PROPOSALS TO IMPROVE THE ACTIVITY IN FRUITS ANDVEGETABLES SECTOR AND AMENDING THE LEGISLATION
RESULTS OBTAINED IN STAGE 4
PROPOSALS ON THE CAPITALIZATION OF VEGETABLE AND FRUIT PRODUCTION
Production planning taking into account production and consumption estimates.
Increasing the production potential and the commercial value of the products that can be achieved byincreasing the degree of technology and the market orientation of the producers.
Respect for environmental protection measures, including the management of by-products and waste, inorder to protect water and soil.
Preventing and managing crises of any kind in agriculture.
Correct dimensioning by scheduling and adjusting production on demand, taking into account quality andquantity.
Promoting the Romanian products offered, increasing the level of knowledge and recognition of theproducts.
Optimizing production costs by combining production factors to achieve the highest profit. In this respect, professional agreements can help to balance supply and demand.
PROPOSALS FOR IMPROVING THE ACTIVITY ON THE SHORT CHAINS
Focus on the offer
Achieving continuous and
steady productions
Obtaining financial aid
Balancing the trade balance
Improving management in
agricultural activityReorganizing the
production system in order to capitalize on
the pedo-climatic potential.
Retechnologisation
of the producers
Replacement of aging plantations
Putting accent on the taste due to
the use of natural raw materials,
without preservatives, dyes
or other natural adjuvants.
Quality growth - an essential component in obtaining high returns.
PROPOSALS TO IMPROVE FISCAL LEGISLATION IN THE AGRICULTURAL
SECTOR
1. Financing farming startups: the State should support those interested inobtaining such funding through credit institutions by fully or partially subsidizinginterest and guaranteeing the credit.
2. The level of perishables should be considered deductible: We consider ituseful to set up a working group consisting of specialists from the Ministry ofAgriculture and the University, as well as farmers, in order to update the specificlegislation.
3. The unique declaration: The introduction of the unique declaration comes tosimplify the declaratory system among farmers, and they are obliged to submit asingle annual statement instead of several as it was until 2017.Considering that as of2019 the law provides for exclusive online submission, we consider that this is adifficult process for most farmers taking into account the technical facilities existing inrural areas.
