With respect to our recent meeting, ac-tually, not much happened. We approved the painting of 37 small utility boxes, approved the yearly audit which confirmed that our books are accurate, and resolved several individual homeowner issues. That's the good news.

The bad news is we are losing two of our most dedicated chairpersons after many years of service.

Anne Spacie announced that she was resigning as Lakes committee chairperson as of July. Anne has overseen one of our commu-nity’s major amenities with an attention and de-votion that is beyond our right to ask for. She

has been chairperson for many years including all the years that I've been on board. Her ef-forts have helped maintain and allowed our precious lakes to flourish, a benefit we all en-joy. She will be missed.

Our other loss is Judy Snider's decision to resign her position as chairperson of the En-hancement committee. Judy has been a dedi-cated and consistent Sea Cliff volunteer for many years, including all my years, and has served on so many committees that only Helen Mildner or Jim Lang may have served on more. She has been a major force making Sea Cliff the wonderful community it is, and has always been someone we can rely on to pitch in and help out. She will be missed.

We wish both Anne and Judy a well-de-served respite from their chairing efforts and know they will always remain an integral part of our community’s operations.

• Minutes - Approved the Minutes of April 19, 2017 as submitted.

• Finance reports – The Financials re-ported that they in good condition.

COMMITTEE REPORTS

• Architectural – There was a new AC unit installed and a few window replace-ments.

• Enhancement – Judy Snider will be tak-ing a break from the committee.

• Finance - The Finance Committee re-ported earlier in the meeting by CFO.

• Lakes – Work is still being done at Lake 1. The fountains may be turned on and off at odd times, there may be another leak that we are trying to get under con-trol. There are rocks that have collapsed at the water fountains and those will be repaired. There have been fishing lines found in the lakes. It was noted that these lines may cause damages to the lakes.

• Landscape – There are weeds that have grown due to the past rain. The slopes have been finished thanks to the extra crew member.

• Maintenance – Repairs will be made to the maintenance boxes.

• Pools & Spas – So far, the ducks are not a problem in either pool.

• Public Affairs – Captain of the police force came to the meeting. They were in-formed of a new way to track vehicles that come in and out of the city with a li-cense plate reader.

• Tennis – Nothing to report.

• Welcome – There were a couple new members welcomed to the community.

UNFINISHED BUSINESS: The Board reviewed improvements from 2016 and landscape improvements. It was noted that asphalt repairs will be done by George Weir May 25, 2017 and will not affect parking in driveways. NEW BUSINESS The Board reviewed parking permit log. ANNOUNCEMENTS: None.

EXECUTIVE SESSION SUMMARY: Alan Newman provided a brief summary of items discussed in Executive Session. Items discussed were as follows: the Board pro-ceeded on foreclosure on a property, small up-dates regarding kitchen clubhouse remodeling, and asphalt repairs will be done May 25th. THE NEXT MEETING WILL BE THE ANNUAL MEETING HELD AT THE PAVILION AT 5:00 PM. June 21, 2017. NOTE: This is an informational summary of Board actions. GENERAL INFORMATION

Please Help by Bringing Refreshments to the Annual Meeting – Even if you haven’t signed up, please help ensure a delightful feast by bringing your refreshments to the Pavilion before 5 PM on the 21st. Thanks in advance. 2016 Audit Results – The Audit Report for 2016 will soon be mailed to all owners. Computer Safety and Digital Theft - It has become almost a daily occurrence to read about computer viruses and other forms of malware, and about digital theft. Just recently we learned that tens of thousands of computer systems around the world were attacked and rendered useless by a form of digital malware known as “ransomware.” As we add more and more digital devices and equipment in our homes and cars we become more and more exposed to digital mischief.

In June, the HOA will sponsor an infor-mational meeting that will focus on computer safety and digital theft. The meeting will be in the clubhouse on Thursday, June 22, 2017 at 10:00 AM in conjunction with the monthly Sea Cliff Mac Users Group meeting. (An evening meeting can be arranged if there are people who request it).

Since the computer class for Windows users is no longer available in Sea Cliff we in-vite both Windows and Mac users to this meet-ing. Even though Apple and Windows comput-ers have completely different operating sys-tems the basic information about computer safety and digital theft are largely the same for both operation systems.

