartons.The suspects Policemanaged to appre-hend are aged bet-ween 26 and 37.Police spokesper-
son Tshifhiwa Miti-leni confirms thatfour men were arre-sted and that seven
more are still at large. He says, “The Evatonpolice would like to thank the community forassisting us in the apprehension of thesethugs.“This shows that the community is fed up
with the high rate crime in Evaton.”

One of the suspects was caught after being shot in the knee during the chase that ensued.
Ten armed men ambushed three cigarette delivery vehicles in themorning and managed to get away with all of them during theheist. The trucks including cigarette cartons were found on thecorner of Elias and Timberlane Streets in Evaton.

SEDIBENG.- Sedibeng District Munici-pality (SDM) is the only municipality inGauteng which has received a clean audit.This is subsequent to having received un-qualified reports for almost 10 years.This was revealed recently when Audi-
tor-General Kimi Makwetu revealed thereport for the 2012/2013 financial year.Makwetu stated that there was a positivetrend emerging in local government auditresults. SDM Executive Mayor SimonMofokeng states that he did not achievethis by himself. “This was a team effortand Iwould like to give honour to the Sedi-
beng employees, from general workers upto the municipal manager. The mayoralcommittee collectively provided a pro-found leadership in attaining this milesto-ne, and also embraced the concept fromthe day it was introduced, by the late Mi-nister Sicelo Shiceka.” the mayor says.The key areas that were looked at to achie-ve the clean audit were areas such as finan-cial management, compliance with gover-nance, performance management andcompliance with laws and regulations.Mofokeng states that the attention of poli-tical and executive leadership has proacti-vely shifted towards improving the control

The issue of victimisation and abuseof women is something that has been extensi-vely discussed and I believe that a new direc-tion should be taken on the subject. had enough of the present day woman whoalways like us to believe that she is still op-pressed and neglected. Can’t she stand up forherself instead of waiting for Women’smonth. The fact of the matter is that women
are presently being given enough power, andthis they abuse. August 9 is Women’s Daybut what does it really mean? Is it a day whenby some unspoken signal women are giventheir rightful place in society? I wish therewas some way in which we could check howmany young girls have given birth to illegiti-mate children, how many women have bro-ken other families, how many women conti-nue to spread slander about others and howmanymen have suffered in thewhole process.Are women such a downtrodden, subjugated,inferior class that they need a special day as-signed to them so that people will rememberthey exist? Is this just a day for feminists toclimb on to their soapboxes and roll out theirworn-out speeches on women’s rights? It ismeaningless to fix one day of the year as Wo-men’s Day. I think that, for every one step
women take forward, particularly in town-ships, they take two steps back. However, notall should be painted with this brush. This isbut just my opinion.To the fair, caring, de-serving and loving women of this countrywho deserve all this praise in this month, Isay, You are the fountain of life. When theworld was created, you were also created tobeautify it. You have done your work perfectlyfor all the world is smiling for you today. SEDIBENG. Just over 70% ofmunicipali-ties recently audited showed estimation intheir financial statements that more than10% of the outstanding debt owed to themwould never be paid.The recently released report byAuditor-
General Kimi Makwetu shows that somecommunities refuse to pay for services asthey perceive themunicipality to be unres-ponsive to their concerns of service delive-ry.“The poor economic climate and the in-
creasing cost of services are also factorsthat contribute to non-payment.“Some residents can simply no longer

Heritage, Kingsol Chabalala says that theGauteng Arts, Culture and Heritage Depart-ment promised to use the erection of the mo-nument to uplift and develop the community.“I will be writing follow-up questions to theMEC to establish how many people are ex-pected to be employed at the monument uponcompletion, when exactly the department ex-
pects the monument to open, if the depart-ment still plans to install a community centreand computer lab, and how exactly these willbe used to benefit the community and howexactly the construction phase of this projecthas benefitted the community,” Chabalalasays, adding that the monument, erected tohonour an Apartheid youth uprising and sub-sequent massacre, cannot pay proper tributeto their sacrifice in such a state. He concludedby saying, “The proper way to honour thosewho gave their very lives for our freedom isto ensure that today’s generation has a betterlife. “The key to this is getting our youth wor-king and into the economy. It is crucial thatwe use every opportunity, including the erec-tion of thismonument, to promote growth anddevelopment in our most vulnerable commu-nities.”

