An organization formed in October 1977, under Southern California Yachting Association (SCYA), for the purpose of dedicating itself to the improvement of sailing skills among youth racing sailors in Southern California.

Association goals are accomplished by:• Publishing a master calendar of youth sailing events.• Setting up sailing instructor seminars.• Coordinating and sponsoring One Design seminars.• Stressing the importance of participation in US Sailing Junior Championships and communicating the methods to accomplish this.• Sponsoring six regatta series of four or more races each throughout the year: the North Perpetual Trophy for Naples Sabots; the Ullman Perpetual Trophy for Lasers; the Frost Perpetual Trophy for Laser Radials; the Perry Perpetual Trophy for 420ʼs; the Dick Sweet Team Race for Naples Sabots and the Shadden series for CFJʼs.• Awarding the Stewart Carpenter Memorial Trophy for the top boy-girl CFJ finisher at the Southern California Junior Olympic Regatta.• Disseminating information regarding youth activities through SCYYRA representatives at Member Yacht Clubs.• Acting as an “ombudsman” for junior skippers and their One Design racing associations.• Coordination of youth activities through SCYA, US Sailing and CISA.• Acting as a contact with US Sailing Youth Committees.• Creating a long range planning committee to revise and further the association goals.

The Southern California Youth Yacht Racing Association instituted a program for those advanced junior sailors who have shown a tremendous dedication to youth sailing over the past year.

Clinics are offered for the most outstanding sailors from San Diego to Santa Barbara Counties. Up to seventeen junior sailors are selected and invited to be on the SCYYRA Sailing Team and attend the clinics.

Selection Criteria

1. Sailors must be members of Yacht Clubs or associations that are current members of SCYYRA.

2. The SCYYRA Team is not limited in number. A group of 12-16 sailors are recommended.

3. The recommended age of the participants should be the same as the US Sail-ing requirements for US Sailing National Championship Junior sailing events and must not be a High School graduate.

4. Participants should be selected geographically from Santa Barbara County to San Diego County.

5. Sailors invited to be a member of the SCYYRA Sailing Team must attend the clinic to be considered a member of the Team.

6. Sailors should submit a sailing resume to the chairman of the SCYYRA Sailing Team well in advance of the selection and the clinic date.

7. Selection of the team will be based on age, resume, geographic location, abil-ity and attitude.

8. Members of the SCYYRA Board of Directors should solicit names of potential participants from their area of representation and recommend consideration as a member of the SCYYRA Sailing Team.

9. Sailors who were selected in a prior year are not automatically lifetime mem-bers. New members for the calendar year are selected by the SCYYRA Sail-ing Team Selection Committee. Past members are eligible for reselection.

1. NAMESouthern California Youth Yacht Racing Association (SCYYRA)

II. PURPOSEEncourage and promote yachting education of junior sailors in Southern California. Sponsor junior regattas. Prepare and maintain a Master Calendar of junior yachting events in Southern California and annually distribute copies.

Ill. MEMBERSHIP Membership shall be extended, upon approval of a majority of the Board, to: MEMBER CLUB: Any Member Yacht Club of the Southern California Yachting Association (SCYA).SUPPORTING MEMBER: An individual or firm providing valuable support to SCYYRA. AFFILIATE MEMBER: A non-yacht club organization which promotes juniorboating.

IV. ORGANIZATIONDELEGATES: Each Member Club may appoint two Delegates to the Association, and shall designate one Delegate to whom all communications from the Association will be directed. Each Supporting and Affiliate Member shall appoint one Delegate. BOARD OF DIRECTORS: Selected from thirteen Delegates as: Twelve shall serve for two year terms, six new Directors per year shall be elected at the Annual Meeting of the Association by and from the Delegates to replace six Directors with expired terms. The thirteenth Director shall be the last prior Chairman.OFFICERS: The Officers of the Association shall be elected annually by and from the Members of the Board of Directors. Officers shall consist of the Chairman, Vice Chairman, Secretary and Treasurer. The latter two Officers may be the same individual.TERM OF OFFICE: December 1 to November 30 of the next year.