During this meeting, Bob Kapell and at-tendees will address the following topics:

1) Basic computer safety 2) How to avoid giving away your digital

and personal information 3) How to protect your financial accounts

and assets from digital thieves Join our Committees – The Sea Cliff Commu-nity can benefit from your ideas and talent. Please help by volunteering on a committee or two. Visitors are always welcome to the meet-ings, so check the calendar in the Scene and attend those you’re interested in. In July, the Board will select committee members and committee chairs, but let us know that you’re interested and eager to work.

All HOA meeting announcements, agendas, rules changes, and many other official notices are posted there as required by the Davis-Stirling Act. Cleanout of Roof Gutters and Downspouts – If you have a blocked gutter or downspout, please call the Management Company to get your name on the next list. Lateral Drain Cleanout, Inspections and Re-pairs – Residents are advised to periodically check their area lateral drains to ensure they flow freely and to contact a service provider if they are blocked.

ARCHITECTURAL COMMITTEE

The CC&Rs and Standards require that Architectural Committee approval be obtained prior to beginning any change or improvement to the exterior of a home, or any mechanical service systems (HVAC systems, gas, water or electrical pipes or wires, etc.). Also, changes in hardscape, large landscaping, drainage, and irrigation systems shall require the prior ap-proval of the Architectural Committee.

ENHANCEMENT COMMITTEE

Happy Spring everyone. Seacliff looks so lovely this time of year. However, we want everyone to know we have decided to post-pone our Garden Tour that was scheduled for June 3rd. We still need people to volunteer to have their gardens listed on the tour. Once we have at least 3 or 4 volunteers we will an-nounce a new date that is convenient for our

homeowners. If you are interested you can contact any member of the committee.

LANDSCAPE COMMITTEE

by Alix Szold Last month's focus was completing April's punch list for maintenance and planting as well as clearing weeds on the west slope of Linden and east slope of Lantana. This month our crew will continue to battle the excessive weed growth from our winter rains as well as continue with new plantings. The north pool and pavilion are being "refreshed" with new plantings in pots and planter areas as well. Our crew has caught up on all major irrigation re-pairs and will continue to watch for "brown ar-eas signaling irrigation failure" as we move into warmer weather. We have planted many bare areas on interior slopes recently and will be planting bare areas on outer slopes as well. We are pleading for residents to not walk on these ar-eas with ground cover which includes the east bank of Turtle Lake. We are choosing hardy ground cover such as gazanias or rosea, but they are not meant to be walked on. Our yearly tree trimming was to be com-pleted in the fall but Atlas Tree Company de-cided to complete it this past month instead. Hopefully the recent major trimming of the car-rotwood trees will cut their messy droppings by about 80%. However, now is the season for the jacaranda trees to produce their beautiful blooms which will ultimately land on many resi-dent's driveways! As I have mentioned before, we are not planting any messy trees near any-one's driveway in the future and the two types of trees I am writing about were planted when

Sea Cliff was first developed. In addition to driveways being cleared of debris every Thurs-day, we are asking the crew to clear the very messy driveways a second day of the week. MAINTENANCE COMMITTEE

A summary of HOA areas that need maintenance and the status of actions follows:

• We await repairs to re-align the support posts for the front pedestrian gate.

• Many of the small utility boxes in front yards need painting and will soon be painted. We have asked AT&T and Spectrum to repair or replace 8 damaged ones.

• The new HOA cleaning contractor is now wiping down pool lounges and chairs. Please let us know if more is needed.

• SDG&E has repaired some street lights, but we await action to repair others. Please re-port outages.

• The repair of several areas of coating on the north pool & spa deck is scheduled for Sep 11-14, and the pool & spa area will be closed then.

• We still await repairs by the street sealing contractor, especially on mid-Linden.

The items reported above are on the list of “Maintenance Needs” given to the Board every month so they can track and act on items that need their attention.

If you spot what appears to be any com-mon area maintenance problem, call it in to the Management Company or to me and we will follow-up. Also, continue to call in any HOA or SDG&E lights that are out. And join us at a committee meeting – normally on the fourth Monday at 10am.

POOLS & SPAS COMMITTEE by Pat Leahy

Spring cleaning at the pools and spas…?

Indeed, that’s what Chris, our longtime pool guy, recently did at both pools and spas – spring cleaning. “How?” you might ask. With energy, proper cleaning equipment, and skill.