SEDIBENG.- The 2014/15 budget of the GautengDepartment of Education (GDE) will allocateR32.8 billion to the continuation of the govern-ment’s agenda of building a non-racial educationsystem, where all learners have fair and equitableaccess to all public schools in the province, irres-pective of race, colour or creed.
This was revealed by the MEC of Education,Panyaza Lusufi recently. The department’s totalallocated budget has increased from the R29.3 bil-lion made available in 2013/14. Lusufi says thatthe increase shows the government’s commitmentto education as an apex priority. “Four per centof the appropriated budget is from conditionalgrants. “The largest allocations for grants are forsalaries at FET colleges and the national schoolnutrition programmes, with smaller grants forHIV and AIDS interventions, Dinaledi Schoolsand technical high schools,” said Lusufi. Seventy-five per cent of the budget will be spent on salariesof teachers and officials of the department leaving
25 per cent tomeet infrastructure, learner teachingmaterial and school subsidy demands.
“We are now compelled to review our efficiencystrategies.
To consolidate the improvement in learnerachievement, already achieved by the province,and to further improve the quality of educationfrom Grade R to Grade 12, the department willcontinue to implement CAPS and reach commonunderstanding with teacher unions in the imple-mentation of the Gauteng Primary Language andMathematics Strategy (GPLMS) in primaryschools and the Secondary School ImprovementProgramme (SSIP) in secondary schools. At thesame time, we will focus on modernising publiceducation and build an education system that cancompete internationally, especially in maths, sci-ence and technology, and continue to support thedevelopment of the province. It is within this con-text that we have now taken a decision to ensurethat 80% of our children in Gauteng should do pro-per mathematics by 2019,” Lusufi said.

The Indaba among others fo-cused on four topics which arerenewable energy, green tech-nology, climate change and wa-ter conservation.
The Green Youth Indaba2014 also brought together mo-re than 300 youth green activistsfrom universities, FET’s andyoung professionals acrossSouth Africa.
Speaking to Sedibeng Ster,one of the young people and asocial activist from PalmSprings who attended the event,Tebello Rampo, says that youngpeople need to be involved in is-sues that affect their future, suchas those that were discussed atthe Indaba.

disproved the stereotypi-cal view that a sport likefootball was only formen. Some of them pla-yed sports or administe-red sports during the dif-ficult times when wo-men were told they hadno role in sport. But theynever gave up. At the time not many wo-men were interested in football because of
the belief that the sport was for men. Ho-wever, things have changed thanks to the
above-mentioned wo-men who paved theway for other up-and-coming women foot-ballers and admini-strators in this region.Shooting From TheHip pays homage toall South African wo-men for their contribu-
tion, not only in sport, but also in politics,education and the struggle. This country
would not be where it is today had it notbeen for their selfless commitment tomakechange. For example, women footballersand netballers play every weekend in thisregion at the various venues in Sedibeng.ShootingFromTheHip salutes youwomenand continue to improve the standard ofwomen’s sports in this region, especiallythose still involved in the development ofsport in this region. one-sided game played at the Zone 3 Stadium over the weekend.Milano Ladies FC are at the summit of the log with 24 points
from eight games.They are the only team that to date still has to taste defeat.
As things stand, this Sharpeville-based side is destined to be crow-ned league champion if their current performance is anything togo by. At one stage Elmagreen Ladies FC looked to be a threatto Vaal Milano Ladies, but they can blame themselves for theinconsistency of their performance.Elmagreen Ladies FC is second on the log with 22 points from

SEBOKENG. - With August known as Wo-men’s Month, Emfuleni Local Municipality(ELM in conjunction with the South AfricanNational Amateur Boxing Association andSedibeng Boxing Amateur Boxing Associati-on will stage the National Women’s BoxingTournament.This much anticipated women’s boxing
tournament is scheduled to take place at theSaul Tsotetsi Sports Center in Zone 14, Se-bokeng, on Saturday. This was revealed to Se-dibeng Ster Sport by Emfuleni Sports organi-ser Thanduxolo Madikizela.Madikizela told Sedibeng Ster Sport that
the tournament forms part of celebratingWo-men’s Day andWomen’s Month. He says on-ly female boxers are invited to come and par-ticipate in this tournament adding that the ini-tiative is also designed by the municipalityand the Sedibeng Amateur Boxing Organisa-tion to attract more females to the sport.Madikizela says despite female boxers,
there remains a serious need for females inthe sport as far as administration and officia-ting and is concerned. All females, especiallyyoung girls who are interested in boxing, areinvited to the tournament on Saturday.Madikizela urges the Sedibeng community
to come in numbers to pack the Saul TsotetsiSports Center to capacity on Saturday.“For the next few weeks our focus will be
on women’s sports in this region in honourof those women who have played a part inthe development of sports here. The tourna-ment is partly to acknowledge them for theirrole in our society. The tournament is dedica-ted to all of the women in Sedibeng.