V. DUTIES OF OFFICERSBOARD OF DIRECTORS: Shall manage the affairs of the Association. Shall act as appropriate to effect the purposes of the Association. CHAIRMAN: Shall preside at all meetings and shall appoint all committees.VICE-CHAIRMAN: Shall, in the absence of the Chairman, fulfill the duties of the Chairman. SECRETARY. Shall conduct the correspondence of the Association. Shall distribute the Master Calendar and notice of all significant junior yachting events to Member Clubs and Supporting Members. Shall keep a record of the proceedings of all meet-ings and distribute copies to all Member Club Delegates and Supporting Members. Shall preserve all documents connected with the business of the Association. Shall maintain a membership roster and distribute it to all Member Club Delegates and Supporting Members. TREASURER: Shall collect and receive all monies and pay all bills approved by the Board of Directors. Shall submit written reports of the receipts and expenditures of the Association as required by the Board of Directors.

VI. COMMITTEESNOMINATING COMMITTEE: Shall consist of three persons appointed by the Chairman at least three months before the annual fall meeting for the purpose of nominating candidates for the Board of Directors for the following two-year term. The committee shall submit to the Secretary their nominees four weeks before the annual fall meeting. MASTER CALENDAR COMMITTEE: Shall consist of four persons appointed by the Chairman at least three months before the end of the calendar year for the purpose of preparing the Master Calendar for the following year and shall monitor the Calendar throughout the year to assure that Members receive adequate notice of significant junior yachting events. Elected annually by and from the Members of the Board of Directors. STANDING OR SPECIAL COMMITTEES: Shall be appointed by the Board of Directors from time to time.

VII. MEETINGSANNUAL AND GENERAL MEETING OF THE ASSOCIATION: The Annual Fall Meeting of the Association shall be held in November. General meetings of the Association shall be held at such time and place, as the Board of Directors shall designate. SPECIAL MEETINGS OF THE ASSOCIATION: The Board of Directors may call special meetings of the Association whenever they deem it necessary and shall in any event do so upon written request of accredited delegates of three Member Clubs. BOARD OF DIRECTOR MEETINGS: Meetings of the Board of Directors shall be held at such time and place as the Board of Directors designate.

VIll. NOTICESWritten notices of every meeting of the Association shall be sent by the Secretary to each Member Club Delegate and Supporting Member at least fifteen days before the meeting. The notice of the Annual Meeting shall include the selections of the Nominating Committee and proposed changes of the By-Laws.

IX. QUORUMDelegates representing six Member Clubs shall constitute a quorum at meetings of the Association. Six members of the Board of Directors shall constitute a quorum at any meeting of the Board of Directors.

X. VOTINGEach Member Club in good standing shall be entitled to one vote. Voting by proxy shall be allowed.

XI. DUESAnnual dues of each class of membership shall be established by the Board of Director.

XII. VACANCIESVacancies in any office shall be filled by appointment by the Board of Directors until the next Annual Fall Meeting.

XIII. BY-LAW CHANGESThe By-Laws may be amended at any meeting of the Association by vote of two-thirds (2/3) of the Members represented at such meeting, provided notice of such amend-ment is sent to Delegates at least fifteen days prior to date of such meeting.

PURPOSE & SPONSORThe purpose of this series is to promote team racing amongst other clubs in a fun, friendly and Corinthian manner.ELIGIBILITY1. All participating clubs must be a member of SCYYRA2. One team per Yacht Club may participate.3. A minimum of three (3) Junior Naples Sabot sailors make up a team and each must be

a member of that Yacht Club or a member of the Clubʼs Junior Sailing program.4. All teams must contact each host club by the Thursday at 6:00 p.m. prior to the event. If

a team fails to meet this deadline, they will not be allowed to sail, unless okayed by the host club.