No matter how well-maintained our pools and spas are on a regular basis, residue from suntan lotions that swimmers wear builds up on the perimeter tiles, and eventually those tiles need a thorough scrub-down - more thor-ough than the regular cleanings. Now, thanks to Chris, that job has been done. And that’s pretty good timing for the coming summer months when our pools and spas will have more daily usage.

Speaking of which, this is a good time to remind pool and spa users of a sometimes-overlooked rule: “No eating or drinking while in pool or spa.”

While it seems harmless to the spa user, sipping coffee or a soda or whatever while relaxing in the spa is not permitted. Why? Because from time to time that coffee or soda or whatever inadvertently slips from one’s hand or even just slightly tips to one side, and the liquid gets spilled into the spa water. And that’s not a good thing.

Please be sure your house guests are aware of this rule, should they use the pools or spas.

SOUTHWEST CARLSBAD HOME-OWNER ASSOCIATION COALITION

(SWCHAC) MEETING May 1, 2017

All right, all right - - I have to admit it was about 48 seconds past 8:00am and our guest speaker was not yet in the building.

You see, there are only two Carlsbad Police Captains for our bustling city of 102,000 residents and one of them, our guest, Captain Mickey Williams, had not yet appeared. Just as SWCHAC Chairman, Jim Colclaser, was push-ing 9-1-1 on his mobile device for assistance, in walked Captain Williams. Thank goodness no “incidence report” had to be written! (Actu-ally, he may have been delayed by an extra-long traffic red light.)

Nonetheless, the Captain’s topic was about a tool that Carlsbad police first had some limited access to testing and development in 2011. It’s called: The automatic Vehicle Li-cense Plate Number Reader! Now, some six years later, the department has a grant of nearly $1,000,000 (Umm, that’s a million dol-lars, I believe) to create a full city-wide installa-tion.

The plan is to install 51 units of special-ized camera recording devices. They’ll be lo-cated principally at 14 traffic intersections in the city with 6 units merged into the roofs of patrol cars.

The basic operation can be stated simply as follows: A fixed camera/recorder is positioned over one traffic lane of moving vehi-cles and is focused on the rear license plate area of a vehicle in that lane. It is aimed low and cannot see in the vehicle but it does in-stantly photo-record the license number, time, and location. It then flashes that data to a mas-ter computer that is a high-speed data cruncher loaded with the California DMV li-cense number records. Within seconds, the

master computer reports back if the license number is on the DMV stolen car list, criminal investigation site data lists, Amber Alert lists, etc.

So, as Captain Williams brought up, “Is a million dollars too expensive for a local oper-ation? Has privacy been invaded? What will district courts approve in cases it reviews?” My word, will there ever be any more stolen cars moving through Carlsbad!

He pointed out that crime statistics/court records for Carlsbad show that over 75% of the property crime arrests are of people driving across the city limits from elsewhere to commit these crimes. Eventually, all cars in motion in Carlsbad will pass LPR’s (License Plate Read-ers) at some time.

With just a few minutes of meeting time left (an extra 48 seconds was granted to com-plete the hour), Captain Williams answered our other questions telling us that Carlsbad is not a Sanctuary City, and yes, there is one “gang-type” group in town that is monitored very closely. It has been here for a number of years.

Also, the existing “Traffic Circles” seem to be working well and are technically called traffic calming designs (drunk drivers have the most problems with them). And yes again, the State of California is going to require many more circles as life goes forward.

By the way, the Captain thinks Carls-bad’s traffic engineers are still adjusting our traffic signals wait times. Ha Ha. You Betcha!

We have resumed the MAC User Group (SEAMUG) for 2017. On May 25, 2017, we went over what is new in Mac OS and re-viewed the basic operations in Sierra (Desktop, Doc, Finder, Status Bar, Lanuchpad, Dash-board, Downloads and Trash). We also went over a list of excellent sources of information about your computer and the programs that you use.

In June, we will have a special meet-ing that will focus on computer safety and digital theft. Since the computer class for Windows users is no longer available in

HOME SECURITY

No one is immune to criminal trespass-

ing. This includes Sea Cliff residents. Although we live in a gated community, there are still ways intruders can enter, such as following people through the gates, or climbing over our short perimeter walls.

By keeping your doors locked when you’re out, you can deter robberies. This in-cludes entry through your side garage door into your home – perhaps by climbing over the atrium wall. It is easy for an agile thief to climb those walls to gain access. (It has occurred more than once.)

If you sleep with a sliding door ajar, make sure that the screen door is locked and, better yet, use a cut-off broomstick in the slid-ing door track to keep the door from opening wide enough to allow entry.

And last, but-not-least, be alert. If you see someone suspicious, anywhere on Sea Cliff property, call the Carlsbad Police Depart-ment at (760) 931-2197. They will investigate promptly.

POOL & SPA SANITATION

The pools & spas at Sea Cliff are kept within proper sanitation levels at all times as regu-lated by the Health Department. Every gallon is filtered several times a day and filters are cleaned regularly. Chlorine will kill all the bac-teria but some bacteria take longer to kill than others. It is very important for swimmers to practice good hygiene and avoid bacteria from entering the water.

• Don’t swallow the pool water. Avoid get-ting water in your mouth.

• Practice good hygiene. Shower with soap before swimming and wash your hands after using the toilet or changing diapers. Germs on your body end up in the water.

• Take your kids on bathroom breaks or check diapers often. Waiting to hear “I have to go” may mean that it’s too late.

• Change diapers in a bathroom or a dia-per-changing area and not at poolside. Germs can spread in and around the pool.

• Wash your child thoroughly (especially the rear end) with soap and water be-fore swimming. Invisible amounts of fe-cal matter can end up in the pool.

• Don’t swim when you have diarrhea. You can spread germs in the water and make other people sick.

• Report any fecal accidents immediately to the Management Company.

Sea Cliff Annual Meeting and Election

Happening Now ................

The election of members for the Board of Directors is underway! This year there are three openings for the Board of Directors and three candidates. Write-ins are allowed, but vote for no more than three persons. There is one other item to vote on and the Board recommends a “Yes” vote on that. Please make sure you complete and return the Ballots as soon as you can. Ballots must be received prior to 5:50 p.m. on Wed, June 21st !

Committees are very important here at Sea Cliff and we hope you will join one and help serve our community. Committees usually meet once a month for about an hour. You may sign up at the committee meeting or on the sign-up sheets posted at the kiosks, or you can call the committee chairperson and tell him/her you would like to be on the committee. Those already on a committee will be able to sign up for next year at the regular committee meeting. Committee member volunteers go through an approval process by the Board before mem-bership is confirmed. Refer to the back of the Sea Cliff Scene to find a list of all committees and their chairper-sons. Committee responsibilities are shown on their Charters that can be found in the book in the Clubhouse.

Sea Cliff Annual Meeting and election will be held at the Pavilion on Wednesday, June 21, 2017

Refreshments begin at 5:00 p.m. The Annual Meeting begins at 6:00 p.m.

CANDIDATES’ STATEMENTS

Three candidates have submitted statements (which are on file at Lindsay Management Services) in reply to the following sentences on the Candidacy Request forms: “I am interested in running for a seat on the Sea Cliff Homeowners Association Board of Directors. Please accept my formal request for my name to be added to the Annual Meeting Ballot. I am a member in good standing.”

Bob Coates – Thank you for the opportunity to spend the last 10 years on the Sea cliff HOA Board. I have served as the CFO for the

last 9 years. Over all, I feel that I have done a good job of watching Sea Cliffs funds. The Board has kept the dues to a

low level, while keeping Sea Cliff to the nice facility that we expect, maintaining home values. Therefore I am again ask-

ing for your confidence in voting for me to continue the work I have done.

Marilyn Stemen –

Pete Tucker – Linda, Rosie (our black Lab) and I moved into the Sea Cliff Community almost 3 ½ years ago. We chose

Seacliff on the recommendation of a current long term resident and the fact that we were so impressed

with the community. Both Linda and I are very appreciative of the environment that the board has created

for the residents of Sea Cliff and would like to support their efforts. For the last 17 years I have run my

own successful consulting firm. My practice forces me to deal with complex corporate budgets and project

management which I think can add value to the ongoing business dealings of the Seacliff Board.

I would appreciate your support so that I can help to carry on the great work that the Board has been do-

ing of keeping Sea Cliff financially sound, and physically attractive for all of the residents.