THE SERIESThree regattas will constitute the series. The regattas will be held during the months of the summer sailing program on a weekday.TROPHIESThe Dick Sweet Perpetual trophy shall be awarded at the last event and will be awarded to the team who has the best accumulative regatta finishes (using low point scoring).SCORING1. US Sailing appendix F (Team Racing Rules) shall apply2. There will be no 720 rule in effect.3. DSQ or late withdraw will be scored as the number of yachts entitled to start, plus 44. Immediate withdraw will be scored as the number of yachts entitled to start + 1.5. DNS is scored points equal to the number of yachts entitled to start in the race.6. The team with the lowest point score shall be the winner of the race.7. The regatta winner will be the team with the best win/loss record for the day. Ties shall

be broken by appendix D.8. The series winner will be the team with the lowest score when the three individual

regattas finishes are added up (i.e. 1 st=1, 2nd=2, 3rd=3, etc.) Ties for the series shall stand.

COURSES1. The course for the races will be a windward/leeward course with an offset mark to the

left of the windward mark.2. Courses can be sailed twice around but the start/finish line is restricted.RACE MANAGEMENT1. There will be standard race instructions provided by the Sweet Series Chairman. Any

changes to standard race instructions must be approved by the Chairman.2. The Race Committee shall be competent people who can efficiently run a regatta. Race

Committee personnel may not coach a team.3. Motorboats shall patrol the course, but their primary focus is the safety of all competitors

and must act as a rescue vessel. Coaches can ride in motorboats but at least two coaches from different clubs must ride in the same vessel. If coaches do not want to be on the water, rescue boats are still needed and volunteers (usually from the host club) will be asked to man vessels.

4. Coaching, yelling, or conversation between spectators/ coaches during a race is not permitted. Any participant receiving advice is subject to disqualification.

5. Protest Committees will be comprised of at least two people representing different clubs and who do not have a vested interest in the decision.

6. Rotations will be set up on random basis. Teams will draw for rotation numbers at each skipper meeting.

race instructions.4. To enter the series, a participant must fill out the Frost Series entry form and mail to

the Frost Series chairman of SCYYRA. A participant may enter the series at the first or second scheduled regatta, but no later than the start of the first race.

5. An entry fee for the Frost may be required (this is separate from each regatta entry fee).6. Only those regattas where an individual raced in Laser Radial Fleet will count towards

the series.

THE SERIESThe series will consist of up to four (4) scheduled regattas when possible during the schoolyear (Sept.-June).

TROPHIES1. The Frost perpetual trophy is a Plexiglass design mounted on a base.2. The Frost perpetual trophy shall be awarded at the end of the last event of the series to

the junior who has the lowest cumulative point score for the scheduled regattas using the scoring system explained below.

3. Take home trophies shall be awarded to the top number of finishers in the series.4. The perpetual trophy shall be kept for that year in the Yacht Club of the winning skipper.

It the club does not have adequate facilities to retain the trophy, it shall then reside at a place determined by the SCYYRA Board of Directors.

SCORING1. Frost series scoring shall be based in the official results of each regatta tabulated only

against other Frost Series entrants. The US Sailing Scoring System, Appendix A of the Racing Rules, using the lowpoint points schedule, will apply.

2. Each yacht finishing a race and not thereafter retiring or being disqualified shall score points equal to her finishing position. Lowest score wins.

3. DNF and yachts which retire before finishing will score the number of unpenalized finishers, plus 1.

4. DNS and DSQ will score number of yachts registered, plus one, for the regatta.5. DNC (did not compete in a particular regatta) shall be equal to the total number of

entries in the series.6. Throwout races will be incorporated into the series scoring with the following formulas: If 14-15 races are completed, there will be 1 throwout If 16-17 races are completed, there will be 2 throwouts If 18-19 races are completed, there will be 3 throwouts If more than 20 races are sailed, there will be 4 throwouts

age or older during that particular Regatta.6. A participant must enter each separate regatta in the series with the individual host club7. To enter the series, a participant must fill out the Perry Series entry form and mail it to

the Perry Series Chairman of SCYYRA. A participant may enter the series at the first or second scheduled regatta but no later than the start of the first race of the 2nd regatta

8. An entry fee for the Perry series may be required (this is separate from each regatta entry fee),

when he crewed for Harry Walker and won the 1983 Star Class, Southern Hemisphere Championship.

2. The Perry Perpetual trophy shall be awarded at the end of the last event of the series to the team who has the lowest cumulative point score for the scheduled regattas using the scoring system explained below.

3. Take home trophies shall be awarded to the top number of finishers in the series.4. The Perpetual trophy shall be kept for the year in the Yacht Club of the winning skipper.

It the Club does not have adequate facilities to retain the trophy, it shall then reside at a place determined by the SCYYRA Board of Directors.

5. In the case that the crew and helmsman of the winning team have sailed together in all the races in the series, the Perry Perpetual trophy itself shall be awarded to the crewmember of the winning team in the recognition of the importance of the crew to a winning team. Otherwise, the perpetual trophy shall be awarded to the helmsman. A suitable keeper trophy, preferably a gift with sailing use, shall be awarded to both winning sailors.

SCORING1. Perry series scoring shall be based on the official results of each regatta tabulated only

against other Perry Series entrants. The US Sailing Scoring System, Appendix A of the Racing Rules, using the lowpoint points schedule, will apply.

2. Each yacht finishing a race and not thereafter retiring or being disqualified shall score points equal to her finishing position. Lowest score wins,

TROPHIES1 . The Ullman perpetual trophy is composed of two medals won by Dave Ullman, floating in

Lucite with a walnut top and large tiered walnut base. The medals were won at the 1978 Baltic Pre Olympic Regatta in Talin, Russia.

2. The Ullman perpetual trophy shall be awarded at the end of the last event of the series to the junior who has the lowest cumulative point score for the scheduled regattas using the scoring system explained below.

3. Take home trophies shall be awarded to the top number of finishers in the series.4. The perpetual trophy shall be kept for that year in the Yacht Club of the winning skipper.

1. Highpoint Series scoring shall be based on the official results of each regatta tabulated only against other Highpoint Series entrants.

2. Each yacht finishing a race and not thereafter retiring or being disqualified shall score points in accordance with US Sailing Appendix A.

3. DNF and yachts, which retire before finishing, will score the numbers of unpenalized finisher’s +1.

4. DNS will score the number of yacht registered for the regatta, plus 1.5. DNC (did not compete in a particular regatta) will score the number of points

equal to the number of entries in the regatta.

6. Ties shall be broken by the US Sailing Rules, Appendix A. If a tie still exists, the winner shall be the yacht ahead in the final race that the two participating yachts both started.

7. The final score for each Highpoint Regatta will be assigned the correct num-ber of “Highpoints”, which will accumulate for the Highpoint Series Winner.

US SAILING YOUTH NATIONAL CHAMPIONSHIPSThis is the first national junior event of the sailing season each year and is also the most prestigious. It is open to all juniors age 19 and under. Applicants may not turn 20 years old in the calendar year. Approximately 60 singlehanded and 30 doublehanded teams and 30 board sailors are selected by virtue of their sailing resume by US Sailing’s Youth Championship Committee. The boat used in these events is decided upon years in advance. The idea is that youths can train and campaign for this event. Applications are available in early January and are due back to US Sailing by April 1st. Acceptances are sent out by early May and the Championships are usually held at the end of June.

US SAILING SEARS, BEMIS AND SMYTHE CUPSThe Sears Cup (3 or 4 people), Bemis Cup (2 person dinghy), and Smythe Tro-phy (single handed) are US Sailing sponsored ladder events open to juniors at least 13 years old but who have not reached their 19th birthday during the calen-dar year. Any junior can and should participate in the area eliminations. Elimina-tions for the Bemis and the Smythe are typically sailed in conjunction with the regional Jr. Olympic Festival and the Sears Area eliminations are typically sailed in a separate event in early July. Just register and show up! The top junior in the Sears and top two juniors in the Bemis and Smythe area eliminations advance to the nationwide final events sailed during the third week of August. There are 10 to 20 competitors in each division at the finals. Boats are provided for the finals.

IDA LEWIS This is the National Jr. Doublehanded Championship open to girls age 13-18 for the whole calendar year of the event. There is no qualification for this event. However, participants should have prior experience in 420's. A clinic run the day prior to racing is highly recommended. Boats are not provided.

US SAILING LEITER TROPHYThis is the National Junior Women’s Singlehanded Championship. It is open to girls age 13 to 18 for the whole calendar year of the event. There is no quali-fication for this event. However, participants should have prior experience racing Lasers. If a clinic is available participation is recommended. Laser Radials are often used for this event. Boats are not provided and must be taken or chartered.

US SAILING JUNIOR BOARDSAILING CHAMPIONSHIPS (Massachusetts Bay Trophy) This event is usually an “open” event though some areas may still have semifinals - must pre register. Contact US Sailing for all details. Date TBA. Host TBA. Board TBA.

SCYA JUNIOR COMMODORES TROPHYThe Junior Commodores trophy is awarded annually to the winning team at Shadden Series #1.

STUART CARPENTER MEMORIAL TROPHYThe Stuart Carpenter Memorial Trophy is awarded annually to the top co-ed CFJ team at the regional junior olympic festival.

2003JUNIORCHALLENGEEVENTS SCYA JUNIOR TEAM RACE CHAMPIONSHIPS & NAGY TEAM RACE

This is a nationally recognized Junior Team racing event. Team racing is an event where 3 boats making up a team, race against another team of 3 boats. They are usually single or double handed boats like Lasers or CFJ’s. The team with the best-combined finish is the winner. The Southern California area holds an elimination to select the top two or three teams. These teams submit resumes to ST Francis YC to be selected to sail the Nagy Memorial Team Races at St. Francis Yacht Club’s Tinsley Island Station on the Delta. Participants may not be 20 years old by the end of July.

SCYA ELIMINATIONS During the year - Hosted by the defending Yacht Club in Lasers. NAGY TEAM RACE Late July - Hosted by St. Francis Yacht Club, Tinsley Island Station, San Francisco in Lasers.

GOVERNOR’S CUPHosted each year by Balboa Yacht Club, this is an internationally recognized junior match-racing event sailed in Santana 20’s provided by BYC. One team per invited club may attend. A team consists of 3 competitors, 15 years or older by the first day of the competition but not 20 by the last date of the competition.

HIGH SCHOOL SAILING (ISSA)The Interscholastic Sailing Association governs high school sailing. The Pacific Coast Interscholastic Sailing Association (PCISA) calendar consists of five quali-fying events leading up to the ISSA Double Handed Nationals known as the Mal-lory Cup and one qualifying event leading up to the ISSA single handed nationals known as the Cressy Cup.

PCISA MALLORY DISTRICT CHAMPIONSHIPThis regatta counts for 70% of a team’s overall qualifying score for the Nationals. All team members must be from the same High School, and must be in ninth grade or higher. Two divisions for FJ sailors (minimum 4 people). Top 3 or 4 schools qualify for the Mallory Cup. This regatta rotates between San Diego, Newport Beach and the San Francisco area.

PCISA CRESSY CHAMPIONSHIPThis Regatta is a one or two day regatta sailed in early Fall. The top three sailors qualify for the Cressy Cup. Northern Cal and Southern Cal alternate as host sites for Lasers and Radials.

ISSA NATIONAL CHAMPIONSHIPThis event rotates between the East Coast, West Coast and the MidWest.

CRESSY CUPHigh School national Singlehanded Championship sailed in Lasers.

MALLORY CUPAll teams must qualify through PCISA District Championship. Two Divisions of FJ/420 sailors (minimum 4 people) that must be from the same High School.
